Obecnie, mimo postępu jaki nastąpił w tej dziedzinie w ostatnich latach, nadal istnieją dość znaczne dysproporcje w dostępie do podstawowych urządzeń infrastruktury ekologicznej. Zróżnicowanie to dotyczy nie tylko województw ale także powiatów i gmin.
Abstract	According to the EU sustainable development presumptions the extension and modernization of natural environmental protection infrastructure is still one the most significant aims of the Rural Development Plans. Currently, in spite of a progress which has recently been made in this area, there are still quite large disproportions in the availability of basic facilities of ecological infrastructure. This differentiation is concerning not only the voivodeships, but also districts and communes.

Abstrakt	W opracowaniu przedstawiono rozważania nad rolę płatności bezpośrednich w systemie wsparcia gospodarstw rolnych Unii Europejskiej. Przeanalizowano znaczenie oraz wskazano istniejące słabości stosowanego systemu a także korzystne przekształcenia inspirowane płatnościami bezpośrednimi. Zmiana czynników w otoczeniu zewnętrznym rodzi konieczność redefinicji celów polityki wsparcia i potrzebą przekształceń w istniejącym instrumentarium WPR. W odpowiedzi na budzące się pytania na temat dalszego losu płatności bezpośrednich przedstawiono możliwości usprawnienia całego systemu przy uwzględnieniu oczekiwań ze strony Polski. W konkluzji podkreślono, iż w nowych warunkach istnieje nadal potrzeba podtrzymywania płatności bezpośrednich jako narzędzia komplementarnego z innymi rozwiązaniami.
Abstract	Considerations over the direct payments in the support regime of farms in the European Union are presented. Their meaning is analysed and the existing weaknesses are indicated, as well as the beneficial transformations inspired by the direct payments. Necessity of redefinition of aims of the agricultural support policy and a need of transformations in the CAP instruments are generated by the changes in the external environment. In response to questions arising about the future fate of the direct payments some possibilities of improvement of the existing system with regard to Polands expectations are discussed. In the conclusion it is underlined that under new circumstances it is necessary to maintain the direct payments, but as a tool complementary to other solutions

Abstrakt	Celem pracy było określenie zakresu i poziomu korzystania przez gospodarstwa sadownicze na Lubelszczyźnie ze wsparcia finansowego z funduszy unijnych przed i po akcesji Polski do Unii Europejskiej. Badania przeprowadzono w 65 gospodarstwach położonych w województwie lubelskim. Zastosowano metodę wywiadu bezpośredniego na podstawie kwestionariusza ankiety. Stwierdzono, że wykorzystanie środków z programów pomocowych było bardzo niskie. Najczęściej producenci korzystali z płatności bezpośrednich, a pozostałe programy były wykorzystywane w niewielkim stopniu. środki pieniężne przeznaczano m.in. na powiększanie areału upraw, poprawę zaplecza przechowalniczego i infrastruktury oraz zakup maszyn i sprzętu rolniczego. Głównymi powodami niskiego korzystania z pomocy unijnej były brak informacji, zbyt dużo formalności, brak własnych środków finansowych na pokrycie kosztów inwestycji oraz obawa przed zaciąganiem kredytów. Wykorzystanie wsparcia będzie się zwiększało pod warunkiem zwrócenia większej uwagi na edukację potencjalnych beneficjentów oraz uproszczenia procedur związanych z pozyskiwaniem środków pomocowych
Abstract	The aim of the research was to determine the scope and the level of financial support from the EU funds to the orchard farms in the Lubelszczyzna region before and after Polish accession to the European Union. 65 orchard farmers in the Lubelskie province were interviewed by using standard questionnaires. It was stated that the level of use of means from the European programmes was very low. Producers most often took advantage of direct payments and other programmes were used to a small degree. Financial means were used for increasing the cropped area, improvement of fruit storage facilities and farm infrastructure as well as for purchase of machinery and other agricultural equipment. Lack of information, too much of formality, lack of own financial means for covering the own costs of investments and also a fear of taking bank credits were the main reasons of low popularity of the European Union support. The avail of financial support will be increased on condition that more attention is paid to the potential beneficiaries education and to simplification of procedures relevant to application for support.

