Wyzwania te wpisują się w realizację koncepcji zrównoważonego rozwoju i związanego z tym zatrzymania zmian klimatu oraz transformacji w kierunku gospodarki obiegu zamkniętego. Warto już obecnie, w dobie pandemii, przygotować strategię jak wykorzystać szanse rozwoju rolnictwa, aby po jej zakończeniu maksymalnie wykorzystać sytuację opierając się na zasadach określonych w EZŁ. W artykule przedstawiono szereg możliwości w tym zakresie. |
| Abstract | The aim of the article is to present the challenges in the field of agriculture related to implementing the European Green Deal (EGD). These challenges arise from the implementation of sustainable development strategies and the related efforts to arrest climate change and create a more circular economy. During this time of a global Covid-19 pandemic, it is worth preparing an approach, based on the principles set out in the EGD, that will maximize opportunities for agricultural development and which can be put into place as soon as the pandemic begins to wane. The article presents a number of possibilities in this regard. |

| Abstrakt | Improving production efficiency, increasing gross and marketable output is inextricablylinked to comprehensive intensification, that is, with the growth of additional investmentsin the development of agricultural production. The increase in capital investments isthe basis for strengthening and improving the material and technical base, and for implementingscientific and technological progress. Increasing the intensity of agriculture and animalhusbandry contributes to more efficient use of land and livestock, increasing crop yields andlivestock productivity. The main link between crop production and animal husbandry is feedproduction. Creating a solid feed base is the most important condition for the development ofanimal husbandry. Its state and level of development determine the possibility of increasingthe number of animals, increasing their productivity, improving the quality of products andreducing the cost of the latter. It is proved that the level of productivity of animals by 50-80%is determined by their feeding. Due to the importance of feed, it is necessary that their productionis ahead of the pace of needs (growth of livestock and its productivity). When forminga feed base, it is important to take into account not only the total volume of feed that willensure the production of a certain amount of products, but also their balance with nutrients.As a rule, feed, namely green feed, silage, haylage, is not a commodity product, that is, thereare no permanent markets for them. These types of feed are grown by those farms that areengaged in animal husbandry and must create their own raw material base for obtaining themain feed. |

| Abstrakt | The article analyzes the domestic and world methods of assessing the level of foodsecurity. The national peculiarities of food security are considered, its level in Ukraine is analyzedaccording to the indicators of daily energy value of human diet, consumption of differenttypes of food per capita, food structure and food independence. The calculated indicators ofadequacy of consumption for certain foods are quite low, in particular: fish and fish products;fruits, berries and grapes; milk and dairy products; meat and meat products. These indicatorsare evidence of an imbalance in the diet of the population, which is trying to provide their ownenergy needs through more affordable products. The key problem of food security in Ukrainetoday is the affordability of products. It is the low purchasing power of the population that insome way hinders the development of production and the economy as a whole. |

Data Collection method done by observation,direct interview, questionnaire and collect the data from related instance. The result of thisanalysis shows that: (1) Banyuwangi Festival Program (B-fest) successfully increase the numberof visitor in Kawah Ijen and Pulau Merah within total contribution of 75.9%; (2) The effectof sport tourism toward the change of local community in Kawah Ijen, on economic aspectcontribute 100%. On social aspect contribute 11.6%. Environmental aspect, edelweiss flowerno longer to be seen, Javan lutung and deer are rarely to be seen. Social Aspect contribute 2.6%toward people prosperity, 0.2% toward local satisfaction, 12.7% toward people participation;(3) Development strategy on sustainable sport tourism using the model of Sport tourismParticipation and oriented to tourism characteristic. |

Thestudy reveals sustainability dimensions that are lagging or require much greater attention,such as sustainable designs, environmental management, monitoring, safety and public healthprotection of tourists at airport facilities. In this study are presented useful solutions forsustainable airport designs that promote sustainability supporting an Integrated SustainableTourism Policy for Public Health Protection and Sustainable Development within associatedinfrastructures and airport facilities. Useful conclusions are made for the airport tourismindustry, sustainable infrastructures, environmental technologies, renewable resources,sanitary facilities and associative infrastructures developing innovative near-term solutions tomeet demands placed on it. |

