Abstrakt | W artykule przedstawiono analizę porównawczą zmienności struktury wydatków publicznych w krajach Europy Środkowo-Wschodniej w okresie 1995-2017. W tym celu zbudowano dwa wskaźniki zmienności, jeden odzwierciedlający zmienność struktury wydatków, drugi zaś zmienność poszczególnych kategorii wydatków. Powyższe wskaźniki pozwoliły na weryfikację hipotezy badawczej, że najsilniejsze zmiany struktury wydatków następują w okresach osłabienia gospodarczego i dotyczą szczególnie kategorii wydatkowych mających bezpośredni wpływ na gospodarkę. W krajach Europy Środkowo-Wschodniej największą zmienność struktury wydatków wykazały kraje o najniższym poziomie wydatków publicznych w relacji do PKB, co potwierdza, że mały budżet wymusza jego racjonalizację. Z kolei największą stabilnością struktury wydatków w badanym okresie wyróżniła się Polska, co można wiązać z najbardziej wyrównanym wzrostem i uniknięciem recesji gospodarczej. Grupą wydatków, która była najbardziej aktywnie kształtowana, zarówno w starych jak i nowych krajach członkowskich UE, były wydatki na sprawy gospodarcze. |
Abstract | The article presents a comparative analysis of the variability of public expenditure structures in Central and East European countries in the period 1995-2017. To measure the volatility, two indicators were proposed: one reflecting the variability of the expenditure structures, and the other reflecting the variability of each expenditure category. The above indicators allowed verification of the research hypothesis that the strongest changes in the structure of public spending occur in periods of economic recession and concern, in particular, expenditure categories having a direct impact on the economy. In the countries of Central and Eastern Europe, the largest variability in expenditure structure was demonstrated by countries with the lowest level of public expenditure in relation to GDP, which confirms that a small budget enforces its rationalization. In turn, the highest stability of the expenditure structure in the analyzed period was found in Poland, which may be associated with its smooth growth and subsequent avoidance of the economic recession. The group of expenditures that was most actively changed, both in the old and new EU member states, were expenditures on economic affairs. |

Abstrakt | The article gives an economic assessment of the current state of the grain industry development, determinesthe main factors influencing the formation of demand and supply on the grain market. The lack of efficiencyof the mechanism of regulation of the grain market in Ukraine is substantiated on the basis of the obtainedvalues of “market price support” indicators per 1 t of grain and “nominal coefficient of protection of producers”used in the countries of the Organization for Economic Co-operation and Development (OECD). Theforecasts of gross collections of cereals and legumes, as well as their volumes of domestic consumption inUkraine for the period up to 2025 are estimated. The state of transport and logistics infrastructure of the grainmarket of Ukraine is estimated. Based on the analysis carried out, strategic guidelines for the development ofthe grain market and its regulation mechanism are proposed. |

Abstrakt | In recent years, the importance of environmental threats associated with intensive livestock production has been emphasized. Compound feeds make up a part of the animal production chain. A complete assessment of the animal production system with regard to environmental criteria is therefore impossible without considering the environmental consequences of feed production. The goal of this research is to fill the gap in an environmental assessment of production processes of compound feeds in Poland. The study presents an assessment of production impacts of bovine compound feeds according to Life Cycle Analysis (LCA) methodology. The data for analysis were based on the set of information obtained from the feed milling plant located in a commercial agricultural enterprise in the Wielkopolska region in the years 2015-2016. An inventory table of inputs was prepared in relation to the functional unit of 1 ton of compound feeds and two phases of production processes, i.e. upstream and core. For average compound feed, the impact category indicators for the global warming potential, acidification, eutrophication, photochemical ozone formation, consumption of mineral resources, fossil fuel resources and the emission of the respirable particles were respectively: 605.9 kg CO2 eq, 8.73 kg SO2 eq, 3.32 kg PO4 eq, 0.73 kg ethylene eq, 3.4x10-3 kg antimony eq, 5141.1 MJ and 2.25 kg PM2.5 eq. The upstream phase had the greatest effect on investigated impacts, while the core processes phase had a relatively low impact on environmental threats. It is recommended to broaden the scope of the research for a larger group of feed milling plants with more complex manufacturing processes, with a more branched supply structure and a wide range of compound feeds for different animal types. The obtained data can be a valuable source base in prospective analyses of the life cycle of various animal products in Poland. |

