Abstrakt | Celem pracy było przedstawienie przemian wydajności pracy w rolnictwie Unii Europejskiej (UE) w latach 2005-2016 oraz propozycji metodycznej dekompozycji wskaźnika wydajności pracy w rolnictwie. W zaproponowanych trzech modelach dekompozycji wydajności pracy uwzględniono siedem czynników (wskaźników), tj. produktywność nakładów, produktywność ziemi, wskaźnik wartości dodanej, opodatkowanie produkcji, dopłaty do produkcji, uzbrojenie zasobów pracy w ziemię oraz poziom intensywności produkcji rolniczej. Ponadto, na podstawie metody deterministycznej dokonano oceny zmian wydajności pracy w rolnictwie UE oraz w Polsce. Badania wykazały, że w latach 2005-2016 wydajność pracy mierzona wartością dodaną brutto zwiększała się w UE-28 średniorocznie o 2,13%, w UE-15 tylko 0,98%, a w UE-13 znacznie szybciej, tj. o 3,45%. Oznacza to, że w rolnictwie UE zachodzą procesy konwergencji wydajności pracy. W świetle analizy deterministycznej głównymi czynnikami wzrostu wydajności pracy w rolnictwie UE-28 i w Polsce były wzrost intensywności produkcji oraz wzrost uzbrojenia pracy w zasoby ziemi. Korzystny kierunek przemian wydajności pracy osłabiała malejąca efektywność wytwarzania mierzona produktywnością nakładów oraz udziałem wartości dodanej w przychodach. |
Abstract | The main aim of the work was to present the changes observed in the labour productivity in EU agriculture in years 2005-2016. The author proposed also the methodical decomposition of the labor productivity ratio in agriculture. Seven factors (ratios) have been taken into account in three models of labor productivity decomposition. These factors are: inputs productivity, land productivity, value added index, production taxation, production subsidies, equipment employed in agricultural land and the level of agricultural production intensity. The use of the deterministic method allowed to analyse the changes in labour productivity from the perspectives both in the EU agriculture (EU-28) and in the Polish agriculture. Performed studies seems to prove that in the years 2005-2016 the labor productivity measured by gross value added increased in case of EU-28 by average 2.13% and in the case of EU-15 only by 0.98%. At the same time, higher increase was observed in the case of EU-13 which equal to 3.45%. It may suggest that can be observe the ongoing process of the labor productivity convergence in EU agriculture. In the light of deterministic analysis, it was possible to specify the main factors contributing to the increase in labor productivity in agriculture in the EU-28 and in Poland, which are the increase in production intensity and the increase in agricultural land/labour relation. However, it should be also noted that the favorable direction of changes in labour productivity was weakened by the decreasing efficiency of production measured by the inputs productivity and the share of value added in revenues. |