| Abstrakt | The purpose of this paper was to assess the prevailing relationships in the supply structure of the agribusiness sector in European Union countries over the years. The study focused on 25 European Union countries (Cyprus, Luxembourg and Malta were excluded) to address the changes in the supply structures of agriculture and food industries, the two major components of agribusiness. The study was of a dynamic nature. Although the study period was 2000–2014, this paper only presents the figures for the first and the last year, i.e. 2000 and 2014. The main focus was on drawing conclusions on the trends observed which proved to be relatively stable in the years covered. The input–output analysis was used by aggregating the sectors of the economy for a better transparency of the inference process. As shown by this study, EU countries at higher development levels witness a decline in the share of the chemical industry in the mix of goods and services supplied to agriculture. Conversely, less developed countries saw that ratio increase. Also, the share of goods supplied to agriculture from the fuel and energy sectors goes up in most EU countries. As regards the food industry, this study observed high shares of agriculture, services and self-supply in the supply structure of EU countries. This analysis extends the existing knowledge on the relationships in the structure of materials supplied to the agribusiness because in addition to agriculture itself (which was addressed by similar studies found in literature) it takes account of the food industry. Moreover, based on long-term observations, it endeavors to capture the prevailing relationships in several countries at a time. |

| Abstrakt | This paper aims to present the social cooperative movement in Poland’s rural areas as illustrated by social cooperatives operating in rural communes of the Masovian Voivodeship. Of the 32 units operating at least since 2014, only 10 have remained on the market. Based on the National Court Register data, the study examined activity profiles, employment levels, activity periods, founding entities and financial situations by using the method of indicators of dynamics and return on sales (ROS). Cooperatives were selected with regard to the legal nature of their founders in order to indicate any differences. The cooperatives established by legal persons had a stable financial situation in the case of 80% of the analysed entities. All of them recorded an increase in revenues in comparison to the year before and 80% of them reported a profit and a positive ROS. 80% of the entities established by natural persons generated a loss from conducted activities and a negative ROS in the last three years of conducted activities. The research results showed that the greatest chances for development were found in cooperatives that were established by legal persons and which rendered services of general interest. |
| Abstract | Celem artykułu jest przedstawienie przedsiębiorczości społecznej na obszarach wiejskich na przykładzie spółdzielni socjalnych mających siedzibę w gminach wiejskich woj. mazowieckiego. Ustalono, że spośród 32 jednostek funkcjonujących co najmniej od 2014 roku, na rynku utrzymało się tylko 10. Na podstawie danych z KRS zbadano profil działalności, poziom zatrudnienia, okres prowadzenia działalności, podmioty założycielskie oraz sytuację finansową przy wykorzystaniu metody indeksów dynamiki oraz wskaźnika rentowności sprzedaży (ROS). Wyodrębniono spółdzielnie pod względem podmiotowości prawnej założycieli, celem wskazania różnic. Wśród podmiotów założonych przez osoby prawne występuje stabilna sytuacja finansowa dla 80% analizowanych jednostek. We wszystkich z nich nastąpił wzrost przychodów w porównaniu do roku ubiegłego a 80% z nich odnotowała zysk oraz dodatni ROS. Spośród spółdzielni założonych przez osoby fizyczne 80% wykazało stratę z prowadzonej działalności oraz ujemny ROS w trzech ostatnich latach prowadzonej działalności. Wyniki badań wykazały, że największe szanse na rozwój mają spółdzielnie socjalne założone przez osoby prawne i świadczące usługi użyteczności publicznej. |

| Abstrakt | The aim of the article is to reveal the essence of the shadow economy and its impact on the financial potential of a country. We have discovered that the shadow economy is an objective phenomenon which is inherent in the economic systems of all countries, and that its level is determined by the level of development of the economic system, the difficulty of identifying all possible variants of the shading processes, and the moral and cultural characteristics of the country. It has been established that the shadow economy plays a major role in developing countries and that the level of the shadow economy in advanced economies is significantly lower. Thus, due to the results of the correlation-regression analysis, an inverse relationship between the level of GDP and the shadow economy was established. A system of measures aimed at preventing and combating corruption is proposed. |
| Abstract | Celem opracowania jest określenie istoty szarej strefy i jej wpływu na potencjał finansowy kraju. Stwierdzono, że szara strefa jest zjawiskiem obiektywnym, nieodłącznym dla systemów gospodarczych wszystkich krajów. Poziom szarej strefy jest determinowany stopniem rozwoju systemu gospodarczego, trudnością w zidentyfikowaniu wszystkich możliwych wariantów procesów w jej ramach oraz moralnością, a nawet kulturą charakteryzującą dany kraj. Ustalono, że szara strefa odgrywa istotną rolę w krajach rozwijających się, natomiast jej poziom w gospodarkach rozwiniętych jest znacznie niższy. Na podstawie wyników analizy korelacji-regresji ustalono odwrotną zależność między poziomem PKB a wielkością szarej strefy. Zaproponowano system środków mających na celu zapobieganie i zwalczanie korupcji. |

