Słowa kluczowe | climate change, smallholder farmers, Nigeria, climate adaptation, adoption, livelihoods |
Key words | climate change, smallholder farmers, Nigeria, climate adaptation, adoption, livelihoods |
Abstrakt | Rice productivity and sustainability are threatened by both biotic and abiotic stresses, the effects of which can be further aggravated by dramatic changes in global climate. The most viable option for rice farmers is to use climate change adaptation practices. This study therefore investigated the determinants of use of climate change adaptation practices among rice farmers in Kebbi State, North-West, Nigeria. Data were collected from a sample of 279 farmers selected using a multistage sampling procedure. The results of the data analysis revealed that the farmers used improved rice varieties, intercropping, recommended rates of fertilizers and other chemicals as climate change adaptation practices among others. Education, climate change awareness, and extension contact significantly influenced the use of climate change adaptation practices among the farmers. Other determinants of use of climate change adaptation practices among the farmers were years of cooperative membership, affordability, farming experience, weather information and farm size. It was concluded that use of climate change adaptation practices was determined by socioeconomic, institutional and technological characteristics. It is recommended among others that government policy should be geared towards encouraging the farmers especially the younger ones to acquire more formal education, larger farmlands and more climate change awareness. |

Abstrakt | This paper described and contextualized participatory development of demand-driven curriculum for career-ready e-extension services in Nigeria as introduced by the Sasakawa Africa Fund for Extension Education. The stages of participatory development were participatory need assessment, participatory stakeholders’ workshop and validation among 124 stakeholders selected as key informants in relation to agricultural extension training, delivery, end users and policy makers. The stakeholders were grouped as follows: community leaders and policy makers; extension agencies / organisations / institutions / employers; farmers; input suppliers / marketers / agro-based traders / other value actors; and potential candidate groups. Stakeholder meetings were held separately with different groups three times, and then a combined meeting took place. The aggregated major decisions/consensus were subjected to content analysis using ATLAS.ti. The validation process included reading of each agreed decision to all participants, then participants indicated their agreement or otherwise, which led to either rejection or acceptance of the decision. This paper concludes that participatory curriculum development has enhanced the stakeholders to identify areas of demand-driven training in response to community needs. The stakeholders preferred more online than face-to-face training. The major perceived advantages of e-extension were reduced risk, time and cost effectiveness while infrastructural and human challenges were the perceived challenges that could possibly hinder the smooth running of e extension. |

Abstrakt | The study was conducted to find out female farmers’ agricultural information needs and their impact on food production, in the Imbulpe DS Division in Sri Lanka. Of the female farmers in the area, 238 were taken as the sample for the study from seven selected Grama Niladhari (GN) divisions in the area. Female farmers were selected by using a simple random sampling method from these purposively selected GN divisions. A pre-tested, interviewer-administered questionnaire survey was used as the primary data collection method from March to July 2019. Data analysis was done by using descriptive statistics and chi-square analysis. The result revealed that the majority (62.6%) of respondents were middle aged (40-59 years), married, and belonged to families with 4-5 members. Most respondents (64.3 %) had studied up to junior secondary education level. Their average farm land size is 0.84 acres and they have farming experience of about 15 years. Most of the respondents mentioned that they had obtained higher levels of information needs about improved crop varieties. In addition, female farmers reported that they moderately need information on application of agrochemicals, improved market systems and modern farming technologies. Extension agents and other female farmers act as their major sources of agricultural information and ICT equipment acts as the least important agricultural information source in this area. Moreover, there is a significant positive association between the agricultural information needs and food production. Therefore, providing necessary agricultural information and enhanced utilization of ICT tools for agricultural information sources, and encouraging female farmers to participate in farming societies will lead to enhanced food production in this area. |

Malkanthi S. Outlook of Present Organic Agriculture Policies and Future Needs in Sri Lanka

