Abstrakt | Recently, the topic of dual food quality has been intensively discussed in the media, as well as becoming an issue for European Union institutions. In the presented work, we answer the question of whether the topic of dual food quality is just as interesting for consumers as it is for the media and politicians. In March 2018, a questionnaire survey was conducted on the quality and availability of local foods. A total of 1 984 respondents answered, with 1 224 of them taking the opportunity to answer a general open question regarding the quality and choice of food. Almost 22% of respondents expressed satisfaction with the quality of local foods. Moreover, about 32% expressed a desire for a wider selection of goods with no complaint about quality. The wording of the answers expresses remarkably high confidence in local foods. Only 36 respondents mentioned foods of foreign origin. Opinions on foreign food were either positive, neutral, or negative. Consumer comments have shown that they do not perceive differences in food quality as an issue of interest. Furthermore, it is not possible to unequivocally say whether foreign products are perceived as of higher or lower quality. We recommend repeating a similar survey while the idea of dual quality is not instilled in the respondent during the survey. A similar survey can be conducted in other European countries as wel |

Key words | land use, land cover, change detection, landsat images, supervised classification, Nigeria |
Abstrakt | Many cities in developing countries are experiencing ecosystem modification and change. Today, about 10 million hectares of the world’s forest cover have been converted to other land uses. In Nigeria, there is an estimated increase of 8.75 million ha of cropland and decrease of about 1.71 million ha of forest cover between 1995 to 2020, indicating that Nigeria has been undergoing a wide range of land use and land cover changes. This paper analyses the changes in land use/cover in Ila Orangun, Southwestern, Nigeria from 1986 to 2018, with a view to providing adequate information on the pattern and trend of land use and land cover changes for proper monitoring and effective planning. The study utilized satellite images from Landsat 1986, 2002 and 2018. Remote sensing and Geographical Information System techniques as well as supervised image classification method were used to assess the magnitude of changes in the city over the study period. The results show that 26.36% of forest cover and 44.48% of waterbody were lost between the period of 1986 and 2018. There was a rapid increase in crop land by 365.7% and gradual increase in built-up areas by 103.85% at an annual rate of 3.25%. Forest was the only land cover type that recorded a constant reduction in areal extent. The study concluded that the changes in land use and land cover is a result of anthropogenic activities in the study area. |

Słowa kluczowe | conventional agriculture, organic agriculture, organic farming policies, Sri Lanka |
Key words | conventional agriculture, organic agriculture, organic farming policies, Sri Lanka |
Abstrakt | Many countries are formulating organic agriculture or organic farming policies aimed at sustainable agricultural development. Therefore, the objectives of this study were: to understand the present situation of organic agriculture policies in Sri Lanka and also in other countries where successful organic agriculture is operating; identify problems in the organic agriculture sector; and suggest potential policy measures to be implemented in Sri Lanka in future. The research was conducted in two stages. In the first stage, a thorough literature review was conducted to study the suitable policies available in other countries and also in Sri Lanka at present. In the second stage, two field surveys were carried out using pre-tested questionnaires, from December 2019 to May 2020, in order to gather farmers’ and extension officers’ information related to organic farming policy suggestions. According to the findings of the literature review, organic systems in some countries are more integrated with national strategic plans and visions. Those governments are more involved in new initiatives and farmers are encouraged to go organic through reliable and feasible policies. Although Sri Lanka has a high potential for organic agriculture, at present it is at an initial stage. While most organic products in Sri Lanka go to the export market, a small portion is kept at local markets. Demand for organic products in export as well as domestic markets is increasing. Even though there are seven international food certification agencies operating in the country as external inspection and certification bodies, a limited number of accredited certifications exist for products on the domestic market. Results of the farmers’ survey showed that even if farmers have a significant level of knowledge, few of them practice organic farming due to several existing problems. Moreover, extension officers have also identified similar types of problems that are faced by the farmers related to organic farming. Evaluation of Strengths, Weaknesses, Opportunities and Threats (SWOT) related to organic agriculture in the country helped to identify key problems facing policy-makers when balancing the supply and demand sides of organic products. Also, in developing organic agriculture, an effective linkage and coordination among government and private participants is crucial. Therefore, in Sri Lanka in this context, strategic focus on policy support for organic agriculture is needed. Current organic farming programs need to be revised in order to formulate policies covering all areas related to production, handling, processing, certification, labeling and marketing, in order to bring the benefits of organic agriculture to farmers, marketers and consumers in a fair manner. |