Abstrakt | Głównymi celami badań było określenie rodzajów korzyści zewnętrznych związanych z prowadzeniem winnicy zgodnie z zasadami zrównoważonej produkcji, a następnie, w oparciu o wnioski z oceny rozwoju upraw winiarskich w Polsce w warunkach zmian klimatu, zbadanie opinii konsumentów na temat ich warunkowej skłonności do zapłaty wyższej ceny za wino pochodzące z upraw generujących pozytywne efekty zewnętrzne. Stwierdzono, że uprawa winorośli odbywająca się w sposób zrównoważony cechuje się występowaniem korzyści zewnętrznych. Korzyści te wynikają z lokalnego charakteru dóbr publicznych, do których można zaliczyć przede wszystkim dany ekosystem, określany jako terroir i powiązane z nim sieciowo elementy takie jak bioróżnorodność czy krajobraz. Oddziałują one w sposób synergiczny na inne korzyści zewnętrzne o charakterze społecznym, takie jak atrakcyjność turystyczna czy dziedzictwo kulturowe. Wykazano, że uprawa winorośli z przeznaczeniem na wino i produkcja wina w Polsce dynamicznie wzrastają, a zmiany klimatu będą wpływały na dalsze potencjalne możliwości rozwoju tego sektora. Badani konsumenci wskazali, że ważne są dla nich takie atrybuty wina jak ekologiczny sposób produkcji czy praktyki odpowiadające na zmiany klimatu. W większości deklarowali oni gotowość zapłaty za nie więcej niż za cechy związane z innymi korzyściami zewnętrznymi, takimi jak bioróżnorodność czy krajobraz. Ukierunkowanie polskich winnic na produkcję generującą korzyści zewnętrzne, np. ekologiczną, pozwoli na skorzystanie z efektu sieciowego, co może przełożyć się na chęć konsumentów do zapłaty wyższej ceny za wino. |
Abstract | The research aimed to determine the types of external benefits associated with running the vineyard in accordance to with the principles of sustainable production, and then, based on conclusions from the assessment of the development of vineyards growing in Poland under climate change conditions, to examine consumer opinions on their willingness to pay for wine originating from crops that generate positive externalities. It was found that the cultivation of grapes in a sustainable manner is characterized by the existence of external benefits. These benefits result from the local character of public goods, which include primarily the ecosystem described as terroir and related elements such as biodiversity and landscape. They interact in a synergistic way to other external social benefits, such as tourist attractiveness or cultural heritage. It has been shown that viticulture for wine and wine production in Poland is growing rapidly, and climate change will affect further potential development opportunities for this sector. The surveyed consumers pointed out that the wine attributes such as the organic way of production or practices responding to climate change are important for them. For the most part, they are willing to pay for it more than for features related to other external benefits, i.e. biodiversity or landscape. It is argued, that orientation of Polish vineyards to produce in a way that generates external benefits, ie. organically, will allow to take advantage of the network effect which may translate into the desire of consumers to pay a higher price for wine. |

Abstrakt | Dolina rzeki Bug to wyjątkowy obszar na terenie Polski, charakteryzujący się bogatymi walorami zarówno przyrodniczymi, jak i kulturowymi. To również tereny w dużym stopniu rolnicze i nieprzekształcone, a jednocześnie objęte ochroną prawną. W wyniku przeprowadzonych badań wśród właścicieli gospodarstw agroturystycznych 34 gmin usytuowanych na obszarze trzech województw (podlaskiego, lubelskiego i mazowieckiego) w dolinie rzeki Bug stwierdzono, iż atutami wpływającymi w znacznym stopniu na rozwój turystyki na badanym terenie są walory przyrodnicze terenu nadbużańskiego oraz wyjątkowa cisza i spokój, a także dostęp do istniejącej infrastruktury turystycznej. Wskazano również na dużą rolę informacji turystycznej, potrzebę jej popularyzacji (przez wydawanie albumów, katalogów i innych opracowań reklamowych) oraz utrzymania wysokiego standardu prowadzonych usług. Za główną barierę rozwoju agroturystyki uznano brak nawyku w społeczeństwie do wypoczynku weekendowego i sezonowość istniejących ofert. |
Abstract | Valley of the Bug River is a unique area within the territory of Poland, characterized by rich natural and cultural values. These areas are of agricultural and undeveloped nature to a large degree, while at the same time being covered by legal protection. As a result of the conducted studies among agricultural land owners from 34 communes located in the territory of three provinces (podlaskie, lubelskie and mazowieckie) within the valley of Bug, it was noted that the advantages which largely impact the development of tourism in the area are the natural values of the area and a unique silence and peace, as well as access to the existing touristic infrastructure. Significant role of tourist information as well as the necessity to popularize it were also indicated - through issuing albums, catalogues and other commercial materials and maintainable of high standard of carried out services. The main growth obstacle for agro-tourism is the lack of habit in the society for weekend rest and seasonality of the existing offers. |

