Abstrakt | Bearing in mind a serious dependence of Ukraine on the import of oil products, it isof great significance for Ukraine to develop own manufacture and to increase the share of oilproduct substitution with biofuel. It is not possible to develop biofuel market without solvinga number of economic and organizational problems, which is why it is expedient to introducefinancial-economic stimuli for biofuel producers and to build a stable demand for alternativekinds of fuel. In Ukraine the manufacture of alternative fuels almost terminated, however thesolution of the problem of biofuel manufacture will depend on the coordination of joint actionsof the state, participants of market relations and the development of the system of measuresaimed at the creation of pre-conditions to enhance a competitive biofuel market in Ukraine,taking into consideration foreign experience and current tendencies of the manufacture anduse of the alternative energy sources. |

Abstrakt | The article presents the results of analysis of low carbon economy planning in public administration, as well as technological and non-technological solutions present in Poland and the EU. The review of documentation, being a formal basis for dealing with problems by public administration and local authorities, and the analysis of sample programmes and plan indicate that the main determinant of low carbon economy development in Poland is the state of the natural environment, particularly air quality and availability of financial support for investments, which is dependent on the possession of specific planning documents. Technological solutions are economically verified as network parity, which indicates the importance of organizational, fiscal and financial solutions. |

Abstrakt | The paper presents the main aspects of rapeseed production and processing in Ukraine in the context of Ukraine’s joining EU. Current situation of rapeseed market and some aspects of exporting activity in this sphere were characterized. A set of possible directions of development of the situation in Ukraine including possible influences of UE’s policy in the sphere of alternative energy sources were presented, as well as changes of volumes of rape production. The paper also analyses the activity of Ukrainian government connected to the rapeseed production and processing, including avoidance of possible pathological Ukraine’s transformation into mere Europe’s raw materials’ supplier. |