| Abstrakt | When a country falls into a liquidity trap it means that its central bank lacks an effective expansionary monetary policy aimed at increasing consumption and investment demand. Market participants (households and enterprises), instead of increasing demand, accumulate a growing money supply in the form of cash. Keynes argued that for an economy in a liquidity trap, the only way to increase demand in the country and to stimulate the economy is to conduct expansionary fiscal policy by increasing government spending or reducing taxes. The aim of the research is to verify the empirical hypothesis of the liquidity trap in three of the largest economies in the world, formerly known as the Global Triad (i.e. the USA, the euro zone and Japan), after the 2008 financial crisis. Research methods based on literature studies in macroeconomics and finance, as well as statistical methods, were used in the study. All statistical data came from the statistical office of the European Union – EUROSTAT, and from the statistical database of the United Nations Conference on Trade and Development - UNCTADstat. |
| Abstract | Kiedy kraj wpada w pułapkę płynności, oznacza to, że jego bankowi centralnemu brakuje skutecznej, ekspansywnej polityki monetarnej mającej na celu zwiększenie popytu konsumpcyjnego i inwestycyjnego. Uczestnicy rynku (gospodarstwa domowe i przedsiębiorstwa) zamiast zwiększać popyt gromadzą rosnącą podaż pieniądza w postaci gotówki. Keynes argumentował, że dla gospodarki znajdującej się w pułapce płynności jedynym sposobem na zwiększenie popytu w kraju i pobudzenie gospodarki jest prowadzenie ekspansywnej polityki fiskalnej poprzez zwiększanie wydatków rządowych lub obniżanie podatków. Celem badań jest weryfikacja empirycznej hipotezy o pułapce płynności w trzech największych gospodarkach świata, znanych wcześniej jako Globalna Triada (tj. USA, strefa euro i Japonia), po kryzysie finansowym w 2008 roku. W pracy wykorzystano metody badawcze oparte na studiach literaturowych z zakresu makroekonomii i finansów oraz metody statystyczne. Wszystkie dane statystyczne pochodziły z urzędu statystycznego Unii Europejskiej - EUROSTAT oraz z bazy danych statystycznych Konferencji Narodów Zjednoczonych ds. Handlu i Rozwoju - UNCTADstat. |

| Abstrakt | The main purpose of the paper was to identify and present the situation and changes in the level of expenditure on public roads in Poland, taking into account the division of the country into voivodships. The data concerned the period from 2005 to 2017. Sources of materials were the analysis of available literature in the field of road transport, legal acts, data from the CSO database. The comparative method was used in the paper, dynamics indicators were evaluated, the Gini concentration coefficient was calculated and the degree of concentration was presented using the Lorenz curve. Pearson's linear correlation coefficients were also used. A descriptive, tabular and graphic method were used to present the results. Investment outlays on roads apply to both the construction of new roads and the repair of existing ones. Between 2005-2017, the length of public roads in Poland increased by 11% to 422,000 km. Changes in individual voivodships and in subsequent years varied. The largest increase in road length occurred in Podlaskie and Lublin, while the smallest was in Opole. The largest expenditure on public roads was incurred in 2009-2011, which was related to the preparation for the Euro 2012 football tournament, which took place in Poland and Ukraine. Investment outlays were related to the level of economic development of voivodships and the resources of public roads. The only exception to this rule occurred in 2009-2011, when many road investments were centrally financed by the government. |
| Abstract | Celem głównym pracy było rozpoznanie i przedstawienie sytuacji oraz zmian w poziomie wydatków na drogi publiczne. Badania dotyczyły Polski, z uwzględnieniem podziału na województwa. Dane dotyczyły lat 2005-2017. Źródła materiałów stanowiła analiza dostępnej literatury z zakresu transportu drogowego, akty prawne, dane z bazy danych GUS. W pracy wykorzystano metodę porównawczą, posługiwano się wskaźnikami dynamiki, obliczono współczynnik koncentracji Giniego oraz przedstawiono stopień koncentracji za pomocą krzywej Lorenza. Zastosowano również współczynniki korelacji liniowej Pearsona. Do prezentacji wyników badań zastosowano metodę opisową, tabelaryczna i graficzną. Nakłady inwestycyjne na drogi dotyczą zarówno budowy nowych dróg, jak również naprawy już istniejących. W latach 2005-2017 długość dróg publicznych w Polsce wzrosła o 11% do 422 tys. km. Zmiany w poszczególnych województwach i latach były zróżnicowane. Największy przyrost dróg nastąpił w województwach podlaskim i lubelskim, a najmniejszy w opolskim. Największe nakłady inwestycyjne na drogi publiczne poniesiono w latach 2009-2011, co było związane z przygotowaniem do turnieju piłkarskiego Euro 2012, który odbył się w Polsce i na Ukrainie. Nakłady inwestycyjne były związane z poziomem rozwoju gospodarczego województw oraz z zasobem dróg publicznych. Jedyny wyjątek od tej reguły wystąpił w latach 2009-2011, gdy centralnie finansowano wiele inwestycji drogowych. |

