Key words | conventional agriculture, organic agriculture, organic farming policies, Sri Lanka |
Abstrakt | Many countries are formulating organic agriculture or organic farming policies aimed at sustainable agricultural development. Therefore, the objectives of this study were: to understand the present situation of organic agriculture policies in Sri Lanka and also in other countries where successful organic agriculture is operating; identify problems in the organic agriculture sector; and suggest potential policy measures to be implemented in Sri Lanka in future. The research was conducted in two stages. In the first stage, a thorough literature review was conducted to study the suitable policies available in other countries and also in Sri Lanka at present. In the second stage, two field surveys were carried out using pre-tested questionnaires, from December 2019 to May 2020, in order to gather farmers’ and extension officers’ information related to organic farming policy suggestions. According to the findings of the literature review, organic systems in some countries are more integrated with national strategic plans and visions. Those governments are more involved in new initiatives and farmers are encouraged to go organic through reliable and feasible policies. Although Sri Lanka has a high potential for organic agriculture, at present it is at an initial stage. While most organic products in Sri Lanka go to the export market, a small portion is kept at local markets. Demand for organic products in export as well as domestic markets is increasing. Even though there are seven international food certification agencies operating in the country as external inspection and certification bodies, a limited number of accredited certifications exist for products on the domestic market. Results of the farmers’ survey showed that even if farmers have a significant level of knowledge, few of them practice organic farming due to several existing problems. Moreover, extension officers have also identified similar types of problems that are faced by the farmers related to organic farming. Evaluation of Strengths, Weaknesses, Opportunities and Threats (SWOT) related to organic agriculture in the country helped to identify key problems facing policy-makers when balancing the supply and demand sides of organic products. Also, in developing organic agriculture, an effective linkage and coordination among government and private participants is crucial. Therefore, in Sri Lanka in this context, strategic focus on policy support for organic agriculture is needed. Current organic farming programs need to be revised in order to formulate policies covering all areas related to production, handling, processing, certification, labeling and marketing, in order to bring the benefits of organic agriculture to farmers, marketers and consumers in a fair manner. |

Baklytska T., Bohdaniuk O. Competitivness and prospects for development of berry production in Ukraine

Title | |
Słowa kluczowe | Ukraine, berries, prospects of development, competitiveness, export, organic production |
Key words | |
Abstrakt | The demand for raspberries and blackberries has risen sharply in Europe and North America in recent years. Ukraine is almost one third of the world’s black earth, a favorable climate for growing vegetables, fruits and berries, as well as a good ratio of daytime and nighttime temperatures and optimal length of sunny day. Therefore, the authors consider that Ukraine could become a reliable supplier of berries in Europe and America. Berries will not give the same high gross production as cereals. But these products are perspective in terms of processing, value added and profitability for the manufacturer. Considering the strategic importance of growing berries in Ukraine the subject of the research is to study the competitiveness and prospects for production of berries in Ukraine. The conducted assessment of the status and prospects of growing berries shows that Ukraine has been steadily producing within the range of 130-135 thousand tons of berries in recent years. Due to the fact that the products of private households and horticultural societies are not actually taxed, they have significant competitive advantages over agricultural enterprises, which is one of the reasons for the curtailment of industrial horticulture in Ukraine. But, on the other hand, they are inferior to large enterprises because of not failing to implement sanitary, technical standards, certification etc. In order to ensure the competitiveness of domestic producers in the external market, berry producers need to be more actively involved in the process of improving product quality, since in Ukraine only five agribusinesses have a Global GAP certificate, which is a minimum condition for access to the EU market. According to the results of the study, the authors consider organic production of berries as another perspective direction for the development of domestic berries. |

Słowa kluczowe | regional beans, production, price |
Key words | |
Abstrakt | The objective of the study is to present opportunities and barriers concerning the development of regional bean production with geographical indication and designation of origin, in Poland, in 2012-2017. The specificity, scale and conditions of production of three Polish regional bean species are described including the background of changes in the area cultivated with bean, its yield, production and development of buying-in prices. Attention is drawn to objective and subjective factors slowing down the certification process of leguminous crop production in accordance with producer specification. Information from the following databases has been used in the study: FAOSTAT, Eurostat, GUS (Central Statistical Office), JIHARS (Agricultural and Food Quality Inspection), as well as the following associations of regional bean producers (Association of Climbing Bean ‘Piękny Jaś’ Producers in Wrzawy, Association of Bean Producers in Nowy Korczyn, Cooperative ‘Dolina Dunajca’ and LAG (Local Action Group) ‘Biała-Dunajec’). The niche character and small previous production volume mean that regional beans PDO and PGI are only available in season for a small group of consumers. Little interest from producers of production certification makes it difficult to recognize that this pro-development activity is rather amateur at the current stage of building the regional food market in Poland. |

