Title | FINANCIAL STABILITY OF RURAL MUNICIPALITIES IN POLAND’S LUBLIN VOIVODESHIP IN 2016-2020 |
Słowa kluczowe | stabilność finansowa, gminy wiejskie, analiza wskaźnikowa, płynność finansowa |
Key words | financial stability, rural municipalities, ratio analysis, financial liquidity |
Abstract | The stability of public services and the financial situation of local governments has a significant impact on a nation’s economic development. It also affects the long-standing process of political reforms aimed at promoting the efficiency of public sector units, their balanced budgets and financial stability. It is a concept defined in different ways, which is due, among other things, to its multifaceted nature and the lack of precisely defined measures to assess this phenomenon. The main objective of the paper was to assess the financial stability of rural municipalities in Poland’s Lublin voivodeship in 2016-2020. Within the framework of the main objective, ratio analysis and survey research was conducted. The paper was based on the study of literature on the subject, reports on the implementation of budgets in the studied municipalities published by the Regional Chamber of Accounts in Lublin, and a survey questionnaire.Based on the analyses, it was found that the studied municipalities in 2016-2020 recorded sustainability in terms of fiscal policy, and a stable level of financial liquidity and debt, albeit with a relatively low level of revenue independence. The crisis in 2020 caused by the Covid-19 pandemic caused a significant increase in the current expenditures of local government units compared to revenues, which were less than planned, although it did not significantly worsen thefinancial performance of the surveyed municipalities. In the opinion of the respondents (heads of rural municipalities), the vast majority of rural municipalities in the Lublin voivodeship were financially stable and the Covid-19 pandemic generally did not have a significant impact on theirlevels of stability. |

Słowa kluczowe | sustainability, agriculture, agri-food policy, food security |
Key words | sustainability, agriculture, agri-food policy, food security |
Abstrakt | The article assesses the food security of one region of Kazakhstan - the East Kazakhstan region. In the analyses, criteria such as the level of the region’s food independence, the degree of satisfaction of the population’s physiological needs in basic food, and the level of economic availability of food were applied. The research has shown that the food security in the East Kazakhstan region was at an acceptable level. However, some threats to food security were identified, including: a high level of income differentiation among the households of the East Kazakhstan region, an increase in the price index for food products, and a significant proportion of the population with incomes below the subsistence minimum. The results of the evaluation can be useful for creating agri-food policy measures that will ensure, maintain and improve the level of food security at both a regional and national level. |

Słowa kluczowe | climate change, smallholder farmers, Nigeria, climate adaptation, adoption, livelihoods |
Key words | climate change, smallholder farmers, Nigeria, climate adaptation, adoption, livelihoods |
Abstrakt | Rice productivity and sustainability are threatened by both biotic and abiotic stresses, the effects of which can be further aggravated by dramatic changes in global climate. The most viable option for rice farmers is to use climate change adaptation practices. This study therefore investigated the determinants of use of climate change adaptation practices among rice farmers in Kebbi State, North-West, Nigeria. Data were collected from a sample of 279 farmers selected using a multistage sampling procedure. The results of the data analysis revealed that the farmers used improved rice varieties, intercropping, recommended rates of fertilizers and other chemicals as climate change adaptation practices among others. Education, climate change awareness, and extension contact significantly influenced the use of climate change adaptation practices among the farmers. Other determinants of use of climate change adaptation practices among the farmers were years of cooperative membership, affordability, farming experience, weather information and farm size. It was concluded that use of climate change adaptation practices was determined by socioeconomic, institutional and technological characteristics. It is recommended among others that government policy should be geared towards encouraging the farmers especially the younger ones to acquire more formal education, larger farmlands and more climate change awareness. |

Abstrakt | Turkey plays a significant role in global wheat trade, importing wheat grain and exporting processed wheat products such as pasta, flour and biscuits. Wheat growing areas in Turkey have shown a decrease of about 10% over the last decade. Although an increase in yields keeps the production amount in balance, policies toward the wheat sector have reached a more critical point due to an increasing population and growing demand on the wheat flour sector. In this study, the profitability and sustainability of the sector were analyzed by using the Policy Analysis Matrix (PAM) approach, and by examining the effects of the policies that have been applied on the wheat market recently. According to the PAM results, domestic wheat prices are higher than world prices due to existing policies and the wheat sector is not competitive without support. |