| Abstrakt | Wybuch pandemii COVID-19 na początku 2020 r. w sposób istotny zmienił uwarunkowania rozwoju wymiany handlowej produktami rolno-spożywczymi. Celem artykułu jest próba oceny wpływu pierwszych miesięcy pandemii COVID-19 na polski handel rolno-spożywczy. Analizy dokonano na podstawie niepublikowanych danych Ministerstwa Finansów, stosując metodę statystyczno-opisową. Z wstępnych danych handlowych za pierwsze półrocze 2020 r. wynikało, że poza nielicznymi wyjątkami polski eksport rolno-spożywczy dobrze radził sobie w okresie największych ograniczeń związanych z przemieszczaniem się ludności wprowadzonych wskutek pandemii COVID-19. Było to efektem m.in. tego, iż żywność jest produktem pierwszej potrzeby (tak, jak np. leki) i cechuje ją niższa elastyczność dochodowa popytu, a także relatywnie niewielkich zakłóceń w produkcji. |
| Abstract | The outbreak of the COVID-19 pandemic at the beginning of 2020 significantly changed the conditions for the development of trade in agri-food products. The aim of the article is to assess the impact of the first months of the COVID-19 pandemic on the agri-food trade of Poland. The analysis was based on unpublished data from the Ministry of Finance, using descriptive statistics method. Preliminary trade data for the first half of 2020 showed that with few expectations Polish agri-food exports performed well during lockdown, that is in the period of the greatest restrictions related to the movement of people introduced by the COVID-19 pandemic. It resulted, inter alia, from the fact that food is a basic necessity (such as e.g. medicines) and is characterized by lower income elasticity of demand, and also from relatively small disruptions in production. |

| Abstrakt | The deepening of the dualization of Ukraine's agriculture into "large" and "small" producers force the latters to search opportunities for competitive opposition to the firsts by intensive development of niche agriculture. The purpose of the study is to present the efficiency of niche agriculture in Ukraine, describing the main features of this branch and anticipating prospects and barriers to stable development. There are few scientific publications on this topic so far, so their use in the study was quite limited. Materials of specialized scientific conferences and publications of materials of practitioners are more widely used. The research methodology includes general methods (monographic, induction and deduction, analysis and synthesis, scientific generalization and abstraction) as well as economic research methods (comparisons, indexes). The results show, that niche agriculture in Ukraine is especially relevant for small farms, which can increase profitability not because of the number of products, but because of its niche character. Niche agriculture has advantages and disadvantages, so there is no reason to absolutize it as a panacea for all the problems of the small producers. The barriers to develop niche agriculture in Ukraine: the lack of the culture of consumption, of technology and of knowledge of niche products marketing. |

| Abstrakt | As the energy sector worldwide is largely based on fossil fuel consumption, the amount of global-scale carbon emissions continues to increase over the years. One of the most important reasons for the increase in emissions, the transportation sector, continues to develop with globalization. The development of land, sea, and air transport together with international trade brings environmental problems in parallel with the increase in energy consumption. Accordingly, it is estimated that one fourth of total carbon emissions today originate from the transportation sector. In this context, in order to combat environmental problems such as global warming and climate change on an international scale, initiatives such as the Paris Climate Agreement are being implemented and environmental policies to reduce the amount of emissions are being recommended. The aim of this study is to examine environmental policies, which have been discussed extensively in the literature, in terms of fiscal policy. In this context, fiscal policy tools such as taxes, subsidies, incentives, and regulations specific to the transport sector were discussed. This study, in which the descriptive method is used, argues that fiscal policy practices can be an effective method in reducing the amount of carbon emissions. |
| Abstract | Sektor energetyczny na całym świecie w dużej mierze opiera się na paliwach kopalnych, co skutkuje ciągłym wzrostem emisji dwutlenku węgla na skalę światową. Jedną z najważniejszych przyczyn wzrostu emisji jest sektor transportu, którego rozwój jest powiązany z procesami globalizacji. Rozwój transportu lądowego, morskiego i lotniczego wraz z handlem międzynarodowym i zwiększonym zużyciem energii powoduje problemy środowiskowe. W związku z tym szacuje się, że jedna czwarta całkowitej emisji dwutlenku węgla pochodzi obecnie z sektora transportu. W tym kontekście, w celu zwalczania problemów środowiskowych, takich jak globalne ocieplenie i zmiany klimatyczne w skali międzynarodowej, wdrażane są takie inicjatywy, jak porozumienie klimatyczne z Paryża, a także zalecana jest polityka środowiskowa mająca na celu zmniejszenie ilości emisji. Celem niniejszego opracowania jest analiza polityki środowiskowej, która była szeroko omawiana w literaturze, pod kątem polityki fiskalnej. W tym kontekście omówiono narzędzia polityki fiskalnej, takie jak podatki, dotacje, zachęty i przepisy specyficzne dla sektora transportu. Niniejsze badanie, w którym zastosowano metodę opisową, dowodzi, że praktyki polityki fiskalnej mogą być skuteczną metodą zmniejszania ilości emisji dwutlenku węgla. |

