Abstrakt | Stabilność usług publicznych oraz sytuacja finansowa samorządów lokalnych ma istotny wpływ na rozwój gospodarczy kraju, jak również trwający od lat proces reform politycznych zmierzających do promowania wydajności jednostek sektora publicznego, ich zrównoważonych budżetów oraz stabilności finansowej. Jest to pojęcie różnie definiowane, co wynika m.in. z jego wieloaspektowości oraz braku precyzyjnie określonych miar do oceny tego zjawiska.Celem głównym pracy była ocena stabilności finansowej gmin wiejskich województwa lubelskiego w latach 2016-2020. W ramach celu głównego przeprowadzono analizę wskaźnikową oraz badania ankietowe. Artykuł powstał w oparciu o studia literatury przedmiotu, sprawozdania z wykonania budżetów badanych gmin publikowane przez Regionalną Izbę Obrachunkową w Lublinie oraz kwestionariusz ankiety.Na podstawie przeprowadzonych analiz stwierdzono że badane gminy w latach 2016-2020 odnotowały trwałość w zakresie polityki fiskalnej, stabilny poziom płynności finansowej i zadłużenia, aczkolwiek stosunkowo niski poziom samodzielności dochodowej. Kryzys w 2020 roku wywołany pandemią Covid-19 spowodował znaczny wzrost wydatków bieżących jednostek samorządu terytorialnego w porównaniu do dochodów, które były mniejsze niż planowano, aczkolwiek nie wpłynął na znaczne pogorszenie wyników finansowych badanych gmin. W opinii ankietowanych (wójtów) zdecydowana większość gmin wiejskich województwa lubelskiego była stabilna finansowo a pandemia Covid-19 na ogół nie miała istotnego wpływu na jej poziom. |
Abstract | The stability of public services and the financial situation of local governments has a significant impact on a nation’s economic development. It also affects the long-standing process of political reforms aimed at promoting the efficiency of public sector units, their balanced budgets and financial stability. It is a concept defined in different ways, which is due, among other things, to its multifaceted nature and the lack of precisely defined measures to assess this phenomenon.The main objective of the paper was to assess the financial stability of rural municipalities in Poland’s Lublin voivodeship in 2016-2020. Within the framework of the main objective, ratio analysis and survey research was conducted. The paper was based on the study of literature on the subject, reports on the implementation of budgets in the studied municipalities published by the Regional Chamber of Accounts in Lublin, and a survey questionnaire.Based on the analyses, it was found that the studied municipalities in 2016-2020 recorded sustainability in terms of fiscal policy, and a stable level of financial liquidity and debt, albeit with a relatively low level of revenue independence. The crisis in 2020 caused by the Covid-19 pandemic caused a significant increase in the current expenditures of local government units compared to revenues, which were less than planned, although it did not significantly worsen thefinancial performance of the surveyed municipalities. In the opinion of the respondents (heads of rural municipalities), the vast majority of rural municipalities in the Lublin voivodeship were financially stable and the Covid-19 pandemic generally did not have a significant impact on theirlevels of stability. |

