Abstrakt | The analysis of urgent problems of land relations transformation and of forming agricultural land market in Ukraine is carried out in the article. The general characteristic of main reform stages is given. The reasons of lasting action of the moratorium on agricultural land sale-purchase being the chief obstacle for complete market development are defined. Supporters' and opponents' arguments about moratorium canceling, population estimation of advantages and threats of land circulation are described. The results of the research project "Farmers' land expectation" made by the authors are given. The project purpose was studying population rational expectations concerning the directions of further land reform development and its results. The research was conducted on the local level in rural surrounding, which is characterized by high competition level among agrarian business subjects at agricultural land lease market. Landowners' and other interested group people' opinions concerning lease cost, potential sale price, inclination towards land sale, possibilities of farmers' common farming on their own land, leaseholders' participation in social and economic development of rural areas are examined. High level of farmers' uncertainty about land market indicators because of knowledge lack and low level of land reform information support is established. |

Abstrakt | This paper discusses the issues related to the implementation of the land reform in Ukraine. The purpose of the research is to work out a system of measures aimed at developing land relations, in particular, the introduction of the land market in Ukraine, as well as determining the economic impact of the effective turnover of land plots. The analysis of the economic situation in Ukraine over the past 10 years has been carried out. Issues related to land legislation, in particular land valuation, are briefly identified. The institutions without functioning of which the introduction of the land market is impossible, are established. The conducted analysis gave basis to the proposal of preconditions of economic, legal and institutional character, necessary for the successful development of land relations. The article also proposes mortgage refinancing mechanism through the issue of mortgage land securities. |

Abstrakt | Zabezpieczenie finansowe działań na rzecz ochrony przyrody dzisiaj wymaga dogłębnych zmian. Szczególnych zmian potrzebuje istniejący mechanizm użytkowania ziemi w rolnictwie. Jednym z możliwych kierunków rozwoju przemysłu rolno-spożywczego jest jego przejście na system organicznej produkcji rolniczej, wymagającej zapewnienia ochrony, zachowania i odtworzenia zasobów ziemi. W tym aspekcie racjonalne jest przywrócenie państwu prawa własności do użytków rolnych. Państwo powinno dbać o zachowanie bogactwa narodowego, którym jest ziemia. Dalsza działalność producentów rolnych może odbywać się na ziemiach otrzymanych w dzierżawę długoterminową. Przy tym jednym z podstawowych wymogów wobec dzierżawcy jest odtworzenie zasobów ziemi, odnowa żyzności gleb, przeprowadzenie działań na rzecz ochrony przyrody. W przyszłości prawo dzierżawy może być przekształcone na prawo emfiteuzy. Kapitalizacja użytków rolnych umożliwi poprawę sytuację przemysłu rolno-spożywczego, pozwoli rozwiązać problem bezpieczeństwa żywnościowego oraz nadać impuls do rozwoju organicznej produkcji rolniczej w regionie. |

Abstract | In the paper the analysis of the relationship between economic results and the level of the material outlays' concentration in private farms is presented. In general, farms with the highest level of the material outlays' concentration were characterized by the highest profitability of land, while in the group of the lowest level of those outlays the profitability was the lowest. In the case of the productivity of land relationships were similar to the case of its profitability. Social and economic efficiency of labour was higher in the group of farms with the highest level of material outlays, what shows that resources and labour outlays were used effectively. In general farms with an average level of material outlays were characterized by the highest profitability of sale, while farms with the highest outlays were characterized by the lowest profitability. It may show that the effectiveness of material outlays decrease with the growth by unit of the level of outlays. One of possible reasons for that tendency, in comparison with the highest profitability of land in the third group of farms, is using purchased materials for the broader scale, what makes farms independent on their resources of land. |
