Title | Assessment of Food Security in the East Kazakhstan Region |
Słowa kluczowe | sustainability, agriculture, agri-food policy, food security |
Key words | sustainability, agriculture, agri-food policy, food security |
Abstrakt | The article assesses the food security of one region of Kazakhstan - the East Kazakhstan region. In the analyses, criteria such as the level of the region’s food independence, the degree of satisfaction of the population’s physiological needs in basic food, and the level of economic availability of food were applied. The research has shown that the food security in the East Kazakhstan region was at an acceptable level. However, some threats to food security were identified, including: a high level of income differentiation among the households of the East Kazakhstan region, an increase in the price index for food products, and a significant proportion of the population with incomes below the subsistence minimum. The results of the evaluation can be useful for creating agri-food policy measures that will ensure, maintain and improve the level of food security at both a regional and national level. |

Słowa kluczowe | food market, food products, self-sufficiency, export, import |
Key words | |
Abstrakt | The article examines the peculiarities of the formation of the food market of Ukraine and trends in its development. The actual capacity of the domestic market for certain products has been determined, taking into account the decrease in the average per capita consumption of certain food products by the population and the reduction in the population of Ukraine. It is established that the growth of gross output of agricultural products has improved the level of self-sufficiency in food in Ukraine. Meeting the needs of the population in food, within its purchasing power, is almost entirely provided by domestic products, except fruits, berries, and grapes. The level and dynamics of import dependence of the food market as a whole and in the context of individual product groups are determined. |

Key words | participatory curriculum, career- ready, e- extension services, stakeholders, Nigeria |
Abstrakt | This paper described and contextualized participatory development of demand-driven curriculum for career-ready e-extension services in Nigeria as introduced by the Sasakawa Africa Fund for Extension Education. The stages of participatory development were participatory need assessment, participatory stakeholders’ workshop and validation among 124 stakeholders selected as key informants in relation to agricultural extension training, delivery, end users and policy makers. The stakeholders were grouped as follows: community leaders and policy makers; extension agencies / organisations / institutions / employers; farmers; input suppliers / marketers / agro-based traders / other value actors; and potential candidate groups. Stakeholder meetings were held separately with different groups three times, and then a combined meeting took place. The aggregated major decisions/consensus were subjected to content analysis using ATLAS.ti. The validation process included reading of each agreed decision to all participants, then participants indicated their agreement or otherwise, which led to either rejection or acceptance of the decision. This paper concludes that participatory curriculum development has enhanced the stakeholders to identify areas of demand-driven training in response to community needs. The stakeholders preferred more online than face-to-face training. The major perceived advantages of e-extension were reduced risk, time and cost effectiveness while infrastructural and human challenges were the perceived challenges that could possibly hinder the smooth running of e extension. |

Słowa kluczowe | agricultural information, Imbulpe, information needs, Sri Lanka, women farmers |
Key words | agricultural information, Imbulpe, information needs, Sri Lanka, women farmers |
Abstrakt | The study was conducted to find out female farmers’ agricultural information needs and their impact on food production, in the Imbulpe DS Division in Sri Lanka. Of the female farmers in the area, 238 were taken as the sample for the study from seven selected Grama Niladhari (GN) divisions in the area. Female farmers were selected by using a simple random sampling method from these purposively selected GN divisions. A pre-tested, interviewer-administered questionnaire survey was used as the primary data collection method from March to July 2019. Data analysis was done by using descriptive statistics and chi-square analysis. The result revealed that the majority (62.6%) of respondents were middle aged (40-59 years), married, and belonged to families with 4-5 members. Most respondents (64.3 %) had studied up to junior secondary education level. Their average farm land size is 0.84 acres and they have farming experience of about 15 years. Most of the respondents mentioned that they had obtained higher levels of information needs about improved crop varieties. In addition, female farmers reported that they moderately need information on application of agrochemicals, improved market systems and modern farming technologies. Extension agents and other female farmers act as their major sources of agricultural information and ICT equipment acts as the least important agricultural information source in this area. Moreover, there is a significant positive association between the agricultural information needs and food production. Therefore, providing necessary agricultural information and enhanced utilization of ICT tools for agricultural information sources, and encouraging female farmers to participate in farming societies will lead to enhanced food production in this area. |

Malkanthi S. Outlook of Present Organic Agriculture Policies and Future Needs in Sri Lanka

