Abstrakt | Celem opracowania było przedstawienie działań podejmowanych, w ostatnich latach, przez państwowe władze publiczne wpływających na inflację w Polsce. Na tym tle dokonano oceny wzrostu cen na rolnicze kupowane środki produkcji, które skorelowano ze strukturą kosztów i na tej podstawie oszacowany został wzrost kosztów produkcji podstawowych produktów rolniczych w 2022 roku. Następnie ten prognozowany wzrost kosztów produkcji odniesiono do szacowanych przychodów. Pozwoliło to ustalić ich wzrost, który umożliwiałby utrzymanie dotychczasowego poziomu dochodów rolniczych. Działania ratunkowe rządu wywołane przez COVID-19 miały trzy główne źródła finansowania:• wydatki budżetu państwa i budżetu środków europejskich – 23,2 mld zł,• Fundusz Przeciwdziałania COVID-19 – 92,7 mld zł,• tarcze finansowe Polskiego Funduszu Rozwoju – 63,5 mld zł,O ile działania interwencyjne rządu, w warunkach kryzysu, należy ocenić pozytywnie, to ich sposoby realizacji krytycznie. Wsparcie finansowe w ramach tarcz otrzymały firmy, które wykazywały spadek obrotów spowodowany pandemią koronawirusa. W efekcie wspierano te firmy, które być może celowo tworzyły warunki do otrzymania wsparcia. Firmy dobrze prosperujące w warunkach COVID-19 takiego wsparcia były natomiast pozbawione.We wszystkich analizowanych rodzajach działalności produkcji rolniczej roślinnej w 2022 roku nastąpi wzrost kosztów ich wytwarzania o około 50-60% Wyjątkiem będzie produkcja żyta, gdzie wzrost kosztów będzie jeszcze wyższy. |
Abstract | The aim of the paper is to present measures taken in recent years by state public authoritiesthat affect inflation in Poland. An assessment was made of the growth in prices for purchasedagricultural inputs, which was correlated with cost structures, and on this basis an increase in theproduction costs of basic agricultural products in 2022 was estimated. This projected increase inproduction costs was then related to estimated income. This made it possible to determine theirgrowth, which would allow the current level of agricultural income to be maintained. Thegovernment rescue measures triggered by COVID-19 had three main sources of funding:expenditure of the state budget and the budget of European funds - PLN 23.2 billion, COVID-19Counteracting Fund - PLN 92.7 billion, and financial shields of the Polish Development Fund -PLN 63.5 billion,While the government's intervention activities, under the conditions of the crisis, should beassessed positively, their methods of implementation should be assessed critically. Financialsupport under the shields was given to companies that showed a decline in turnover caused by thecoronavirus pandemic. As a result, those companies that may have deliberately created theconditions to receive support were supported. In all analyzed types of agricultural crop productionactivities in 2022, there will be an increase in the cost of their production by about 50-60%. Theexception will be the production of rye, where the cost increase will be even higher. |

Abstrakt | Defining the state of competitiveness for a particular agricultural sector is of great importance. By retaining a competitive market position sustainable economic development of the specific agricultural production is supported. Continuation of its multiple economic functions like providing raw materials for the processing industry, securing rural employment, and utilization of scarce agricultural resources is the focus of competi_x0002_tiveness goals. In the economic theory, there is no unified definition for competitiveness, while there are a va_x0002_riety of approaches to measure it, which is reflected in different applied theoretical frameworks. The research aims to compare the competitiveness of the Bulgarian dairy sector versus the EU, the USA, and New Zealand dairy sectors on the world market for the period after the accession of Bulgaria in the EU. Therefore, a con_x0002_ceptual framework has been chosen developed by Canada’s Task Force for Competitiveness. The framework is based on the ability to gain and sustainably maintain market share. For the chosen period the results show a trend of decline in the competitiveness of the Bulgarian dairy sector and improvement in the competitive_x0002_ness of the EU dairy sector. For the EU comparison, indexes of competitiveness have been calculated for the USA and New Zealand. The USA’s index slightly decreased at the end of the explored period reflecting the increased competition on the world markets while New Zealand’s high index values reveal its position as a leading dairy products exporter. |