Abstrakt | The consumption of beer can be considered a cultural element of many European countries. Therefore, it rep_x0002_resents a great contribution to Central European economies mainly in terms of employment, value-added or taxes and duties. Since beer has a plentiful history and permanent popularity, the most powerful global multi_x0002_nationals gradually took over the global market over the last few decades. Therefore, globalization highly af_x0002_fected the structure of the brewing industry that caused the homogenization of products. The aforementioned and also other factors have led to the increase in the establishment of local craft breweries which produce the beloved beverage characterised by traditional recipe and uniqueness. Hence, in this article, we are focus_x0002_ing on the selected macroeconomic indicators like employment or excise duties generated by breweries in Poland, Slovakia, Hungary, and the Czech Republic. Since there is no separate economic data available on industrial and craft beer yet, we focused on the economic impacts of the brewing industry in general, during the period 2010–2019. In the first part of the results, we provide the rate of excise duty on beer as opposed to other alcoholic beverages and in the second part, we focus on direct employment in the industry. The last part focuses on the relation between these two variables by using regression analysis. |

Słowa kluczowe | shadow economy, financial potential, developing countries, advanced economies, corruption. |
Key words | szara strefa, potencjał finansowy, kraje rozwijające się, gospodarki rozwinięte, korupcja. |
Abstrakt | The aim of the article is to reveal the essence of the shadow economy and its impact on the financial potential of a country. We have discovered that the shadow economy is an objective phenomenon which is inherent in the economic systems of all countries, and that its level is determined by the level of development of the economic system, the difficulty of identifying all possible variants of the shading processes, and the moral and cultural characteristics of the country. It has been established that the shadow economy plays a major role in developing countries and that the level of the shadow economy in advanced economies is significantly lower. Thus, due to the results of the correlation-regression analysis, an inverse relationship between the level of GDP and the shadow economy was established. A system of measures aimed at preventing and combating corruption is proposed. |
Abstract | Celem opracowania jest określenie istoty szarej strefy i jej wpływu na potencjał finansowy kraju. |

Abstrakt | The article examines the role of the bioeconomy in the formation of priorities for the economic development of Ukraine. It is determined that the primary goal of the bioeconomy is the optimal use of renewable biological resources and the creation of sustainable manufacturing systems for new products. It is noted that Ukraine belongs to the countries with high bioeconomic potential, the source of which is the production of biomass of agricultural origin that creates favorable conditions for the development of the bioeconomy. The dynamics of biomass production potential are characterized by a stable increase in the amount of biomass available for use, and its energy capacity is analysed. Using the methodology of 'smart specialization', a model of strategy formation was developed, which defines the priorities, goals, and objectives of the bioeconomic development of Ukraine's economy. |

Key words | material supply, agribusiness, food industry, agriculture, European Union |
Abstrakt | The purpose of this paper was to assess the prevailing relationships in the supply structure of the agribusiness sector in European Union countries over the years. The study focused on 25 European Union countries (Cyprus, Luxembourg and Malta were excluded) to address the changes in the supply structures of agriculture and food industries, the two major components of agribusiness. The study was of a dynamic nature. Although the study period was 2000–2014, this paper only presents the figures for the first and the last year, i.e. 2000 and 2014. The main focus was on drawing conclusions on the trends observed which proved to be relatively stable in the years covered. The input–output analysis was used by aggregating the sectors of the economy for a better transparency of the inference process. As shown by this study, EU countries at higher development levels witness a decline in the share of the chemical industry in the mix of goods and services supplied to agriculture. Conversely, less developed countries saw that ratio increase. Also, the share of goods supplied to agriculture from the fuel and energy sectors goes up in most EU countries. As regards the food industry, this study observed high shares of agriculture, services and self-supply in the supply structure of EU countries. This analysis extends the existing knowledge on the relationships in the structure of materials supplied to the agribusiness because in addition to agriculture itself (which was addressed by similar studies found in literature) it takes account of the food industry. Moreover, based on long-term observations, it endeavors to capture the prevailing relationships in several countries at a time. |

