Abstrakt	Celem artykułu jest przedstawienie zmian zachodzących w polskim przemyśle spożywczym po akcesji Polski do Unii Europejskiej oraz ukazanie jego pozycji na tle innych krajów UE. Od momentu wejścia Polski w struktury UE polski przemysł spożywczy zaczął funkcjonować na jednolitym rynku europejskim, co w istotny sposób wpłynęło na jego rozwój. Ponadto w artykule określono wysokość poziomu wsparcia dla tego działu gospodarki ze środków Wspólnej Polityki Rolnej. W celu ustalenia znaczenia przemysłu spożywczego dokonano analizy struktury podmiotowej, wolumenu produkcji, zatrudnienia oraz przedstawiono udział w całej gospodarce narodowej. Następnie odniesiono go do przemysłu spożywczego Unii Europejskiej i na podstawie otrzymanych wyników określono miejsce polskiego przemysłu spożywczego w unijnym przemyśle spożywczym. Analizy przeprowadzono w oparciu o dane Eurostatu oraz dane pochodzące z Roczników Statystycznych Przemysłu i Agencji Restrukturyzacji i Modernizacji Rolnictwa.
Abstract	The aim of this article is to present the changes in the Polish food industry after the Polish accession to the European Union and show position of Polish food to other EU countries. Also specified the height of the level of support for this sector of the economy from the Common Agricultural Policy. Since its entry into the EU structures Polish food industry began to operate in the Single European Market, which significantly contributed to its development. In order to determine the role of this department economy analyzed its structure, the volume of production and employment. It also presents the share of the food industry in the national economy. Then, reference Polish food industry to the European Union and on the basis of the results specified place of the food industry in the EU food industry. Analyses were carried out on the basis of Eurostat data and data from Statistical Yearbooks of Industry and the Agency for Restructuring and Modernisation of Agriculture (ARMA).

Abstrakt	Artykuł prezentuje rodzaje, skalę i znaczenie wsparcia małych i średnich przedsiębiorstw z funduszy strukturalnych w Polsce, od momentu przystąpienia do Unii Europejskiej do chwili obecnej. W artykule przedstawiono definicję małych i średnich przedsiębiorstw oraz rodzaje bezzwrotnego oraz zwrotnego wsparcia finansowego z UE. W opracowaniu pokazano także wysokość wsparcia uzyskanego przez Polskę w ramach poszczególnych programów operacyjnych, w perspektywach finansowych 2004-2006 i 2007-2013 a także możliwości wsparcia tego sektora w bieżącej perspektywie 2014- 2020. Na podstawie analizy danych otrzymanych z Polskiej Agencji Rozwoju Przedsiębiorczości przedstawiono ewolucję dotychczasowych form wsparcia sektora MSP w kontekście rozwiązań bieżącej perspektywy finansowej.
Abstract	This article presents the types, scale and importance of supporting small and medium size enterprises from the structural funds in Poland since the accession to the European Union to the present time. The article presents the definition of small and medium size enterprises and the types of non-refundable and refundable financial support from the EU. The study also shows the amount of support received by Poland in the framework of individual operating programs in the financial perspective of 2004-2006 and 2007-2013 and the possibilities of supporting the sector in the current perspective of 2014-2020. Based on the analysis of data obtained from the Polish Agency for Enterprise Development, the evolution of existing forms of support for the SME sector in the context of solutions offered by the current financial perspective was presented.

Abstrakt	In the period 1990–2013 sugar industry in Poland faced numerous legal transformations, shifting from nearly free-market conditions into a strongly regulated sector. Changes of the sugar industry regulations had a significant impact on the structure of the sugar market, companies’ actions and, as a result, on their performance. Accession to the European Union and the reform of the sugar regime conducted from 2006 to 2010 on the initiative of the European Commission involved deep restructuring and modernization of the factories, which caused growth of their productivity. However, prices of sugar in the EU and in Poland are much higher than prices on the world market.

Title	Changes in agriculture of Podlaskie region after accession to the European Union

Abstrakt	The objective of this paper was to assess major changes within agricultural economic activities in Podlaskie region (NUTS 2) which occurred between 2002 and 2012. These economic changes in family farms (a dominant form of farming in Podlaskie) across the region were found to be substantial as a result of implementation of the funds offered by the European Union (EU) within Common Agricultural Policy (CAP). Over this period the number of farms in the region decreased by 13%, average Utilized Agricultural Area (UAA) of commercial farms increased up to 11.38 ha, and livestock production increased substantially. Additionally, structure and intensity of non-agricultural activities in farm households both on- and off-farm improved. Livestock production predominated (approaching to 90%) within commercial agricultural production; dairy production was approximately 50% of total livestock production. It was proved that the EU funds implemented to Polish agriculture over 10 years, since 2004 until 2012, caused more diversification and multi-functionality and, through this, more sustainable economic activity in family farms across Podlaskie region.

Abstrakt	With the entry into the European Union in 2004, Poland is obliged to observe the rules of the Common Agricultural Policy. One of the important areas of this policy is to preserve natural values of the countryside by supporting sustainable agriculture. Thanks to the financial support under the Rural Development Plan (2004–2007) and the Rural Development Programme (2007–2013), Polish farmers received the opportunity to use pro-environmental management methods. This study is devoted to characterizing the main tool to support environmental protection in rural areas of the RDP (2007–2013), namely agri-environmental program. Based on the survey, it was revealed that Poland was one of the countries that received the largest amount of funds for agri-environmental measures. It was also found out that the compensation due to changes in the intensity of production were the main impetus for pro-environmental action.

