Abstrakt | Bearing in mind a serious dependence of Ukraine on the import of oil products, it isof great significance for Ukraine to develop own manufacture and to increase the share of oilproduct substitution with biofuel. It is not possible to develop biofuel market without solvinga number of economic and organizational problems, which is why it is expedient to introducefinancial-economic stimuli for biofuel producers and to build a stable demand for alternativekinds of fuel. In Ukraine the manufacture of alternative fuels almost terminated, however thesolution of the problem of biofuel manufacture will depend on the coordination of joint actionsof the state, participants of market relations and the development of the system of measuresaimed at the creation of pre-conditions to enhance a competitive biofuel market in Ukraine,taking into consideration foreign experience and current tendencies of the manufacture anduse of the alternative energy sources. |

Abstrakt | The article examines the role of the bioeconomy in the formation of priorities for the economic development of Ukraine. It is determined that the primary goal of the bioeconomy is the optimal use of renewable biological resources and the creation of sustainable manufacturing systems for new products. It is noted that Ukraine belongs to the countries with high bioeconomic potential, the source of which is the production of biomass of agricultural origin that creates favorable conditions for the development of the bioeconomy. The dynamics of biomass production potential are characterized by a stable increase in the amount of biomass available for use, and its energy capacity is analysed. Using the methodology of 'smart specialization', a model of strategy formation was developed, which defines the priorities, goals, and objectives of the bioeconomic development of Ukraine's economy. |

Abstrakt | The purpose of this study is to identify the global trends in bioeconomic development and to develop the Concept of a State Strategy of Bioeconomic Development in Ukraine for the period until 2030. The authors define the bioeconomy as a set of industries that ensure the sustainable use of renewable resources, the use of biotechnologies for production while reducing the potential environmental damage, contributing to the innovative development of relevant sectors, and providing positive aspects of socio-economic development. The article formulates approaches to measuring the state and effectiveness of the bioeconomic development in Ukraine and the EU countries. Based on the analysis of world experience, it is concluded that to accelerate the development of the bioeconomy in Ukraine, it is necessary to develop the Strategy for the development of the bioeconomy in Ukraine. The conceptual foundations of such a Strategy have been developed by the authors of the article. The results of the study are the basis for the development and implementation of the State Strategy for the Development of Bioeconomy in Ukraine. The relevance of this study is determined by the absence of the Bioeconomic Development Strategy in Ukraine, which makes it difficult for the country to reach a new technological and innovative level of development. At the same time, the development and implementation of this Strategy will help Ukraine enter the international system of production of new knowledge and technologies. |

Abstrakt | Biomass is a major source of renewable energy in the EU and Poland, stimulating the growth of the wood pellet sector. Wood pellet demand is stimulated by a complex interaction of market forces and policies including EU climate, energy, and environmental regulations, Poland’s program to improve air quality, and subsidies for the replacement of inefficient stoves used by households. This article focuses on the growth of the wood pellet industry, imports and exports in Poland, and wood pellet quality and use by households. The main issues faced by the EU wood pellet sector between 2013 and 2016 are further considered in the context of opinions of Polish wood pellet manufacturers. Industry opinions were collected in response to an open-ended question that probed for the main issues faced by wood pellet producers during the survey implemented by the authors in 2019. Respondents identified difficulties in obtaining raw material for pellet production and poor pellet quality as major problems. Although the majority did not feel concerned about competition from imported wood pellets, a small number of respondents viewed such competition as a problem reflecting the reversal of decreasing imports in 2017. Overall, the domestic wood pellet industry can be expected to grow because of increasing pressure to expand the use of renewable energy and will be driven by the household sector switching to more efficient, wood burning stoves. Additionally, the expanding area of private Polish forests may become a source of much-needed raw material for wood pellet manufacturing. |