Abstrakt | Przedmiotem analizy była produkcja ziemniaków, zużycie krajowe i obroty handlu zagranicznego (eksport i import) w Polsce w latach 2001-2019. W oparciu o wyniki analiz określono średniookresową projekcję (na 2025 r.) obejmującą produkcję, kierunki wykorzystania w kraju i obroty handlu zagranicznego ziemniakami i ich przetworami. Analizowane dane pochodziły z GUS oraz IERiGŻ-PIB. Produkcja ziemniaków w Polsce w latach 2001-2019 charakteryzowała się tendencją spadkową. Wolniejszy spadek zbiorów niż powierzchni wynikał z poprawy plonowania. W zużyciu krajowym występowały różnokierunkowe tendencje: spadkowa w spożyciu ziemniaków ogółem, w eksporcie ziemniaków nieprzetworzonych, w przetwórstwie w gorzelnictwie i w stratach w przechowalnictwie oraz wzrostowa w przetwórstwie spożywczym i pozostałym przemysłowym. W handlu zagranicznym zaobserwowano poprawę dodatniego salda handlu przetworami z ziemniaków oraz pogłębianie się ujemnego salda handlu ziemniakami. Z projekcji rozwoju na 2025 r. wynika, że produkcja ziemniaków w Polsce może wynosić 7250- 7540 tys. t, a zapotrzebowanie - 7430-7570 tys. t. Import niezbędny ziemniaków świeżych może wynosić rocznie 30-180 tys. t. |
Abstract | The subject of the analysis was potato production, domestic consumption and foreign trade turnover (export and import) in Poland in 2001-2019. Based on the results of the analyzes, a medium-term projection (for 2025) was defined, covering production, directions of domestic use and foreign trade turnover of potatoes and their products. The analyzed data came from the Central Statistical Office and Institute of Agricultural and Food Economics- National Research Institute. Potato production in Poland in 2001-2019 was characterized by a downward trend. The slower drop in the harvest than in the area was due to the improvement in yield. There were various trends in domestic consumption: a decrease in total potato consumption, in the export of unprocessed potatoes, in processing in distilling and losses in storage, and an increase in food processing and other industrial processing. In foreign trade, an improvement in the positive balance of trade in potato products and a deepening of the negative trade balance in potatoes was observed. The development projection for 2025 shows that the production of potatoes in Poland may amount to 7,250,000- 7,540,000 thousand tonnes, and the demand – 7430 7570 thousand tonnes. The necessary import of fresh potatoes can amount to 30-180 thousand tonnes annually. |

Abstract | The article focuses on the search for growth prospects for Polish exports of agri-food products with economies belonging to the European Union and being the most important export markets for Poland in terms of agri-food products. Groups of these goods were identified that are characterized by positive and negative indicators of revealed comparative advantages and indicators of the trade balance. The study used a method based on the product mapping matrix. |

Abstrakt | Ze względu na niedostatek białka paszowego z produkcji krajowej, państwa UE są znaczącymi importerami nasion i śrut z roślin strączkowych, w tym przede wszystkim soi i śruty sojowej. Celem artykułu jest przedstawienie zmian w produkcji i handlu soją w wybranych krajach UE w latach 2000-2017. W badaniach wykorzystano dane wtórne pochodzące z zasobów Organizacji Narodów Zjednoczonych do spraw Wyżywienia i Rolnictwa (FAO). Omówiono zmiany w wolumenie produkcji soi w krajach jej największych producentów w UE, wartość i wolumen obrotów handlowych soją w państwach największych eksporterów i importerów, ich udziały w handlu oraz wyniki bilansu handlowego. Wolumen produkcji soi w krajach UE zwiększał się wolniej niż zapotrzebowanie na wysokobiałkowe surowce paszowe, powodując wzrost wartości przywozu soi i stawiając państwa UE w roli importerów netto tego surowca. Inaczej niż w Polsce, zwiększenie wartości przywozu nie wynikało jednak ze wzrostu jego wolumenu. Największymi importerami soi w UE były Holandia, Hiszpania i Niemcy. |
Abstract | Due to the deficit in feed protein from domestic production, EU countries are significant importers of legume crops and meals, including soybean and soybean meal. The aim of the paper is to present changes in soybean production and trade in selected EU countries in 2000-2017. Secondary data from the Food and Agriculture Organization of the United Nations (FAO) database were used in the research. The following issues were discussed: the changes in the volume of soybean production in the countries of its largest producers in the EU, the value and quantity of trade flows in the countries of the largest exporters and importers, their share in trade and trade balance. The volume of soybean production in the EU countries has increased more slowly than the demand for high-protein fodder raw materials, resulting in an increase in the value of soybean imports and making EU countries net importers of this raw material. Unlike in Poland, the increase in the value of imports was not due to an increase in its volume. The Netherlands, Spain and Germany were the largest soybean importers in the EU. |

