Streszczenie

Reforma systemu emerytalnego przeprowadzona w 1999 roku w Polsce miała na celu poprawę bezpieczeństwa środków gromadzonych na wypłatę świadczeń emerytalnych. W jej wyniku wprowadzono dwa obowiązkowe filary systemu emerytalnego. Filar I zarządzany przez Zakład Ubezpieczeń Społecznych, filar II w formie Otwartych Funduszy Emerytalnych jest natomiast zarządzany przez Powszechne Towarzystwa Emerytalne w formie Otwartych Funduszy Emerytalnych. W związku z faktem, że środki zgromadzone w II filarze są zarządzane przez prywatne instytucje, wprowadzono szereg regulacji, które miały na celu maksymalne zabezpieczenie gromadzonych w nich środków. Sytuacja na rynku pokazuje, że regulacje te dywersyfikując ryzyko, jednocześnie wpływają negatywnie na konkurencję na rynku OFE, a tym samym na osiągane przez OFE wyniki inwestycyjne. Niniejsze opracowanie ma na celu przybliżenie tej tematyki.

Abstract

The reform of the pension scheme in 1999 in Poland was to increase the security of funds deposited for the payment of retirement benefits. As a result, subject to two mandatory pillars of the pension system. 1st managed by the Social Insurance Institution, 2nd managed by the Universal Pension Fund Society in the form of Open Pension Funds.
