Słowa kluczowe | rural areas of Poland, EU structural funds, cultural heritage |
Key words | |
Abstrakt | The paper presents the issues relating to the use of EU funds for cultural heritage projects in rural areas in Poland in the years 2007–2015. The study examines the structure of the funding of EU cultural heritage projects by the purpose of their implementation including revaluation of cultural heritage objects, creation and development of a new tourism product, renovation of sports and recreation infrastructure, promotion and other issues. The spatial analysis was carried out at the level of voivodships. The survey was conducted using the database of the National Information System of the Ministry of Infrastructure and Development of the Republic of Poland (NIS SIMIK 07-13) as at 31 December 2015. In the years 2007–2015, in both rural areas and rural districts, in the case of those projects which were aimed at developing infrastructure and restoring cultural heritage assets, while projects thematically related to the creation of a new tourism product and promotion were of lesser importance. However, the highest grants from EU sources were provided for projects thematically related to the reconstruction of cultural heritage and creation of tourism products, which shows that the activities aimed at preservation of cultural heritage and support for local entrepreneurship are of particular significance to European entities. |

Title | |
Słowa kluczowe | homo oeconomicus, rationality, agriculture, speculative motif |
Key words | |
Abstrakt | Up until now, a model approach has constituted the core of mainstream economics with regard to the decision maker and decision-making conditions. The financial (and economic) crises appearing with increased frequency and numerous market anomalies, although considered predictable by economists and being only a residual component of econometric models, are related to the growing financialization of the economy and an existing asymmetry of information in the absence of full decision-maker rationality. The importance of the psychological characteristics of individuals, their knowledge, the level of trust and priorities, recognized more and more commonly in economic practice, make it necessary to conduct research to identify ‘difficult quantifiable’ characteristics of decision-makers, including their purely economic considerations. (as a supplement to previous economic considerations, including the inclusion of new variables to econometric models that have been in operation for years). The aim of the study was to systematize the evolution of the homo oeconomicus concept along with an indication of further possible directions in its development. A survey of behavioural finance in relation to agribusiness has also been reviewed, which is a perfect example of the evolution of mainstream economics. |

Tytuł | UNFAIR INFORMATION PRACTICES RELATED TO MEAT AND MEAT PRODUCTS IN POLAND |
Title | |
Słowa kluczowe | food adulteration, mislabelling, meat and meat products |
Key words | |
Abstrakt | The aim of this paper was to recognize the scale and types of the food adulteration practices associated with meat and meat products from Poland. The vulnerability of food supply chains to fraud/adulteration is growing as a result of globalisation, which is expanding the scope and scale of the incidence of food fraud/adulteration. Both the intentional and unintentional adulteration of food can lead to a public health threat, and cause severe economic consequences. Meat and meat products are the most common targets for adulteration in Poland and the EU. Since meat and meat products hold a key position in food production and consumption in Poland, it is in both the industry’s and government’s interests to eliminate adulteration in the meat supply chain. The methodological approach was to first review the literature to define and outline the challenge of food adulteration, and then to build a database on the basis of IJHARS decisions regarding adulterated meat and meat products, and to analyse them in detail. An analysis of the data revealed that most cases infringed Article 7.1(a) of Regulation (EU) 1169/2011 on the provision of food information to consumers concerning fair information practices. |

Abstrakt | Agriculture is an important sector of the national economy. Modelling in agriculture is extensively used to evaluate and simulate the development of this industry. There are two main purposes for the development of agricultural models: to develop a scientific understanding of a particular system and obtain information in order to justify agricultural policy decisions and predict their implications. The purpose of this study is to analyse the models used in agriculture in the European Union (EU). To reach these purposes, the following research tasks were set: (1) to analyse the theoretical aspects of simulation modelling; (2) to explore the key agricultural simulation models employed in the EU. The research found that simulation modelling is often used in agriculture by policy makers. There are eight key models of different complexity which are being used to predict the development of the agricultural sector in the EU. |

Autor | Robert Nowacki |
Tytuł | USE OF ICT SERVICES AT FOOD PROCESSING ENTERPRISES AND THE INFORMATION SOCIETY DEVELOPMENT |
Title | |
Słowa kluczowe | food processing, ICT, ICT services, information society |
Key words | |
Abstrakt | The aim of the article is to analyse the scale of use and to assess the services related to modern information and communication technologies at food processing enterprises and to identify the dependencies between the obtained indices and the features characterising the entities surveyed. The grounds for considerations are findings of the surveys with 201 managers of enterprises of this sector, differentiated in terms of size. The analysis comprised the three areas of ICT services: telecommunications services, services related to software and consultancy in the IT area, and information-related services. The results indicate a wide scope of the use of ICT services – telecommunication services are used by all the entities surveyed, those related to software and consultancy – by three quarters, while information-related services – by almost 60%. In case of all entities there are noted growing outlays on their application, justified, on the one side, by the demand, and, on the other side, by high appraisals of their quality and up-to-datedness (more than 70% of indications) as well as their impact on competitiveness of the entities using them (percentages at the level of more than 60%). It must be said that there occur quite big differences in the indices obtained, due to the features of the enterprises in question. Most often statistically significant dependencies appear in case of information-related services – they are determined by the size of enterprises and the origin of their capital. In case of the services related to software and IT consultancy, the said dependencies also concern the enterprises’ size and, additionally, the range of their activities. Definitely most seldom the statistically significant dependencies occur in case of telecommunication services. |