| Abstrakt | According to studies, Poland is the leader in the production of certain fruits and vegetables as well as certain food products. The development of discount chains is where the changes are visibly heading. The article presents the results of the most common places to buy fruits and vegetables. The research was carried out on a sample of 812 people. Research shows that consumers most often buy fruits and vegetables in super and hypermarkets, with supermarkets being chosen most often when purchasing all food products. The smallest percentage of respondents declared making food purchases in bazaars and markets. The place of purchase is an important factor for choosing food. |
| Abstract | Jak wynika z badań, Polska jest liderem w produkcji niektórych owoców i warzyw, a także producentem wybranej żywności. Najbardziej widoczny kierunek zmian stanowi rozwój sieci dyskontowych. W artykule zaprezentowano wyniki dotyczące najczęstszego miejsca zakupu żywności owoców i warzyw, które uzyskano na próbie 812 osób. Jak wynika z badań, konsumenci najczęściej kupują owoce i warzywa w super- i hipermarketach, markety natomiast są wybierane najczęściej w przypadku zakupu całej żywności. Najmniejszy odsetek respondentów dokonuje zakupu żywności na bazarach i targowiskach. Dla 70% respondentów miejsce zakupu jest istotnym czynnikiem decydującym o wyborze żywności. |

| Abstrakt | The purpose of this study is to identify the global trends in bioeconomic development and to develop the Concept of a State Strategy of Bioeconomic Development in Ukraine for the period until 2030. The authors define the bioeconomy as a set of industries that ensure the sustainable use of renewable resources, the use of biotechnologies for production while reducing the potential environmental damage, contributing to the innovative development of relevant sectors, and providing positive aspects of socio-economic development. The article formulates approaches to measuring the state and effectiveness of the bioeconomic development in Ukraine and the EU countries. Based on the analysis of world experience, it is concluded that to accelerate the development of the bioeconomy in Ukraine, it is necessary to develop the Strategy for the development of the bioeconomy in Ukraine. The conceptual foundations of such a Strategy have been developed by the authors of the article. The results of the study are the basis for the development and implementation of the State Strategy for the Development of Bioeconomy in Ukraine. The relevance of this study is determined by the absence of the Bioeconomic Development Strategy in Ukraine, which makes it difficult for the country to reach a new technological and innovative level of development. At the same time, the development and implementation of this Strategy will help Ukraine enter the international system of production of new knowledge and technologies. |

| Abstrakt | This paper addresses issues regarding the new government initiative Local Gastronomic Points to develop rural areas with agritourism potential in Romania by highlighting the local gastronomy. The main objective of this research is to identify how the concept of Local Gastronomic Points is perceived in terms of the opinion of the owners who manage such businesses and to identify the implications of this concept in the development of agritourism. In this respect, qualitative marketing research based on the semi-structured interview method was conducted at the level of the rural tourist destination Vama Buzaului, Romania. The main conclusion of the study is that the Local Gastronomic Points is an initiative that demonstrates that it can generate horizontal development of the rural areas and the development of agritourism. The research results revealed that this concept enhances the local community and gastronomy. Starting from these results, we propose to design a unitary Gastro Local concept at the county level, which should include specific requirements regarding the culinary preparations and services, the standardization of the marking and signalling of these Points, and intense activity of information and tourist promotion. The results of the study are conclusive and relevant for stakeholders in agritourism, for the responsible public authorities in the field of tourism, to develop competitive rural tourist destinations. The paper also offers future research directions. |
