Abstract	The main aim of this paper was to assess the level of human capital in rural areas of Poland and to make its cross-regional comparison. There was proposed the human resource development index or human capital index having six essential elements (education, enterpreunarship, economic activity, employment, health, and migration). In 2007, the opolskie, slaskie and malopolskie provinces were characterised by the highest levels of the human capital in rural areas.The paper provides also the investigation of the link between rural human capital and economic development in Polish regions concluding that in the slaskie, mazowieckie and wielkopolskie provinces high level of rural human capital was accompanied by high level of regional economic development as measured by GDP per capita. The results of human capital study at the individual level (questionnaire study in the sample of 120 farm owners from Mazovia and Podlasie regions, 2009) show that the education is the main determinant of farmer’s human capital improvement.

Abstract	The problem of balanced development is closely connected to the process of multi-functional development of rural areas. Lowering role of agricultural activity as source of maintenance rural population requires implementing of non-agricultural economic activities into rural areas. The goal of the paper was to identify most important factors that have influence on the development of entrepreneurship what leads to improvement of life status in rural areas. Social and economic transformation of Polish rural areas is still in progress. Low level of technical and social infrastructure, the characteristic feature of Polis countryside does not attract investors. Therefore the entrepreneurship level can develop proper only if supported by local and state authorities.

Abstract	In the last few years, a dynamic development of the service sector has been observed in Poland. An increase in the importance of services is a result of a civilisation development, and it is getting more and more meaningful due to an increasing number of employees and the value of provided services. The main aim of this study was to analyze the preferences of consumers from big cities (on the example of Warsaw) on choosing the place and the frequency of dining in restaurants. I have tried to find the relations between the chosen demographic indicators (age, sex, place of stay) and dining habits. It was noticed that dining in restaurants, for almost all taking part in the survey, is rather occasional than common. However, for some of the respondents, it is an everyday (or almost everyday) way of dining. It was also noticed that dining out is common for young people at the ages between 25 and 29.

Abstract	The aim of the paper is the evaluation of the scope, tendencies and terms of financing by bank credits the investments which are undertaken by local governments. The analyses showed that dynamics of bank debt of local governments is high. The structure of debt indicates that local government entities take mainly investment credits. They can borrow from international financial institutions like World Bank or European Bank of Development and Reconstruction or domestic banks: universal and mortgage banks. The universal banks dominate on investment credit market. However, the growth of activity of mortgage banks is observed The rate of growth of self governments entities debt in mortgage banks is high, although, their share in total debt is stable and one digital.

Although there are available different sources of capital., i.e. business incubators, technological parks, special aid programs, those are not sufficient. In developed countries are well functioning formal and unofficial markets of venture capital that support business pioneer initiatives. In Poland this markets are in infancy. One of the forms of supporting innovative initiatives and solving problems of insufficient capital are Seed Founds. In Poland already operate 6 seed founds and next two are in implementation phase

Abstract	While executing their responsibilities, local governments aim at satisfying broadly understood needs of the local communities so as to ensure them the best living conditions within the available financial resources. One of the instruments of such a policy is the right to set real estate tax rates. The purpose of the study is to show the tendencies in the tax policy of the Małopolska Region. The analysis comprises resolutions of all 182 municipalities in the 2003 and 2006. On the basis of the executed studies, it has been concluded that most municipalities applied tax regulations with rates set at 70–90% of rates proposed in the resolutions of the Minister of Finance. Thus resigning from a part of revenues due to them. The observation of the applied solutions points to the evolution of the tax policy of municipalities in the area of greater variation of the rates than envisaged by the law on taxes and local charges. This indirectly testifies the fact that municipalities perceive the opportunities to impact the local development by using available tax instruments

Abstract	This study presents and evaluates investment activity regarding fixed assets in selected farms with different range of production. It has been stated that the main reasons to invest in selected farms were: improvement of production quality, reduction of costs, improvement of organization of production, increase of income and in swine and milk farms – increase of the volume of production. Those reasons of investments may prove the need to strengthen the market position as well as to improve the financial position of examined farms. Realized tangible investments aimed mainly for modernization and development and part of them had reconstructive character. The character of investments together with the investment reasons may show that the main investment targets are: the cost reduction, increase of production capacity and improvement of financial situation

Abstract	The paper describes an importance of the rural population’s education for the development of the country and rural areas. The need for modernization change in the Polish agriculture and the quest for measures designed to improve the social and economic conditions of the country-dwellers are connected with their education enhancement. Only well-educated people can take efficient actions in any sphere where many factors are involved. The quality of rural population re sources increases consistently, but it is still low as compare to its level among the urban people. It is why any measures are required to be taken to smooth the odds between rural and urban people. The studies indicated close relations between the quality of human capital and the effect of agricultural management. The higheducated farmers are more venturesome and open to the market. It is observed especially in such areas as investment activity and marketable farm production. The analysis of agricultural labor resources carried out on the data of the General Agricultural Census revealed diversified attitudes of farmers towards the market changes depending on an education of manager of a farm. The activity of farmers with secondary or high education is more intense and successful

Abstract	The paper is dedicated a problems concern with development of information society at the Polish rural areas. Based on statistical data (prepared by GUS) one can state, that from 2004 to 2006 the situation on village areas was slowly improving (in 2006, 46% households used computer and 25% had access to Internet), but goals of using Internet is still dissatisfied (especially in cases of: contact with public institution, e-banking). As an example of good working programs dedicated to village society are selected e-VITA program and Rzeczpospolita Internetowa program. Especially interesting is the “e-VITA” program, which is cofinancing by The Polish - American Foundation “Freedom”, The Support Village Foundation and company CISCO Systems Poland. The results of the program are following: 11 noncommercial computers nets on rural areas, many various workshops and information meetings, 400 persons participated in e- courses. In the future (2007–2013 year) local governments will have possibilities to receive financial support in frame of Regional Operating Programs

Abstract	The expenses incurred by our country on agriculture and rural areas’ development depend on the agricultural policy and financial abilities of the Budget. The aim of the article was firstly to analyze the changes in the structure of support instruments and, secondly, in the size and dynamics of public funds assign enables the absorption of union funds but, on the other hand, enforces us for refinancing union programs. As the analysis of the budget of the Agency for Restructuring and Modernization of Agriculture has exerted, all this caused changes in the size and structure of the mentioned expenses.
