Abstrakt | Celem opracowania było przedstawienie działań podejmowanych, w ostatnich latach, przez państwowe władze publiczne wpływających na inflację w Polsce. Na tym tle dokonano oceny wzrostu cen na rolnicze kupowane środki produkcji, które skorelowano ze strukturą kosztów i na tej podstawie oszacowany został wzrost kosztów produkcji podstawowych produktów rolniczych w 2022 roku. Następnie ten prognozowany wzrost kosztów produkcji odniesiono do szacowanych przychodów. Pozwoliło to ustalić ich wzrost, który umożliwiałby utrzymanie dotychczasowego poziomu dochodów rolniczych. Działania ratunkowe rządu wywołane przez COVID-19 miały trzy główne źródła finansowania:• wydatki budżetu państwa i budżetu środków europejskich – 23,2 mld zł,• Fundusz Przeciwdziałania COVID-19 – 92,7 mld zł,• tarcze finansowe Polskiego Funduszu Rozwoju – 63,5 mld zł,O ile działania interwencyjne rządu, w warunkach kryzysu, należy ocenić pozytywnie, to ich sposoby realizacji krytycznie. Wsparcie finansowe w ramach tarcz otrzymały firmy, które wykazywały spadek obrotów spowodowany pandemią koronawirusa. W efekcie wspierano te firmy, które być może celowo tworzyły warunki do otrzymania wsparcia. Firmy dobrze prosperujące w warunkach COVID-19 takiego wsparcia były natomiast pozbawione.We wszystkich analizowanych rodzajach działalności produkcji rolniczej roślinnej w 2022 roku nastąpi wzrost kosztów ich wytwarzania o około 50-60% Wyjątkiem będzie produkcja żyta, gdzie wzrost kosztów będzie jeszcze wyższy. |
Abstract | The aim of the paper is to present measures taken in recent years by state public authoritiesthat affect inflation in Poland. An assessment was made of the growth in prices for purchasedagricultural inputs, which was correlated with cost structures, and on this basis an increase in theproduction costs of basic agricultural products in 2022 was estimated. This projected increase inproduction costs was then related to estimated income. This made it possible to determine theirgrowth, which would allow the current level of agricultural income to be maintained. Thegovernment rescue measures triggered by COVID-19 had three main sources of funding:expenditure of the state budget and the budget of European funds - PLN 23.2 billion, COVID-19Counteracting Fund - PLN 92.7 billion, and financial shields of the Polish Development Fund -PLN 63.5 billion,While the government's intervention activities, under the conditions of the crisis, should beassessed positively, their methods of implementation should be assessed critically. Financialsupport under the shields was given to companies that showed a decline in turnover caused by thecoronavirus pandemic. As a result, those companies that may have deliberately created theconditions to receive support were supported. In all analyzed types of agricultural crop productionactivities in 2022, there will be an increase in the cost of their production by about 50-60%. Theexception will be the production of rye, where the cost increase will be even higher. |

Abstrakt | Many cities in developing countries are experiencing ecosystem modification and change. Today, about 10 million hectares of the world’s forest cover have been converted to other land uses. In Nigeria, there is an estimated increase of 8.75 million ha of cropland and decrease of about 1.71 million ha of forest cover between 1995 to 2020, indicating that Nigeria has been undergoing a wide range of land use and land cover changes. This paper analyses the changes in land use/cover in Ila Orangun, Southwestern, Nigeria from 1986 to 2018, with a view to providing adequate information on the pattern and trend of land use and land cover changes for proper monitoring and effective planning. The study utilized satellite images from Landsat 1986, 2002 and 2018. Remote sensing and Geographical Information System techniques as well as supervised image classification method were used to assess the magnitude of changes in the city over the study period. The results show that 26.36% of forest cover and 44.48% of waterbody were lost between the period of 1986 and 2018. There was a rapid increase in crop land by 365.7% and gradual increase in built-up areas by 103.85% at an annual rate of 3.25%. Forest was the only land cover type that recorded a constant reduction in areal extent. The study concluded that the changes in land use and land cover is a result of anthropogenic activities in the study area. |