Słowa kluczowe | Eastern Ethiopia; financial sustainability; outreach; profitability; SACCOs |
Key words | Eastern Ethiopia; financial sustainability; outreach; profitability; SACCOs |
Abstrakt | This study scrutinized the effect of outreach on financial sustainability and profitability of SACCOs in Eastern Ethiopia using balanced panel data from 33 SACCOs over the period of 2017-2019. Quantitative approach and explanatory design were employed to realize the stated objective. This study used secondary data sources, mainly audited financial statement of the SACCOs, in the study period. The analysis revealed that SACCOs in Eastern Ethiopia are profitable but not financially sustainable. Random effect model results show that gross loan to asset ratio, yield on gross loan portfolio, managerial and operational efficiency has statistically significant and positive effect on the financial sustainability of SACCOs, while average loan size has statistically significant but negative effect. Likewise, gross loan to asset ratio, managerial efficiency, and average loan size has statistically significant and positive effect on the profitability of SACCOs in Eastern Ethiopia. However, the portion of women borrowers and number of active borrowers has statistically significant but negative effect on the profitability of the SACCOs in the study area. Finally, the study suggests that increasing the number of borrowing clients and sales volume (loan portfolio) could benefit SACCOs in Eastern Ethiopia from economics of scale. |

Title | Determinanty przestrzennej koncentracji krótkich łańcuchów dostaw na przykładzie podmiotów marginalnych, lokalnych i ograniczonych w Polsce |
Słowa kluczowe | local food systems, short food supply chains, spatial concentration, marginal localized and restricted activities, nonparametric regression trees |
Key words | działalność marginalna, lokalna i ograniczona, nieparametryczne modele drzew regresji |
Abstrakt | The article analyses spatial concentration of marginal, localized and restricted activities creating local food systems in Poland regarded as short supply chains. Local food systems in Poland can take the forms of direct sale, direct deliveries, agricultural retail as well as marginal, localized and restricted activities. Short food supply chains play crucial role in case of local economy, environment and society. Thus, article rises issue connected with sustainability, alternatives for mass produced and distributed food, spatial diversity of local activities. Empirical part of the article focus on marginal, localized and restricted activities. The first part of the article contains a characteristic of the analyzed activities and their spatial distribution. The second part identifies factors that have the strongest influence on the formation of marginal, localized and restricted activities with the application of nonparametric models of regression trees. It is reported that spatial and environmental factors occur most frequently in the process of recurrent division of the data set and, thus, constitute the strongest determinant of marginal, localized and restricted activities. |
Abstract | W artykule analizie poddano koncentrację przestrzenną podmiotów marginalnych, lokalnych i ograniczonych tworzących lokalne systemy żywnościowe w Polsce i utożsamianych z krótkimi łańcuchami dostaw. Lokalne systemy żywnościowe w Polsce mogą przybierać formy organizacyjno-prawne takie jak: sprzedaż bezpośrednia, dostawy bezpośrednie, rolniczy handel detaliczny oraz działalności marginalną, lokalną i ograniczoną. Krótkie łańcuchy dostaw żywności odgrywają kluczową rolę w lokalnej gospodarce, środowisku i społeczeństwie. |

Key words | financial sustainability, value, food industry, Central and Eastern Europe |
Abstrakt | The research presents the analysis of relations between financial sustainability and value of joint-stock companies from food industry in Central and Eastern Europe. Increase of volume of assets, shareholders’ equity and revenues demonstrated an improvement of financial sustainability and resulted in growing valuations of companies in the study period. Sample business entities achieved relatively high liquidity and profitability that proved their financial sustainability in terms of risk and return. At the same time rising operating profit margins and liquidity ratios determined higher enterprise value of joint-stock companies. This emphasized a positive relation between enterprise value and financial sustainability. Joint-stock companies demonstrated a robust capital structure with a minor decrease of corporate debt in 2011-2015. However changes in sources of financing could provoke a trade-off between financial sustainability and enterprise value. According to a regression model factors positively influencing enterprise value included revenue, cash and cash equivalents, operating profit, current liabilities and shareholder’s equity. Stimulating revenue and increasing operating profit as well as maintaining higher cash balances improves financial sustainability while debt extension can significantly deteriorate continuity of business. |