Abstrakt | The article is devoted to the research of local determinants of HoReCa sphere subject economic behavior in the wholesale markets of agricultural production under hospitality sphere globalization in Ukraine. The authors generalized the key provisions of consumer market behavior theories and its formation factors in HoReCa sphere. The peculiarities of agricultural wholesale market functioning are defined and the competitive surrounding of wholesale food market in western region of Ukraine is characterized. Main principles of business organization in HoReCa sphere are studied; the impact of globalization and foreign economic activity vectors on this sphere internationalization is outlined. The results of research project made by the authors are given, which was aimed at examining motives and peculiarities of HoReCa customers market behavior when wholesale purchasing agricultural production for their own business. The research was conducted on the basis of “Shuvar” market of agricultural production Ltd. - the largest in Western Ukraine wholesale agricultural market. It consists of several specialized food halls, including HoReCa centre. The structure of HoReCa establishments, that are “Shuvar” wholesale market clients, is analyzed. The factors influencing their managers’ decisions, concerning purchase assortment, its frequency, the most convenient time of goods delivery, are investigated. The evaluation of significance degree of certain products purchase, including price, products homogeneity, their constant availability, exclusiveness, is received. HoReCa sphere subjects’ wishes were studied, concerning purchase information support in the wholesale market, for service quality improvement. |

Abstrakt | Improving production efficiency, increasing gross and marketable output is inextricablylinked to comprehensive intensification, that is, with the growth of additional investmentsin the development of agricultural production. The increase in capital investments isthe basis for strengthening and improving the material and technical base, and for implementingscientific and technological progress. Increasing the intensity of agriculture and animalhusbandry contributes to more efficient use of land and livestock, increasing crop yields andlivestock productivity. The main link between crop production and animal husbandry is feedproduction. Creating a solid feed base is the most important condition for the development ofanimal husbandry. Its state and level of development determine the possibility of increasingthe number of animals, increasing their productivity, improving the quality of products andreducing the cost of the latter. It is proved that the level of productivity of animals by 50-80%is determined by their feeding. Due to the importance of feed, it is necessary that their productionis ahead of the pace of needs (growth of livestock and its productivity). When forminga feed base, it is important to take into account not only the total volume of feed that willensure the production of a certain amount of products, but also their balance with nutrients.As a rule, feed, namely green feed, silage, haylage, is not a commodity product, that is, thereare no permanent markets for them. These types of feed are grown by those farms that areengaged in animal husbandry and must create their own raw material base for obtaining themain feed. |

Abstrakt | Celem opracowania jest ocena wyników gospodarowania zasobami produkcyjnymi w gospodarstwach nastawionych na produkcję zwierzęcą, które były objęte rachunkowością rolną w systemie FADN w 2016 roku. Analizie poddano wyniki produkcyjne i ekonomiczne oraz produktywność i dochodowość zasobów ziemi, pracy i kapitału gospodarstw nastawionych na chów bydła mlecznego, trzody chlewnej oraz bydła rzeźnego, owiec i kóz. Zaprezentowane w opracowaniu wyniki badanych gospodarstw wskazują na znacznie wyższy poziom wyników produkcyjnych i ekonomicznych oraz efektywności gospodarowania zasobami w gospodarstwach trzodowych, zwłaszcza w odniesieniu do gospodarstw prowadzących chów bydła rzeźnego, owiec i kóz, co wynikało z ich większej skali i intensywności produkcji. Gospodarstwa specjalizujących się w chowie bydła rzeźnego, owiec i kóz uzyskały ujemny wynik ekonomiczny, dlatego dopłaty do działalności tego typu gospodarstw warunkowały ich dodatni wynik końcowy oraz efektywność ekonomiczną gospodarowania zasobami. |
Abstract | The aim of the study is to assess the results of managing production resources in farms focused on animal production, which were covered by agricultural accounting in the FADN system in 2016. The analysis covered the production and economic results as well as the productivity and profitability of land, labor and capital resources of farms focused on dairy cattle, swine and slaughter cattle, sheep and goats. The results of the researched farms presented in the study point to a significantly higher level of production and economic results as well as resource management efficiency in pig farms, especially in relation to farms keeping cattle for slaughter, sheep and goats, which resulted from their larger scale and intensity of production. Farms specializing in slaughter of cattle, sheep and goats obtained a negative economic result, therefore subsidies for the operation of such farms were conditioned by their positive final result and economic efficiency of resource management. |

