Abstrakt | Głównym celem pracy było ukazanie konieczności podjęcia nowych wyzwań w edukacji z wykorzystaniem metod e-learningowych w Polsce w latach 2019-2021. Nowym podejściem oraz celem i wartością dodaną opracowania było wzbogacenie wiedzy na temat wykorzystania nowych metod dydaktycznych i badawczych w sytuacji pandemii, ale także po niej.Do realizacji celu wykorzystano metodę analizy i krytyki literatury, a także analizę wskaźnikową opartą na danych historycznych z GUS, EUROSTATU i obserwacji własnej.Przeprowadzone badania pozwoliły na sformułowanie kilku wniosków związanych z czynnikami wpływającymi na e-learning, takimi jak dostęp do Internetu, stosowane narzędzia oraz kompetencje cyfrowe nauczycieli i uczniów. Przedstawiono również krótką analizę SWOT, co jest kluczowe dla przyszłości e-learningu. |
Abstract | The main objective of the paper is to show the new challenges for education that arose inPoland from 2019-2021, and the use of e-learning methods. This new approach, and the purposeand added value of this study, is to enrich the knowledge of the use of new teaching and researchmethods gained during the Covid-19 pandemic and applicability to pandemics generally, as wellas continued use of these methods afterwards..To achieve the objective, the method of literature analysis and critique was used, as well as aratio analysis based on historical data from Statistics Poland (GUS), EUROSTAT and the author’sown first-hand observations as a university educator.The research results helped to formulate several conclusions regarding the factors whichinfluence effective e-learning, such as: internet access and quality; the availability of adequatesoftware, hardware and other tools; and the digital competence of teachers and students. A shortSWOT analyse is also presented to highlight key considerations that are crucial for the future of elearning. |

The resultsof the survey conducted on a sample of 329 students of Warsaw University of Life Sciences (SGGW) showedthat the respondents’ recognition of high-quality food products was low. More than half of the respondentsdeclared that they do not pay attention to labels when shopping for food, while those who buy certified foodproducts indicated the following reasons: curiosity, promotion, or loyalty to a specific product. Almost one infour respondents declared that they do not buy imitations of original products covered by the registration. |

Abstrakt | Rice productivity and sustainability are threatened by both biotic and abiotic stresses, the effects of which can be further aggravated by dramatic changes in global climate. The most viable option for rice farmers is to use climate change adaptation practices. This study therefore investigated the determinants of use of climate change adaptation practices among rice farmers in Kebbi State, North-West, Nigeria. Data were collected from a sample of 279 farmers selected using a multistage sampling procedure. The results of the data analysis revealed that the farmers used improved rice varieties, intercropping, recommended rates of fertilizers and other chemicals as climate change adaptation practices among others. Education, climate change awareness, and extension contact significantly influenced the use of climate change adaptation practices among the farmers. Other determinants of use of climate change adaptation practices among the farmers were years of cooperative membership, affordability, farming experience, weather information and farm size. It was concluded that use of climate change adaptation practices was determined by socioeconomic, institutional and technological characteristics. It is recommended among others that government policy should be geared towards encouraging the farmers especially the younger ones to acquire more formal education, larger farmlands and more climate change awareness. |