Abstrakt | A systematic analysis of trends in the development of organic products in Ukraine and Poland was carried out, which showed that the total area of certified ecological lands for the study period from 2006-2016 in Ukraine increased by 1.7 times, and in Poland from 2004-2014 it increased by 12 times. It has been established that the most significant impact on qualitative structural changes in the economic sector is adjustment to European standards that establish a favorable system of agricultural production regulation, marking and inspection of organic products. This is why Poland, while being in the European Union, has a significant advantage over Ukraine. The system of control and certification by the authorized bodies is generalized, as well as the mechanism of financial support for organic agricultural production. The necessity of using the experience of Poland with the purpose of greening agriculture and development of organic agricultural production in Ukraine is emphasized. |

Słowa kluczowe | Rosja, handel zagraniczny, produkty rolno-spożywcze, embargo |
Key words | Russian Federation, foreign trade, agri-food products, embargo |
Abstrakt | Celem artykułu jest wskazanie najważniejszych zmian w polskim handlu zagranicznym produktami rolno-spożywczymi z Federacją Rosyjską w latach 2006-2015. Do weryfikacji celu wykorzystano analizę zmian w czasie oraz analizę struktury handlu zagranicznego produktami rolno-spożywczymi w latach 2006-2015. Artykuł jest wynikiem analizy literatury i opracowań statystycznych. Zastosowane dane pochodzą z Roczników Statystycznych Handlu Zagranicznego. Wymianę handlową towarami rolno-spożywczymi charakteryzuje znaczna przewaga eksportu z Polski do Rosji nad importem. |
Abstract | The aim of the article is to identify the most important changes in Polish foreign trade in agri-food products with the Russian Federation in the years 2006-2015. To verify these shifts, changes over time and the structure of foreign trade in agri-food products in 2006-2015 were analyzed. The value of Poland's foreign trade turnover with Russia, the turnover balance and the share of agri-food products in trade were presented. The value of imports and exports in the categories of agri-food product groups and the dynamics of the import and export of agri-food products was also presented. The article is the result of the analysis of literature and statistical studies. Data from the Statistical Yearbook of Foreign Trade was used. Trade exchange of agri-food products is characterized by an advantage of exports from Poland to Russia. The value of trading these products was reduced after the restrictions of the Russian Federation in 2014 on the import of these products from the EU. The dynamics of exports to Russia were dependent on the category of products. The most significant changes were related to products of plant and animal origin, because their exports depended on trade barriers resulting from the geopolitical situation. To improve Polish-Russian economic and trade relations, Russia must accept EU standards for the production and veterinary and phytosanitary certification of agri-food products. |

Słowa kluczowe | certyfikacja żywności, zrównoważona konsumpcja, zachowania konsumentów, kobiety, dochód |
Key words | food certification, sustainable consumption, consumer behavior, women, income |
Abstrakt | Jednym z zadań dobrowolnych systemów certyfikowania jakości produktów żywnościowych (tzw. QAS – ang. Quality Assurance Systems) jest m.in. ułatwienie konsumentom podejmowanie odpowiedzialnych decyzji nabywczych. |
Abstract | One of the roles of voluntary food quality certification schemes (FQAS) is to help consumers make responsible buying decisions. The aim of this article is to present the level of knowledge about chosen food certificate symbols which focus on ecological, economic and social values. In order to meet the goal, primary data collected in 2014 using the CATI method among 288 women living in Warsaw was used. Obtained data shows that the group was characterized by low level of awareness as well as unwillingness to shift towards food products labeled with certification logos. It was concluded that there is a strong need to strengthen the consciousness and trust of female consumers living in Warsaw in certification schemes and the impact of current food consumption on health and natural environment. |
