Title | |
Słowa kluczowe | Ukraine, berries, prospects of development, competitiveness, export, organic production |
Key words | |
Abstrakt | The demand for raspberries and blackberries has risen sharply in Europe and North America in recent years. Ukraine is almost one third of the world’s black earth, a favorable climate for growing vegetables, fruits and berries, as well as a good ratio of daytime and nighttime temperatures and optimal length of sunny day. Therefore, the authors consider that Ukraine could become a reliable supplier of berries in Europe and America. Berries will not give the same high gross production as cereals. But these products are perspective in terms of processing, value added and profitability for the manufacturer. Considering the strategic importance of growing berries in Ukraine the subject of the research is to study the competitiveness and prospects for production of berries in Ukraine. The conducted assessment of the status and prospects of growing berries shows that Ukraine has been steadily producing within the range of 130-135 thousand tons of berries in recent years. Due to the fact that the products of private households and horticultural societies are not actually taxed, they have significant competitive advantages over agricultural enterprises, which is one of the reasons for the curtailment of industrial horticulture in Ukraine. But, on the other hand, they are inferior to large enterprises because of not failing to implement sanitary, technical standards, certification etc. In order to ensure the competitiveness of domestic producers in the external market, berry producers need to be more actively involved in the process of improving product quality, since in Ukraine only five agribusinesses have a Global GAP certificate, which is a minimum condition for access to the EU market. According to the results of the study, the authors consider organic production of berries as another perspective direction for the development of domestic berries. |

Key words | |
Abstrakt | The article discusses the shortcomings of tax policy in the agrarian sector of the economy of Ukraine, whichhas created non-competitive conditions for small farms. Large agricultural enterprises in Ukraine use theexisting special tax regime as an optimization of tax liabilities. This has led to such negative economic, social and environmental consequences as the development of landlands, the deterioration of agriculturallandscapes, the increase in export-oriented production, the growth of unemployment in the village and themigration of the rural population. While small farms, without state support, provide the population with basicfoodstuffs. The purpose of the article is evidence of the use of a special tax regime only for small farms, basedon an analysis of the special tax treatment regime in Polish agriculture and an analysis of the differential rentmethodology laid down in the basis of a special tax regime, as well as the development of practical recommendationsfor Ukraine. |

Słowa kluczowe | food interests, protection, subsistence level, food aid, budget, cost multiplier |
Key words | |
Abstrakt | The need to protect the food interests of Ukrainian citizens is conditioned by a number of pressing challenges – insufficient level of income, high growth rates of consumer food prices, excessive level of market concentration, excessive volumes of food exports, which cause a deficit in the domestic market, etc. For a full-scale deployment of the Ukrainian food aid program, it is necessary to preliminarily conduct an experiment. As part of the experiment, we propose to involve low-income citizens in the program, who has a total income not exceeding 130% of the poverty line (subsistence level). According to the statistics of 2017, the protection of food interests needs those households whose average income is less than UAH 2,085 per month – these are household’s first decile group. The average benefit is UAH 284 per person per month. A tentative budget for food aid for all households and the decile group should be UAH 1204.6 million. An increase in food expenditure by 1% will lead to an increase in real GDP of Ukraine by 0.97%. Food expenditures of the population of Ukraine in 2017 amounted to UAH 673539.0 million. Their increase by UAH 1204.6 million, or 0.18%, will cause real GDP growth of 0.17% or UAH 4266.9 million. |

Abstract | Maize belongs to the most important crops and industrial grains in the world and Ukraine is becoming one of the key producers and exporters of maize in the world. The aim of the study was to assess the determinants of maize production changes in Ukraine in the context of internal and global conditions. The work presents changes in production, consumption and prices in Ukraine against their counterparts in the world. In light of the research, it has been shown that there is an increase of integration of the Ukrainian maize market with global markets. This phenomenon was supported by the increase in demand for maize on global markets caused by the development of biofuel production and the relatively low costs of cereal production in Ukraine. |

Key words | milk, production, domestic consumption, market surpluses |
Abstrakt | Opracowanie przedstawia zmiany w produkcji mleka na świecie w latach 2000-2016. Przedstawiono zmiany ogółem oraz u największych producentów. W badanych latach produkcja mleka ogółem zwiększała się przeciętnie w roku o 15 mln ton, tj. w tempie 2,18%. W 2016 r. udział mleka krowiego w produkcji wynosił 82,6%, bawolego 13,9%, a mleka koziego, owczego i wielbłądziego wynosił 3,4%. |
Abstract | The study presents changes in milk production in the world in 2000-2016. Production changes in general as well as in the largest producers were presented. In the analysed years, total milk production increased on average by 15 million tons per year, i.e. at the rate of 2.18%. In 2016, the share of cow's milk in production was 82.6%, buffalo 13.9%, and goat's, sheep's and camel's milk was 3.4%. Production changes in the largest milk producers varied in directions and scale. Similarly, the directions of changes in the consumption of domestic milk also varied. On this basis, three groups of countries were distinguished: growing market surpluses, growing market shortages and falling market surpluses of milk. The market surpluses of milk in the USA, New Zealand and EU countries grew on the largest scale. In 2016, almost 80% of global exports of milk and its products came from these countries. On a smaller scale, market surpluses also increased in Argentina and Turkey. The growing market shortages of milk and its products in the largest scale occurred in China and Russia, and on a smaller scale in Mexico, Brazil and Pakistan. The downward trend in market surpluses occurred in Australia, Ukraine and in India. In Poland there were growing market surpluses of milk and its products, which resulted in an increase in exports. It was necessary to develop 2/3 of Polish milk production growth in foreign markets. |