Abstrakt | Women empowerment and poverty reduction are interrelated key driving forces to achieve the sustainable development of a country. However, most of the women farmers in rural areas have lack of access to adequate assets and resources, credit facilities and freedom of decision making within the households. Therefore, women empowerment is a timely important requirement to reduce the household poverty among them. This study was conducted to identify the determinants of empowerment of women farmers and also roles of them in reduction of poverty in Imbulpe Divisional Secretariat (DS) Division in Sri Lanka. In this study, 238 women farmers were selected using simple random sampling method, from purposively identified seven Grama Niladhari (GN) divisions in this area. Primary data was gathered from a field survey using a pre-tested, self-administered questionnaire from May to July 2019. Descriptive statistics and chi-square analysis were used as the statistical methods in data analyzing process. The result revealed that, age, education, monthly income of the respondents, economic resource accessibility, participation in decision making and freedom of mobility act as the determinants of empowerment of women farmers. The moderately significant positive nature of relationship was showed between the age of the women farmers and their role in poverty reduction. And also, the level of education, monthly income, economic resources accessibility of the respondents and participation of decision making within the household of the women farmers were showed moderately significant positive relationship with their role in poverty reduction. Therefore, encourage women farmers as rural entrepreneurs while performing their farming practices to earn additional income, enhance economic resource accessibility and motivate women farmers to express their ideas for enhance the active participation in the household decision making process are timely important requirements to empower women farmers and enhance their role in poverty reduction. |

Abstrakt | Many countries are formulating organic agriculture or organic farming policies aimed at sustainable agricultural development. Therefore, the objectives of this study were: to understand the present situation of organic agriculture policies in Sri Lanka and also in other countries where successful organic agriculture is operating; identify problems in the organic agriculture sector; and suggest potential policy measures to be implemented in Sri Lanka in future. The research was conducted in two stages. In the first stage, a thorough literature review was conducted to study the suitable policies available in other countries and also in Sri Lanka at present. In the second stage, two field surveys were carried out using pre-tested questionnaires, from December 2019 to May 2020, in order to gather farmers’ and extension officers’ information related to organic farming policy suggestions. According to the findings of the literature review, organic systems in some countries are more integrated with national strategic plans and visions. Those governments are more involved in new initiatives and farmers are encouraged to go organic through reliable and feasible policies. Although Sri Lanka has a high potential for organic agriculture, at present it is at an initial stage. While most organic products in Sri Lanka go to the export market, a small portion is kept at local markets. Demand for organic products in export as well as domestic markets is increasing. Even though there are seven international food certification agencies operating in the country as external inspection and certification bodies, a limited number of accredited certifications exist for products on the domestic market. Results of the farmers’ survey showed that even if farmers have a significant level of knowledge, few of them practice organic farming due to several existing problems. Moreover, extension officers have also identified similar types of problems that are faced by the farmers related to organic farming. Evaluation of Strengths, Weaknesses, Opportunities and Threats (SWOT) related to organic agriculture in the country helped to identify key problems facing policy-makers when balancing the supply and demand sides of organic products. Also, in developing organic agriculture, an effective linkage and coordination among government and private participants is crucial. Therefore, in Sri Lanka in this context, strategic focus on policy support for organic agriculture is needed. Current organic farming programs need to be revised in order to formulate policies covering all areas related to production, handling, processing, certification, labeling and marketing, in order to bring the benefits of organic agriculture to farmers, marketers and consumers in a fair manner. |