Abstrakt | W pracy analizie poddano nakłady pracy ogółem, powierzchnię użytków rolnych i wartość majątku trwałego w gospodarstwach specjalizujących się w chowie bydła mlecznego i prowadzących rachunkowość rolną FADN. Ponadto przedstawiono zmiany badanych cech dla gospodarstw w regionach FADN UE13. Z badań wynika, że powierzchnia UR w gospodarstwach prowadzących rachunkowość rolną FADN i zajmujących się chowem bydła mlecznego uległa zwiększeniu w badanym okresie. Podobne tendencje wzrostowe zaobserwowano w przypadku wartości majątku trwałego. Z badań wynika, że najwyższą wartość majątku trwałego odnotowano w 2014 roku w regionie FADN Pomorze i Mazury spośród czterech regionów Polski i była na poziomie 295,4 tys. EUR na gospodarstwo rolne specjalizujące się w chowie bydła mlecznego. Z kolei najniższy poziom wartości aktywów trwałych 46,3 tys. EUR wystąpił w 2006 roku w regionie FADN Małopolska i Pogórze. |
Abstract | The paper analyzes total labor input, arable land area and the value of fixed assets on farms specializing in dairy cattle farming and conducting agricultural accounting by FADN. In addition, changes of the examined features for farms in FADN UE13 regions were presented. The research shows that the area of UAA on farms conducting agricultural accounting of FADN and dealing with dairy cattle farming increased during the examined period. Similar upward trends were observed in the case of fixed assets. The research shows that the highest value of fixed assets was recorded in 2014 in the FADN region of Pomerania and Mazury among four Polish regions and was at the level of 295.4 thousand. EUR per farm specializing in dairy farming. In turn, the lowest level of fixed assets value 46.3 thous. EUR occurred in 2006 in the FADN region of Lesser Poland and Pogórze. |

The results of the research project "Farmers' land expectation" made by the authors are given. The project purpose was studying population rational expectations concerning the directions of further land reform development and its results. The research was conducted on the local level in rural surrounding, which is characterized by high competition level among agrarian business subjects at agricultural land lease market. Landowners' and other interested group people' opinions concerning lease cost, potential sale price, inclination towards land sale, possibilities of farmers' common farming on their own land, leaseholders' participation in social and economic development of rural areas are examined. High level of farmers' uncertainty about land market indicators because of knowledge lack and low level of land reform information support is established. |

Abstrakt | Artykuł prezentuje ważniejsze czynniki wpływające zarówno na podaż, jak i na popyt ziemi rolniczej w takich krajach Europy Środkowo-Wschodniej, jak: Polska, Czechy, Słowacja, Węgry, Bułgaria, Rumunia, Litwa, Łotwa i Estonia. W opracowaniu poddano także analizie zmiany cen sprzedaży gruntów rolnych w badanych krajach za lata 2005-2015. Wskazano zarówno okresy wzrostu tych cen jak i ich spadku oraz główne czynniki, które miały wpływ na te zjawiska. Stwierdzono, że w badanych krajach nie ukształtował się właściwie funkcjonujący rynek ziemi rolniczej. |
Abstract | The article presents the most important factors influencing both the supply and demand of agricultural land in such countries of Central and Eastern Europe as: Poland, the Czech Republic, Slovakia, Hungary, Bulgaria, Romania, Lithuania, Latvia and Estonia. The study also analyzed the changes in the sales prices of agricultural land in the analyzed countries for the years 2005-2015. Both the periods of growth of these prices and their decrease were indicated, as well as the main factors that influenced these phenomena. It was found that the properly functioning agricultural land market did not develop in the countries surveyed. |

Abstrakt | Economic literature pays a great deal of attention to economic and financial efficiency, expressed in terms of competition, concentration, productivity and profitability. This paper provides an all-embracing framework for the various existing theories in this area and illustrates these theories with practical applications. Currently, changing the size of the production potential in agricultural units in the Republic of Moldova depends to a great extent on the influence of different trends in the modification of production resources: the reduction of labor resources and agricultural land, quantitative and qualitative changes in fixed assets, and in current assets, etc.The notion of resource potential means the totality of the volume of all resources (natural, labor, material, intellectual, information, etc.) on specific enterprises, territories, branches, regions. Evaluating a broad field of research, the paper describes profit maximizing food products and demonstrates how several widely-used products can be fit into this framework. The authors also present an overview of the current major trends in the food sector and relate them to the assumptions for food products, thereby displaying their relevance and timeliness. The results include a set of recommendations for future research on this topic.The design, methodology and approach of this research is to explain why efficiency can help obtain a profit surplus, and to measure this efficiency. For quality of methodology we apply a range of statistical methods, as well as the strategic capability of organisations – made up of resources and competences. One way to approach the stategic capability of an organisation is to consider its strengths and weaknesses (for example, where it has a competitive advantage, profit, efficiency or disadvantage). Based on our research and results, we sought to understand the concepts of financial effciency and to apply these concepts to practical situations. At the start of each analysis entrepreneurship plays an important role. Most organisations have to innovate constantly to obtain profit and efficiency for food products. They need to be first into a market, or simply a follower of customers in developing new products and services. Original studies in Moldova and Poland regarding farm concentration in terms of Gini Coefficient, Gini Index and Concentration Index of the utilized agricultural area. Original calculus formula to determine the Concentration Index of the UAA for the top 10% largest farms in Moldova and UK. |

