Abstrakt | The article examines the peculiarities of the formation of the food market of Ukraine and trends in its development. The actual capacity of the domestic market for certain products has been determined, taking into account the decrease in the average per capita consumption of certain food products by the population and the reduction in the population of Ukraine. It is established that the growth of gross output of agricultural products has improved the level of self-sufficiency in food in Ukraine. Meeting the needs of the population in food, within its purchasing power, is almost entirely provided by domestic products, except fruits, berries, and grapes. The level and dynamics of import dependence of the food market as a whole and in the context of individual product groups are determined. |

Abstrakt | The article examines modern state and prospects of the development of organic market in the context of rationalization of the available natural-resource potential of Ukraine. Basing on the analysis of key organic production indicators it is relevant to conclude that during last year’s there is stable positive dynamics in growing of the area of farmlands that take part in the certified reduced production. Due to the improvement of the organic production recycling the level of organic production consuming and number of certified manufacturers have significantly increased. Consumers of Ukrainian organic production are predominantly the EU countries. Ukraine is interested in the organic market development and there are inevitable resources that can be found in every region of the country. We have characterized the legal principles that enable the organic market and the establishing of relation that are linked to the organic production development which are regulated by the Law of Ukraine and other legislative acts that are related to the issue. Basing on the data of the article and estimation of the organic production consuming level in Ukraine in 2010-2019 there were evaluated forecast indicators of the Ukrainian organic market capacity until 2023. |

Abstrakt | The main purpose of the paper was to identify and present the situation and changes in the level of expenditure on public roads in Poland, taking into account the division of the country into voivodships. The data concerned the period from 2005 to 2017. Sources of materials were the analysis of available literature in the field of road transport, legal acts, data from the CSO database. The comparative method was used in the paper, dynamics indicators were evaluated, the Gini concentration coefficient was calculated and the degree of concentration was presented using the Lorenz curve. Pearson's linear correlation coefficients were also used. A descriptive, tabular and graphic method were used to present the results. Investment outlays on roads apply to both the construction of new roads and the repair of existing ones. Between 2005-2017, the length of public roads in Poland increased by 11% to 422,000 km. Changes in individual voivodships and in subsequent years varied. The largest increase in road length occurred in Podlaskie and Lublin, while the smallest was in Opole. The largest expenditure on public roads was incurred in 2009-2011, which was related to the preparation for the Euro 2012 football tournament, which took place in Poland and Ukraine. Investment outlays were related to the level of economic development of voivodships and the resources of public roads. The only exception to this rule occurred in 2009-2011, when many road investments were centrally financed by the government. |
Abstract | Celem głównym pracy było rozpoznanie i przedstawienie sytuacji oraz zmian w poziomie wydatków na drogi publiczne. Badania dotyczyły Polski, z uwzględnieniem podziału na województwa. Dane dotyczyły lat 2005-2017. Źródła materiałów stanowiła analiza dostępnej literatury z zakresu transportu drogowego, akty prawne, dane z bazy danych GUS. W pracy wykorzystano metodę porównawczą, posługiwano się wskaźnikami dynamiki, obliczono współczynnik koncentracji Giniego oraz przedstawiono stopień koncentracji za pomocą krzywej Lorenza. Zastosowano również współczynniki korelacji liniowej Pearsona. Do prezentacji wyników badań zastosowano metodę opisową, tabelaryczna i graficzną. Nakłady inwestycyjne na drogi dotyczą zarówno budowy nowych dróg, jak również naprawy już istniejących. W latach 2005-2017 długość dróg publicznych w Polsce wzrosła o 11% do 422 tys. km. Zmiany w poszczególnych województwach i latach były zróżnicowane. Największy przyrost dróg nastąpił w województwach podlaskim i lubelskim, a najmniejszy w opolskim. Największe nakłady inwestycyjne na drogi publiczne poniesiono w latach 2009-2011, co było związane z przygotowaniem do turnieju piłkarskiego Euro 2012, który odbył się w Polsce i na Ukrainie. Nakłady inwestycyjne były związane z poziomem rozwoju gospodarczego województw oraz z zasobem dróg publicznych. Jedyny wyjątek od tej reguły wystąpił w latach 2009-2011, gdy centralnie finansowano wiele inwestycji drogowych. |

It is noted that Ukraine belongs to the countries with high bioeconomic potential, the source of which is the production of biomass of agricultural origin that creates favorable conditions for the development of the bioeconomy. The dynamics of biomass production potential are characterized by a stable increase in the amount of biomass available for use, and its energy capacity is analysed. Using the methodology of 'smart specialization', a model of strategy formation was developed, which defines the priorities, goals, and objectives of the bioeconomic development of Ukraine's economy. |