Słowa kluczowe | effectiveness, agricultural farms, FADN, Visegrad Group |
Key words | efektywność, gospodarstwa rolne, FADN, grupa Wyszehradzka |
Abstrakt | The objective of the study was to determine the effectiveness of the use of production factors on farms of the Visegrad Group countries. The research covered farms participating in the European system for collecting accounting data from FADN (Farm Accountancy Data Network) farms. Under the main objective, an assessment was made of the productivity and profitability of land, labour and capital. The research period covered the years 2014-2017. Based on the analyses that was conducted, it was found that the most effective use of land resources was on farms in Hungary and Poland, and the least effective in Slovakia. Considering labour and capital productivity, the highest results were achieved by farms in the Czech Republic and Slovakia, while the lowest by Polish farms. On the other hand, Hungarian farms were characterized by the highest profitability of labour and return on assets, where the analysed indicators were higher than the EU average. |
Abstract | Celem opracowania było określenie efektywności wykorzystania czynników produkcji w gospodarstwach rolniczych państw Grupy Wyszehradzkiej. Badaniami objęte zostały gospodarstwa uczestniczące w europejskim systemie zbierania danych rachunkowych z gospodarstw rolnych FADN (Farm Accountancy Data Network). W ramach celu głównego dokonano oceny produktywności i dochodowości ziemi, pracy i kapitału. |

Abstrakt | The purpose of this study is to identify the global trends in bioeconomic development and to develop the Concept of a State Strategy of Bioeconomic Development in Ukraine for the period until 2030. The authors define the bioeconomy as a set of industries that ensure the sustainable use of renewable resources, the use of biotechnologies for production while reducing the potential environmental damage, contributing to the innovative development of relevant sectors, and providing positive aspects of socio-economic development. The article formulates approaches to measuring the state and effectiveness of the bioeconomic development in Ukraine and the EU countries. Based on the analysis of world experience, it is concluded that to accelerate the development of the bioeconomy in Ukraine, it is necessary to develop the Strategy for the development of the bioeconomy in Ukraine. The conceptual foundations of such a Strategy have been developed by the authors of the article. The results of the study are the basis for the development and implementation of the State Strategy for the Development of Bioeconomy in Ukraine. The relevance of this study is determined by the absence of the Bioeconomic Development Strategy in Ukraine, which makes it difficult for the country to reach a new technological and innovative level of development. At the same time, the development and implementation of this Strategy will help Ukraine enter the international system of production of new knowledge and technologies. |

Celem artykułu jest przedstawienie zmian w produkcji i handlu soją w wybranych krajach UE w latach 2000-2017. W badaniach wykorzystano dane wtórne pochodzące z zasobów Organizacji Narodów Zjednoczonych do spraw Wyżywienia i Rolnictwa (FAO). Największymi importerami soi w UE były Holandia, Hiszpania i Niemcy. |
Abstract | Due to the deficit in feed protein from domestic production, EU countries are significant importers of legume crops and meals, including soybean and soybean meal. The aim of the paper is to present changes in soybean production and trade in selected EU countries in 2000-2017. Secondary data from the Food and Agriculture Organization of the United Nations (FAO) database were used in the research. The following issues were discussed: the changes in the volume of soybean production in the countries of its largest producers in the EU, the value and quantity of trade flows in the countries of the largest exporters and importers, their share in trade and trade balance. The volume of soybean production in the EU countries has increased more slowly than the demand for high-protein fodder raw materials, resulting in an increase in the value of soybean imports and making EU countries net importers of this raw material. Unlike in Poland, the increase in the value of imports was not due to an increase in its volume. The Netherlands, Spain and Germany were the largest soybean importers in the EU. |