Abstrakt | The study was conducted to find out female farmers’ agricultural information needs and their impact on food production, in the Imbulpe DS Division in Sri Lanka. Of the female farmers in the area, 238 were taken as the sample for the study from seven selected Grama Niladhari (GN) divisions in the area. Female farmers were selected by using a simple random sampling method from these purposively selected GN divisions. A pre-tested, interviewer-administered questionnaire survey was used as the primary data collection method from March to July 2019. Data analysis was done by using descriptive statistics and chi-square analysis. The result revealed that the majority (62.6%) of respondents were middle aged (40-59 years), married, and belonged to families with 4-5 members. Most respondents (64.3 %) had studied up to junior secondary education level. Their average farm land size is 0.84 acres and they have farming experience of about 15 years. Most of the respondents mentioned that they had obtained higher levels of information needs about improved crop varieties. In addition, female farmers reported that they moderately need information on application of agrochemicals, improved market systems and modern farming technologies. Extension agents and other female farmers act as their major sources of agricultural information and ICT equipment acts as the least important agricultural information source in this area. Moreover, there is a significant positive association between the agricultural information needs and food production. Therefore, providing necessary agricultural information and enhanced utilization of ICT tools for agricultural information sources, and encouraging female farmers to participate in farming societies will lead to enhanced food production in this area. |

Abstrakt | Improving production efficiency, increasing gross and marketable output is inextricablylinked to comprehensive intensification, that is, with the growth of additional investmentsin the development of agricultural production. The increase in capital investments isthe basis for strengthening and improving the material and technical base, and for implementingscientific and technological progress. Increasing the intensity of agriculture and animalhusbandry contributes to more efficient use of land and livestock, increasing crop yields andlivestock productivity. The main link between crop production and animal husbandry is feedproduction. Creating a solid feed base is the most important condition for the development ofanimal husbandry. Its state and level of development determine the possibility of increasingthe number of animals, increasing their productivity, improving the quality of products andreducing the cost of the latter. It is proved that the level of productivity of animals by 50-80%is determined by their feeding. Due to the importance of feed, it is necessary that their productionis ahead of the pace of needs (growth of livestock and its productivity). When forminga feed base, it is important to take into account not only the total volume of feed that willensure the production of a certain amount of products, but also their balance with nutrients.As a rule, feed, namely green feed, silage, haylage, is not a commodity product, that is, thereare no permanent markets for them. These types of feed are grown by those farms that areengaged in animal husbandry and must create their own raw material base for obtaining themain feed. |

Abstrakt | Ze względu na niedostatek białka paszowego z produkcji krajowej, państwa UE są znaczącymi importerami nasion i śrut z roślin strączkowych, w tym przede wszystkim soi i śruty sojowej. Celem artykułu jest przedstawienie zmian w produkcji i handlu soją w wybranych krajach UE w latach 2000-2017. W badaniach wykorzystano dane wtórne pochodzące z zasobów Organizacji Narodów Zjednoczonych do spraw Wyżywienia i Rolnictwa (FAO). Omówiono zmiany w wolumenie produkcji soi w krajach jej największych producentów w UE, wartość i wolumen obrotów handlowych soją w państwach największych eksporterów i importerów, ich udziały w handlu oraz wyniki bilansu handlowego. Wolumen produkcji soi w krajach UE zwiększał się wolniej niż zapotrzebowanie na wysokobiałkowe surowce paszowe, powodując wzrost wartości przywozu soi i stawiając państwa UE w roli importerów netto tego surowca. Inaczej niż w Polsce, zwiększenie wartości przywozu nie wynikało jednak ze wzrostu jego wolumenu. Największymi importerami soi w UE były Holandia, Hiszpania i Niemcy. |
Abstract | Due to the deficit in feed protein from domestic production, EU countries are significant importers of legume crops and meals, including soybean and soybean meal. The aim of the paper is to present changes in soybean production and trade in selected EU countries in 2000-2017. Secondary data from the Food and Agriculture Organization of the United Nations (FAO) database were used in the research. The following issues were discussed: the changes in the volume of soybean production in the countries of its largest producers in the EU, the value and quantity of trade flows in the countries of the largest exporters and importers, their share in trade and trade balance. The volume of soybean production in the EU countries has increased more slowly than the demand for high-protein fodder raw materials, resulting in an increase in the value of soybean imports and making EU countries net importers of this raw material. Unlike in Poland, the increase in the value of imports was not due to an increase in its volume. The Netherlands, Spain and Germany were the largest soybean importers in the EU. |