Title | Outlook of Present Organic Agriculture Policies and Future Needs in Sri Lanka |
Słowa kluczowe | conventional agriculture, organic agriculture, organic farming policies, Sri Lanka |
Key words | conventional agriculture, organic agriculture, organic farming policies, Sri Lanka |
Abstrakt | Many countries are formulating organic agriculture or organic farming policies aimed at sustainable agricultural development. Therefore, the objectives of this study were: to understand the present situation of organic agriculture policies in Sri Lanka and also in other countries where successful organic agriculture is operating; identify problems in the organic agriculture sector; and suggest potential policy measures to be implemented in Sri Lanka in future. The research was conducted in two stages. In the first stage, a thorough literature review was conducted to study the suitable policies available in other countries and also in Sri Lanka at present. In the second stage, two field surveys were carried out using pre-tested questionnaires, from December 2019 to May 2020, in order to gather farmers’ and extension officers’ information related to organic farming policy suggestions. According to the findings of the literature review, organic systems in some countries are more integrated with national strategic plans and visions. Those governments are more involved in new initiatives and farmers are encouraged to go organic through reliable and feasible policies. Although Sri Lanka has a high potential for organic agriculture, at present it is at an initial stage. While most organic products in Sri Lanka go to the export market, a small portion is kept at local markets. Demand for organic products in export as well as domestic markets is increasing. Even though there are seven international food certification agencies operating in the country as external inspection and certification bodies, a limited number of accredited certifications exist for products on the domestic market. Results of the farmers’ survey showed that even if farmers have a significant level of knowledge, few of them practice organic farming due to several existing problems. Moreover, extension officers have also identified similar types of problems that are faced by the farmers related to organic farming. Evaluation of Strengths, Weaknesses, Opportunities and Threats (SWOT) related to organic agriculture in the country helped to identify key problems facing policy-makers when balancing the supply and demand sides of organic products. Also, in developing organic agriculture, an effective linkage and coordination among government and private participants is crucial. Therefore, in Sri Lanka in this context, strategic focus on policy support for organic agriculture is needed. Current organic farming programs need to be revised in order to formulate policies covering all areas related to production, handling, processing, certification, labeling and marketing, in order to bring the benefits of organic agriculture to farmers, marketers and consumers in a fair manner. |

Słowa kluczowe | fiscal capacity, fiscal effort, LGUs’ revenues, local disparities |
Key words | potencjał dochodowy, wysiłek fiskalny, dochody JST, zróżnicowania lokalne. |
Abstrakt | The structure of the financial system of local government units (LGUs) determines the efficiency of its operation and development opportunities. Such a system should take into account both appropriately assigned sources of its own revenues as well as properly estimated expenditure needs, and equalization transfers. This paper focuses on the revenue side, more precisely – on the fiscal capacity of local governments. The paper begins by analyzing the concept of fiscal capacity in foreign and Polish literature. Then, three different types of fiscal capacity are distinguished, which is justified by the different purposes for which such capacities can be used. The remainder of the paper presents the amounts of fiscal capacity of various types of Polish LGUs in 2010-2017. An attempt was also made to identify external factors affecting the amount of this capacity. |
Abstract | Konstrukcja systemu finansowego jednostek samorządu terytorialnego (JST) determinuje efektywność jego funkcjonowania i możliwości rozwoju. Rozpoczyna go analiza pojęcia potencjału dochodowego w literaturze zagranicznej i polskiej. |

Tytuł | Economic efficiency of production of herbal granules |
Title | |
Słowa kluczowe | managerial decision making, feed production, the efficiency of the production ofgranulated feed |
Key words | |
Abstrakt | Improving production efficiency, increasing gross and marketable output is inextricablylinked to comprehensive intensification, that is, with the growth of additional investmentsin the development of agricultural production. The increase in capital investments isthe basis for strengthening and improving the material and technical base, and for implementingscientific and technological progress. Increasing the intensity of agriculture and animalhusbandry contributes to more efficient use of land and livestock, increasing crop yields andlivestock productivity. The main link between crop production and animal husbandry is feedproduction. Creating a solid feed base is the most important condition for the development ofanimal husbandry. Its state and level of development determine the possibility of increasingthe number of animals, increasing their productivity, improving the quality of products andreducing the cost of the latter. It is proved that the level of productivity of animals by 50-80%is determined by their feeding. Due to the importance of feed, it is necessary that their productionis ahead of the pace of needs (growth of livestock and its productivity). When forminga feed base, it is important to take into account not only the total volume of feed that willensure the production of a certain amount of products, but also their balance with nutrients. As a rule, feed, namely green feed, silage, haylage, is not a commodity product, that is, thereare no permanent markets for them. These types of feed are grown by those farms that areengaged in animal husbandry and must create their own raw material base for obtaining themain feed. |

Abstract | The aim of the study was to show the impact of the activities of the International Monetary Fund and the World Bank on the economic situation of the least developed countries in sub-Saharan Africa. It was found that the operation of these organizations in accordance with the principles of the Washington consensus did not bring the expected results, and the credit aid of IMF and World Bank increased debt, but did not contribute to a significant GDP growth per capita in the analyzed countries. Therefore, it is necessary to change the rules of operation of international financial institutions towards least developed countries. The proposed adjustment programs are to generate economic growth, which will be subordinated to the needs of societies, and the choice of economic and social policy options should be adapted to the conditions of a given country. |