Abstrakt | The goal of this article was to identify and characterize entities that participate in the process of performing public tasks. It contains their types and method of financial and/or organizational relationship with the budget of the municipal self-government. The article uses the methods of analysis and literature review as well as inductive and deductive reasoning. Institutional documents of a normative nature regarding the principles of self-government functions and literature on public (local) finances were used for the conducted research. The results show that functionally, the relationships between municipal companies and a commune budget can lead to disruptions in the assessment of the state of indebtedness of a local government entity. Following the experience of Great Britain, it can be concluded that one of the rational possibilities for carrying out projects is through a Public-Private Partnership. However, this solution can also bring financial dangers. Incorrectly dividing risks may lead to postponements of project performance or an excessive financial burden on the local government. It should also be noted that the private capital involvement formula (PPP contracts) can be used when there are economic benefits in the implementation of a specific public project, the scale of which may be of interest to the owners of capital. A significant number of public projects that are carried out by municipalities, especially in smaller (rural) entities, are in short supply and, in principle, do not give such an opportunity. |
Abstract | Celem artykułu było wskazanie i scharakteryzowanie podmiotów, które uczestniczą w procesie wykonywania zadań publicznych. Zamieszczono w nim ich typy i sposób finansowego lub/i organizacyjnego powiazania z budżetem samorządu gminnego. W artykule wykorzystano metodę analizy i krytyki piśmiennictwa oraz wnioskowania indukcyjnego i dedukcyjnego. Do prowadzonych badań wykorzystano dokumenty instytucjonalne o charakterze normatywnym dotyczące zasad funkcjonowania samorządu oraz literaturę przedmiotu z zakresu finansów publicznych (lokalnych). Po dokonaniu badań dowiedziono, że funkcjonalnie spółek komunalnych i ich rozliczenia z budżetem gminy może prowadzić do zakłóceń w dokonaniu oceny stanu zadłużenia podmiotu samorządowego. Podążając za doświadczeniem Wielkiej Brytanii uznać można, że jedną z racjonalnych możliwości realizacji zadań jest zawieranie umów w ramach Parnterstwa Publiczno-Prywatnego. Jednakże i to rozwiązanie może nieść ze sobą niebezpieczeństwa finansowe. Nieprawidłowy podział ryzyk, może doprowadzić do przesunięcia wykonania zadania w czasie lub zbyt dużego obciążenia finansowego samorządu. Ponadto formuła angażowania kapitału prywatnego w ramach PPP może być zastosowana w sytuacji, gdy przy realizacji określonego zadania publicznego pojawiają się korzyści ekonomiczne, których skala może zainteresować właścicieli kapitału. Znaczna część zadań publicznych realizowana przez gminy, szczególnie w mniejszych ośrodkach (wiejskich) jest deficytowa i co do zasady, nie daje takiej szansy |

Abstrakt | The purpose of this study is to recognize the share of self-generated sources of financing for activities of public higher education institutions as part of their general stream of financing. Therefore, the key question that will be answered in this study is: how is the structure of financing sources of a studied institution of higher education formed? In the theoretical section, findings were based on the results of literature research. In turn, in the empirical part, findings were based on the results of a case study supported by observation in a multi-field participating university. The entity's financial statements were also used. On the basis of the research results, the structure of financing sources for the studied public institution of higher education was determined, indicating the possibility of using the entity's financial reporting for this purpose. It was noticed, based on the classification of the sources of financial supply indicated in the literature, that they are heterogeneous – drawn from both the public and private sectors. An increase in the share of funds supplied from the private sector was also revealed. In turn, private sources mainly came from fees related to the teaching process. Private sources also included those from commercialization of research results. The research presented in the study has provided new knowledge about the structure of the financing sources of a public education of higher institution in the context of current conditions for its functioning. In particular, the research helps supplement the existing scarcity of knowledge about the share of self-generated financing for a public higher education institution in the general financing stream of its activities. |
Abstract | Celem opracowania jest rozpoznanie udziału źródeł własnych finansowania działalności publicznej uczelni wyższej w ogólnym strumieniu finansowania jej działalności. W związku z tym kluczowe pytanie, na jakie zostanie udzielona odpowiedź w tym opracowaniu dotyczy tego, jak ukształtowana jest struktura źródeł finansowania badanej uczelni? W części teoretycznej ustalenia oparto na wynikach badań literatury. Z kolei w części empirycznej ustalenia te oparto na wynikach studium przypadku wspartych obserwacją uczestniczącą w uniwersytecie wielodziedzinowym. Wykorzystano także sprawozdania finansowe tego podmiotu. Na podstawie wyników przeglądu literatury oraz badań empirycznych ustalono ukształtowanie struktury źródeł finansowania poddanej badaniu uczelni publicznej, wskazując na możliwość wykorzystania w tym celu sprawozdawczości finansowej podmiotu. Zauważono, kierując się klasyfikacją źródeł zasilania finansowego wskazywaną w literaturze, że są one heterogeniczne. W części są one ulokowane w sektorze publicznym, a w części w sektorze prywatnym. Odsłonięto także wzrost udziału zasilania badanej uczelni środkami z sektora prywatnego. Z kolei źródła prywatne pochodzą głównie z opłat związanych z procesem dydaktycznym. Źródłami prywatnymi są także te z komercjalizacji wyników badań naukowych. Przedstawione w opracowaniu badania dostarczyły nowej wiedzy o strukturze źródeł finansowania uczelni publicznej w kontekście aktualnych uwarunkować jej funkcjonowania. W szczególności przyczyniły się do uzupełnienia istniejącego niedostatku wiedzy o udziale źródeł własnych finansowania działalności publicznej uczelni wyższej w ogólnym strumieniu finansowania jej działalności. |