Large agricultural enterprises in Ukraine use theexisting special tax regime as an optimization of tax liabilities. This has led to such negative economic,social and environmental consequences as the development of landlands, the deterioration of agriculturallandscapes, the increase in export-oriented production, the growth of unemployment in the village and themigration of the rural population. While small farms, without state support, provide the population with basicfoodstuffs. The purpose of the article is evidence of the use of a special tax regime only for small farms, basedon an analysis of the special tax treatment regime in Polish agriculture and an analysis of the differential rentmethodology laid down in the basis of a special tax regime, as well as the development of practical recommendationsfor Ukraine. |

Abstrakt | The aim of this paper is to identify the role and importance of pro-investment mechanisms within the CommonAgricultural Policy in the reproduction of farm assets in countries of Central and Eastern Europe. Theexperimental material comprised unpublished microdata of farms originating from the FADN database of theEuropean Commission (data source: EU-FADN – DG AGRI). The time frame covered the years 2004–2015.Among all the farms selected for analyses only those ensuring data continuity throughout the entire investigatedperiod were used in the study. In each of the studied countries farms were divided into two groups: thegroup of beneficiaries of CAP pro-investment funds and the control group. For each farm the value of fixedassets was determined (excluding the value of land) and next the mean value for each group was calculatedin an individual country. The study showed that in most investigated countries both farms being and thosenot being beneficiaries of CAP pro-investment mechanisms are capable of reproducing their fixed assets;nevertheless, it is the farms receiving financial support for their investments that show a capacity to increasethe value of their fixed assets. |

Uzyskane wyniki badań, jednoznacznie wskazują na zaangażowanie lokalnych grup działania w rozwój turystyki na obszarach ich działalności, a opisane produkty mogą stanowić przykład na stworzenie marki danego regionu, przy jednoczesnym wykorzystaniu zasobów przyrodniczych, krajobrazowych oraz kulturowych i zaangażowaniu lokalnej społeczności. |
Abstract | A tourist product is all goods and services purchased by tourists, as well as tourist values that they use and which are of particular interest to them. The purpose of the study was to characterize and evaluate tourism products created and managed in cooperation with Local Action Groups. Secondary sources were used in the study. In the empirical part, the websites of local action groups were analyzed, based on which three examples of tourist products created with the support of Local Action Groups were selected.Obtained research results clearly indicate the involvement of Local Action Groups in the development of tourism in their areas of activity, and the described products can be an example of creating a brand of a given region, while using natural, landscape and cultural resources, and the involvement of the local community. |

Pomimo to od lat zmniejsza się tam zatrudnienie w rolnictwie i następuje wyludnianie obszarów wiejskich. Rozwój turystyki wiejskiej przyczynia się zarówno do spowolnienia tego procesu poprzez zwiększanie dochodów wiejskich gospodarstw domowych, jak i do zachowania tradycyjnego krajobrazu, wartości ekologicznych oraz dziedzictwa kulturowego, szczególnie kulinarnego. Za zarządzanie rozwojem turystyki na poziomie krajowym odpowiedzialne są głównie Ministerstwo ds. Klimatu i Środowiska, a szczególnie Departament Dziedzictwa Kulturowego i Środowiska Kulturowego i Departament Bioróżnorodności, a także Ministerstwo Rolnictwa i Żywności1. Na poziomie lokalnym dzięki innowacyjnemu podejściu do zarządzania przedsiębiorstwa turystyczne, chcąc ograniczyć negatywne skutki dużej sezonowości w tym sektorze gospodarki, przygotowują zarówno oferty typowe dla sezonu zimowego, jak i letniego. Umożliwia to zarówno lepsze wykorzystanie takich zasobów jak baza hotelowa oraz restauracje, jak i utrzymanie poziomu zatrudnienia pracowników. |
Abstract | Of the OECD countries Norway has the world’s largest Producer and Support Estimate (PSE). Despite this, employment in agriculture has been decreasing for years and the rural population is dwindling. The development of rural tourism contributes to the slowing down of this process by increasing the income of rural households, as well as preserving the traditional landscape, ecological values and cultural heritage, especially culinary heritage. The Ministry of Climate and Environment (Department of Cultural heritage and cultural environment) and the Ministry of Agriculture and Food are mainly responsible for managing the development of tourism at the national level. At the local level – thanks to an innovative approach to management – tourism enterprises, wanting to limit the negative impact of high seasonality in this sector of the economy, are engaged in the preparation of not only typical winter sport offers, such as skiing, but also of summer sports. This facilitates the better use of resources such as hotels and restaurants, and also helps to maintain employment levels. |