Abstrakt | System oceny wsparcia jest ważnym elementem analizy oddziaływania interwencji publicznej na sytuację społeczno-gospodarczą. Dostarcza również wiedzy o koniecznych zmianach. W związku z tym powinien być jak najlepiej zaprojektowany i realizowany. W artykule przedstawiono unijny system oceny PROW 2014-2020 obowiązujący państwa członkowskie. Zastosowano ujęcie porównawcze i obecny system odniesiono do rozwiązań zastosowanych w poprzednim okresie programowania. Skoncentrowano się na wytycznych do oceny PROW stosowanych w obu badanych okresach programowania i ograniczono się do zasad oceny śródokresowej i końcowej. Celem artykułu jest odpowiedź na pytanie „Czy system oceny PROW 2014-2020 zapewnia większą wiedzę o efektach wsparcia w porównaniu z okresem programowania 2007-2013?”. Wyniki analizy wskazują na to, że obecne rozwiązania nie zapewniają kompletnych i przejrzystych wyników pokazujących w pełni, jakie jest oddziaływanie interwencji na poziomie poszczególnych instrumentów. |
Abstract | The evaluation system is an important part of the analysis of the impact of public intervention on socio-economic reality. It also provides knowledge about the necessity of changes. Therefore, it should be designed and implemented as carefully as possible. The paper presents the EU RDP 2014 2020 evaluation system the Member States. A comparative approach was applied and the current system was compared with the previous one. The focus was put on the EC’s guidelines for the RDPs’ evaluation in both of the study periods and it was limited to principles of mid-term and ex-post evaluations. The aim of the paper was to answer the question "Does the RDP 2014-2020 evaluation system provide more knowledge on the effects of support compared to the 2007-2013 programming period?". The results of the analysis indicate that the current solutions do not provide complete and transparent results indicating the impact of intervention at the level of individual policy instruments. |

Abstrakt | Animal production is a significant source of greenhouse gas (GHG) emissions. One of the major challenges in sustainable management is to mitigate the effects of climate change by reducing GHG emissions. The diversity of animal production systems and accompanying diversification of technological processes, mean that specific production effects can be obtained at different levels of GHG emissions. The aim of the study was to determine the carbon footprint (CF) of beef cattle grown in a conventional system (i.e. indoor confinement). The research was carried out on the beef cattle farm belonging to a large-area enterprise, Długie Stare Ltd. The beef cattle production system consisted of the following subsystems: a basic breeding herd (consisting of suckler cows, replacement heifers and calves up to 6.5 months), breeding heifers, breeding bulls and fattening bulls. The method of life cycle analysis (LCA) in the stages from "cradle-to-farmgate" was used to assess the GHG emissions associated with the production of beef cattle. The average CF in the entire beef cattle production system was 25.43 kg of CO2 kg-1 of live weight of marketed cattle, while in the individual subsystems of basic breeding herd, breeding heifers, breeding bulls and fattening bulls, the CF (after GHG allocation) was: 11.0 kg CO2 eq., 34.30 kg CO2 eq., 27.32 and 25.40 kg CO2 eq., respectively. GHG emissions associated with young calves staying in the cow-calf pairs until weaning (in the period from 0-6.5 months), had a decisive influence on the final CF in each of the subsystems of beef cattle production. The second important factor directly affecting the CF was GHG emissions related to methane (CH4) enteric fermentation and manure management. Knowledge of factors affecting the CF structure allows better identification of critical areas in production processes with high GHG emission potential. Information on the CF of beef cattle and beef meat responds to a wider societal demand for the ecological characteristics of market products, which ultimately contributes to improving their market competitiveness. |

