Abstrakt | Niniejszy artykuł przedstawia uwarunkowania prawne i przesłanki tzw. luzowania ilościowego (quantitative easing, QE) w polityce pieniężnej Eurosystemu. Omówiono główne programy interwencyjnych zakupów dłużnych papierów wartościowych, wzmiankując związane z tymi programami ryzyka dla stabilności systemu finansowego, które mogą zmaterializować się w dalszej perspektywie. Podkreślono potrzebę stałego monitorowania niestandardowych instrumentów finansowych stosowanych w krajach Eurolandu, tak aby polskie centralne instytucje finansowe rozporządzały pełnym instrumentarium przeciwdziałania niekorzystnym zjawiskom w sferze krajowych finansów i gospodarki, które mogłyby zaistnieć i u nas w sytuacji kryzysowej o globalnym zasięgu. W badaniu zastosowano metodę analizy dokumentów Europejskiego Banku Centralnego (EBC) oraz wewnętrznych materiałów NBP dotyczących niestandardowych instrumentów polityki pieniężnej. |
Abstract | This article presents the underlying legal and economic bases of so-called quantitative easing (QE) in the monetary policy of the Eurosystem. Large asset purchase programs and other intervention purchases of securities are discussed, and the risks of such policies for the long-term stability of the financial system are also addressed. It is noted that the non-standard financial instruments which are used in the Eurozone require close monitoring by Polish government financial institutions. This would help Poland access the full range of financial instruments that could be used to neutralize any unfavorable developments in the national financial sector and in the Polish economy which might occur in a global economic crisis. The research is based on analysis of European Central Bank documents and analytical studies of the Polish National Bank concerning non-standard instruments of financial policy. |

Abstract | The formulation of the nominal convergence criteria in the Treaty establishing the European Union was dictated by the need to examine the degree of consistency in the economies of Member States. These criteria enabled verification of their readiness to participate in the Monetary Union. In particular, establishment of the fiscal criterion was aimed to impose financial discipline. Poland participates in the third stage of Economic and Monetary Union on the rights of the State with a derogation, however, it does not exempt our country from fulfilling the fiscal criterion. Exceeding the reference level of the general government sector’s deficit triggered EC’s initialization of Excessive Deficit Procedure (EDP) against our country in 2009. The answer to this challenge was the Government’s plan to consolidate public finances. In 2011, at the cost of raising tax rates and eliminating most of the allowances, while limiting transfers to Open Pension Funds (OFE) and reducing social spending, an improvement of the reference indicators was achieved. Nevertheless, the results after the first quarter of 2012 are not optimistic. |

Abstract | The Polish tax system does not differ from the tax systems of highly developed countries of Western Europe. It may encourage a balance budget and the projects financed by the state to modernize national economy. These opportunities are not fully utilized due to too large share of fixed expenditure in the state budget. In Poland, the main objective of privatization was to obtain funds for current expenses or funding deficit in the state budget. Privatisation in Poland was too little used as a tool to repair public finances. For example, did not apply the techniques of exchange foreign debt for shares in privatized enterprises. In this way, the Treasury got rid of most of the their property, which had at the beginning of the process of transition, failed to achieve long-term benefits. The plan of consolidation of government finances for the years 2011–2012 using the same strategy. So, once again, the current needs have been more important than long-term development projects |

Abstract | The accession of Poland to EU coincided with the growth phase of Polish economic cycle. However economies of western European countries had come into the phase of economic slowdown and western investors had been looking for the new areas of economic expansion, also among the new EU member countries. But the inflow of money into Poland in the form of Greenfi eld investments was lower than the amount of reinvesting profits and credits of companies, which gained foreign strategic investor before the accession. There have been used new efficient technologies – imported from Western Countries, which improved the competitiveness and modernity of goods produced in Poland. This process has been continued after the accession. The function of foreign capital in stimulation of Polish economy should not be assessed unambiguously, because the correlation ratio between the PKB growth and the inflow of Foreign Direct Investments is low. After accession the growth ratio was high as a result of activity of investors tightly connected with Polish market, which reinvested their profits for modernisation and extension of production. Synthetic indicator of the growth of wealth of Polish society was the increase of nominal GDP per capita – two and a half times – between 2000 and 2007. Although according to the purchasing power parity the GDP per capita has grown this time only about 50% (from 10,6 thou USD to 15,9 thou USD). |