The essence of the problems concerns mainly sustainable waste management in agricultural production. The main purpose of this study is to analyze the volume of agricultural biogas production in Poland and the structure of consumption of raw materials used for production of agricultural biogas. The analyses were carried out in the period of 2011–2017. The paper also presents results of empirical research on the agricultural practices as part of the subject area of the development of the agricultural biogas market in Poland. The aim of the questionnaire surveys of agricultural holdings was to obtain information on the use of the biomass from field crops and grasslands for energy purposes and the interest in the development of agricultural production towards the cultivation of energy crops. The results of the analyses were presented in the spatial arrangement of research. |

Abstrakt | Studies on the economics of agricultural production in organic farms are carried out on a small scale but deliver important information about the situation of organic agricultural producers. The aim of this paper is to examine the economic and production results of organic farms cultivating winter wheat and winter rye in relation to the results of conventional farms (by way of case study). The paper used actual accounting data collected in the Agrokoszty system and Polish FADN and direct interviews with organic farmers. For detailed comparison of the economic results the methodology of calculating gross margin was used. When compared to conventional farms, the winter wheat and winter rye production results were weaker in organic farms, and a lower yield of grain was demonstrated. The selling price of organic grain was more favourable only for winter wheat. The surveyed farmers indicate the will to continue organic production. However, it is necessary to develop the organic product market and for further financial support for this production sector. |

Abstrakt | Celem pracy było przedstawienie przemian wydajności pracy w rolnictwie Unii Europejskiej (UE) w latach 2005-2016 oraz propozycji metodycznej dekompozycji wskaźnika wydajności pracy w rolnictwie. W zaproponowanych trzech modelach dekompozycji wydajności pracy uwzględniono siedem czynników (wskaźników), tj. produktywność nakładów, produktywność ziemi, wskaźnik wartości dodanej, opodatkowanie produkcji, dopłaty do produkcji, uzbrojenie zasobów pracy w ziemię oraz poziom intensywności produkcji rolniczej. Ponadto, na podstawie metody deterministycznej dokonano oceny zmian wydajności pracy w rolnictwie UE oraz w Polsce. Badania wykazały, że w latach 2005-2016 wydajność pracy mierzona wartością dodaną brutto zwiększała się w UE-28 średniorocznie o 2,13%, w UE-15 tylko 0,98%, a w UE-13 znacznie szybciej, tj. o 3,45%. Oznacza to, że w rolnictwie UE zachodzą procesy konwergencji wydajności pracy. W świetle analizy deterministycznej głównymi czynnikami wzrostu wydajności pracy w rolnictwie UE-28 i w Polsce były wzrost intensywności produkcji oraz wzrost uzbrojenia pracy w zasoby ziemi. Korzystny kierunek przemian wydajności pracy osłabiała malejąca efektywność wytwarzania mierzona produktywnością nakładów oraz udziałem wartości dodanej w przychodach. |
Abstract | The main aim of the work was to present the changes observed in the labour productivity in EU agriculture in years 2005-2016. The author proposed also the methodical decomposition of the labor productivity ratio in agriculture. Seven factors (ratios) have been taken into account in three models of labor productivity decomposition. These factors are: inputs productivity, land productivity, value added index, production taxation, production subsidies, equipment employed in agricultural land and the level of agricultural production intensity. The use of the deterministic method allowed to analyse the changes in labour productivity from the perspectives both in the EU agriculture (EU-28) and in the Polish agriculture. Performed studies seems to prove that in the years 2005-2016 the labor productivity measured by gross value added increased in case of EU-28 by average 2.13% and in the case of EU-15 only by 0.98%. At the same time, higher increase was observed in the case of EU-13 which equal to 3.45%. It may suggest that can be observe the ongoing process of the labor productivity convergence in EU agriculture. In the light of deterministic analysis, it was possible to specify the main factors contributing to the increase in labor productivity in agriculture in the EU-28 and in Poland, which are the increase in production intensity and the increase in agricultural land/labour relation. However, it should be also noted that the favorable direction of changes in labour productivity was weakened by the decreasing efficiency of production measured by the inputs productivity and the share of value added in revenues. |