Abstrakt | The purpose of this study is to identify the global trends in bioeconomic development and to develop the Concept of a State Strategy of Bioeconomic Development in Ukraine for the period until 2030. The authors define the bioeconomy as a set of industries that ensure the sustainable use of renewable resources, the use of biotechnologies for production while reducing the potential environmental damage, contributing to the innovative development of relevant sectors, and providing positive aspects of socio-economic development. The article formulates approaches to measuring the state and effectiveness of the bioeconomic development in Ukraine and the EU countries. Based on the analysis of world experience, it is concluded that to accelerate the development of the bioeconomy in Ukraine, it is necessary to develop the Strategy for the development of the bioeconomy in Ukraine. The conceptual foundations of such a Strategy have been developed by the authors of the article. The results of the study are the basis for the development and implementation of the State Strategy for the Development of Bioeconomy in Ukraine. The relevance of this study is determined by the absence of the Bioeconomic Development Strategy in Ukraine, which makes it difficult for the country to reach a new technological and innovative level of development. At the same time, the development and implementation of this Strategy will help Ukraine enter the international system of production of new knowledge and technologies. |

The authors generalized the key provisions of consumer market behavior theories and its formation factors in HoReCa sphere. The peculiarities of agricultural wholesale market functioning are defined and the competitive surrounding of wholesale food market in western region of Ukraine is characterized. Main principles of business organization in HoReCa sphere are studied; the impact of globalization and foreign economic activity vectors on this sphere internationalization is outlined. The results of research project made by the authors are given, which was aimed at examining motives and peculiarities of HoReCa customers market behavior when wholesale purchasing agricultural production for their own business. The research was conducted on the basis of “Shuvar” market of agricultural production Ltd. - the largest in Western Ukraine wholesale agricultural market. It consists of several specialized food halls, including HoReCa centre. The structure of HoReCa establishments, that are “Shuvar” wholesale market clients, is analyzed. The factors influencing their managers’ decisions, concerning purchase assortment, its frequency, the most convenient time of goods delivery, are investigated. The evaluation of significance degree of certain products purchase, including price, products homogeneity, their constant availability, exclusiveness, is received. HoReCa sphere subjects’ wishes were studied, concerning purchase information support in the wholesale market, for service quality improvement. |

Abstrakt | The demand for raspberries and blackberries has risen sharply in Europe and North America in recent years. Ukraine is almost one third of the world’s black earth, a favorable climate for growing vegetables, fruits and berries, as well as a good ratio of daytime and nighttime temperatures and optimal length of sunny day. Therefore, the authors consider that Ukraine could become a reliable supplier of berries in Europe and America. Berries will not give the same high gross production as cereals. But these products are perspective in terms of processing, value added and profitability for the manufacturer. Considering the strategic importance of growing berries in Ukraine the subject of the research is to study the competitiveness and prospects for production of berries in Ukraine. The conducted assessment of the status and prospects of growing berries shows that Ukraine has been steadily producing within the range of 130-135 thousand tons of berries in recent years. Due to the fact that the products of private households and horticultural societies are not actually taxed, they have significant competitive advantages over agricultural enterprises, which is one of the reasons for the curtailment of industrial horticulture in Ukraine. But, on the other hand, they are inferior to large enterprises because of not failing to implement sanitary, technical standards, certification etc. In order to ensure the competitiveness of domestic producers in the external market, berry producers need to be more actively involved in the process of improving product quality, since in Ukraine only five agribusinesses have a Global GAP certificate, which is a minimum condition for access to the EU market. According to the results of the study, the authors consider organic production of berries as another perspective direction for the development of domestic berries. |

Przywołane zdarzenia gospodarcze i dane statystyczne pozwoliły na wyciągniecie wniosków o potrzebie wzmożonej intensyfikacji aktywności innowacyjnej w sektorze rolnym. |
Abstract | Research on agricultural economy is important for the analysis of food security in Europe. The article adopted innovations as a pro-development stimulus of the sector, subjecting observations to examples of activity in this area in recent years in Poland and Ukraine. The aim of the article was to approximate the conditions and specifics of innovative activity in the agricultural sector of selected economies. The recalled economic events and statistical data allowed to draw conclusions about the need for intensified intensification of innovative activity in the agricultural sector. |