Abstract | The monograph presents the analysis of the physical and mechanicalproperties of sunflower oil, technical means of post-harvest processing of crops, and the results of pneumatic and pneumatic gravity devices studies. The analysis of sunflower seeds production in Ukraine, the technical equipment of the post-harvest sunflower seeds processing, theoretical studies of the separation process of air separated impurities, the methodical aspects of the experimental device's research, the results of laboratory and field research on experimental devices, practical application of the conducted research results and their economic efficiency evaluation are described. Abstrakt | Genetically Modified (GM) crops are crops modified through genetic engineering to improve their quality. Although safety concerns about genetically modified organisms (GMOs) are still being debated, the food security benefits have led to adoption by many counties. In Nigeria, where most farmers are uneducated and likely unaware of the agricultural technology, the government approved its first biotechnology crop for commercialization in 2018. Level of farmers’ awareness is crucial to acceptance of GM crops, although; this has not been fully explored in the literature. Therefore, this study aimed to assess farmers’ awareness for GM crops and the factors that determine their awareness in Oyo state, Nigeria, using primary data collected in 2018 with the aid of well-structured questionnaires from 242 smallholder farmers. Principal component analysis and Tobit regression model were used for data analysis. Results showed that farmers were aged 43 years with farm size of 3.57 ha, farming experience of 14 years and 11 years of education. Most farmers were male (71.90%), married (67.36%), not members of farmer groups (64.46%) and sourced their seeds from non-credible sources (85.12%). Most farmers (52.07%) had either not heard of or did not know of any benefits/costs of GM crops, hence; were not aware of GM crops. Factors that influenced awareness of GM crops were being a male farmer, years of education and source of seeds. The study concluded that increasing years of education and ensuring use of credible seed sources will increase awareness of the costs and benefits of GM crops among farmers. |

Abstrakt | Celem badań było określenie przewidywanych plonów, efektywności wykorzystania N (NUE), wymywania N, emisji N2O i NH3 w zależności od zmian klimatu do 2050 r. Badania wykonano, z zastosowaniem modelu DNDC, dla okresów lat 1991-2010, 2011-2030 i 2031-2050 oraz 10 lokalizacji w Polsce. W symulacjach uwzględniono zmianowanie roślin: kukurydza na ziarno – jęczmień jary – rzepak ozimy – pszenica ozima, które uprawiano na glebach lekkich, średnich i ciężkich, przy nawożeniu wynoszącym odpowiednio: 140, 90, 160 i 120 kg N ha-1. Stwierdzono, że zmiany klimatu przyczynić się mogą do wzrostów plonów kukurydzy na ziarno (6-43%) i rzepaku ozimego (2-8%), spadków plonów pszenicy ozimej (od -18 do -5%) oraz nieistotnych zmian w plonach jęczmienia jarego. NUE wzrośnie w uprawie kukurydzy (2-17%), zmaleje w uprawach pszenicy ozimej (3-22%) i jęczmienia jarego (3-17%) oraz nie ulegnie zmianie w przypadku rzepaku ozimego. Zmiany NUE oraz straty N nie wpływały na konieczność zmniejszenia dawek azotu w przyszłej uprawie badanych roślin. |
Abstract | The aim of the study was to determine the expected yields, the efficiency of N (NUE) use, N leaching, N2O and NH3 emissions depending on climate change until 2050. The research was carried out using the DNDC model for the years 1991-2010, 2011-2030 and 2031-2050 as well as 10 locations in Poland. In the simulations, the crop rotation were considered: maize for grain - spring barley - winter rape - winter wheat, which was grown on light, medium and heavy soils, with fertilization of, respectively: 140, 90, 160 and 120 kg N ha-1. It was found that climate change can contribute to increase in the yield of maize (6-43%) and winter rape (2-8%), decreases in winter wheat yield (from -18 to -5%) and negligible changes in yields of spring barley. NUE will increase in the cultivation of maize (2-17%), it will decrease in winter wheat (3-22%) and spring barley (3-17%) crops and will not change in the case of winter oilseed rape. NUE changes and N losses did not affect the need to reduce nitrogen doses in the future cultivation of the studied plants. |