Title | Outlook of Present Organic Agriculture Policies and Future Needs in Sri Lanka |
Słowa kluczowe | conventional agriculture, organic agriculture, organic farming policies, Sri Lanka |
Key words | conventional agriculture, organic agriculture, organic farming policies, Sri Lanka |
Abstrakt | Many countries are formulating organic agriculture or organic farming policies aimed at sustainable agricultural development. Therefore, the objectives of this study were: to understand the present situation of organic agriculture policies in Sri Lanka and also in other countries where successful organic agriculture is operating; identify problems in the organic agriculture sector; and suggest potential policy measures to be implemented in Sri Lanka in future. The research was conducted in two stages. In the first stage, a thorough literature review was conducted to study the suitable policies available in other countries and also in Sri Lanka at present. In the second stage, two field surveys were carried out using pre-tested questionnaires, from December 2019 to May 2020, in order to gather farmers’ and extension officers’ information related to organic farming policy suggestions. According to the findings of the literature review, organic systems in some countries are more integrated with national strategic plans and visions. Those governments are more involved in new initiatives and farmers are encouraged to go organic through reliable and feasible policies. Although Sri Lanka has a high potential for organic agriculture, at present it is at an initial stage. While most organic products in Sri Lanka go to the export market, a small portion is kept at local markets. Demand for organic products in export as well as domestic markets is increasing. Even though there are seven international food certification agencies operating in the country as external inspection and certification bodies, a limited number of accredited certifications exist for products on the domestic market. Results of the farmers’ survey showed that even if farmers have a significant level of knowledge, few of them practice organic farming due to several existing problems. Moreover, extension officers have also identified similar types of problems that are faced by the farmers related to organic farming. Evaluation of Strengths, Weaknesses, Opportunities and Threats (SWOT) related to organic agriculture in the country helped to identify key problems facing policy-makers when balancing the supply and demand sides of organic products. Also, in developing organic agriculture, an effective linkage and coordination among government and private participants is crucial. Therefore, in Sri Lanka in this context, strategic focus on policy support for organic agriculture is needed. Current organic farming programs need to be revised in order to formulate policies covering all areas related to production, handling, processing, certification, labeling and marketing, in order to bring the benefits of organic agriculture to farmers, marketers and consumers in a fair manner. |

Title | INDEBTEDNESS OF FARMERS IN POLAND IN LIGHT OF STRUCTURAL CHANGES AND ECONOMIC FLUCTUATIONS IN AGRICULTURE |
Słowa kluczowe | gospodarstwa rolne, kredyt bankowy, koniunktura w rolnictwie, przemiany strukturalne. |
Key words | agricultural holdings, bank credit, economic fluctuations in agriculture, structural changes |
Abstract | The paper presents an analysis of the dynamics and structure of farmers' credit obligations towards banks in Poland in 1996-2018. The credit debt of farmers is presented against the background of the structural changes and economic fluctuations in agriculture. It was assumed that a favorable economic situation in agriculture stimulates the growth in farmers' indebtedness to banks. Similarly, it was assumed that the process of increasing concentration within the agrarian structure and the increase in the technical equipment of labor and technical equipment of land would be factors conducive to the growth in farmers' credit debt. The research did not give a definite answer to the research thesis. A positive correlation between farmers' credit debt and economic fluctuations in agriculture was revealed, as well as the process of substitution of labor and land inputs by capital expenditures. Regression analysis showed that investment stimulus in agriculture is the stimulus of credit debt, while increased concentration within the agrarian structure and the improvement of the land/work relationship leads to a reduction in debt increases. |

Słowa kluczowe | młodzi rolnicy, inwestycje, racjonalność |
Key words | young farmers, investment, reasonableness |
Abstract | The aim of the research was to evaluate the rationality of machinery selection within the framework of investment operations undertaken by young farmers. Technical equipment of 54 randomly selected farms, whose owners received support under the measures "Facilitating start-ups of young farmers" or "Bonuses for young farmers", was analysed. The conducted analyses show that almost half of the purchases of slurry tankers was economically unreasonable. Investments in agricultural tractors and disc mowers were more rational in terms of organisation and technology. |

Słowa kluczowe | efficiency, farmers, table grapes, South Africa, stochastic frontier model |
Key words | efficiency, farmers, table grapes, South Africa, stochastic frontier model |
Abstrakt | Table grape production plays an important role in the economy of many countries in Africa. It serves as a source of income for the people who are engaged in its production and being one of the enterprises that is labour-intensive, thereby providing employment for more people. The main purpose of this study was to analyse the economic efficiency of table grape production in Waterberg and Sekhukhune Districts of Limpopo province, South Africa. The study used primary data collected through administration of structured questionnaires on a sample of 12 farmers by employing a snowball sampling method. Analytical tools employed include descriptive statistics (such as tables and frequencies), Stochastic Frontier Model and Technical Inefficiency Model. Results from data analysis revealed that in terms of efficiency, farming experience (p<0.01), educational level (p<0.05), household size (p<0.10) and age of farmer (p<0.10) were associated with increased efficiency indicating that these factors play important roles in ensuring that resources used in the production of table grapes enhanced productivity and were not wasted. Also, technical efficiency among farmers was found to range from 0.8 to 1, with a mean of 0.89, thus implying a major possibility for improvement in production. However, the allocative efficiency was found to range from 0.47 to 1, with a mean of 0.68. This indicates that some farmers were finding it difficult to allocate their resources efficiently. Again, economic efficiency ranges from 0.56 to 1, with a mean of 0.73, an indication that most of the farmers were economically efficient. Meanwhile, some of the constraints faced by these farmers include high electricity bills and labour costs, water shortages as well as instability around land policy. The study therefore recommends capacity building of farmers through education and other skill enhancement programmes. Also, provision of incentives to encourage youth participation in farming through internship programmes is very important to increase farm productivity. |