Abstrakt	Celem pracy było przybliżenie najlepszych praktyk w zakresie realizacji programów rolno- środowiskowych w krajach członkowskich UE ze szczególnym uwzględnieniem doświadczeń programu rolnośrodowiskowego realizowanego w Polsce w latach 2004-2006. Materiał badawczy stanowiły dane Agencji Restrukturyzacji i Modernizacji Rolnictwa, Ministerstwa Rolnictwa i Rozwoju Wsi, EUROSTATu oraz wyniki raportów Komisji Europejskiej, Europejskiej Agencji Środowiska (EEA), WWF Światowego Funduszu Na Rzecz Przyrody. Z doświadczeń krajów UE wynika, że realizacja programów rolnośrodowiskowych może przynieść mierzalne efekty środowiskowe. Konieczne jest jednak dostosowanie pakietów programu do uwarunkowań przyrodniczych oraz stworzenie sprawnego systemu oceny, dzięki której programy te będą skutecznie monitorowane. Pozwoli to kontrolować rożnice między zadaniami i rezultatami poszczególnych pakietów, a także lepiej zsynchronizować rozwój rolnictwa z ochroną przyrody
Abstract	The aim of this article was to show the best experiences of agri-environmental programme in the EU countries with particular regard paid to the agri-environmental programme which was realized in Poland in years 2004-2006. The data were taken from the Agency for Agriculture Restructuring and Modernisation, EUROSTAT and the reports by European Commission, European Environmental Agency and World Wildlife Fund for a living planet. The European Union countries experiences showed that realization of agri-environmental programmes can give good environmental results. It is necessary to adjust packages of the programme to the natural conditions and create good evaluation system which can help to control this programme. It will help to control differences between tasks and results in individual packages and better connect the agricultural development with the evironmental protection

Abstrakt	W artykule dokonano przeglądu Wspólnej Polityki Rolnej Unii Europejskiej, ze szczególnym uwzględnieniem płatności bezpośrednich. Autorka podjęła próbę oceny proponowanych zmian na lata 2013-2020 z punktu widzenia Polski. Obecnie w krajach członkowskich UE toczy się dyskusja w zakresie zmian budżetu UE, zmniejszenia wydatków na pierwszy filar WPR, a także zwiększenia wydatków na rozwój obszarów wiejskich (II filar). Ważną kwestię poddaną dyskusji są zasady współzależności i modulacji, a także koncepcja refinansowania części wydatków na płatności bezpośrednie z budżetów krajowych poszczególnych państw członkowskich.
Abstract	The aim of this paper was to analyze the changes of direct payments of the CAP. During the last 15 years the CAP has changed in response to pressures from the European society and its evolving economy. The 2003 reform marked a new phase in this process, introducing decoupled direct payments, via the Single Payment Scheme, in most sectors of the first pillar of CAP and strengthening Rural Development policy in the second pillar. In the direct aid system we need to seek ways to make the system simpler and more efficient for farmers. To do so, Member States will be given the opportunity to change their implementation models by moving towards a flatter rate of aid. The linkage between the payments that farmers receive and the farmers obligations in the areas of environmental protection, human, animal and plant health as well as animal welfare has also to be made clearer for farmers