Abstrakt | The activity and efficiency of agricultural biogas plants are important issues in the field of low-emission development in rural areas and in agribusiness. The essence of the problems concerns mainly sustainable waste management in agricultural production. The main purpose of this study is to analyze the volume of agricultural biogas production in Poland and the structure of consumption of raw materials used for production of agricultural biogas. The analyses were carried out in the period of 2011–2017. The paper also presents results of empirical research on the agricultural practices as part of the subject area of the development of the agricultural biogas market in Poland. The aim of the questionnaire surveys of agricultural holdings was to obtain information on the use of the biomass from field crops and grasslands for energy purposes and the interest in the development of agricultural production towards the cultivation of energy crops. The results of the analyses were presented in the spatial arrangement of research. |

The limitations and negative consequences of cultivation of tea plants along with the ideas for their minimization are shown. Plantations were created to optimize the harvest. However, it has been found that they negatively influence local ecosystems. The global demand for tea leaves is constantly growing. Due to the specific climate requirements of tea plants and progressive climate changes, the arable land area suitable for their cultivation is constantly decreasing. New solutions should be implemented as soon as possible, ensuring a constant supply of raw material. Otherwise, in the next few years tea may become a luxury product. FAO has presented the activities that could reduce the losses. At the moment, the best solution might be to change crop types and diversify sources of raw material. It is also highlighted that there is a need to carry out research aiming at developing varieties of Camella sinensis with lower climate requirements. |

Abstrakt | Celem pracy było zbadanie jak zmieniała się produkcja i eksport owoców, które są domeną polskiej produkcji na rynku międzynarodowym, czyli malin i wiśni, w krajach Europy Wschodniej i Południowej w okresie 2006-2017. Do analizy produkcji owoców wykorzystano dane pochodzące z bazy Faostat, a wielkości eksportu – dane z bazy Comtrade. Przeprowadzona analiza wskazała na rozwój produkcji oraz wzrost eksportu malin w krajach o mniejszym areale upraw tych owoców oraz stabilizację w krajach posiadających dużą powierzchnię upraw malin. W przypadku wiśni, w większości krajów, zarówno o dużej jak i małej powierzchni nasadzeń, potencjał produkcyjny oraz zbiory owoców tego gatunku zmniejszały się. Eksport wiśni zwiększał się szczególnie z krajów o mniejszym potencjale w produkcji wiśni. Rozwój produkcji i eksportu malin z krajów o dotychczas mniejszym potencjale produkcyjnym może w przyszłości stanowić konkurencję dla Polski na rynkach międzynarodowych. |
Abstract | The aim of the study was to examine the changes in production and export of raspberries and sour cherries, which are the domain of Polish production on the international markets, in the countries of Eastern and Southern Europe during the 2006-2017. There was used data from Faostat database for the analysis of fruit production, and from Comtrade database for the analysis of export volume. Study points to the development of production and an increase in the export of raspberries in countries with a smaller area of cultivation of this fruit crops and stability in countries with a large area of crops of raspberries. In the case of sour cherries, in most countries, both large and small area plantings, production potential, and volume of production of fruit of this species declined. The export of sour cherries increased particularly from countries with less potential in the production of sour cherries. The development of the production and export of raspberries from countries with lower production capacity may in the future be competition for Poland on the international markets. |