Abstrakt	The paper presents selected issues concerning de minimis aid in agriculture in budget years 2014–2020. It analyses both a new Commission Regulation (EU) No 1408/2013 and Polish regulations. The paper presents not only general principles relating to granting de minimis aid but it also shows some specific conditions relating, inter alia, to help given while purchasing seed grain, to remission or division into instalments receivables of Agricultural Property Agency and to liming of agriculture soil. The article also mentions some economic data showing the maximum cumulative amount of de minimis aid in agriculture in particular European Union countries in 2007–2013 and 2014–2020. Finally, the paper highlights the diverse nature of the aid in question as the aid can be granted in the form of an administrative decision or a civil-law contract.

The author shows changes in production, consumption, foreign trade and prices, of the main stakeholders (producers, consumers, exporters and importers), including Poland. Secondary sources of information were used for the analysis, originating from Faostat 2012 and GUS data bases. The analysis was carried out under a research project (grant agreement No 3745/B/H03/2011/40), which was funded by National Science Centre. The analysis involved comparative as well as descriptive methods.

Abstrakt	This article touches upon the problem of identification and evaluation of the productive significance of urban agriculture, with the emphasis on both the analysis of its state and the changes in agrarian structure. The temporal scope covers the years 2002–2010, while the spatial scope covers only the provincial cities in Poland. Results of the conducted analyses show that very dynamic agrarian changes have taken place in provincial cities; these changes have been particularly visible in big cities. A 25% decrease in the number of farms with the areas up to 1 ha of agricultural land and almost a threefold increase in the number of individual farms with the areas above 20 ha of agricultural land has been noted down in all the provincial cities. As a result, the average surface of individual farms above 1 ha of agricultural land in cities has increased five times quicker than it is visible in Poland.

Abstrakt	Harmonizacja systemów podatkowych w krajach członkowskich Unii Europejskiej jest jednym z najważniejszych zadań, które stoją przed władzami Wspólnoty na drodze do zacieśnienia współpracy międzynarodowej i przejścia na kolejny etap integracji, którym jest unia gospodarcza. W związku z powyższym, celem badań własnych była analiza systemów podatkowych istniejących w polskim i europejskim rolnictwie. Bardzo ważne było także poznanie opinii polskich i zagranicznych rolników dotyczących systemu opodatkowania, jego wad i zalet, a także poglądów na temat harmonizacji podatków i proponowanych rozwiązań mających ułatwić władzom ujednolicenie prawa podatkowego we wszystkich krajach. Unii. Badanie ankietowe przeprowadzono w II połowie 2013 r. w grupie 230 właścicieli gospodarstw rolnych (140 polskich, 90 zagranicznych). Polska i Niemcy to kraje, w których – wg opinii rolników – system opodatkowania jest nieuporządkowany, niesprawiedliwy i nieefektywny. Średnia ocena systemu oraz poszczególnych jego komponentów w skali 1–5 (1 – bardzo słabo, 5 – bardzo dobrze) kształtuje się na poziomie dostatecznym (3). Taka sytuacja spowodowana jest głównie brakiem stabilności przepisów, a także licznymi reformami, które – choć zapowiadane – dotychczas nie weszły w życie. Nieco lepiej rozwiązania w zakresie opodatkowania oceniają Francuzi, Grecy oraz Szwedzi (4). Należy również zaznaczyć, że aż 60% badanych w Polsce popiera likwidację podatku rolnego i wprowadzenie dochodowego.
Abstract	Harmonisation of tax systems in the European Union member states is one of the most important tasks faced by the authorities of the Union on the path to tightening the international cooperation and transition to the next stage of integration that the economic union is. Thus, the analysis of the tax systems functioning in the Polish and European agriculture was the objective of own studies. Obtaining knowledge concerning the opinions of Polish farmers and those operating abroad on the taxation system, its strengths and weaknesses as well as the opinions on the issue of harmonisation of taxes in the Community and the proposed solutions aimed at facilitating standardisation of the tax law to the authorities of all the Union countries was also very important. Questionnaire based surveys were conducted during the second half of 2013 among 230 owners of agricultural farms (140 in Poland and 90 foreign). Poland and Germany are the countries where according to the farmers’ opinions the tax system is unorganised, unjust and ineffective. The average rating of the system and its individual components according to the 1 – 5 scale (1 – very poor, 5 – very good) was at the satisfactory (3) level. That situation is caused mainly by lack of stability of the regulations as well as numerous reforms which, although announced, have not been implemented so far. The taxation solutions were ranked slightly better ((good) by the French, Greeks and Swedes. It should also be pointed out that as many as 60% of the Polish farmers covered support liquidation of the agricultural tax and implementation of the income tax.

Abstrakt
Abstract	In the paper are evaluated changes and development in consumption of milk and dairy products in recent years from accession of Slovakia to the European Union in 2004. Consumption of milk and dairy products in Slovakia lags far behind countries of the former EU-15. Consumption of these products in the value milk free butter was 158.6 kg in 2012. Compared with ODP, dairy consumption 220 kg in 2012 was of 61.4 kg less and considering its importance is nutritionally unfavorable. Particularly unfavorable was consumption of drinking milk, which ensured recommended amount of food only at 60%. Only the consumption of cheese and curd was at the level of given recommended amount 10.1 kg.