To fulfill the aims in the paper, yearly balances of sunflower seed, sunflower oil and sunflower cake were analyzed and price analysis was conducted. Price integration was assessed with the use of the error correction model (ECM) which was applied to monthly prices for sunflower oil from 2000 to 2020. Our findings provide evidence of high price transmission between the UA and EU markets, conversely lower price transmission was observed between the UA and the US. |

Abstrakt | The article investigates issues regarding settlements between business counterparts in the Republic of Belarus, including those between Ukrainian and Belarusian enterprises. The presence of bad debts is identified as a key issue, leading to overdue and unrealistic debt collection accounting that burdens a company's balance sheet, resulting in a loss of financial stability of the creditor enterprise. Monitoring of business counterparts helps minimize this risk. Therefore, a mechanism has been developed to collect information about a counterparty and create a credit dossier. There is a proposal to monitor a counterparty's solvency based on criteria that has been specifically established for an industry. The proposed mechanism will help control unjustified growth in the receivables of agricultural organizations in The Republic of Belarus and the Ukraine in hopes of keeping funds in circulation, and reducing the risk of companies losing their own financial stability due to overly loyal credit policies. |

Abstrakt | This study scrutinized the effect of outreach on financial sustainability and profitability of SACCOs in Eastern Ethiopia using balanced panel data from 33 SACCOs over the period of 2017-2019. Quantitative approach and explanatory design were employed to realize the stated objective. This study used secondary data sources, mainly audited financial statement of the SACCOs, in the study period. The analysis revealed that SACCOs in Eastern Ethiopia are profitable but not financially sustainable. Random effect model results show that gross loan to asset ratio, yield on gross loan portfolio, managerial and operational efficiency has statistically significant and positive effect on the financial sustainability of SACCOs, while average loan size has statistically significant but negative effect. Likewise, gross loan to asset ratio, managerial efficiency, and average loan size has statistically significant and positive effect on the profitability of SACCOs in Eastern Ethiopia. However, the portion of women borrowers and number of active borrowers has statistically significant but negative effect on the profitability of the SACCOs in the study area. Finally, the study suggests that increasing the number of borrowing clients and sales volume (loan portfolio) could benefit SACCOs in Eastern Ethiopia from economics of scale. |

The increase in capital investments isthe basis for strengthening and improving the material and technical base, and for implementingscientific and technological progress. Increasing the intensity of agriculture and animalhusbandry contributes to more efficient use of land and livestock, increasing crop yields andlivestock productivity. The main link between crop production and animal husbandry is feedproduction. Creating a solid feed base is the most important condition for the development ofanimal husbandry. Its state and level of development determine the possibility of increasingthe number of animals, increasing their productivity, improving the quality of products andreducing the cost of the latter. It is proved that the level of productivity of animals by 50-80%is determined by their feeding. Due to the importance of feed, it is necessary that their productionis ahead of the pace of needs (growth of livestock and its productivity). When forminga feed base, it is important to take into account not only the total volume of feed that willensure the production of a certain amount of products, but also their balance with nutrients.As a rule, feed, namely green feed, silage, haylage, is not a commodity product, that is, thereare no permanent markets for them. These types of feed are grown by those farms that areengaged in animal husbandry and must create their own raw material base for obtaining themain feed. |

Increase of volume of assets, shareholders’ equity and revenues demonstrated an improvement of financial sustainability and resulted in growing valuations of companies in the study period. Sample business entities achieved relatively high liquidity and profitability that proved their financial sustainability in terms of risk and return. At the same time rising operating profit margins and liquidity ratios determined higher enterprise value of joint-stock companies. This emphasized a positive relation between enterprise value and financial sustainability. Joint-stock companies demonstrated a robust capital structure with a minor decrease of corporate debt in 2011-2015. However changes in sources of financing could provoke a trade-off between financial sustainability and enterprise value. According to a regression model factors positively influencing enterprise value included revenue, cash and cash equivalents, operating profit, current liabilities and shareholder’s equity. Stimulating revenue and increasing operating profit as well as maintaining higher cash balances improves financial sustainability while debt extension can significantly deteriorate continuity of business. |