Abstrakt | Potato is mainly tagged as a food security crop in Ethiopia. However, its productivity remains low due to low adoption of improved technologies by smallholder farmers. Duration models, namely, Parametric (Weibull) and Non-parametric (Kaplan Meier) were used to analyze the data gathered from 365 sample farmers. The Non-parametric result revealed that the average duration that potato growers should wait before adopting a new variety is about 3.5 years. The Weibull regression indicated that timely availability of seed, access to labor and irrigation water, land size, and adaptation strategy by farmers are found to be factors curtailing the timeframe to adopt improved potato varieties. The regression analysis revealed that costs of inputs such as manure and compost, environmental and market factors such as drought, pest and disease outbreaks, price variability of potato seed, and quality of potato seed were found to be factors influencing adoption decisions of improved potato varieties by smallholder farmers. |

Abstrakt | Celem badań była ocena wyników ekonomicznych i efektywności produkcji w gospodarstwach specjalizujących się w uprawach polowych sklasyfikowanych według wielkości ekonomicznej w pięciu krajach UE, tj. w Polsce, Bułgarii i Rumunii oraz na Litwie i Węgrzech. W badaniach wykorzystano średnie dwuletnie dane FADN EU, tzn. z lat 2015-2016. Zbadano dochodowość ziemi, efektywność produkcji oraz zadłużenie gospodarstw. Średnio w próbie najwyższy dochód bez dopłat na 1 ha UR uzyskano w gospodarstwach rumuńskich, natomiast w bułgarskich odnotowano stratę. W gospodarstwach bułgarskich z klas wielkości ekonomicznej 3-6 i litewskich z klas 1-3 koszty przewyższały wartość produkcji. Podobna sytuacja wystąpiła w gospodarstwach węgierskich i polskich z szóstej klasy wielkości ekonomicznej. Oznacza to, że produkcja była ekonomicznie nieefektywna. Zadłużenie gospodarstw zwiększało się wraz ze wzrostem wielkości ekonomicznej, jednak nie przekroczyło granicznej wartości, za którą przyjmuje się 50%. |
Abstract | The aim of the research was to assess economic results and production efficiency in farms specializing in field crops classified by economic size in five EU countries: Poland, Bulgaria, Romania, Lithuania and Hungary. The analysis utilized the average two-year FADN EU data, from 2015-2016. The profitability of land, production efficiency, and farm debt were tested. On average, in the sample, the highest income without subsidies per 1 ha of UAA was obtained on Romanian farms, while on Bulgarian farms a loss was recorded. In Bulgarian farms from economic size classes 3-6 and Lithuanian from classes 1-3, the costs exceeded the value of production. A similar situation occurred in Hungarian and Polish farms from the sixth class of economic size. This means that production was economically ineffective. The debt of farms increased with the increase of economic size, but it did not exceed the limit value for which 50% is assumed. |