Abstrakt | W polityce energetycznej wykorzystywane są różne formy organizacyjne. Na szczeblu lokalnym i regionalnym doskonale sprawdzają się spółdzielnie energetyczne i klastry energii. Ich główne zalety to: uspołecznienie procesu wytwórczego, łączenie celów społecznych i ekonomicznych oraz korzystny wpływ na poprawę stanu środowiska naturalnego. Celem artykułu było rozpoznanie warunków i stanu rozwoju spółdzielni energetycznych i klastrów energii w Polsce i ich wpływu na rozwój lokalny oraz całego sektora energetycznego na tle doświadczeń niemieckich. W Niemczech funkcjonuje najwięcej spółdzielni energetycznych w Unii Europejskiej. Prowadzą one do rozwoju na szeroką skalę energetyki obywatelskiej, w której integrują się interesy wytwórców i konsumentów energii. Przeprowadzona analiza pozwoliła wywnioskować, że spółdzielnie energetyczne powinny mieć elastyczne struktury wynikające z lokalnych potrzeb i możliwości, zaczynając od spółdzielni socjalnych do struktur funkcjonujących w formie klastrów o zasięgu regionalnym. |
Abstract | In energy policy, various organizational forms are used. At local and regional levels, energy cooperatives and energy clusters are perfect. Their main advantages are: socialization of the production process, combining social and economic goals and a beneficial effect on the improvement of the natural environment. The aim of the article was to recognize the conditions and state of development of energy cooperatives and energy clusters in Poland and their impact on local development and the entire energy sector as compared with similar activities in Germany. Germany has the largest number of energy cooperatives that operate in the European Union. They lead to the development of civic energy in which the interests of energy producers and consumers are integrated on a large scale. The conducted analysis led to the conclusion that energy cooperatives should have flexible structures resulting from local needs and possibilities, starting from social cooperatives to structures functioning in the form of regional clusters |

Abstrakt | Zwiększające się wraz z rozwojem cywilizacyjnym zapotrzebowanie na energię, przy wyczerpywaniu się jej tradycyjnych zasobów – głównie paliw kopalnych oraz towarzyszący ich zużyciu wzrost zanieczyszczenia środowiska naturalnego, powodują zwiększenie zainteresowania wykorzystaniem energii ze źródeł odnawialnych. W opracowaniu dokonano oceny zmian w produkcji i zużyciu energii ze źródeł odnawialnych w warunkach rozwoju cyrkularnej biogospodarki. Przedstawiono ogólną strukturę rynku energii, a następnie przeanalizowano znaczenie bioenergii, pozostałych OZE i energii pochodzącej z odpadów w systemie energetycznym UE. Badania wykazały, że dotychczasowa polityka UE przyniosła znaczący wzrost wykorzystania odnawialnych źródeł energii w strukturze produkcji i zużycia energii w UE. Stwierdzono także, że wykorzystanie odpadów w produkcji energii jest w UE niskie i znacznie zróżnicowane między poszczególnymi krajami członkowskimi. |
Abstract | The study evaluates changes in the production and consumption of energy from renewable sources in the conditions of the development of circular bioeconomy. The general structure of the energy market was presented and then the importance of bioenergy, other renewable energy sources and energy from waste in the EU energy system was analyzed. Research shows that the current EU policy has brought a significant increase in the use of renewable energy sources in the structure of energy production and consumption in the EU. It was also found that the use of waste in energy production in the EU is low and significantly diversified in individual member states. |

Abstrakt | The main objective of the paper is an evaluation of the development of the use of the RES in V4 countries compared to the EU-28 average and assessment, if national strategic goals regarding the share of the RES on gross inland energy consumption are achievable till 2020. To achieve the main aim of the paper it was decided to apply Brown triple exponential smoothing model as a main research method. Based on gathered results and using the extrapolation for making the forecast till do 2020 it was found out, that Slovakia might track the national target with point estimation of 16.25% (90% CI: 13.98:18.53), Czech Republic 12.75% (90% CI: 10.44:15.06), Poland 19.9% (90% CI: 16.42: 23.37). In case of Hungary, it might fail to reach the national target with point estimation of 10.42% (90% CI:8.87:11.98) and overall EU in average will not be able to reach common target with point estimation of 15.94% (90% CI:13.08:18.8). |

Abstrakt | In the world renewable energy sector, including large hydropower, employed 10.3 million people, directly and indirectly, in 2017. This represents an increase of 5.3% over the number reported the previous year. The aim of the executed research is to determine the influence of harvesting renewable energy on the labour market in EU. Eurostat databases provided a source of empirical data concerning the amount of produced energy. The following sectors were considered: solid biofuels, biogas, liquid biofuels, geothermal, hydropower, municipal waste, solar photovoltaic, solar thermal, wind power and heat pumps. The research concerned 28 Member States of the EU between 2009 and 2016. Panel estimation was used as means of empirical indication of relations between the variables. The obtained models are adjusted to the empirical data, the rectified coefficient of determination equalled, depending on the sector, 0.828 (liquid biofuels) to 0.981 (solid biofuels). The analysed models show that throughout the examined period, the solar and wind power sectors were the ones that consumed the larger amount of work. As it was indicated above, these sectors are considered the most innovative and technologically advanced ones and thus, the employment rates seem to decreased in the shorter time. |