Abstrakt | As a result of concerns about the long-term sustainability of globalized retail trade and the stronger presence of health conscious consumer behaviour, governments and groups of conscious consumers worldwide are increasingly focusing on the promotion and development of local food systems and small-scale retail chains and the production of quality local food products to promote the market. In our paper, we would like to give an overview of community-led alternative types of local food systems, with particular attention to shopping community-type consumer and consumer communities. We also describe the main results of our primary research in the population and the shopping community. During the questionnaire we revealed general consumer behaviour and the demand and attitude of local food, the popularity of the customer communities in the settlement of the respondents. In the survey conducted among members of the consumer community, we looked at the analytical areas designated as a target in the population questionnaire for the purpose of comparability and our aim was to explore the sociometrics and lifestyles of communities as well as their community experiences and possible developments. Our hypothesis is that there is a close correlation between the respondents with higher education and income and the preferences of local food. Furthermore, it is assumed that there is a significant difference between the food consumption behaviors of the two samples examined. |

Kłoczko-Gajewska A., Sulewski P. ENVIRONMENTAL AWARENESS OF POLISH FARMERS PARTICIPATING IN FADN
Autor | Anna Kłoczko-Gajewska, Piotr Sulewski |
Tytuł | ENVIRONMENTAL AWARENESS OF POLISH FARMERS PARTICIPATING IN FADN |
Title | |
Słowa kluczowe | sustainable development, farmers, environmental awareness |
Key words | |
Abstrakt | A prerequisite to manage farms in line with the sustainability concept is to be aware of the potential impact of farming practices on environmental and social issues. In this paper we tried to describe and assess environmental awareness of Polish farmers. Basing on the representative sample of 600 farms participating in the FADN we have carried out interviews concerning the farmers’ awareness of environmental problems and potential influence of farming practices on the natural environment, as well as the concept of sustainable agriculture. The results show that the farmers have a relatively high environmental awareness (at least in declarations). Farmers with higher economic potential and participating in agri-environmental schemes are more likely to know the concept of sustainable farming, than the remaining ones. |

Słowa kluczowe | environmental policy, sustainability, innovation, effect |
Key words | |
Abstrakt | The article presents the principles of environmental policy implementation in Ukraine and its social, economic and ecological impact in accordance with objectives of the Environmental Strategy of Ukraine for 2020. It is stated that activities of industrial enterprises lead to the most significant negative influence on the environment. The relation between environmental policy and atmospheric air emissions is determined using regression analysis. It is also proved that innovations can be viewed as a driver for realization of environmental policy. Measures for the environmental policy improvement in Ukraine refer to state and local control and imply a set of innovative actions in industrial production. |

Słowa kluczowe | environmental burden, eco-efficiency, eco-effectiveness, sustainable development, agriculture, EU regions |
Key words | |
Abstrakt | The main goal of the article is to compare three approaches to measuring environmental sustainability in agriculture: (1) environmental burden index, (2) sustainable value of eco-efficient production and (3) sustainable value of eco-effective farm, applied by the authors to the sample of 125 EUFADN regions in 2015. The study indicate a fundamental problem: the notion of environmental sustainability in agriculture differs depending on the criterion we apply. The authors recognized a principle trade-off in CAP which consist of compensating strain on the natural environment with production or with public goods provision. The choice between these two effects is crucial to draw a consistent development path for the Common Agricultural Policy. |

Słowa kluczowe | social sustainability, agricultural farms, economic size, the EU countries |
Key words | |
Abstrakt | The aim of the paper was to identify different levels of social sustainability in farms of various economic sizes (6 sizes) in the EU countries. The study is based on the Sustainable Value (SV) method, which is valueoriented, measured as the sustainability of agriculture at the micro-economic level (e.g. agricultural farm). To be able to compare farms among themselves, an RTC was calculated. The FADN database for the years 2004–2015 was used in the article, analysing very small (I) and very large (VI) farms more closely. It identifies countries, where farms made a positive contribution to social sustainability and those, compared to the EU average, which need mainly institutional support in order to bridge the gap with the best. |

Key words | food supply, European Union, changes, Platform, sustainable diets |
Abstrakt | This paper presents the changes in food supply in selected EU Member states and average EU+ after the establishment of the European Platform for Action in the field of Diet, Physical Activity and Health in 2005. The per capita annual supply of vegetables, fruits, pulses, sugar & sweeteners and the daily values of calories and fat are analysed based on FAO Food Balance Sheet (FBS) data. The supply of vegetables in the EU has decreased since 2005 while that of fruits, pulses and sugar & sweeteners, as well as energy and fat have not changed significantly. The 313 voluntary commitments of Platform members, aimed at promoting healthier food choices and life styles in the region do not seem to have had a significant impact on food supply at population level. Firmer policy measures, incl. fiscal regulations are needed to support these voluntary actions. Sustainability issues should be included in the health-oriented initiatives as food choices contribute not only to the health of individuals but also of the environment as a whole. |