Key words | fertilizers, plant protection products, European Union, Ward method |
W artykule próbowano przedstawić i porównać zmiany wartości zużytych nawozów i środków ochrony roślin w krajach Unii Europejskiej w latach 2010-2018. |
Abstract | Currently, agricultural means of production are of great importance in agribusiness, in particular mineral fertilizers and chemical plant protection products. The article attempts to present and compare changes in the value of used fertilizers and plant protection products in European Union countries in 2010-2018. Changes in the value of used fertilizers and plant protection products per 1 ha of UAA and changes in the share of these means of production in intermediate consumption were examined. It was found that the value of used fertilizers and plant protection products per 1 ha of UAA increased on average in the EU. Their share in intermediate consumption also increased. As a result of grouping objects using the Ward method, 4 clusters of countries were obtained, which differed in terms of the proposed features, while the countries that created the given cluster were characterized by similar values of variables. The countries where both a clear increase in the value of used fertilizers and plant protection products per unit area as well as a significant increase in their value in intermediate consumption were observed: Lithuania, Bulgaria and Estonia. However, a decline in demand for the discussed means of production occurred in Belgium, Croatia, Slovenia, Denmark, Finland and Portugal. |

Abstrakt | In the Czech Republic, and possibly in many other eastern European countries, organic production still has potential for further growth. Over the past three decades, organic farming has become an essential alternative to farming practices. An increase was observed among acreage, the number of farms, and also consumer spending on organic production. After the EU accession, organic farming became part of the agricultural policy related to other than production function and therefore supported by EU finance. The contribution aimed to derive which of the two factors was more important for organic farming expansion - the pull factor (market demand) or the push factor (financial support). Using Pearson's correlation coefficient stronger relationship was observed for financial aid, which was a driving force for the organic agriculture spread in the Czech Republic. |

Słowa kluczowe | foreign economic activity, agribusiness, international trade, export and import of agricultural products, Western region of Ukraine |
Key words | foreign economic activity, agribusiness, international trade, export and import of agricultural products, Western region of Ukraine |
Abstrakt | The article is devoted to researching peculiarities and trends of foreign economic activity of agribusinesses in the Western region of Ukraine according to the terms of the Ukraine-European Union Association Agreement. The authors discuss the theoretical essence of agribusiness, as a kind of entrepreneurship, and the nature of foreign economic activity of enterprises. The main conditions of free trade in agricultural products introduced by the terms of the Agreement are determined and their influence on agribusiness export-import operation dynamics in the Western economic region is analyzed. The contribution of certain regions to forming agrarian product export and import volume and structure is considered and the reasons for the considerable advantages of the Lviv region in foreign trade turnover of the Western region are elucidated. It was found that agribusiness cooperation with foreign partners is mainly realized by indirect methods through trade agency organizations or agrarian holding companies. The structure dynamics of production goods for export and import by agribusinesses was studied. Based on the results, some negative tendencies for the Ukrainian economy were noted. They include the preservation of raw exports with a high share of plant origin products and timber, and the predominance of ready-made products with high added value in the import structure. It was established that the Agreement and social political events in Ukraine changed the direction of some export-import flows of agribusiness from CIS countries towards the markets of the European Union and Asian countries. According to the scale of external trade operations with enterprises of the Western region of Ukraine, in general, and within certain trade groups, in particular, country-leaders are defined. Some positive and negative consequences of changes in the foreign economic activity vector are described. And finally, measures which will ensure an expansion and strengthening of Ukraine’s agribusiness presence on international market, are suggested. |

Title | Equalization of Agricultural Land Prices in the European Union Countries |
Słowa kluczowe | beta-konwergencja, ceny ziemi rolnej, Unia Europejska |
Key words | beta-convergence, agricultural land prices, European Union |
Abstract | The paper deals with issues related to the development of agricultural land prices in the countries of the European Union. The hypothesis regarding absolute beta-convergence of agricultural land prices among 20 selected EU countries was verified. The research was carried out for the years 2006 - 2017 using absolute beta convergence models based on spatial data. Obtained test results confirm the occurrence of so-called the effect of catching up on the agricultural land market in the European Union. Thus, in countries where initially a lower level of agricultural land prices were found, there is a faster increase in prices than in countries with initially higher levels. |