Abstrakt | Celem pracy były symulacje uproszczonego bilansu węgla oraz pochłaniania i emisji gazów cieplarnianych (CO2, CH4, N2O) dla scharakteryzowania potencjału mitygacji zmian klimatu w rolniczym użytkowaniu gruntów ornych. Symulacje wykonywano przy użyciu modelu DNDC dla województw i Polski z użyciem dwudziestoletnich serii danych meteorologicznych. Stwierdzono, że system uprawy płużnej ze zbiorem resztek pożniwnych (a) powodować będzie w Polsce emisję netto tych gazów wynoszącą 0,203 t CO2 ekw. ∙ ha-1 ∙ r-1. Natomiast system uprawy uproszczonej z pozostawieniem na polu resztek pożniwnych (b) oraz system uprawy płużnej z regularnym stosowaniem obornika i zbiorem resztek pożniwnych (c) pochłaniać będą CO2 w ilościach wynoszących odpowiednio: 1,225 i 0,172 t CO2 ekw. ∙ ha-1 ∙ r-1. Uzyskane wyniki sugerują, że w perspektywie średnioterminowej (20 lat), badane systemy uprawy mogą być uznane za praktyki mitygujące zmiany klimatu. Zastosowanie systemów uprawy w pożądanej proporcji w stosunku do areału gruntów ornych w Polsce mogłoby pozwolić na średnie pochłanianie gazów cieplarnianych rzędu 0,556 t CO2 ekw.∙ha 1∙r-1. |
Abstract | The aim of the work was simulations of soil organic carbon balances as well as absorption and emission of greenhouse gases (CO2, CH4, N2O) to characterize the mitigation potential of climate change in agricultural use of arable land. Simulations were performed using the DNDC model for voivodships and Poland using a twenty-year series of meteorological data. It was found that the plow cultivation system with the harvest residue (a) will cause in Poland a net emission of these gases amounting to 0.203 t CO2 eq∙ha-1∙y-1. On the other hand, the reduced tillage system leaving crop residues on the field (b) and the tillage system with the regular application of manure and harvest residues (c) will absorb CO2 in amounts: 1.225 and 0.172 t CO2 eq∙ha-1∙y-1 respectively. The obtained results suggest that in the medium-term (20 years) the studied cultivation systems may be recognized as practices mitigating climate change. The use of cultivation systems in the desired proportion in relation to the area of arable land in Poland could give an average greenhouse gas absorption of 0.556 t CO2 eq∙ha 1∙y 1. |

Despite, Africa being rated the least among the continents contributing to the atmospheric pollution, it continues to be responsible for the least global emissions (estimated at 4%). Although they contributed to anthropogenic emission slightly, African continent is one of the highly vulnerable to impacts of long-term climate variability and extreme weather events, especially on the Nile. Moreover, developing countries are the most vulnerable to climate change impacts because they have fewer resources to adapt: socially, technologically and financially. Therefore, this paper is seeking to find and modify the regional development process in the frame of climate change along the Nile river. By considering some examples to accelerate the development process and methods in the Nile’s valley regions. Strongly related to the climate change impacts on different sectors and activities such agriculture, industry, energy, and the water supply and demand as well. |

Lithuanian villages face major social, cultural changes and economic difficulties, which result in increasing migration of people to cities and foreign countries. Everyone could self-realize only in a safe and comfortable environment. The right environment, in which persons feel safe and are able to realize their potential in activities, can be created by spatial planning. Lithuanian scientists talk much about problems in territorial planning, but no particular proposals are offered and state institutions do not take any measures in order to stop this chaotic urbanization. There are a lot of problems related with land usage, so it is very important to create the sustainable model of land usage in Lithuania. |