Title | The Role of the Common Agricultural Policy in Creating Agricultural Incomes in the European Union in the Context of Socio-Economic Sustainability |
Słowa kluczowe | wspólna polityka rolna, subsydia, zrównoważenie ekonomiczno-społeczne, dochody rolnicze, kraje UE. |
Key words | Common Agricultural Policy, subsidies, economic and social sustainability, farm incomes, panel analysis, EU countries |
Abstrakt | Celem publikacji jest określenie wpływu subsudiów wspólnej polityki rolnej (WPR) na poziom ekonomicznego i społecznego zrównoważenia gospodarstw rolnych w krajach Unii Europejskiej. Zakres przestrzenny obejmuje wszystkie kraje UE, a zakres czasowy lata 2005-2015. To prowadzi do wzrostu dysparytetu dochodów pomiędzy małymi, średnimi i dużymi podmiotami. |
Abstract | The aim of the paper is to determine the influence of the Common Agricultural Policy’s (CAP) subsidies on the level of economic and social sustainability of farms in the European Union countries. Spatial scope covers all EU countries and the time range covers the years of 2005-2015. The main finding is that, thanks to the CAP support, the average income of farm households is approaching the average income of non-agricultural sectors, but distribution of this support is uneven among the farms. This leads to an increase in income disparities for small, medium and large farms. In other words, the EU’s agricultural policy improves the general level of economic sustainability of the agricultural sector, but it is not an instrument serving the income equilibrium (as a social element of sustainability). From the point of view of the sustainable development paradigm, support for agriculture should be continued to prevent deprivation of agricultural income in relation to non-agricultural income. However the structure of CAP support should be changed towards a more equable distribution of money, as it now leads to differentiation of income of small and large farms. |

Title | |
Słowa kluczowe | rural territories; sustainable development; economic activities |
Key words | |
Abstrakt | Rural territory is an important part of the community’s living space, moreover, it is a living space for sustainable and smart development. With the growing public demand for a healthy living environment and healthy food, the role of rural territory as a living space for community and the necessity to maintain its sustainable development is increasing. However, the sustainability of rural territories as a living space will be preserved only when residents are ready for changes and if national institutions and local governments are promoting trends politically and practically. The aim of the research: to examine economic activity in the rural areas of Latvia with regard to promoting the sustainable and smart development direction during 2009–2016 and to assess the results achieved. An analysis of the information on entrepreneurship expansion used in the research allows making a number of conclusions. Even though Latvia has the lowest competitiveness rating among Poland, Lithuania, Latvia and Estonia, at the same time, it is characterized by the highest growth rates and small distances among these countries. The reduction of these differences was significantly influenced by economic activity expansion, including the knowledge economy segment in Latvia. The growth of the economy in the rural territories surpasses the growth rates in major cities. The rural space has confirmed its suitability for the innovative functioning and growth of the economy. |

Turkowski K. TOWARDS SUSTAINABLE AQUACULTURE IN POLAND
Autor | Konrad Turkowski |
Tytuł | TOWARDS SUSTAINABLE AQUACULTURE IN POLAND |
Title | |
Słowa kluczowe | aquaculture, adaptation, sustainability |
Key words | |
Abstrakt | In the late 1980s, inland aquaculture in Poland produced about 20 and 4 thousand tonnes of carp and trout, respectively. In 2016, the total volume of the sector’s production increased to over 35 thousand tonnes, including 18 and 16 thousand tonnes of the two species and above 1 thousand tonnes of another fish. This constitutes 94% of total catches of inland fish and about 15% including sea fishing. Globally, roughly 50% of seafood supply is produced by aquaculture, and farmed fish production exceeds that of farmed beef. The EU’s Blue Growth Strategy identifies aquaculture as a sector which could boost economic growth across Europe. The key challenges in the Polish aquaculture sector is significant production growth to 49 thousand tonnes by 2020 and increasing its competitiveness by using resources more effectively, supporting the market by building distribution chains, improving the quality of products and marketing, as well as increasing contribution to environmental protection. |