Abstrakt | The development by means of cooperation, an exchange of knowledge and education is of crucial importance in the contemporary knowledge-based economy. The goal of the study was to determine important goals in cooperation with regard to the scope of knowledge and education of agricultural holdings maintaining conservative breed animals in the region of fragmented agriculture (South-Eastern Poland). The studied entities contribute to an increased biodiversity and maintenance of small agricultural holdings. The conditions of cooperation basing on an exchange of knowledge and education are laid down based on the results of a questionnaire study conducted among 145 agricultural holdings and principal component analyses (PCA). The evaluation of the exchange of knowledge and education varied within the industry. The highest degree of approval for the exchange of knowledge and education was among breeders of pigs and cows, the lowest among sheep breeders. It was demonstrated that participation in fairs and trainings improved the evaluation of analysed cooperation. |

Abstrakt | Socio-economic development is a process of quantitative and qualitative changes that increase phenomena in the economic, social and cultural areas. Various types of capital, including human and social capitals, support this development. These capitals are often described in literature. Less information on the subject of creative capital derived from the Florida’s theory is available in the subject matter literature. The aim of the paper is to identify the role of human, social and creative capitals in socio-economic development. Against the background of the capitals characteristics, their similarities and differences were pointed out. Human capital is substitutive against social and creative ones. However, these two capitals have a complementary character in relation to human nature. The identified roles of the three capitals described in the comparative dimension in the aspect of a commune, a region and a country development are an original contribution to the paper. |

Słowa kluczowe | ICT, digital divide, households, ELECTRE TRI |
Key words | |
Abstrakt | Nowadays, the digital economy plays a significant role in economic life. It is determined by the intensive development of modern ICT (Information and Communication Technology). Thus, the importance of the information society using techniques of information communication and processing that arose from the connection of other households is increasing. These households participate and form the basis for the process of creating social capital. Therefore, it seems interesting to examine the socio-economic space of Polish households due to the existence of disproportions in ICT development. The article presents the results of the classification of Polish voivodeships in terms of the degree of digital exclusion understood as lack of access or the ability to use ICT in households in 2017. The research used the ELECTRE TRI method, which is an example of a multicriteria decision support method used to classify decision variants based on a relationship of exceedance. The obtained results allowed for the identification of regions that are characterized by the highest degree of exclusion of digital households (the lowest use of ICT). This group includes the following provinces: Podlasie, Lublin and Lubusz. Into the analyses carried out additionally and deliberately introduced the region of Masovia Province without the capital city and separately the region of Warsaw (the capital city), which clearly different from other units. Thus, it served as a reference point in the study, which represents highly urbanized areas of voivodeships characterized by a low degree of digital exclusion. |

What exactly is a driver of productivity and economic growth? Business executives have to face also other challenges: how all this knowledge has to be managed and how to adapt to swiftly changing circumstances? Should it be centralized in shared services centres forms or maybe outsourced based on business process outsourcing strategy? Do companies should establish cooperation with universities or R&D institutes based on the cluster structure? In this article the author will characterized the knowledge as a source of competitiveness, increasing importance of science and try to summarize best practices in that field. |

Abstrakt | Social capital is one of the essential elements of an enterprise’s development. Enterprises with a high level of social capital, due to the smooth flow of information, are predisposed to achieve higher innovation, gaining an advantage over competitors (Przybysz, 2011). The social capital affects the creation of the unique value of an enterprise, mainly through the structures of the connections network, social and cultural norms as well as trust (Dziura, 2016). Nowadays, it is analysed at various levels and in varying degrees, also in relation to territorial systems, including the provincial level. The present paper is an attempt to analyse and describe the impact of social capital on development of selected enterprises in the Podkarpackie province. Authors of the article, due to the conducted surveys, application of statistical methods and analysis of financial reports, aim at presenting the effects of investing in social capital. |