Abstrakt | Głównymi celami badań było określenie rodzajów korzyści zewnętrznych związanych z prowadzeniem winnicy zgodnie z zasadami zrównoważonej produkcji, a następnie, w oparciu o wnioski z oceny rozwoju upraw winiarskich w Polsce w warunkach zmian klimatu, zbadanie opinii konsumentów na temat ich warunkowej skłonności do zapłaty wyższej ceny za wino pochodzące z upraw generujących pozytywne efekty zewnętrzne. Stwierdzono, że uprawa winorośli odbywająca się w sposób zrównoważony cechuje się występowaniem korzyści zewnętrznych. Korzyści te wynikają z lokalnego charakteru dóbr publicznych, do których można zaliczyć przede wszystkim dany ekosystem, określany jako terroir i powiązane z nim sieciowo elementy takie jak bioróżnorodność czy krajobraz. Oddziałują one w sposób synergiczny na inne korzyści zewnętrzne o charakterze społecznym, takie jak atrakcyjność turystyczna czy dziedzictwo kulturowe. Wykazano, że uprawa winorośli z przeznaczeniem na wino i produkcja wina w Polsce dynamicznie wzrastają, a zmiany klimatu będą wpływały na dalsze potencjalne możliwości rozwoju tego sektora. Badani konsumenci wskazali, że ważne są dla nich takie atrybuty wina jak ekologiczny sposób produkcji czy praktyki odpowiadające na zmiany klimatu. W większości deklarowali oni gotowość zapłaty za nie więcej niż za cechy związane z innymi korzyściami zewnętrznymi, takimi jak bioróżnorodność czy krajobraz. Ukierunkowanie polskich winnic na produkcję generującą korzyści zewnętrzne, np. ekologiczną, pozwoli na skorzystanie z efektu sieciowego, co może przełożyć się na chęć konsumentów do zapłaty wyższej ceny za wino. |
Abstract | The research aimed to determine the types of external benefits associated with running the vineyard in accordance to with the principles of sustainable production, and then, based on conclusions from the assessment of the development of vineyards growing in Poland under climate change conditions, to examine consumer opinions on their willingness to pay for wine originating from crops that generate positive externalities. It was found that the cultivation of grapes in a sustainable manner is characterized by the existence of external benefits. These benefits result from the local character of public goods, which include primarily the ecosystem described as terroir and related elements such as biodiversity and landscape. They interact in a synergistic way to other external social benefits, such as tourist attractiveness or cultural heritage. It has been shown that viticulture for wine and wine production in Poland is growing rapidly, and climate change will affect further potential development opportunities for this sector. The surveyed consumers pointed out that the wine attributes such as the organic way of production or practices responding to climate change are important for them. For the most part, they are willing to pay for it more than for features related to other external benefits, i.e. biodiversity or landscape. It is argued, that orientation of Polish vineyards to produce in a way that generates external benefits, ie. organically, will allow to take advantage of the network effect which may translate into the desire of consumers to pay a higher price for wine. |

Abstrakt | Spośród uprawianych przez człowieka roślin, ze względów ekonomicznych i rolniczych zboża są najważniejszą grupą roślin uprawnych. Zboża, a zwłaszcza wyrabiany z nich chleb, są głównym i podstawowym produktem spożywczym na świecie. Pradawne gatunki oplewionych pszenic samopszy (Triticum monococcum) i płaskurki (Triticum dicoccum), od momentu ich udomowienia, stanowiły przez tysiąclecia podstawę diety człowieka. Było tak do momentu upowszechnienia się pszenicy zwyczajnej. W niektórych regionach świata są uprawiane do dzisiaj, a ze względu na rosnącą popularność zdrowej żywności rośnie ponowne zainteresowanie tymi dawnymi zbożami. Wiąże się to z dostosowaniem technik ich uprawy do warunków współczesnego rolnictwa konwencjonalnego i ekologicznego. W niniejszym artykule zostały omówione wyniki badań nad agrotechniką ekologicznej uprawy dawnych gatunków pszenic: samopszy i płaskurki. Pszenice oplewione są odporne na różne czynniki stresu biotycznego i abiotycznego i mogą być uprawiane w słabych warunkach glebowych, co zapewnia rolnikowi przewagę nad innymi uprawami. Daje to również producentom możliwość zagospodarowania niewykorzystanych nisz na rynku. |
Abstract | Within plants grown by human being, in economical and agronomical point of view, cereals are the most important group of crops. Cereals, especially bread made of them, are major staple food in the world. For thousands years, from the moment of their domestication, ancient species of hulled wheats, like einkorn (Triticum monococcum) and emmer (Triticum dicoccum), were basic part of people diet. It was so until modern wheats (Triticum aestivum) became popular. In some world regions ancient wheats are cultivated nowadays. Adapting their farming techniques to modern agriculture and organic farming is related with increasing popularity of healthy eating. Results of organic farming techniques and cultivation research of einkorn and emmer are being presented in this article. Hulled wheats are tolerant to various biotic as well as abiotic stress conditions and can be grown in poor soil condition providing the farmer an advantage to take the crop. This also opens opportunities for manufacturers to seek the untapped market. |