Abstrakt | Rynek mleka od początku integracji europejskiej należał do najbardziej uregulowanych. Jednym w kluczowych instrumentów, które miały zapewnić jego stabilizację były wprowadzone w 1984 r. kwoty mleczne. Dążąc do większej liberalizacji rynku mleka UE zdecydowała o zniesieniu od 1 kwietnia 2015 r. limitów produkcji. Fakt ten znacząco zmienił warunki funkcjonowania gospodarstw specjalizujących się w produkcji mleka. Celem artykułu była próba ukazania jak zniesienie limitowania produkcji mleka wpłynęło na funkcjonowanie polskich gospodarstw mleczarskich. Podstawowym źródeł informacji były wyniki badań ankietowych przeprowadzonych wśród 1047 właścicieli gospodarstw specjalizujących się w produkcji mleka. Informacje te uzupełniono danymi Agencji Rynku Rolnego, Głównego Urzędu Statystycznego oraz Eurostat. W opinii ponad połowy respondentów na skutek likwidacji w 2015 r. kwot mlecznych pogorszyła się sytuacja ich gospodarstwa. Wynikało to przede wszystkim z niskich cen mleka, które wpłynęły na obniżenie opłacalności produkcji. Z tego względu aż 62% badanych było zdania, że na rynku mleka powinien być większy stopień interwencji. |
Abstract | The milk market was one of the most regulated since the beginning of European integration. One of the key instruments to stabilize this market was milk quota. It was introduced in 1984. Aiming at greater milk market liberalization, the EU decided to lift limits of the production from 1 April 2015. This fact significantly changed the operating conditions of dairy farms. The aim of the article was to show how the implementation (along with Poland's accession to the EU), and then the abolition of milk production, affected the situation of Polish dairy farms. The primary sources of information were the results of a survey in 1047 dairy farm owners operating throughout the country. This information was supplemented by Agriculture Market Agency and Milk Market Observatory data. In the opinion of more than half of the respondents, as a result of the abolition of milk quotas in 2015, the situation of their farms worsted. This fact was primarily due to the low prices of raw milk, which was driven by lower efficiency of production. As a result, 62% of the respondents believed that there should be a greater degree of intervention on the milk market. |

The study focused on 25 European Union countries (Cyprus, Luxembourg and Malta were excluded) to address the changes in the supply structures of agriculture and food industries, the two major components of agribusiness. The study was of a dynamic nature. Although the study period was 2000–2014, this paper only presents the figures for the first and the last year, i.e. 2000 and 2014. The main focus was on drawing conclusions on the trends observed which proved to be relatively stable in the years covered. The input–output analysis was used by aggregating the sectors of the economy for a better transparency of the inference process. As shown by this study, EU countries at higher development levels witness a decline in the share of the chemical industry in the mix of goods and services supplied to agriculture. Conversely, less developed countries saw that ratio increase. Also, the share of goods supplied to agriculture from the fuel and energy sectors goes up in most EU countries. As regards the food industry, this study observed high shares of agriculture, services and self-supply in the supply structure of EU countries. This analysis extends the existing knowledge on the relationships in the structure of materials supplied to the agribusiness because in addition to agriculture itself (which was addressed by similar studies found in literature) it takes account of the food industry. Abstrakt | The research aimed to identify the impact of the implemented projects on the change in the economic size and direction of farms. The research used studies of the literature on the subject and data from 4 803 farms that kept continuous accounting under the FADN system in 2005-2013. The analysed economy was grouped according to the value of investment outlays in funds, economic size, and production type. Research shows that the increase in the level of investment is conducive to increasing the economic strength of farms. However, these investments must be high enough to ensure the appropriate level of difficulty. For the lower average level of questions, smaller languages are less and very small. Moreover, investments favour and accelerate the processing of farms, which may also improve their economic effects. In the analysed group of mixed-type farms, they changed the destination for the cultivation of cereals and the place of milk. |