Abstrakt	W pracy przedstawiono długookresową analizę zmian w produkcji i handlu zagranicznym roślinami ozdobnymi w Polsce w ciągu ostatnich 15 lat, której celem było wskazanie wpływu integracji z Unią Europejską na rozwój produkcji kwiaciarskiej w Polsce. Badania wykazały, iż pomimo istnienia wysokich barier celnych, od 1990 roku systematycznie wzrastał import produktów kwiaciarskich do Polski, ale nie był on przeszkodą w ponownym rozwoju krajowej produkcji. Powierzchnia osłon z uprawami roślin ozdobnych wzrosła z 629 ha do 880 ha, szkółek ozdobnych z 550 ha do 4 400 ha i reprodukcji cebul kwiatowych z 500 do 1200 ha. Od dnia naszej integracji (w 2004 rok) nie odnotowano wzrostu importu, ale przeciwnie, jego spadek. Był to, podobnie jak wyhamowanie krajowej produkcji, wynik częściowego nasycenia się krajowego rynku. Analiza eksportu wykazała, iż Polska jest rosnącym eksporterem szkółkarskiego materiału ozdobnego i ten eksport należy wykorzystał dla rozwoju sektora. Nie należy natomiast spodziewał się wyrażanego wzrostu produkcji pod osłonami oraz produkcji cebul kwiatowych
Abstract	Long term analyzes of the ornamental plants’ production and foreign trade in Poland during the last 15 years have been done to show the influence of our integration with UE on Polish floricultural production. It was found that in spite of the high tariffs the import of floricultural products to Poland increased systematically from 1990, but it was not a barrier in the development of domestic production. The estimated acreage of flower cultivation under cover increased from 629 hectares do 880 hectares, acreage of ornamental nursery production from 550 hectares to 4400 hectares hectares and that of bulb production from 500 hectares hectares to 1200 hectares. From the day of our integration with UE (in 2004) instead of increase a decrease of imports was observed as an effect of a partly satisfied demand. The export analyzes showed that Poland is a rising exporter of the ornamental nursery plants and that it is necessary to exploit our advantage for developing this sector. However no significant increase of either the flower production under cover or of bulbs production is expected.

Abstract	The paper aims to analyze the changes in balancing of financial liquidity that took place in the European Union’s agricultural farms in the years 1989–2005. The comparative analysis was executed for chosen types of farms, namely: field crops (TF13), diary farms (TF41) and granivores livestock (TF50) based on current ratio. There were analyzed data collected by the EU Farm Accountancy Data Network. The results show that in analyzed period the average value of current ratio for chosen types of farms was at the level 2.5–4.5 comparing to 3.75–4.75 for all farms. Comparing only the chosen types of farms in 2005 the average values of their current ratio was very similar: 3.72–3.99, which is higher than recommended optimal value 1.5–2.0. However the current ratio values differs signify cantly among countries and were changing with no correlation. This did not allow to determine a trend for different types of farms in whole European Union. Regardless the type of farming low values of current ratio are observed in Denmark and Great Britain, the average values in Germany and France and the high values in Belgium, Italy, Portugal and Finland. The differences in current ratio between EU countries seams to be more significant than the differences between analyzed types of farming

Abstract	The paper presents the average value of financial standing indicators (liquidity, debt, activity and profitability ratios) for group of agricultural holdings included into FADN. Data concern 2004 and have been presented for EU countries. Furthermore, the multi-dimensional statistical analysis of the financial results recorded by agricultural farms were conducted. As a result of grouping four homogeneous clusters of farms in the EU were identified. These groups are characterized by different value of the analyzed indicators. The analysis confirms thus the occurrence of considerable diversification of the financial performance in the EU countries. The research shows also that holdings in some “new” EU countries can be competitive for holdings in the EU-15

Abstract	Joint stock companies from food sector quoted at the end of 2006 at the Stock Exchange in Warsaw have been gaining better and better financial results after the deterioration of economic situation, which took place at the beginning of this decade. It is possible to notice decided improvement of property and financial situation after 2004, it means after Polish joining the European Union. Thanks to investments made by the investigated companies before the access and opening new markets the improvement of the level of chosen factors of financial analysis was done. It confirms increase of sales and property management effectiveness.