Abstrakt | The main objective of this article is to discuss the diversity of European Union countries in terms of their production of renewable energy from agriculture and forestry. Abstrakt | W artykule dokonano analizy zarówno obowiązujących, jak i projektowanych aktów prawnych w zakresie promowania i wytwarzania energii ze źródeł odnawialnych. Model gospodarki energetycznej oparty na źródłach odnawialnych różnie jest realizowany w poszczególnych państwach. Przy coraz większym udziale OZE oraz poziomu celów na kolejne lata istotne jest aby osiągnięte zostały one przy jak najniższym koszcie wsparcia ze środków publicznych. Z tego względu wiele państw zdecydowało się na stopniowe przechodzenie na system aukcyjny, dający kontrolę kosztów, struktury i przyrostu mocy nowych instalacji OZE. Problemem badawczym jest ocena skuteczności systemu aukcyjnego na tle dotychczas stosowanych instrumentów, zarówno pod względem przyrostu nowych mocy wytwórczych, jak i kosztów osiągania zamierzonych celów. Zagadnienia te, ze względu na krótki okres funkcjonowania nowego systemu nie zostały jeszcze właściwie rozpoznane. W opracowaniu wykorzystano dane pochodzące z lat 2010-2018. Zakres przestrzenny obejmował głównie Polskę, ale również posłużono się przykładami pochodzącymi z innych państw na świecie. W badaniach i analizach posłużono się metodą porównawczą oraz zestawieniem poszczególnych technologii wytwarzania energii odnawialnej według analizowanych wartości. Przyjęto hipotezę, że system aukcyjny oparty na zasadach konkurencyjnych, skuteczniej i przy niższym wsparciu środków publicznych pozwoli osiągać cele związane z promocją odnawialnych źródeł energii.Celem artykułu jest przedstawienie dotychczasowego i nowego systemu wsparcia OZE, cen uzyskiwanych w aukcjach oraz pierwszych doświadczeń z jego wprowadzenia. Materiałem badawczym były materiały statystyczne Eurostatu i GUS-u, dokumenty Komisji Europejskiej, Ministerstwa Energii, Urzędu Regulacji Energetyki, raporty dotyczące systemów wsparcia z krajów europejskich i Polski. Metody badawcze wykorzystane w pracy to analizy dokumentów, aktów normatywnych, kolejnych nowelizacji ustawy o odnawialnych źródłach energii oraz wydanych na ich podstawie rozporządzeń. Dokonano również oceny i rozpoznanie poziomu wsparcia w systemie aukcyjnym w państwach, które już od wielu lat stosują ten instrument. Analizy te pozwoliły ocenić dotychczasowe efekty przeprowadzonych aukcji, ich zalety i wady, sformułować wnioski w zakresie zmian organizacyjnych zapewniających sprawne funkcjonowanie systemu aukcyjnego. |
Abstract | The article analyzes both existing and proposed legal acts in the field of promoting and generating energy from renewable sources. The model of energy management based on renewable sources is implemented differently in individual countries. With the increasing share of renewable energy and the level of objectives for the coming years, it is essential that they are achieved with the lowest possible cost of support from public funds. For this reason, many countries have decided to gradually move to the auction system, giving control over the costs, structure and capacity increase of new RES installations. The research problem is the evaluation of the effectiveness of the auction system against the background of the instruments used so far, both in terms of the increase in new generation capacities and the costs of achieving the intended objectives. These issues, due to the short period of functioning of the new system, have not been properly identified yet. The study uses data from the years 2010-2018. The spatial range was mainly in Poland, but examples from other countries around the world were also used. The research and analysis used a comparative method and a list of individual renewable energy production technologies according to the analyzed values. It has been hypothesized that an auction system based on competitive principles, more effectively and with lower support of public funds will allow for achieving goals related to the promotion of renewable energy sources.The aim of the article is to present the current and new RES support system, prices obtained in auctions and the first experience in its implementation. The research material were Eurostat and GUS statistical materials, documents from the European Commission, the Ministry of Energy, the Energy Regulatory Office, reports on support systems from European countries and Poland. Research methods used in the work include analysis of documents, normative acts, subsequent amendments to the Act on renewable energy sources and regulations issued on their basis. The assessment and recognition of the level of support in the auction system in countries that have been using this instrument for many years was also made. These analyses allowed the assessment of the effects of the auctions carried out, their advantages and disadvantages, and helped formulate conclusions in the field of organizational changes ensuring efficient functioning of the auction system. |