Abstrakt | It is established that the Ukrainian agrarian sector in recent years suffered quite serious reformational impacts on the institutional environment of the functioning of economic actors, in particular the influence of regulators on the transformation of agricultural development. It is substantiated that under institutional transformations it is appropriate to understand the changes that occur as part of the creation of new rules of conduct of participants, containing a specific mechanism for ensuring compliance with these rules, as well as improving organizational and economic regulators within the existing set of rules for all participants It is determined that the institutional system is a structured set of interrelated informal rules that determine, on the one hand, a system of incentives for increasing the efficiency of interaction between subjects of the agrarian economy, and, on the other hand, restricts the activities of economic agents, which create a certain framework for implementation their target functions in accordance with the law and public interests. |

Abstrakt | A systematic analysis of trends in the development of organic products in Ukraine and Poland was carried out, which showed that the total area of certified ecological lands for the study period from 2006-2016 in Ukraine increased by 1.7 times, and in Poland from 2004-2014 it increased by 12 times. It has been established that the most significant impact on qualitative structural changes in the economic sector is adjustment to European standards that establish a favorable system of agricultural production regulation, marking and inspection of organic products. This is why Poland, while being in the European Union, has a significant advantage over Ukraine. The system of control and certification by the authorized bodies is generalized, as well as the mechanism of financial support for organic agricultural production. The necessity of using the experience of Poland with the purpose of greening agriculture and development of organic agricultural production in Ukraine is emphasized. |

Abstrakt | The article examines the state and prospects of organic production by agricultural enterprises in the Ukraine. Existing natural, climatic and soil potential for the production of organic agricultural products as well as their export and consumption in the domestic market are characterized. It was noted that the development of organic production is one of the main priorities of the agrarian sector of the Ukrainian economy. State support for the development of this type of production is being implemented, as reflected in ‘3 + 5’ as a strategy for the development of the agrarian sector of the economy for the period until 2020. Attention is drawn to the instability of the environment, insufficient development of demand and limitations of financial resources, which hinder the realization of Ukraine’s potential in this segment of the agrarian sector. The conclusion on the necessity of applying marketing strategies for promoting and marketing organic products on domestic and foreign markets is drawn. The model of forming a marketing strategy of organic production development in the Ukraine is offered. |

Abstrakt | It is determined that in economic science there is no single approach to the interpretation of the concept of ‘innovation’. It is suggested that taking into account the radical changes that are in the world economy today it is necessary to use the extended concept of innovation, which should be understood as the results of the development transformation, research, ideas and their combination into a radically new or improved technological, economic, social solution, the results of which can be applied in practice. The main indicators that determine the level of innovation development of a country or region and provide an opportunity to determine the impact on economic development are covered. The place of Ukraine in such ratings according to indicators of innovative development in 2017, 2018 and problems that cause their low level are defined. The improvement directions of the innovative development level of the country are defined and the real steps taken by the government of the country to correct the negative trends through the introduction of digital transformation of the country’s economy, the transition from raw material to high-tech production and the basis of innovative IT technologies and communications are shown. |

Abstrakt | In recent decades considerable attention has been paid to alternative and renewable energy. Among the alternative sources, the sun’s energy is most appealing. Therefore, the development of solar energy, in the long run, is one of the top priorities. In practice, there are numerous barriers to the growth of the solar energy market. First of all, economic: fairly high prices for solar systems and payback period; the absence of working capital from manufacturing enterprises, the absence of specific mechanisms for stimulating production in the form of subsidies, tax exemptions, preferential tariff policies, etc. Therefore, research into the development of solar energy, as a real tool for a comprehensive solution to economic and environmental problems, is becoming increasingly relevant. The paper considers the energy policy of the use of renewable energy sources in rural areas. The theoretically feasible and technically achievable potential of solar energy in the territory of Ukraine was characterized. It was noted that the sun is the most affordable supplier of energy on earth today. The use of solar radiation is expedient for the development of thermal and electric energy and is possible throughout the territory of Ukraine. The dynamics of the commissioning of solar power plants by private households was analysed. The attention is focused on the application of the ‘green’ tariff, which stimulates the increase in the number of solar projects implemented in households. A financial model of private households of choosing a solar power plant option was proposed. The problems were identified and the possibilities of using solar energy for ensuring energy independence of households and profit generation were assessed. The forecast for the development of solar energy of the period up to 2020 was made. |

Fugelo P., Savitska S. ECONOMIC EVALUATION OF INVESTMENT ACTIVITY OF AGRICULTURAL ENTERPRISES IN THE UKRAINE

Title | |
Słowa kluczowe | investment, investment activity, agricultural enterprises |
Key words | |
Abstrakt | The article specifies that intensive development of the economy can be achieved by attracting and effectively using investment resources. Based on the indicator of the level of investment sufficiency, it was established that, in the period under review, the level of investment adequacy in the country is less than the established ‘threshold’ value, which indicates a shortage of investment funds. The study analysed the dynamics of investment attraction in agriculture. It was found that the main source of financing for investment is own funds of enterprises and organizations. However, they are too insufficient to ensure the intensive development of the economy. An analysis of growth dynamics of the total volume of investment in agricultural enterprises per 100 ha of agricultural land and their financial provision was carried out. Research showed that the increase in the value of fixed assets is more intensive than the increase in the inflow of investment in fixed assets, which indicates additional sources of growth in the value of fixed assets. It was noted that the potential sources of investment resources should be the funds of foreign investors, which currently stand at an extremely low growth level. A number of negative factors influencing the process of attracting foreign direct investment were identified. The main current requirements of the Ukraine in the process of integration into the world economic space, is the formation of a mechanism of investment activity, an important component of which is the mechanism of investment provision. |