W pracy charakteryzowano zmiany produkcji, zużycia oraz cen w Ukrainie na tle ich odpowiedników w świecie. W świetle badań wykazano, że ma miejsce wzrost integracji ukraińskiego rynku kukurydzy z rynkami światowymi. Zjawisku temu sprzyjał wzrost popytu na kukurydzę na rynkach światowych spowodowany rozwojem produkcji biopaliw oraz relatywnie niskie koszty produkcji zbóż na Ukrainie. |
Abstract | Maize belongs to the most important crops and industrial grains in the world and Ukraine is becoming one of the key producers and exporters of maize in the world. The aim of the study was to assess the determinants of maize production changes in Ukraine in the context of internal and global conditions. The work presents changes in production, consumption and prices in Ukraine against their counterparts in the world. In light of the research, it has been shown that there is an increase of integration of the Ukrainian maize market with global markets. This phenomenon was supported by the increase in demand for maize on global markets caused by the development of biofuel production and the relatively low costs of cereal production in Ukraine. |

Abstrakt | Celem artykułu jest ukazanie stanu bezpieczeństwa żywnościowego Polski oraz trzech krajów Europy Wschodniej sąsiadujących z naszym krajem: Białorusi, Rosji i Ukrainy. Analizowane kraje różnią się między sobą zarówno pod względem wielkości posiadanego potencjału gospodarczego, wielkości samych gospodarek, jak i poziomem ich rozwoju. Gospodarki poszczególnych krajów charakteryzuje też określona specyfika. W pierwszej części opracowania ukazano podstawy teoretyczne analizy bezpieczeństwa żywnościowego jako elementu bezpieczeństwa ekonomicznego. W następnej części dokonano charakterystyki analizowanych krajów, ukazując ich specyfikę oraz główne determinanty rozwoju. W części analitycznej przedstawiono stan bezpieczeństwa żywnościowego analizowanych krajów, wykorzystując Global Food Security Index, który został opracowany na zlecenie firmy DuPont przez Economist Intelligence Unit. Ukazano trzy składowe indeksu bezpieczeństwa żywnościowego, jakimi są: dostępność cenowa, dostęp do żywności oraz jakość i bezpieczeństwo żywności. Biorąc pod uwagę niektóre determinanty składowych bezpieczeństwa żywnościowego, podjęto próbę oceny wpływu rozwoju gospodarczego poszczególnych krajów na ich bezpieczeństwo żywnościowe. |
Abstract | The aim of the article is to present the state of food security in Poland and the three neighbouring Eastern European countries: Russia, Belarus and Ukraine. The analysed countries differ in terms of the size of their economic potential, the size of the economies, and the level of their development. The economy of each country is also marked by specific characteristics. In the first part, the paper presents the theoretical basis of food security as an element of economic security. In the next part, the characteristics of the analysed countries are presented showing their specificity and main determinants of development. The empirical part describes the state of food security in the examined countries using the Global Food Security Index, which was developed at the request of DuPont by the Economist Intelligence Unit. Three components of the food safety index are presented: price availability, access to food as well as food quality and safety. Considering some determinants of food safety components, an attempt was made to assess the impact of economic development of individual countries on their food security |

Abstrakt | Celem badań było określenie pozycji konkurencyjnej Polski na rynku zagęszczonego soku jabłkowego w latach 2004–2015. W badaniu wykorzystano: saldo obrotów, udział w światowym eksporcie, wskaźnik ujawnionej przewagi komparatywnej (RCA) oraz indeks relatywnej komparatywnej przewagi eksportu (XRCA). Zastosowane mierniki wykazały, że eksport z Polski był konkurencyjny. Saldo handlu zagęszczonym sokiem jabłkowym w latach 2004–2015 wzrosło. W badanym okresie zwiększył się też udział Polski w światowym eksporcie soku. W latach 2004–2015 Polska miała przeciętną i silną przewagę komparatywną w eksporcie zagęszczonego soku jabłkowego, a Chiny silną. Najsilniejszą przewagę komparatywną w latach 2013–2015 uzyskały Mołdawia i Ukraina. |
Abstract | The aim of the study was to establish the competitive position of Poland on the market of apple juice concentrate in the years 2004–20015 and compare it with the position of competitors. The research used the trade balance, share in the word exports, revealed comparative advantage index (RCA) and revealed comparative export advantage index (XRCA). In the analyzed period Poland was the second biggest exporter of apple juice concentrate in the world, preceded only by China. The applied measures showed that export from Poland was competitive. The trade balance of apple juice concentrate from Poland increased in the years 2004–2015. In the analyzed period Poland’s share in international export increased as well. The revealed comparative export advantage index showed that in years 2004–2015 Poland had an average and strong comparative advantage in apple juice concentrate exports, while China’s comparative advantage was strong. The strongest comparative advantage in years 2013–2015 was obtained by Moldova and Ukraine. |

