Abstract

The goal of the article is to present the proposition of reform in the system of financing educational services by local governments, which could contribute to increasing the market share of private entities. Currently, the majority of educational services in Poland are provided by public institutions, which is contrary to the general trend towards liberalisation of economic policy and the privatisation associated with it. The article proposes an education voucher and presents one way to reform education, which would not generate any organisational problems for local governments and would not have a negative impact on public finances.