Abstrakt | W opracowaniu przedstawiono wyniki badań, których celem była ocena efektów absorpcji funduszy europejskich na inwestycje z zakresu odnawialnych źródeł energii w woj. lubelskim oraz sformułowanie wstępnych rekomendacji na przyszły okres programowania. W ramach RPO WL i PROW (3.2.1) w woj. lubelskim zamontowano ponad 34 tys. instalacji o mocy 189,2 MWt i 4,1 MWe, przeważnie kolektorów słonecznych (95,8%), kotłów na biomasę (2,3%) i paneli fotowoltaicznych (1,9%). Efektem zrealizowanych projektów było zmniejszenie zużycia paliw konwencjonalnych na obszarach wiejskich o około 4% w ciągu roku, co jest równoważne wartości energetycznej 19 tys. t węgla kamiennego. Działania podjęte w ramach analizowanych programów przyczyniły się również do redukcji emisji CO2 o około 1,7 tys. t, podstawowego gazu cieplarnianego oraz pyłów i innych zanieczyszczeń. |
Abstract | The paper presents results of study aimed at assessing an absorption of European Union funds intended for investments in renewable energy in the Lubelskie province. Source of the data was the Department of Regional Operational Programme in the Marshal’s Office for Lubelskie province in Lublin and the Department of European Funds in Ministry of Energy. With the funds from the Regional Operational Programme of the Lubelskie province and the Rural Development Programme (3.2.1) over 34 thousand renewable energy installations with capacity of 189,2 MWt and 4,1 MWe, were build. Most of them were solar collectors (95.8%), biomass boilers (2.3%) and photovoltaic panels (1.9%). Such significant share of solar energy projects proves the hypothesis of the Renewable Energy Development Program for the Lubelskie province that it is possible for the Lubelskie region to become a national leader in the use of solar energy for the production of heat and electricity. As a result of implemented projects the consumption of conventional fuels in rural areas dropped by around 4% per year, what is equal to the energy value of 19 thousand tons of bituminous coal. Furthermore, actions taken with the help of above mentioned programs resulted in a reduction of CO2 emissions by around 1,7 thousand tons of primary greenhouse gas, dust and other pollutants. |

Abstrakt | Przedmiotem pracy jest próba oceny skuteczności promocji produktów regionalnych.Podstawą wnioskowania były badania ankietowe przeprowadzone w miesiącach luty i marzec 2007 r.w województwie podkarpackim i lubelskim. Dobór próby miał charakter celowy. Przeankietowano250 osób: klientów marketów, uczniów ostatnich klas dwóch szkół gospodarczych oraz mieszkańcówwsi. |

Abstrakt | Kraje Europy Środkowej i Wschodniej (EŚiW) cechuje znaczne zróżnicowanie sektora rolnego, zarówno w zakresie dochodów, jak też i czynników je kształtujących. Jedną z kategorii pozwalających na zobrazowanie tych różnic jest wartość dodana brutto. Jej wielkość jest ważnym kryterium ekonomicznej oceny funkcjonowania różnych dziedzin wytwórczości, w tym i wytwórczości rolniczej, obrazuje ona bowiem przyrost wartości dóbr w wyniku określonego procesu produkcji. |
Abstract | The income situation of the agricultural sector in the CEE countries is discussed. The dynamics of incomes, the productivity of labour and land, and the income gained by an average farm in 2003-2005 were analyzed. Both in 2004 and in 2005 an improvement in the income situation of agriculture in the CEE countries was observed. In 2005 compared to2003 in all CEE countries an increase of incomes in the agricultural sector occurred, the biggest being in Poland and in Lithuania. In 2005 the highest productivity of labour was in the Czech Republic and in Estonia and it was the lowest in Latvia. Also incomes obtained by an average farm were the highest in the Czech Republic and the lowest in Lithuania. The highest GVA per hectare of agricultural land was obtained in Slovenia. |