Abstrakt | The article substantiates the prospects for the development and increase of the functioning efficiency of small farming forms in the countryside. Particular attention is paid to the study of factors that have a negative impact on the farms and households functioning. Based on the analysis of statistical indicators, it has been established that the most significant factors that have a negative impact on the functioning of small farming forms in the countryside are the difficulty of manufactured products realization, insufficiently effective state support, lack of developed infrastructure, low education level of households' heads. In order to minimize the negative impact of the identified range of problems, it is proposed to introduce preventive measures in the following areas: the state support system improvement, infrastructure development, the production base and resource support improvement, integration relations development. |

In order to minimize the negative impact of the identified range of problems, it is proposed to introduce preventive measures in the following areas: the state support system improvement, infrastructure development, the production base and resource support improvement, integration relations development. |

Abstrakt | Crop insurance is one way to reduce the risk in agricultural production. The subsidy system used since 2006 aims to increase the area of crops insured against the risk of weather anomalies. The purpose of this study is to evaluate the functioning of the crop insurance system subsidized by the State Treasury. The results indicate that this system is not effective. Up to 2018, insurance covered about 3 million ha of crops, compared to about 7 million ha required by law. The sum of payments in the years 2008–2018 amounted to PLN 1.7 billion. The risks most often insured by farmers include: frosts and negative effects of wintering and periodically hail. The attractiveness of subsidized crop insurance is to be increased by increasing the subsidies for 2019 and 2020 to PLN 1.2 and 1.4 billion, respectively. The insufficient area of currently insured crops means that the premiums obtained by insurance companies are smaller than the claims paid, which means that the insurance contracts become deficit and can be withdrawn from the insurers’ offer. |
Abstract | Ubezpieczenia upraw są jednym ze sposobów ograniczenia ryzyka występującego w produkcji rolnej. System dopłat stosowany od 2006 roku ma na celu zwiększenie obszaru upraw ubezpieczonych od ryzyka związanego z anomaliami pogodowymi. Celem niniejszego opracowania jest ocena funkcjonowania systemu ubezpieczenia upraw dotowanych przez Skarb Państwa. Wyniki badania wskazują, że system ten nie jest efektywny. Do 2018 roku ubezpieczeniem obejmowano około 3 mln ha upraw, w porównaniu do około 7 mln ha ustawowo wymaganych. Suma dopłat w latach 2008–2018 wyniosła 1,7 mld zł. Do najczęściej ubezpieczanych przez rolników rodzajów ryzyka należą przymrozki i ujemne skutki przezimowania oraz okresowo grad. Zwiększeniu atrakcyjności dotowanych ubezpieczeń upraw ma służyć zwiększenie dotacji na lata 2019 i 2020 do odpowiednio 1,2 i 1,4 mld zł. Niewystarczająca powierzchnia aktualnie ubezpieczonych upraw sprawia, że pozyskiwane przez zakłady ubezpieczeń składki są mniejsze od wypłacanych odszkodowań, co powoduje, że ubezpieczenia te stają się deficytowe i mogą zostać wycofywane z oferty ubezpieczycieli. |

Abstrakt | The rates of increase in labour costs in non-agricultural sections and prices of means of production for agriculture, which are higher than selling prices of agricultural products in countries with a market economy have resulted in a decrease in unit profitability of agricultural production. Farmers wishing to obtain a satisfactory income must increase their production scale, mainly by increasing farm area. The study covers two intentionally selected groups of countries differing with regard to economic development specified by gross domestic product (GDP) value per capita. The reason for this selection is the dependence of the farms’ economic strength on the national economy level of analysed countries. The first group of countries with a high level of this indicator (GDP) includes: Denmark, Sweden, Ireland, the Netherlands, Austria, Germany, Belgium, Great Britain and France. The second group covers – Slovenia, the Czech Republic, Slovakia, Lithuania, Latvia, Poland, Hungary, Romania and Bulgaria. Analyses covered the changes in average farm area, share of farms with an area of 30 ha of UAA or more in the total number of farms, land use, employment and standard production in 2005 and 2016. In both groups, the following increased in the analysed period: the average farm area and share of larger farms in land use and production. In the majority of analysed countries, the share of farms with an area of 100 ha or more, when it comes to production, exceeded 50%. |