Abstrakt | W artykule przedstawiono zmiany jakie nastąpiły w światowej produkcji, zużyciu i handlu nasionami oleistymi i produktami ich przerobu w XXI wieku. Analizę zmian przeprowadzono dla sześciu głównych regionów świata (Afryka, Azja, Ameryka Północna, Ameryka Południowa, Europa i Oceania) w oparciu o dane Organizacji Narodów Zjednoczonych do spraw Wyżywienia i Rolnictwa (FAOSTAT), które zagregowano do średnich z lat 2001-2004, 2005-2007, 2008-2010 i 2011-2013. W XXI wieku światowa produkcja i zużycie nasion oleistych, olejów roślinnych i śrut oleistych dynamicznie wzrasta, w następstwie rosnącego w skali globalnej popytu na żywność i energię odnawialną, przy czym w układzie regionalnym tempo wzrostu jest zróżnicowane. Rosną też obroty międzynarodowe tymi produktami, ale kierunki geograficzne handlu nie zmieniają się istotnie ze względu na brak znaczących zmian w samowystarczalności w zakresie nasion oleistych i produktów ich przerobu w poszczególnych regionach świata. |
Abstract | The article presents changes that have occurred in the global production, consumption and trade of oilseeds and their processing products in the 21st century. The analysis of changes was carried out for the six main regions of the world (Africa, Asia, North America, South America, Europe and Oceania) based on the data of the Food and Agriculture Organization of the United Nations (EUROSTAT), which were aggregated to the average from 2001-2004, 2005-2007, 2008-2010 and 2011-2013. In the 21st century, the global production and consumption of oilseeds, vegetable oils and oil pellets is growing dynamically in the wake of the growing global demand for food and renewable energy, while the regional growth rate is diversified. The international turnover of these products is also growing, but the geographical directions of trade do not change significantly due to the lack of significant changes in self-sufficiency in the field of oilseeds and their processing products in derivatives regions of the world. |

Abstrakt | W artykule przedstawiono wybrane kwestie aktualnie poruszane w zakresie zrównoważonego rozwoju w Unii Europejskiej, a związane jednocześnie z sektorem energetycznym. Stąd też została omówiona problematyka zasobooszczędności oraz efektywności energetycznej, produkcji energii z odnawialnych źródeł, czy też wykluczenia społecznego wywołanego brakiem dostępności do źródeł energii po przystępnej cenie. Poza analizą literatury przedmiotu został przedstawiony ranking krajów Unii Europejskiej (UE-28) pod względem poziomu rozwoju sektora energetycznego w kontekście problematyki zrównoważonego rozwoju. W tym celu przeprowadzono wielowymiarową analizę porównawczą przy użyciu wybranych w toku analizy teoretycznej 8 wskaźników dotyczących aspektów społecznych, gospodarczych i środowiskowych związanych z rozwojem sektora energetycznego. Zakres czasowy analizy obejmował 2016 r. (dostępność danych). Źródłem wartości przyjętych zmiennych był Eurostat. Przeprowadzone analizy wykazały, iż najlepszą sytuacją w zakresie sektora energetycznego na tle ogółu przebadanych państw cechowała się Dania. |
Abstract | The article presents selected issues currently discussed in the field of sustainable development in the European Union, and related at the same time to the energy sector. Therefore, the issues of resource efficiency and energy efficiency, energy production from renewable sources, or social exclusion caused by the lack of access to affordable energy sources were discussed. In addition to the analysis of the literature on the subject, the ranking of the European Union countries (EU-28) in terms of the level of development of the energy sector in the context of sustainable development was presented. For this purpose, a multidimensional comparative analysis was carried out using 8 indicators selected in the course of theoretical analysis concerning social, economic and environmental aspects related to the development of the energy sector. The time scope of the analysis covered 2016 (data availability). The source of values of the adopted variables was Eurostat. The analyzes carried out showed that the best situation in the energy sector compared to all of the countries surveyed was characterized by Denmark. |