Abstrakt | The world sees one of the many agricultural production opportunities in organic farming. There are manychallenges facing ecological producers, which on the one hand affect the income sphere of farmers, becausethey concern the provision of a fair existence, and on the other, farmers and organic producers must respectlegal regulations and meet growing social expectations in the field of environmental protection and biodiversity.The aim of this article was to analyse data on organic farming production in Europe. Presented in it thenumber of organic European agricultural producers, the biggest producers, the number of organic crop area inEurope and the countries with the largest agricultural area in Europe. The article focuses on plant and animalorganic production. Animal production divided into organic production of livestock of animals and organicproduction of animal products (excluding eggs). |

Abstrakt | W artykule przedstawiono historie polskiego winiarstwa. Na podstawie danych zawartych w raportach Agencji Rynku Rolnego przedstawiono kształtowanie się liczby winnic oraz powierzchni upraw winorośli i zbioru winogron w latach 2009–2018. Dane z portalu winogrodnicy.pl posłużyły do scharakteryzowania liczby winnic wraz z ich lokalizacją oraz powierzchnią. Z przeprowadzonej analizy wynika, że polskie winiarstwo od ponad 20 lat przeżywa odrodzenie. Obserwuje się znaczący wzrost liczby winnic wraz z areałem upraw. Zmieniające się warunki klimatyczne w Polsce umożliwiają producentom wina uprawę winorośli na terenie prawie całego kraju, czego potwierdzeniem jest wzrost powierzchni plantacji w większości województw. |
Abstract | The article presents the history of Polish viticulture. Based on the data contained in reports of the Agricultural Market Agency (Agencja Rynku Rolnego), the number of vineyards and the areas under vines and grape harvest were presented in 2009–2018. The data from the portal www.winogrodnicy.pl served to characterize the number of vineyards with their location and area. The analysis shows that Polish viticulture has been experiencing a revival for over 20 years. There is a significant increase in both the number of vineyards and the crop area. The changing climatic conditions in Poland allow wine producers to grow vines almost all over the country, which is confirmed by the increase in the plantation area in most of the voivodeship. |

Abstrakt | Crop insurance is one way to reduce the risk in agricultural production. The subsidy system used since 2006 aims to increase the area of crops insured against the risk of weather anomalies. The purpose of this study is to evaluate the functioning of the crop insurance system subsidized by the State Treasury. The results indicate that this system is not effective. Up to 2018, insurance covered about 3 million ha of crops, compared to about 7 million ha required by law. The sum of payments in the years 2008–2018 amounted to PLN 1.7 billion. The risks most often insured by farmers include: frosts and negative effects of wintering and periodically hail. The attractiveness of subsidized crop insurance is to be increased by increasing the subsidies for 2019 and 2020 to PLN 1.2 and 1.4 billion, respectively. The insufficient area of currently insured crops means that the premiums obtained by insurance companies are smaller than the claims paid, which means that the insurance contracts become deficit and can be withdrawn from the insurers’ offer. |
Abstract | Ubezpieczenia upraw są jednym ze sposobów ograniczenia ryzyka występującego w produkcji rolnej. System dopłat stosowany od 2006 roku ma na celu zwiększenie obszaru upraw ubezpieczonych od ryzyka związanego z anomaliami pogodowymi. Celem niniejszego opracowania jest ocena funkcjonowania systemu ubezpieczenia upraw dotowanych przez Skarb Państwa. Wyniki badania wskazują, że system ten nie jest efektywny. Do 2018 roku ubezpieczeniem obejmowano około 3 mln ha upraw, w porównaniu do około 7 mln ha ustawowo wymaganych. Suma dopłat w latach 2008–2018 wyniosła 1,7 mld zł. Do najczęściej ubezpieczanych przez rolników rodzajów ryzyka należą przymrozki i ujemne skutki przezimowania oraz okresowo grad. Zwiększeniu atrakcyjności dotowanych ubezpieczeń upraw ma służyć zwiększenie dotacji na lata 2019 i 2020 do odpowiednio 1,2 i 1,4 mld zł. Niewystarczająca powierzchnia aktualnie ubezpieczonych upraw sprawia, że pozyskiwane przez zakłady ubezpieczeń składki są mniejsze od wypłacanych odszkodowań, co powoduje, że ubezpieczenia te stają się deficytowe i mogą zostać wycofywane z oferty ubezpieczycieli. |
