Abstract

The article presents the organisational and legal conditions behind a municipal waste management system. The authors reviewed the subject literature on the functioning of local government and public services theory, focusing on municipal waste management. The paper also contains acts governing international and national law. They define, in the light of the central hierarchy of waste, the types and magnitude of necessary measures to be implemented in this area. They cover both requirements of quantity and quality.