Abstrakt | In the study, the authors dealt with the price offer of four air carriers on the Warsaw – Brussels route. There were two traditional carriers (LOT Polish Airlines and Lufthansa) and two low-cost carriers (Ryanair and Wizz Air). The analysis considered changes in the ticket prices for a flight on a specific day over six months. A diversified pricing policy was found. Low-cost carriers and Lufthansa changed prices frequently but to a small extent. On the other hand, the cost of a ticket on Polish airlines was gradually increasing, the fastest in the last month before the flight. To minimize the ticket price at PLL LOT, a reservation had to be made at least three months before the flight. The lowest price of a Lufthansa and Ryanair ticket occurred a month before departure. On the other hand, at Wizz Air, the final price was lower than that offered at the beginning of the study. |
Abstract | W opracowaniu autorzy podjęli problematykę oferty cenowej czterech przewoźników lotniczych na trasie Warszawa – Bruksela. Było to dwóch przewoźników tradycyjnych (PLL LOT i Lufthansa) oraz dwóch niskokosztowych (Ryanair i Wizz Air). W analizie uwzględniono zmiany cen biletu na lot konkretnego dnia w półrocznym okresie. Stwierdzono zróżnicowaną politykę cenową. Przewoźnicy niskokosztowi oraz Lufthansa zmieniali cenę często, ale w niewielkim zakresie. Z kolei koszt biletu w polskich liniach stopniowo rósł, najszybciej w ostatnim miesiącu przed lotem. W minimalizacji ceny biletu w PLL LOT należało dokonać rezerwacji minimum trzy miesiące przed lotem. Najniższa cena biletu Lufthansy oraz Ryanair wystąpiła na miesiąc przed wyjazdem. Z kolei w Wizz Air cena ostateczna była niższa od zaoferowanej na początku badania. |

The authors define the bioeconomy as a set of industries that ensure the sustainable use of renewable resources, the use of biotechnologies for production while reducing the potential environmental damage, contributing to the innovative development of relevant sectors, and providing positive aspects of socio-economic development. The article formulates approaches to measuring the state and effectiveness of the bioeconomic development in Ukraine and the EU countries. Based on the analysis of world experience, it is concluded that to accelerate the development of the bioeconomy in Ukraine, it is necessary to develop the Strategy for the development of the bioeconomy in Ukraine. The conceptual foundations of such a Strategy have been developed by the authors of the article. The results of the study are the basis for the development and implementation of the State Strategy for the Development of Bioeconomy in Ukraine. The relevance of this study is determined by the absence of the Bioeconomic Development Strategy in Ukraine, which makes it difficult for the country to reach a new technological and innovative level of development. At the same time, the development and implementation of this Strategy will help Ukraine enter the international system of production of new knowledge and technologies. |