Abstrakt | The purpose of the article is to substantiate the emergence of new – and the development of existing – factors and segmentation criteria for meeting consumer needs and increasing the efficiency of marketing activities for Ukrainian enterprises under modern market conditions. The object of the research is to analyze the process of development and any increases in the effectiveness of marketing segmentation. The subject of research is the theoretical, methodical and practical provisions of the formation of targeted marketing segmentation for the markets of Ukrainian enterprises. The goal of the research is to evaluate the direction and type of market segmentation that determines future target segments for enterprises and their share of existing markets. We present the characteristics of enterprises that work on market relations for the production and sale of computer devices that provide network connections. Our method was to estimate the direction and type of market segmentation in order to determine the prospective segments for such enterprises and their share of the existing market. In order to evaluate the attractiveness of target segments for Ukrainian enterprises, a survey was conducted to validate customer reactions. The analyzed variables included: the length of time a person uses his/her computer device; the reasons for possible changes and important settings when choosing a computer device; the timeframe for buying a computer device. The results of the questionnaire are separated by gender, social and geographic factors, as well as by family composition and age of respondents, taking into account the stages of their life cycle, as well as their educational level and professions – for three enterprises. Particular attention was paid to the psychographic factors of occupation and social class. The questionnaire also contained a self-assessment section on the psychological qualities of the consumer and on their psychography, which we analyzed. The hypotheses presented by individual factors and the consumer segment, separated by the results of the survey, and the analysis of the respondents' answers, are presented. Confirmation of the hypotheses and isolation of the consumer segment are given. |

Title | FINANCING OF PUBLIC TRANSPORT OF URBAN AGGLOMERATIONS IN POLAND |
Słowa kluczowe | finansowanie komunikacji publicznej, transport publiczny |
Key words | financing of public transport, public transport |
Abstract | The aim of the article is to present ways of financing public transport in urban agglomerations, with particular emphasis on the role of local government units. The specific objective includes assessing the amount of expenditure spending by municipalities to finance local public transport and determining the amount of subsidies that these municipalities incur in connection with the implementation of tasks related to local public transport. The analysis covered eleven Polish cities: Szczecin, Poznań, Wrocław, Warsaw, Kraków, Toruń, Bydgoszcz, Gdańsk, Gdynia, Sopot and Łódź, with particular distinction from Szczecin. Critical literature analysis of induction and deduction methods and index analysis were used in the research. As a result of the conducted research, it was found that expenditure on public communication constitutes a significant burden for the budgets of the examined cities, and the inflows from public transport tickets do not ensure their full financing (on average they cover 40% of financing needs). The original solution for the research problem is to propose a revenue management concept to maximize revenue from the sale of tickets in cities. |

Key words | |
Abstrakt | The need to protect the food interests of Ukrainian citizens is conditioned by a number of pressing challenges – insufficient level of income, high growth rates of consumer food prices, excessive level of market concentration, excessive volumes of food exports, which cause a deficit in the domestic market, etc. For a full-scale deployment of the Ukrainian food aid program, it is necessary to preliminarily conduct an experiment. As part of the experiment, we propose to involve low-income citizens in the program, who has a total income not exceeding 130% of the poverty line (subsistence level). According to the statistics of 2017, the protection of food interests needs those households whose average income is less than UAH 2,085 per month – these are household’s first decile group. The average benefit is UAH 284 per person per month. A tentative budget for food aid for all households and the decile group should be UAH 1204.6 million. An increase in food expenditure by 1% will lead to an increase in real GDP of Ukraine by 0.97%. Food expenditures of the population of Ukraine in 2017 amounted to UAH 673539.0 million. Their increase by UAH 1204.6 million, or 0.18%, will cause real GDP growth of 0.17% or UAH 4266.9 million. |

W obrębie aktywów trwałych analizie poddano cztery składniki a w przypadku aktywów obrotowych trzy składniki. Dla oceny efektów działań zarządczych analizie poddano produktywność i dochodowość podstawowych czynników produkcji. Najwyższym poziomem dochodowości odznaczały się gospodarstwa o wielkości ekonomicznej 100-500 tys. Euro. |
Abstract | The aim of this study is to show the scope of asset management of economic entities with various economic potential. The research material was data on farms characterized by diversified economic size, which carried out agricultural accounting for the needs of the Institute of Agricultural Economics and Food Economy. The property of the holding was presented in a synthetic form as the sum of two groups of assets: fixed and current. Within the area of non-current assets, four components were analyzed and three components in the case of current assets. To assess the effects of management actions, the productivity and profitability of basic production factors were analyzed. The highest level of profitability was noted for farms with an economic size of 100-500 thousand. Euro. An important parameter of the efficiency of management was the return on equity ratio of ROE. Its positive value was characterized by farms with an economic size above 25,000. Euro. Higher profitability improved the development prospects of the farm and made more money available for the purchase of individual assets. |