Abstrakt | The international shares placement via IPO on the WSE by several Ukrainian companies, mainly from the sector of agricultural production and processing, makes an appealing case of relatively quick and inexpensive access to foreign borrowing markets. The WIG Ukraine index shows optimistic start, period of positive gains, dramatic fall at one point and significant volatility afterwards due to both the political and macroeconomic upheavals in the home country as well as internal problems of emitents. The comparison with other indexes of WSE and other exchanges reasonably suggests that the latter reason was the main cause of the deterioration of the indicator. The investigation on the parameters of the regression model that describe time series of WIG-Ukraine index with the help of the ARIMA model reveals that short-time predictions dominate investors decisions. |

Abstrakt | In the study the features and dynamics of investment support of Ukrainian agricultural enterprises are investigated. It concerns estimated investment in fixed assets of Ukrainian agrarian enterprises by sources of financing. The main problems of enticing investments in the agrarian sphere are considered. Integral indicators of ensuring and efficiency of the use of resources in agricultural production is calculated. Modelling of investment support for the use of resource potential of agricultural enterprises is carried out. The optimal directions of increase of investment support of use of resource potential of Ukrainian agricultural enterprises are offered. |

Abstrakt | Korzystanie z usług mechanizacyjnych może w istotnym stopniu przyczyniać się do obniżania kosztów produkcji umożliwiając producentom rolnym bezinwestycyjne wdrożenie postępu technicznego. W artykule próbowano określić tendencje występujące w popycie na rolnicze usługi mechanizacyjne w krajach Unii Europejskiej w latach 2010-2017. Badano zmiany wartości usług w przeliczeniu na 1 ha UR oraz zmiany udziału usług mechanizacyjnych w zużyciu pośrednim. Stwierdzono, że wartość usług w przeliczeniu na 1 ha UR średnio w UE zwiększyła się. Wzrósł również udział usług w zużyciu pośrednim. W wyniku grupowania obiektów metodą Warda otrzymano 5 skupień krajów, które różniły się między sobą pod względem zaproponowanych cech, natomiast kraje tworzące dane skupienie charakteryzowały się zbliżonymi wartościami zmiennych. Krajami w których zaobserwowano zarówno wyraźny wzrost wartości usług mechanizacyjnych w przeliczeniu na jednostkę powierzchni jak również zdecydowane zwiększenie wartości usług w zużyciu pośrednim były: Finlandia, Niemcy, Łotwa, Rumunia oraz Estonia. Wyraźny spadek popytu na usługi mechanizacyjne wystąpił natomiast w Grecji i na Litwie. |
Abstract | The use of mechanization services can significantly contribute to reducing production costs, enabling agricultural producers to implement technical progress without any investment. The article attempted to identify trends in demand for agricultural mechanization services in the European Union countries in 2010-2017. Changes in the value of services per 1 ha of UAA and changes in the share of mechanization services in total expenditures incurred for agricultural production were examined. It was found that the value of services per 1 ha of UAA on average in the EU increased. The share of services in intermediate consumption has also increased. As a result of grouping objects by the Ward method, 5 clusters of countries were distinguished, which differed among each other in terms of the proposed features, while the countries that created the focus were characterized by similar values of variables. The countries in which both a clear increase in the value of mechanization services per unit area was observed as well as a significant increase in the value of services in indirect consumption were: Finland, Germany, Latvia, Romania and Estonia. A clear decline in demand for mechanization services occurred in Greece and Lithuania. |