Słowa kluczowe | GMOs, smallholder farmers, awareness for GM crops, Credible seed sources, Agricultural technology |
Key words | GMOs, smallholder farmers, awareness for GM crops, Credible seed sources, Agricultural technology |
Abstrakt | Genetically Modified (GM) crops are crops modified through genetic engineering to improve their quality. Although safety concerns about genetically modified organisms (GMOs) are still being debated, the food security benefits have led to adoption by many counties. In Nigeria, where most farmers are uneducated and likely unaware of the agricultural technology, the government approved its first biotechnology crop for commercialization in 2018. Level of farmers’ awareness is crucial to acceptance of GM crops, although; this has not been fully explored in the literature. Therefore, this study aimed to assess farmers’ awareness for GM crops and the factors that determine their awareness in Oyo state, Nigeria, using primary data collected in 2018 with the aid of well-structured questionnaires from 242 smallholder farmers. Principal component analysis and Tobit regression model were used for data analysis. Results showed that farmers were aged 43 years with farm size of 3.57 ha, farming experience of 14 years and 11 years of education. Most farmers were male (71.90%), married (67.36%), not members of farmer groups (64.46%) and sourced their seeds from non-credible sources (85.12%). Most farmers (52.07%) had either not heard of or did not know of any benefits/costs of GM crops, hence; were not aware of GM crops. Factors that influenced awareness of GM crops were being a male farmer, years of education and source of seeds. The study concluded that increasing years of education and ensuring use of credible seed sources will increase awareness of the costs and benefits of GM crops among farmers. |
Abstract | Genetically Modified (GM) crops are crops modified through genetic engineering to improve their quality. Efekty stabilizacyjne analizowano z perspektywy wewnątrzsektorowej i międzysektorowej. |
Abstract | The aim of the article is to identify stabilizing effects of budget expenditure on agriculture and rural areas in Poland. In this context, the influence of a significant increase in Poland’s post-accession agricultural budget expenditures on the stability of farmers’ household income and agricultural investment was assessed. Fluctuations of these variables in the period of low agricultural budgets in 1995–2003 served as the point of reference. Stabilization effects were analyzed from the intra-sector and cross-sector perspective. It was found that the increase in budget expenditure on agriculture was accompanied by greater stability of agricultural income and greater stability of investment outlays in agriculture. |

Title | Ewaluacja systemu ubezpieczenia upraw w Polsce |
Słowa kluczowe | crop insurance, farms, budget subsidies |
Key words | ubezpieczenie upraw, gospodarstwa rolne, dotacje budżetowe |
Abstrakt | Crop insurance is one way to reduce the risk in agricultural production. The subsidy system used since 2006 aims to increase the area of crops insured against the risk of weather anomalies. The purpose of this study is to evaluate the functioning of the crop insurance system subsidized by the State Treasury. The results indicate that this system is not effective. Up to 2018, insurance covered about 3 million ha of crops, compared to about 7 million ha required by law. The sum of payments in the years 2008–2018 amounted to PLN 1.7 billion. The risks most often insured by farmers include: frosts and negative effects of wintering and periodically hail. The attractiveness of subsidized crop insurance is to be increased by increasing the subsidies for 2019 and 2020 to PLN 1.2 and 1.4 billion, respectively. The insufficient area of currently insured crops means that the premiums obtained by insurance companies are smaller than the claims paid, which means that the insurance contracts become deficit and can be withdrawn from the insurers’ offer. |
Do 2018 roku ubezpieczeniem obejmowano około 3 mln ha upraw, w porównaniu do około 7 mln ha ustawowo wymaganych. |