Title | |
Słowa kluczowe | short food supply chain, supply chain management, sustainable development |
Key words | |
Abstrakt | Within the framework of the paper, the author introduces issues connected to short food supply chains. There are many different forms of short food supply chains (SFSC), but they share a common characteristic of reduced numbers of intermediaries between the farmer or food producer, and the consumer. The growing interest in SFSCs is shown in the paper – this reflects mainly the consumer demand for quality and traceability, given the alarming health crises in food markets. From a customers’ point of view, SFSCs transfer more complete information about the origin of the food and, for producers, SFSCs retain a higher share of added value. The overview on the impact of short supply chains is provided in the paper. The results of the analysis show that the supply chain may have some beneficial economic effects. It is noticed that the SFSCs have potential to increase farm value added (profit allocation), promote sustainable farming systems, diversify production and contribute to local economic development. |

Key words | |
Abstrakt | Social media, Instagram included, are more and more often used by enterprises to promote their own products. Year by year there has been an increase in the rate of the use of the analysed channels of marketing, which seem to be one of the most basic forms of spreading information about their products for enterprises active in the field of superfood products. Superfoods are products containing elements characterised by a wealth of nutritional values, e.g. chia seeds or goji berries. The article presents a short characteristic of social media and defines the eponymous superfood category. The research section of the publication analyses the Instagram activity of three Polish producers of food containing superfood elements, namely Chias – a snack producer, ZmianyZmiany – a producer of plant bars, and PowerWaters – a producer of water with caffeine. The current state of affairs with respect to Instagram profiles of the three discussed brands are studied comprehensively and several applicable recommendations are presented. The research also touches upon the issue of improving customer engagement levels as well as the issue of barter exchange as a way to increase sales and brand awareness in the virtual world. |

Słowa kluczowe | social capital, key competences, digital competences, digital exclusion, Łowicki county |
Key words | |
Abstrakt | Competitive advantage in the professional market is shaped by the competences possessed, i.e. skills, qualifications, and permissions. One of the eight types of key competences mentioned in the European Union documents is digital competence. It is a collection of knowledge, skills, and rudiments necessary for both, the purposeful point of view and active participation of a given person in social life. The low level of digital competences possessed is particularly visible among groups at risk of digital exclusion, in particular among people living in rural areas, the elderly and people with low education. The difference between people who have access to a computer and the Internet and people who do not have the possibility to use these devices is affected by the dynamic development of information and communication technologies. Digital exclusion is not only the lack of access to the appropriate infrastructure but also the lack of computer and Internet skills. In order to counteract the exclusion of these groups, activities aimed at developing social capital by strengthening digital competences play an important role. |

Słowa kluczowe | EFSA, EFSA knowledge, opinions, students |
Key words | EFSA, wiedza o EFSA, opinie, studenci |
Abstrakt | European Food Safety Authority (EFSA) was set up by the European Union that operates independently of the European legislative and executive institutions (Commission, Council, Parliament) and EU Member States. It was established in 2002 to be a source of scientific advice and communication on risks associated with the food chain. European Food Safety Authority is responsible for risk assessment, and also has a duty to communicate its scientific findings to the public. It produces scientific opinions and advice that constitute the basis for European policies and legislation. It also play an important role in collecting and analysing data to ensure that European risk assessment is supported by the most comprehensive scientific information available. Thus, it is the treasure trove for present and future public health specialists and nutritionists. Since 29 February 2008 when the Polish EFSA Focal Point was established at the Chief Sanitary Inspectorate EFSA’s word has become potentially more reachable for Polish consumers and entrepreneurs. The purpose of this study was to evaluate the knowledge of university students of public health, dietetics and other disciplines related to human nutrition on EFSA’s objective and scope of its operation as well as to assess EFSA as a potential source of information for them. The study was carried out using the CAWI method from June to November 2017 among 201 students of public health (68 students) and faculties related to human nutrition (133 students). Among them, 85% of public health students did not work and 82% of students of faculties related to human nutrition neither did. The most of public health students were in their fourth year and among students of faculties related to human nutrition a group in third year the accounted for the greatest part. Results were analysed using configure frequency analysis (CFA) and χ2 test. Results indicate that 41% of public health student and 11% of students of human nutrition related faculties did not know EFSA at the moment of participation in the study. In both groups of public health students and students of human nutrition related faculties, more participants were not encouraged by the university to use information published by EFSA (respectively 87 and 63%). Only 4% of public health students and 38% of students of faculties related to human nutrition did use at least once information published by EFSA. The most often indicated cause of not using EFSA’s resources was lack of awareness of possibility to explore it (62%). In general, more students of faculties related to human nutrition did know EFSA’s activities, were encouraged to use its information and were interested in Polish fanpage of EFSA than public health students. The knowledge of students about EFSA and the possibility of using its resources is insuffi cient. It is reasonable to include EFSA-related topics in the study program of public health faculty and human nutrition-related faculties in order to better familiarize students with EFSA resources and show them what tools and opportunities they offer in their academic and professional life. |

Badanie przeprowadzono z użyciem metody CAWI w okresie od czerwca do listopada 2017 r. w grupie studentów zdrowia publicznego (67 osób) i kierunków związanych z żywieniem (137 osób). |