Abstrakt | Przedstawiono zmiany w produkcji oraz tendencje w niedoborach/nadwyżkach rynkowych masła i sera na świecie w latach 2001-2017 u największych producentów oraz w Polsce. Nadwyżki rynkowe masła zwiększały się w: Nowej Zelandii, UE i Białorusi, a zmniejszały w Australii i na Ukrainie. Niedobory rosły w Chinach, Meksyku, Iranie i Turcji, a zmniejszały się w Rosji i Kanadzie. Względnie zrównoważona produkcja i spożycie występowały w Indiach, Pakistanie, USA i Brazylii. Na rynku sera nadwyżki rosły w: UE, USA, Nowej Zelandii, Argentynie i Białorusi, a zmniejszały się w Australii i na Ukrainie. Niedobory rosły w: Rosji, Brazylii, Meksyku. W Polsce rosły nadwyżki produkcji masła i sera, co skutkowało rosnącym eksportem, kierowanym głównie do krajów UE. Ceny masła i sera w krajach UE i na rynku światowym charakteryzowały się konwergencją. Na początku badanego okresu ceny masła w UE były o 134% wyższe niż na rynku światowym, a sera o 92,6%, a w 2017 r. różnice te wynosiły odpowiednio: 6% i 0,6%. |
Abstract | Changes in production and trends in shortages / market surpluses of butter and cheese in the world and in Poland in 2001-2017 were presented. Market surplus of butter increased in New Zealand, EU and Belarus, and decreased in Australia and Ukraine. Shortages grew in China, Mexico, Iran and Turkey, and decreased in Russia and Canada. Relatively balanced production and consumption occurred in India, Pakistan, the USA and Brazil. On the cheese market, surplus grew in: EU, USA, New Zealand, Argentina and Belarus, and decreased in Australia and Ukraine. The shortages grew in: Russia, Brazil, Mexico. In Poland, there were surpluses in butter and cheese production, which resulted in growing exports, directed mainly to EU countries. Prices of butter and cheese in EU countries and on the world market were characterized by convergence. At the beginning of the analyzed period, butter prices in the EU were 134% higher than on the world market, and cheese prices were higher by 92.6%, and in 2017 these differences were respectively 6% and 0.6%. |

Abstrakt | This paper discusses the issues related to the implementation of the land reform in Ukraine. The purpose of the research is to work out a system of measures aimed at developing land relations, in particular, the introduction of the land market in Ukraine, as well as determining the economic impact of the effective turnover of land plots. The analysis of the economic situation in Ukraine over the past 10 years has been carried out. Issues related to land legislation, in particular land valuation, are briefly identified. The institutions without functioning of which the introduction of the land market is impossible, are established. The conducted analysis gave basis to the proposal of preconditions of economic, legal and institutional character, necessary for the successful development of land relations. The article also proposes mortgage refinancing mechanism through the issue of mortgage land securities. |

Abstrakt | A systematic analysis of trends in the development of organic products in Ukraine and Poland was carried out, which showed that the total area of certified ecological lands for the study period from 2006-2016 in Ukraine increased by 1.7 times, and in Poland from 2004-2014 it increased by 12 times. It has been established that the most significant impact on qualitative structural changes in the economic sector is adjustment to European standards that establish a favorable system of agricultural production regulation, marking and inspection of organic products. This is why Poland, while being in the European Union, has a significant advantage over Ukraine. The system of control and certification by the authorized bodies is generalized, as well as the mechanism of financial support for organic agricultural production. The necessity of using the experience of Poland with the purpose of greening agriculture and development of organic agricultural production in Ukraine is emphasized. |

Abstrakt | The article examines the state and prospects of organic production by agricultural enterprises in the Ukraine. Existing natural, climatic and soil potential for the production of organic agricultural products as well as their export and consumption in the domestic market are characterized. It was noted that the development of organic production is one of the main priorities of the agrarian sector of the Ukrainian economy. State support for the development of this type of production is being implemented, as reflected in ‘3 + 5’ as a strategy for the development of the agrarian sector of the economy for the period until 2020. Attention is drawn to the instability of the environment, insufficient development of demand and limitations of financial resources, which hinder the realization of Ukraine’s potential in this segment of the agrarian sector. The conclusion on the necessity of applying marketing strategies for promoting and marketing organic products on domestic and foreign markets is drawn. The model of forming a marketing strategy of organic production development in the Ukraine is offered. |