Abstrakt | Przedstawiono zmiany w podaży wieprzowiny w Polsce w latach 2001-2017. Pogłowie trzody chlewnej charakteryzowało się tendencją spadkową we wszystkich grupach zwierząt. W latach 2001-2007 import żywca wzrastał rocznie o 71 tys. szt., a w latach 2008-2017 o 603,5 tys. szt. Rosnąca skala importu żywca powodowała spowolnienie spadku produkcji mięsa. Eksport żywca charakteryzował się dużą zmiennością i był niewielki. Import mięsa charakteryzował się rosnącą skalą i tempem (prawie 32% rocznie w latach 2001-2008 i 3,1% w latach 2009-2017). Eksport mięsa rósł, a dynamika wzrostu od 2009 r. przewyższała skalę wzrostu importu, co zmniejszyło ujemne saldo handlu mięsem. Eksport przetworów z wieprzowiny charakteryzował się szybką tendencją wzrostową, a import niewielką. Ceny wieprzowiny w Polsce "podążały" za średnimi cenami w krajach UE. W średnim okresie tempo wzrostu cen w UE i w Polsce będzie niewielkie (0,8% rocznie), a Polska pozostanie nadal znacznym importerem żywych świń. |
Abstract | Changes in pork supply in Poland in the years 2001-2017 were presented. The pig population was characterized by a downward trend in all groups of animals. In the years 2001-2007, livestock imports grew annually by 71 thousand pcs, and in the years 2008-2017 by 603.5 thousand pcs. The increasing scale of livestock import slowed the decline in meat production. Livestock export was characterized by high variability and was small. Meat imports were characterized by a growing scale and pace (almost 32% per annum in 2001-2008 and 3.1% in 2009-2017). Meat exports grew, and the growth rate since 2009 exceeded the scale of import growth, which improved the negative balance of meat trade. Exports of pork products were characterized by a rapid upward trend, and small imports. Pork prices in Poland "followed" average prices in EU countries. In the medium term, the growth rate of prices in the EU and in Poland will be small (0.8% per year). In the medium term Poland will remain a significant livestock importer. |

Abstrakt | Głównym celem artykułu jest próba oceny konkurencyjności krajów Unii Europejskiej w handlu zagranicznym produktami wołowymi w 2017 r. w porównaniu z 2005 r. Realizując cel opracowania wykorzystano analizę porównawczą wartości eksportu, importu, sald handlu zagranicznego produktami wołowymi, wskaźnika ujawnionej przewagi komparatywnej RCA, wskaźnika przewag komparatywnych Lafaya oraz wskaźnika Grubela-Llyoda. W 2005 r. i w 2017 r. następujące kraje posiadały przewagę komparatywną w handlu produktami wołowymi: Austria, Francja, Irlandia, Luksemburg oraz Polska, a przewagi komparatywnej nie posiadały: Bułgaria, Cypr, Dania, Finlandia, Grecja, Włochy, Malta, Hiszpania, Szwecja, Portugalia i Wielka Brytania. W 2017 r. większość krajów UE realizowała model handlu wewnątrzgałęziowego. W 2017 r. w porównaniu do 2005 r. niektóre kraje UE zmieniły model realizowanego handlu z międzygałęziowego na wewnątrzgałęziowy lub odwrotnie. W 2017 r. Polska zajmowała piątą pozycję wśród największych eksporterów produktów wołowych w UE, a udział produktów wołowych zaimportowanych do Polski w przywozie produktów wołowych krajów UE był bardzo niski (i wynosił ok. 1%). |
Abstract | The main purpose of the article is an attempt to assess the competitiveness of European Union trade in foreign trade in beef products in 2017 compared to 2005. In order to achieve the objective of the study, a comparative analysis (for exports, import value, balance of foreign trade in beef products, the index of revealed comparative advantage of RCA, the comparative advantage of Lafay and the Grubel-Llyod indicator) was used. In 2005 and 2017, the following countries had a comparative advantage in trade in beef products: Austria, France, Ireland, Luxembourg and Poland. Those which did not have a comparative advantage: Bulgaria, Cyprus, Denmark, Finland, Greece, Italy, Malta, Spain, Sweden, Portugal and Great Britain. In 2017, most EU countries implemented the intra-industry trade model. In 2017, compared to 2005, some EU countries changed their trade model from inter-industry to intra-industry or vice versa. In 2017, Poland was fifth among the largest EU exporters of beef products in the EU, and the share of beef products imported to Poland in the import of beef products of EU countries was very low (and amounted to about 1%). |