Abstrakt | In recent decades considerable attention has been paid to alternative and renewable energy. Among the alternative sources, the sun’s energy is most appealing. Therefore, the development of solar energy, in the long run, is one of the top priorities. In practice, there are numerous barriers to the growth of the solar energy market. First of all, economic: fairly high prices for solar systems and payback period; the absence of working capital from manufacturing enterprises, the absence of specific mechanisms for stimulating production in the form of subsidies, tax exemptions, preferential tariff policies, etc. Therefore, research into the development of solar energy, as a real tool for a comprehensive solution to economic and environmental problems, is becoming increasingly relevant. The paper considers the energy policy of the use of renewable energy sources in rural areas. The theoretically feasible and technically achievable potential of solar energy in the territory of Ukraine was characterized. It was noted that the sun is the most affordable supplier of energy on earth today. The use of solar radiation is expedient for the development of thermal and electric energy and is possible throughout the territory of Ukraine. The dynamics of the commissioning of solar power plants by private households was analysed. The attention is focused on the application of the ‘green’ tariff, which stimulates the increase in the number of solar projects implemented in households. A financial model of private households of choosing a solar power plant option was proposed. The problems were identified and the possibilities of using solar energy for ensuring energy independence of households and profit generation were assessed. The forecast for the development of solar energy of the period up to 2020 was made. |

The household sector in Poland is characterized by the highest energy consumption in the structure of final energy consumption in the national economy, and energy expenditure is an important expenditure item in the household budget.. The amount of costs related to RES investment is a significant barrier to household expenditure. However, this investment should be seen as a means of reducing the share of energy costs in the home budget in a long-term perspective. |

Przeprowadzony wywiad kwestionariuszowy pozwolił na identyfikację kilku czynników niekorzystnie wpływających na rozwój rynku biomasy rolnej w województwie łódzkim, takich jak organizacja strony logistycznej odbioru surowca, opłacalność sprzedaży czy też brak dostępu do innowacyjnych rozwiązań. |
Abstract | International cooperation on climate protection has very strong impact, which translates into increased interest in renewable energy, including biomass. Assuming the regional use of biomass, it may be an important source for energy, taking into account the need to reduce greenhouse gas emissions. The aim of paper was to identify the supply barriers for the agricultural biomass market development in Lodz province. In this case, information obtained from structured interview was used. The main barriers on the supply side include i.e. lack of organized transport, unprofitability of the sales/production, lack of knowledge and access to information about innovative possibilities of energy use of biomass. |

Abstrakt | Celem publikacji była jest analiza porównawcza wybranych wskaźników sytuacji finansowej przedsiębiorstw, których główną działalnością jest generowanie energii wiatrowej i jej sprzedaż do sieci energetycznej. W publikacji porównano wybrane średnie wartości wskaźników finansowych dla następujących krajów Unii Europejskiej: Austria, Belgia, Bułgaria, Chorwacja, Czechy, Dania, Estonia, Finlandia, Francja, Grecja, Hiszpania, Holandia, Irlandia, Litwa, Łotwa, Niemcy, Polska, Portugalia, Rumunia, Słowacja, Słowenia, Szwecja, Węgry, Wielka Brytania, Włochy. Wnioskiem z badań jest wysoka rentowność farm wiatrowych w Austrii, Belgii, Portugalii i Wielkiej Brytanii, co pokrywa się z wysokimi cenami energii elektrycznej w tych krajach. Kraje z niższymi cenami energii odnotowały zwykle gorsze wyniki finansowe farm wiatrowych. Są jednak od tej reguły wyjątki (farmy wiatrowe w Niemczech mimo wysokich cen energii elektrycznej nie uzyskiwały bardzo dobrych wyników finansowych). |
Abstract | The aim of the publication was a comparative analysis of selected indicators of the financial situation of enterprises whose main activity is the generation of wind energy and its sale to the power grid. The publication compared selected average values of financial ratios for the following European Union countries: Austria, Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Greece, Spain, the Netherlands, Ireland, Lithuania, Latvia, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Sweden, Hungary, Great Britain, Italy. The conclusion from the research is the authors observed high profitability of wind farms in Austria, Belgium, Portugal and the United Kingdom, which coincides with the high electricity prices in these countries. Countries with lower energy prices usually recorded worse financial results of wind farms. There are, however, exceptions to this rule (wind farms in Germany, despite high electricity prices, did not achieve very good financial results). |

Abstrakt | The aim of the paper is to assess the implementation of selected sustainable development objectives in European Union countries with particular focus on Poland. Several different indicators were taken into account: greenhouse gas emission, share of renewable energy, GDP energy intensity and protection of environment and biodiversity, which cover goals set in The Europe 2020 Strategy, among others: reduction of carbon dioxide emission, increase share of renewable energy usage, increase the effectiveness of energy usage, preservation of biodiversity. It was found, that European Union countries generally strive towards achieving those goals, though the effectiveness differs among them. Poland positively pursues all discussed issues. However, is not the leader in any of them. It is important to underline, that analysed data seem to allow to say, that it is possible to achieve objectives set in Europa 2020 Strategy. |