Abstract	The paper aims to analyze the system of public subsidies for animals’ breeding companies under the supervision of the State Treasury. The subsidy system for companies that breed and reproduce animals have had to be adapted to requirements of public aid regulated by the law of the European Union. It resulted with the gradual limitation of subsidies for analyzed companies. The paper presents an assessment of the subsidies system for the animal breeding enterprises, which was in force during the 2000–2007, along with its future developments. There is also executed an analyse of the subsidies level in 2001–2005 and showed their influence on financial situation of investigated companies

Abstract	The paper aims to analyze the sources of financing investment activities in selected farms of Podkarpacie region, using the criteria of the investment’s value. It shows that investments were mainly financed by the European Union’s structural funds, following own sources, then credits and loans. The paper argues that such order of sources of financing may originate form the fact that farmers tend to avoid the credit market and want to gain access to the capital on lowest possible cost. At the same time, when the value of investment increases, the role of own founds significantly decreases, and accordingly grows the share of commercial credits. The results shows that financing based on the sources from EU structural funds contributes to increase of farms’ own capital and accordingly to reduction of financial risk

Abstract	The paper aims to evaluate the funds spent on environmental protection by various companies according to the compulsory commitments imposed by the European Union. The conducted analysis proved that Polish companies had taken over the dominant role from the State in financing expenditures on the environmental protection. Nevertheless, the state environmental policies scheduled for 2003–2006, and prolonged later for 2007–2010 have not been completed entirely yet. This is the reason why EU funds should be enlarged and in consequence contribute more to the growth of expenditures spent on environmental investments in private companies too

Abstract	Historical changes initiated in Poland at the end of the nineties, followed by integration with the European Union, have forced Poland to face a lot of challenges throughout the economy. Amongst these, there are those concerning the information systems which assist the estimation of the financial standing of the agriculture sector and individual farms. The article presents the current legal regulations and farmers’ duties regarding financial reporting. The first regulation, applicable to only a very small group of farmers, is the accounting act of law. A larger group of agricultural enterprises have to provide documentation related to profits and value added tax. The third group is those farmers who agreed to participate in the Farm Accountancy Data Network – FADN. The article concludes that despite the various legal regulations which obligate disclosure, financial information about the agricultural sector and individual farms is almost non-existent

Abstract	The aim of his article is to present the situation of the dairy market in China and India in relation to the European Union and particularly Poland. The analysis has been based on the data provided by International Farm Comparison Network (IFCN). Milk production in China and India is developing very dynamically. In 1981–2004 milk production in India increased over three times whereas in China more than eight times. Dairy production is stimulated by the domestic demand. In China in 2000–2005 milk consumption increased from 9.7 to 22.6 kg per capita per year. It has been estimated that in the following 4 years milk demand in China will double. Increasing demand along with not sufficient production capacity in China may trigger the increase in milk import. The estimated deficiency of milk products in next 4 years may amount from 13 up to 23 million tons. This situation creates new opportunities for the exporters of dairy products (the UE, Poland)

Abstract	In presented paper changes in the sugar production and in the nursery of the sugar beet in the EU brought about were described with implementing the reform of the market of the sugar. An too small interest in limiting the sugar production in 2007 caused the yr the European Commission modified principles of the reform and a possibility of the resignation led farmers from the right into the cultivation of the sugar beet in exchange for high bonuses in the framework of the so-called farmer’s initiative. At the same time they enabled sugar factories to assume this initiative under the condition of limiting the sugar production, in case of Poland, by the 13.5%. All sugar concerns took advantage of this possibility. However it turned out, that considerable part of farmers, on account of the low profitability of the cultivation of the sugar beet, doesn’t want to plant this plant. In April 2008 yr, sugar concerns had a problem with contracting the essential amount of the raw material. Therefore they persuaded farmers which relinquished their right to the cultivation to produce the raw material in frames of the limit of the sugar factory. However such a situation can cause, that Poland will become the net importer of the sugar, or else the domestic production in 2008 will be shorter than the demand