Abstrakt | W artykule podjęto problematykę związaną z giełdowymi przedsiębiorstwami rodzinnymi. Autorka prezentuje znaczenie przedsiębiorstw rodzinnych w gospodarce Niemiec oraz ocenę wykorzystania przez niemieckie przedsiębiorstwa rodzinne finansowania udziałowego. Celem artykułu jest przedstawienie przesłanek skłaniających niemieckie przedsiębiorstwa rodzinne do debiutu giełdowego oraz charakterystyka giełdowych przedsiębiorstw rodzinnych w Niemczech. Ze względu na przeglądowy charakter artykułu, główną metodą badawczą wykorzystaną dla realizacji celu jest krytyczna analiza zagranicznej i polskiej literatury przedmiotu, na postawie której zaprezentowano wyniki najistotniejszych badań niemieckich przedsiębiorstw rodzinnych. Wykorzystano również elementy statystyki opisowej oraz metodę opisową. Przedstawione analizy i oceny wskazują, że przedsiębiorstwa rodzinne w Niemczech mają znaczący wpływ na gospodarkę realną, jak również są istotne dla giełdy papierów wartościowych, co wyrażone jest m.in.: liczbą debiutów giełdowych oraz liczbą notowanych firm rodzinnych. W porównaniu do nierodzinnych przedsiębiorstw obecnych na giełdzie charakteryzują się niższą sumą bilansową i niższymi obrotami. Natomiast ocena korzyści związanych z obecnością na giełdzie zależna jest m.in. od wielkości przedsiębiorstwa. |
Abstract | In this article the author focuses on family firms, which are listed on stock exchange. The article presents the importance of family businesses in both the real economy in Germany as well as the activity of the German family businesses on the securities market in terms of the usage of the equity. The aim of the article is to present the most important reasons of IPO and the characteristic of family businesses that are listed on stock exchange. Indeed article shows in the review results of the most important studies of German family businesses that are listed on stock exchange. In the article following methods were used: critical analysis of the literature, as well as components of descriptive statistic and descriptive method. Analysis and the assessment show that family businesses in Germany have a significant impact on the real economy. They are also important issuers on the stock exchange, which is expressed, among others, by the number of both IPOs and listed companies. In comparison to non- family enterprises the family firms listed on stock exchange are characterized by lower balance sheet total and lower turnover. However, the assessment of benefits related to the presence on the stock exchange depends, among the size of the enterprise. |