Słowa kluczowe | Common Agricultural Policy, public goods, greening, environmental protection, Poland, European Union |
Key words | |
Abstrakt | The article discusses the concept of providing environmental public goods through agriculture. The theoretical goal of the discussion was to present the concept of greening under the EU's Common Agricultural Policy. This concept was developed on the basis of available literature and from EU and Polish documents. The concrete goal is to assess greening instruments in terms of their implementation and compliance by farmers. A review of the available literature on the subject allows the assumption that the greening instrument implemented under the CAP has contributed to an intensification of activities by farmers in the field of environmental protection. The article was prepared based on source materials, monographs and scientific articles as well as Eurostat data. The article also presents the results of Eurobarometer surveys that show the expectations of EU citizens towards the European Union's CAP in the field of environmental and climate protection. Results of surveys have shown that on the one hand, the European Union should be responsible for ensuring healthy and safe food products for consumers, while on the other hand the goal of the Common Agricultural Policy should be to ensure an appropriate standard of living for farmers. |

Słowa kluczowe | Wspólna Polityka Rolna, płatności bezpośrednie, płatność redystrybucyjna, Polska |
Key words | Common Agricultural Policy, direct payments, redistributive payment, Poland |
Abstract | The article describes a diagnostic study measuring the degree of concentration of the aid which is currently distributed under the direct support system for farmers in Poland; it also presents the regional differentiation in aid concentration. The author conducted a simulation test quantifying the redistributive effects of applying various variants of an instrument equalising the amounts of support granted to farms. This can make the basis for an ex-ante assessment of alternative options of the implementation of redistributive payment. The research enabled the identification of ranges of the areas of farms which benefit from the current shape of redistributive payment and which may benefit from alternative variants given as examples. The final part of the article contains several recommendations on how to design redistributive payment at a national level, depending on the goals to be achieved with this instrument. |

Key words | embargo, Russia, apple market |
Abstrakt | The article concerns the effects of the Russian embargo on apple producers in Poland. Scientific literature is quite poor in this field, mainly information articles in industry literature and media information are available. The literature was reviewed in this respect and two studies (questionnaire and interview) were carried out. The information obtained allowed us to draw conclusions about the very large negative impact of the embargo on the apple market and to learn about its characteristics. New markets do not generate sufficient demand, in 2018 apple prices dropped below production costs, but this does not reflect in a drop in prices in stores, which means that price speculations take place, and the situation is used by realtors. It is necessary to quickly return to the Russian market, because soon it will be unrecoverable for Polish fruit farmers. It is also necessary to put pressure on the European Union's policy, because nowadays it is the Polish farmers who bear its effects to the greatest extent. |

Key words | adoption spell, Weibull, static, potato varieties, Ethiopia |
Abstrakt | Potato is mainly tagged as a food security crop in Ethiopia. However, its productivity remains low due to low adoption of improved technologies by smallholder farmers. Duration models, namely, Parametric (Weibull) and Non-parametric (Kaplan Meier) were used to analyze the data gathered from 365 sample farmers. The Non-parametric result revealed that the average duration that potato growers should wait before adopting a new variety is about 3.5 years. The Weibull regression indicated that timely availability of seed, access to labor and irrigation water, land size, and adaptation strategy by farmers are found to be factors curtailing the timeframe to adopt improved potato varieties. The regression analysis revealed that costs of inputs such as manure and compost, environmental and market factors such as drought, pest and disease outbreaks, price variability of potato seed, and quality of potato seed were found to be factors influencing adoption decisions of improved potato varieties by smallholder farmers. |

Abstrakt | Studies on the economics of agricultural production in organic farms are carried out on a small scale but deliver important information about the situation of organic agricultural producers. The aim of this paper is to examine the economic and production results of organic farms cultivating winter wheat and winter rye in relation to the results of conventional farms (by way of case study). The paper used actual accounting data collected in the Agrokoszty system and Polish FADN and direct interviews with organic farmers. For detailed comparison of the economic results the methodology of calculating gross margin was used. When compared to conventional farms, the winter wheat and winter rye production results were weaker in organic farms, and a lower yield of grain was demonstrated. The selling price of organic grain was more favourable only for winter wheat. The surveyed farmers indicate the will to continue organic production. However, it is necessary to develop the organic product market and for further financial support for this production sector. |
Abstract | Studies on the economics of agricultural production in organic farms are carried out on a small scale but deliver important information about the situation of organic agricultural producers. |