Celem niniejszego opracowania jest próba ukazania zakresu efektywności wykorzystania zasobów produkcyjnych w różnych typach gospodarstw. Do oceny efektywności gospodarowania w poszczególnych typach gospodarstw posłużono się produktywnością i dochodowością ziemi, pracy i kapitału. Poszczególne wielkości ukazano w przeliczeniu na jedno gospodarstwo w zł. Skalę zróżnicowania przedstawiono w ujęciu procentowym. Przeprowadzona analiza wykazała, iż intensywna produkcja prowadzona w gospodarstwach drobiarskich i ogrodniczych sprawiała, że to właśnie one osiągnęły w 2016 roku najwyższą produktywność i dochodowość ziemi i kapitału. |
Abstract | The agricultural type is one of the criteria used to characterize a farm in the EU. The purpose of this study is to show the range of the effectiveness of the use of production resources in various types of farms. The productivity and profitability of land, labor and capital were used to assess the effectiveness of management in particular types of farms. Individual sizes are shown per one household in PLN. The scale of diversification is presented in percentage terms. The analysis carried out showed that intensive production carried out on poultry and horticultural farms made them the most productive and profitable land and capital in 2016. |

Abstrakt | Celem opracowania jest przedstawienie i ocena procesu przekształceń własnościowych ziemi rolnej w Polsce z uwzględnieniem roli, jaką odegrała polityka kształtowania polskiego modelu rolnictwa opartego na gospodarstwach rodzinnych. Zadaniem obecnie prowadzonej polityki kształtowania ustroju rolnego jest ochrona i rozwój gospodarstw rodzinnych. Od 2003 roku występują ułatwienia w dostępie do ziemi dla tych gospodarstw. W latach 1992–2016 Agencja Nieruchomości Rolnych sprzedała łącznie ponad 2,6 mln ha gruntów rolnych. Osoby fizyczne zakupiły 80,8% sprywatyzowanych gruntów rolnych, a 19,2% tego typu gruntów nabyły osoby prawne. W 2016 roku w gospodarstwach prywatnych znajdowało się 91,4% użytków rolnych ogółem, a własność publiczna stanowiła 8,6%. Struktura własnościowa ziemi rolnej w Polsce jest zróżnicowana przestrzennie. Udział prywatnej własności jest największy w województwach mazowieckim i świętokrzyskim, a najmniejszy w województwie zachodniopomorskim. |
Abstract | The aim of the article was to present the process of agricultural land privatization in Poland, taking into account the role that this policy has played in terms of shaping the Polish agricultural model, based on family households. The purpose of the current agrarian system shaping policy is the protection and development of family households. Since 2003 there have been facilitated access to land for family households. Between 1992 and 2016, the total of over 2.6 million ha of agricultural land were sold. Natural persons acquired the total of 81% of privatized agricultural land, with the 19% being acquired by legal entities. In 2016 private farms accounted for 91.4% of total agricultural land, while public ownership accounted for 8.6%. The ownership structure of agricultural land in Poland is spatially diversified. The share of private ownership is the largest in the Mazowieckie and Świętokrzyskie Voivodships, and the smallest in the Zachodniopomorskie Voivodship. |