Key words | public spending, COFOG, public expenditure structure, Central and Eastern Europe |
Abstract | The article presents a comparative analysis of the variability of public expenditure structures in Central and East European countries in the period 1995-2017. To measure the volatility, two indicators were proposed: one reflecting the variability of the expenditure structures, and the other reflecting the variability of each expenditure category. The above indicators allowed verification of the research hypothesis that the strongest changes in the structure of public spending occur in periods of economic recession and concern, in particular, expenditure categories having a direct impact on the economy. In the countries of Central and Eastern Europe, the largest variability in expenditure structure was demonstrated by countries with the lowest level of public expenditure in relation to GDP, which confirms that a small budget enforces its rationalization. In turn, the highest stability of the expenditure structure in the analyzed period was found in Poland, which may be associated with its smooth growth and subsequent avoidance of the economic recession. The group of expenditures that was most actively changed, both in the old and new EU member states, were expenditures on economic affairs. |

Key words | efficiency, farmers, table grapes, South Africa, stochastic frontier model |
Abstrakt | Table grape production plays an important role in the economy of many countries in Africa. It serves as a source of income for the people who are engaged in its production and being one of the enterprises that is labour-intensive, thereby providing employment for more people. The main purpose of this study was to analyse the economic efficiency of table grape production in Waterberg and Sekhukhune Districts of Limpopo province, South Africa. The study used primary data collected through administration of structured questionnaires on a sample of 12 farmers by employing a snowball sampling method. Analytical tools employed include descriptive statistics (such as tables and frequencies), Stochastic Frontier Model and Technical Inefficiency Model. Results from data analysis revealed that in terms of efficiency, farming experience (p<0.01), educational level (p<0.05), household size (p<0.10) and age of farmer (p<0.10) were associated with increased efficiency indicating that these factors play important roles in ensuring that resources used in the production of table grapes enhanced productivity and were not wasted. Also, technical efficiency among farmers was found to range from 0.8 to 1, with a mean of 0.89, thus implying a major possibility for improvement in production. However, the allocative efficiency was found to range from 0.47 to 1, with a mean of 0.68. This indicates that some farmers were finding it difficult to allocate their resources efficiently. Again, economic efficiency ranges from 0.56 to 1, with a mean of 0.73, an indication that most of the farmers were economically efficient. Meanwhile, some of the constraints faced by these farmers include high electricity bills and labour costs, water shortages as well as instability around land policy. The study therefore recommends capacity building of farmers through education and other skill enhancement programmes. Also, provision of incentives to encourage youth participation in farming through internship programmes is very important to increase farm productivity. |

Title | PRODUCTION POTENTIAL OF SERVICE SECTOR IN EU MEMBER STATES |
Słowa kluczowe | potencjał produkcyjny, produktywność, sektor usług, kraje członkowskie UE |
Key words | production potential, productivity, services sector, EU member states |
W nawiązaniu do poruszanej w badaniach tematyki, za problem badawczy przyjęto rolę i znaczenie sektora usług w gospodarkach państw Unii Europejskiej w XXI w. Polska zaklasyfikowana została do państw o średnim potencjale z wyjątkiem wskaźnika określającego wartość produkcji – poziom niski. |
Abstract | This study addresses widely understood issues regarding productivity in the service sector and also extends to aspects of innovativeness within the sector. Results of the research presented in the article are based on secondary data gathered from the European base of statistical knowledge – Eurostat. The research also aims to evaluate the role and meaning of the service sector in national economies of EU countries in the 21st century. From this perspective, one of the goals was to identify the production potential within the service sectors of EU members. Methods used to achieve this goal included secondary data analysis, a review of domestic and foreign literature on the subject and basic statistical methods (standard deviation, arithmetic average), especially when aggregating countries into groups by specific production potential of service sectors. Taking into consideration all the indicators of production potential, which were analysed in the study (number of enterprises, number of people hired, value of production) for EU countries, the service sectors which had the highest production potential were found within: France, Great Britain, Germany, Italy and Spain – with the exception of production value. Poland was classified into the group of countries with average potential, except for the indicator identifying the value of production, which had a low level. |