Abstrakt | Celem badań był polski eksport i import roślin ozdobnych, mające istotny wpływ na rozwój sektora kwiaciarskiego. Analizowano kierunek i dynamikę zmian w latach 2005-2015, saldo obrotów i strukturę asortymentową w ujęciu wartościowym i ilościowym. Badania wykazały stały wzrost obrotów, nieznacznie szybszy eksportu niż importu, ale przy wyższym absolutnym poziomie importu i ujemnym saldzie obrotów, pogarszającym się w ujęciu wartościowym, jak również wyższych cenach importowych. Polska jest rosnącym importerem netto kwiatów ciętych żywych, roślin doniczkowych i cebul kwiatowych, a staje się także, w wyniku spadku cen, importerem netto roślin szkółkarskich, będących podstawą polskiego eksportu. Polscy szkółkarze powinni przestawiać się na asortyment roślin o wyższej wartości i poprawiać ich jakość w celu podniesienia cen zbytu. |
Abstract | The aim of the study was Polish export and import in ornamental plants, which are the motor of floriculture development. The direction and dynamics of changes in 2005-2015, trade balance and the structure of assortment in terms of value and quantity were studied. Studies show a steady increase in turnover, slightly faster in exports, but with a higher absolute level of imports and a negative turnover balance, deteriorating in value terms, as well as higher import prices. Poland is a growing net importer mainly of cut flowers, pot plants and flower bulbs. However, Poland also has become, as a result of decreasing prices, a net importer of nursery plants, which is the basis of Polish exports. Polish nurserymen should switch to an assortment of plants with a higher value and improve their quality in order to raise selling prices. |

W badanym okresie zwiększył się też udział Polski w światowym eksporcie soku. W latach 2004–2015 Polska miała przeciętną i silną przewagę komparatywną w eksporcie zagęszczonego soku jabłkowego, a Chiny silną. Najsilniejszą przewagę komparatywną w latach 2013–2015 uzyskały Mołdawia i Ukraina. |
Abstract | The aim of the study was to establish the competitive position of Poland on the market of apple juice concentrate in the years 2004–20015 and compare it with the position of competitors. The research used the trade balance, share in the word exports, revealed comparative advantage index (RCA) and revealed comparative export advantage index (XRCA). In the analyzed period Poland was the second biggest exporter of apple juice concentrate in the world, preceded only by China. The applied measures showed that export from Poland was competitive. The trade balance of apple juice concentrate from Poland increased in the years 2004–2015. In the analyzed period Poland’s share in international export increased as well. The revealed comparative export advantage index showed that in years 2004–2015 Poland had an average and strong comparative advantage in apple juice concentrate exports, while China’s comparative advantage was strong. The strongest comparative advantage in years 2013–2015 was obtained by Moldova and Ukraine. |

Abstrakt | The demographic potential, especially in the peripheral and remote areas, Has been deteriorating. Negative natural increase, low or negative migration balances, unfavourable values of the feminisation index and growing relation of the number of people at post-working age to the number of people at working age have been threatening rural development. The aim of the research was to show spatial concentrations of municipalities (LAU 2 level) with a similar level of demographic potential. The study was carried out for 2169 municipalities (LAU 2 level), including rural and semi-urban (urban-rural, including small towns) ones. It was based on the data from the Statistics Poland. The municipalities were are ranked by the level of demographic potential (by 4 variables) and put into 5 groups by the potential level using the taxonomic development measure of Hellwig. The results were presented in maps using cartogram method. The most favourable and promising situation according to demographic potential is observed in central and southern Poland, especially in semi-urban and suburban areas of large cities. The worst demographic potential level and at the same time the least favourable demographic forecasts concern mostly the Eastern Poland, already known as problem area. The spiral of negative conditions accelerates, causing more disadvantages, making young people looking for new places to work and live, deepening current demographic problems and leading to socio-economic development pathologies. |

The following indicators were used in the comparative advantage analysis: Balassa’s Revealed Comparative Advantage (RCA), Vollrath’s Revealed Competitiveness (RC), the Revealed Symmetric Comparative Advantage (RSCA) and the Lafay’s Trade Balance Index (TBI). A product mapping scheme based on the level of comparative advantage (RSCA) and export specialisation (TBI) was made. This study was supplemented with the analysis of values for the trade balance and shares of individual groups of products in the structure of Poland’s exports to the US. The analyses showed that, in the years 2004–2017, Poland attained high comparative advantages in trade with these assortment groups, which were characterised by the relatively highest shares in the structure of exports to the US, as well as generated a high and frequently improving positive trade balance. |