Abstrakt | The rates of increase in labour costs in non-agricultural sections and prices of means of production for agriculture, which are higher than selling prices of agricultural products in countries with a market economy have resulted in a decrease in unit profitability of agricultural production. Farmers wishing to obtain a satisfactory income must increase their production scale, mainly by increasing farm area. The study covers two intentionally selected groups of countries differing with regard to economic development specified by gross domestic product (GDP) value per capita. The reason for this selection is the dependence of the farms’ economic strength on the national economy level of analysed countries. The first group of countries with a high level of this indicator (GDP) includes: Denmark, Sweden, Ireland, the Netherlands, Austria, Germany, Belgium, Great Britain and France. The second group covers – Slovenia, the Czech Republic, Slovakia, Lithuania, Latvia, Poland, Hungary, Romania and Bulgaria. Analyses covered the changes in average farm area, share of farms with an area of 30 ha of UAA or more in the total number of farms, land use, employment and standard production in 2005 and 2016. In both groups, the following increased in the analysed period: the average farm area and share of larger farms in land use and production. In the majority of analysed countries, the share of farms with an area of 100 ha or more, when it comes to production, exceeded 50%. |

Abstrakt | The impact assessment of the Common Agricultural Policy on transformation process of Polish agriculture following Poland’s accession to European Union has been carried out. The analysis took into account the changes of the Common Agricultural Policy in terms of goals and the directions of its evolution. In the paper the alterations in land, labour and capital resources of Polish agriculture were also analysed. It has been established that funds coming from the Community budget allowed Polish agriculture to adjust to the requirement of new environment. Integration into the European Union has created good conditions to dynamic development of the agri-food sector as a whole. Acceleration of the modernization and restructuring processes of Polish farms has taken place. These developments have resulted in a reduction in the total number of farms (by 52%) at the simultaneous rise in their average area (by 78%). Union financial measures have also influenced on generational renewal amongst farms managers. The funds considerably enhanced farmers’ incomes, which increased by 156%, thus promoting expenditure on investments. As a result the improvement of technical utilities of farms has been achieved. Consequently, labour productivity growth in Polish agriculture has also been recorded. A wide range of measures within the framework of the Common Agricultural Policy enables to overcome many obstacles of the rural areas in Poland. It also creates possibilities to take advantage of naturally occurring assets in order to effectively compete on the external market. |

Abstrakt | The article specifies that intensive development of the economy can be achieved by attracting and effectively using investment resources. Based on the indicator of the level of investment sufficiency, it was established that, in the period under review, the level of investment adequacy in the country is less than the established ‘threshold’ value, which indicates a shortage of investment funds. The study analysed the dynamics of investment attraction in agriculture. It was found that the main source of financing for investment is own funds of enterprises and organizations. However, they are too insufficient to ensure the intensive development of the economy. An analysis of growth dynamics of the total volume of investment in agricultural enterprises per 100 ha of agricultural land and their financial provision was carried out. Research showed that the increase in the value of fixed assets is more intensive than the increase in the inflow of investment in fixed assets, which indicates additional sources of growth in the value of fixed assets. It was noted that the potential sources of investment resources should be the funds of foreign investors, which currently stand at an extremely low growth level. A number of negative factors influencing the process of attracting foreign direct investment were identified. The main current requirements of the Ukraine in the process of integration into the world economic space, is the formation of a mechanism of investment activity, an important component of which is the mechanism of investment provision. |

Abstrakt | The aim of this paper is to determine the farm typology in Elbasan region and orient policy maker’s agriculture support scheme. Albania is divided into 12 regions and 61 municipality. Region of Elbasan is one of the intermediate ones4 and consists of 4 districts (district of Elbasan, Gramsh, Librazhd and Peqin). Elbasan ranked third by the availability of agricultural land in the country after Fier and Korca (72,872 ha or 10.4% of the agricultural land area at country level). Despite the size of the agricultural land area, it should be considered that a good part of it lies in hilly and mountainous part especially in Librazhd and Gramsh districts. Besides construction and development services, there is observed a growing trend of agricultural activity especially in terms of olive and vegetables cultivation in open field and greenhouses. In this region operate about 32,439 farms. The average farm family size is 4.9 persons, while the national average farm size is 4.5 persons (MAFCP, 2012). The farm typology was determined using nine indicators. Based on these indicators are identified the following type of cluster/typology for Elbasani district: poly-culture for market; livestock; leisure farms; fruit trees; arable crop farm; self-sufficiency. The farm performance was determined using factors productivity which reveals that farms that belong to the poly-culture for market, livestock and self-sufficient clusters are performing better than other clusters. |