Abstrakt | W pracy dokonano oceny zmian organizacyjnych i produkcyjności w polskim rolnictwie w kontekście wybranych oddziaływań środowiskowych, tj. salda bilansu azotu brutto. Dla wskazania zachodzących tendencji porównywano zmiany pomiędzy okresem lat 2002-2004 a latami 2014-2016. Badania wykazały, że mimo różnokierunkowych zmian m.in. powierzchni poszczególnych roślin uprawnych i pogłowia gatunków zwierząt inwentarskich, kształtowanych głównie przez uwarunkowania ekonomiczne, presja środowiskowa ze strony prowadzonej produkcji rolniczej w Polsce uległa zmniejszeniu. Nastąpiło to, w procesie intensyfikowania produkcji rolniczej przeciętnie w skali kraju. Zjawisko to świadczy o poprawie efektywności gospodarowania azotem w Polsce. |
Abstract | The paper presents the assessment of organizational and productivity changes in Polish agriculture in the context of selected environmental impacts, i.e. the gross nitrogen balance. To indicate trends, changes between research from 2002-2004 and 2014-2016 were compared. Studies have shown that despite multi-directional changes in the area of particular crop plants and livestock husbandry animals, which have been shaped mainly by economic conditions, environmental pressure from agricultural production has decreased. This occurred despite the process of intensifying average agricultural production on a national scale. This phenomenon shows the improvement of nitrogen efficiency in Poland. |

Abstrakt | The contemporary development of rural areas requires verified agricultural production and support for manufacturing of traditional and regional high-quality products. The aim of the research described in this article has been to assess customer awareness of these products and to identify the features attributed to them in view of existing legal regulations. A catalogue of currently binding regulations has been established, taking account of their axiological assumptions, and results of a survey have been analysed. An assessment of the law functioning in this area has allowed the conclusion that a simplification of the existing regulations and procedures is needed. This is the precondition for the axiological assumptions of the said regulations to be fulfilled. The weight of the discussed subject has been proven by the results of the conducted survey: 93% of the respondents declared buying the described products. The quality of the products, as well as the respondents’ pride in the indigenous culinary tradition, were the main reason for their choice (54%). Examining the laws in the discussed area requires adoption of an interdisciplinary axiological perspective. |

Abstrakt | W artykule przedstawiono wyniki badań dotyczących specjalizacji i konkurencyjności produkcji roślinnej w krajach Unii Europejskiej. Do badań wykorzystano metodę zmiany konkurencyjności Estebana-Marquillasa. Metoda ta pozwoliła wskazać wyspecjalizowane kraje icharakter zmian strukturalnych w zakresie produkcji upraw. Badania przeprowadzono na podstawie danych dotyczących wielkości produkcji roślinnej. Wszystkie dane zostały zaczerpnięte z baz danych Głównego Urzędu Statystycznego. Badanie obejmuje lata 2005-2016. Uzyskane wyniki pozwalają na wyodrębnienie (nierozłącznych) grup krajów specjalizujących się w produkcji poszczególnych gatunków zbóż. W zakresie produkcji pszenicy specjalizują się następujące kraje: Polska, Niemcy, Czechy, Słowacja, Włochy, Litwa, Łotwa, Estonia, Finlandia, Szwecja i Austria; zakresie produkcji pszenicy jęczmienia: Finlandia, Wilka Brytania, Niemcy, Włochy i Grecja; oraz żyta: Portugalia, Hiszpania, Francja, Wielka Brytania, Rumunia, Węgry, Słowacja. |
Abstract | This paper presents the results of research on the specialization and competitiveness of crop production in European Union countries. The Esteban-Marquillas method of competitiveness changes was used for the research. This method indicates specialized countries and the nature of structural changes in the scope of crop production. The research was carried out on the basis of data on the size of crop production. All data was taken from the databases of the Central Statistical Office. The research covers the years 2005-2016. The obtained results distinguish (inseparable) groups of countries specializing in the production of particular cereal species. The following countries specialize in the production of wheat: Poland, Germany, the Czech Republic, Slovakia, Italy, Lithuania, Latvia, Estonia, Finland, Sweden and Austria; production of barley wheat: Finland, Great Britain, Germany, Italy and Greece; and rye: Portugal, Spain, France, Great Britain, Romania, Hungary, Slovakia. |