Abstrakt | The article presents premises inscribing food self-supply in new trends occurring in consumer behavior and shows the opinions of consumers on food self-supply. The analysis used research conducted in 2017 in the Mazowieckie voivodship among representatives of rural households. Food self-supply is part of the concept of sustainable development and sustainable consumption. It is an example of the greening of consumption, and of conscious and collaborative consumption. The most important factors entering food self-supply into new consumer trends are natural and healthy food produced in accordance with sustainable development, care for health and the natural environment, cultivating traditions, but also product individualization related to the use of free time. |
Abstract | W Artykule przedstawiono przesłanki wpisujące samozaopatrzenie żywnościowe w nowe trendy zachodzące w zachowaniach konsumentów oraz ukazanie opinii respondentów na temat samozaopatrzenia żywnościowego. W analizie wykorzystano badania własne przeprowadzone w 2017 roku w województwie mazowieckim wśród przedstawicieli wiejskich gospodarstw domowych. Samozaopatrzenie żywnościowe wpisuje się w koncepcję zrównoważonego rozwoju i zrównoważonej konsumpcji. Jest przykładem ekologizacji konsumpcji, konsumpcji świadomej i kolaboratywnej. Najważniejsze czynniki wpisujące samozaopatrzenie żywnościowe w nowe trendy konsumenckie to naturalna i zdrowa żywność produkowana w zgodzie ze zrównoważonym rozwojem, dbałość zdrowie i stan środowiska przyrodniczego, kultywowanie tradycji, ale także indywidualizacja produktowa związana z wykorzystaniem czasu wolnego. |

Abstrakt | The article is devoted to researching peculiarities and trends of foreign economic activity of agribusinesses in the Western region of Ukraine according to the terms of the Ukraine-European Union Association Agreement. The authors discuss the theoretical essence of agribusiness, as a kind of entrepreneurship, and the nature of foreign economic activity of enterprises. The main conditions of free trade in agricultural products introduced by the terms of the Agreement are determined and their influence on agribusiness export-import operation dynamics in the Western economic region is analyzed. The contribution of certain regions to forming agrarian product export and import volume and structure is considered and the reasons for the considerable advantages of the Lviv region in foreign trade turnover of the Western region are elucidated. It was found that agribusiness cooperation with foreign partners is mainly realized by indirect methods through trade agency organizations or agrarian holding companies. The structure dynamics of production goods for export and import by agribusinesses was studied. Based on the results, some negative tendencies for the Ukrainian economy were noted. They include the preservation of raw exports with a high share of plant origin products and timber, and the predominance of ready-made products with high added value in the import structure. It was established that the Agreement and social political events in Ukraine changed the direction of some export-import flows of agribusiness from CIS countries towards the markets of the European Union and Asian countries. According to the scale of external trade operations with enterprises of the Western region of Ukraine, in general, and within certain trade groups, in particular, country-leaders are defined. Some positive and negative consequences of changes in the foreign economic activity vector are described. And finally, measures which will ensure an expansion and strengthening of Ukraine’s agribusiness presence on international market, are suggested. |

Thestudy reveals sustainability dimensions that are lagging or require much greater attention,such as sustainable designs, environmental management, monitoring, safety and public healthprotection of tourists at airport facilities. In this study are presented useful solutions forsustainable airport designs that promote sustainability supporting an Integrated SustainableTourism Policy for Public Health Protection and Sustainable Development within associatedinfrastructures and airport facilities. Useful conclusions are made for the airport tourismindustry, sustainable infrastructures, environmental technologies, renewable resources,sanitary facilities and associative infrastructures developing innovative near-term solutions tomeet demands placed on it. |

Abstrakt | The article examines the need and possibility of introducing bioeconomy in the management system of the national economy, in the context of the focus on sustainable development through the use of the most modern techniques and technologies for the use of biomass. It is determined that the key role in the development of a new direction of the country's economy is played by the agricultural sector, as the bioeconomy of agricultural systems is based on agricultural biomass and biotechnology. Optimization of agricultural biomass flows is one of the components of bioeconomy development. It is noted that, given the significant natural and economic, raw material research and production potential and state support, Ukraine has great opportunities for bioeconomy development based on the production of environmentally friendly bioenergy products through the efficient use of agricultural biomass. The legal bases of the state management of the bioeconomic development of Ukraine are stated. |
