Abstract	This paper presents changes in the structure of economic activity of the population with disabilities in the years 1996–2010. Moreover, determinants of activity of this population group: the degree of disability, age, level of education have been characterized. It was found, that the low activity of people with disabilities is mainly caused by unfavorable age structure of this population and the relatively low level of education. To evaluate the intensity of changes in the structure of the analyzed phenomenon appropriate synthetic measures of the structure intensity changes have been used, which was described by one-basic and continued fraction perspective. In the research period a slight change was ascertained in the pattern of economic activity of disabled population in dynamic approach.

Abstract	The aim of the paper was to estimate the support for investment process. The support started in 2002, in the frame of SAPARD actions, and then it has been continued in the frame of the two pillars of Common Rural Policy during 2004–2006 as two independent actions of a similar character. Nowadays the measure of modernisation of agricultural holdings has been very well valued by the beneficiaries (2007–2013). During the first call for proposals the beneficiaries handed in 18.3 thousands applications, the applied support was 2371.5 million PLN. In 2008 applications haven’t been collected. In 2009 there were many more submitted applications, 24.8 thousands of applications were accepted and the granted support reached the level of 3798.2 million PLN.

Abstract	This article presents the basic concepts of creativity-based economy (GOT) by R. Florida and its method of measurement. The economy of creativity was shown in the context of a knowledge economy (GOW) showing their common and different issues. Measurement of GOT were related to three areas, namely talent, technology and tolerance. Place of Poland in the ranking of European countries, America and Asia in terms of ratio GOT and GOW was also presented. By showing the measurement procedure GOT one has also referred to the research of the conditions and quality of life of the Poles, in which, inter alia, the level of human capital, professed values or tolerance of the population were determined.

Additionally 88 Rural Development Plans from the financial perspective 2007–2013 have been analyzed with regard to the delivery of environmental public goods. The paper argues that the CAP increasingly covers issues of environment conservation and protection. The basic tool for that are public goods, which importance is growing, especially with regard to agri-environmental measures.

Abstract	The paper describes new possibilities of applications of the arrange methods in order to analyse Polish agriculture. These methods use utility functions as the preference indicators. The considered functions based and do not based on models, respectively.

Abstrakt	Przedstawiono analizę efektywności spółdzielni mleczarskich w zależności od wielkości skali produkcji. Spółdzielnie poddano analizie porównawczej według takich miar efektywności, jak: produktywność aktywów, efektywność płacy, rentowność aktywów, rentowność sprzedaży, rentowność kapitału własnego, wskaźnik efektywności Data Envelopment Analysis (DEA) oraz Indeks Malmquista. Przeprowadzone badania wykazały, że wraz ze wzrostem skali poprawie ulega: efektywność płacy, rentowność sprzedaży, rentowność aktywów, rentowność kapitału własnego oraz wskaźnik efektywności DEA w modelu CCR.
Abstract	This paper presents assessment of relation between scale of dairy cooperatives and their efficiency. The analysis based on 333 objects shows that the large scale leads to the higher labour productivity, return on assets (ROA), return on sales (ROS), return on equity (ROE) and efficiency indicator based on DEA (input-orientated measures CCR). However the research does not confirm that large scale leads to the higher assets productivity and Malmquist Index.

Abstrakt	W artykule podjęto problematykę związaną z finansowaniem powstawania i rozwoju pozarolniczych form aktywności na obszarach wiejskich. Analizie poddano działanie „różnicowanie działalności rolniczej i zbliżonej do rolnictwa w celu zapewnienia różnorodności działań lub alternatywnych źródeł dochodów” programu SPO ROL wdrażane w latach 2004-2006. Przeprowadzona została analiza zróżnicowania poziomu wykorzystania środków finansowych w skali regionalnej oraz w przekroju głównych celów realizacji projektów.

Abstrakt	Prowadzona od kilku dekad dyskusja wokół przekształceń w polityce wsparcia sektora rolnego, zarówno w ujęciu regionalnym jak i globalnym, koncentruje się także na problemie konwergencji wielkości wsparcia. W artykule analizujemy różne podejścia do procesów konwergencji, w tym także ujęcie ?-konwergencji i ?-konwergencji, oraz polityki wsparcia, wyznaczonej wielkością retransferów zgodnie z metodologią OECD, w odniesieniu do jednego aktywnego zawodowo w rolnictwie. Badania obejmowały lata 1986-2006 i dotyczyły grupy państw o zróżnicowanym poziomie rozwoju gospodarczego. Mimo występujących przesłanek będących efektem procesów liberalizacji i globalizacji gospodarki światowej, w tym porozumień w obszarze rolnictwa osiągniętych w ramach WTO, nie uzyskano potwierdzenia hipotezy o absolutnej konwergencji wielkości retransferów. Można natomiast mówić o ograniczonym charakterze występowania analizowanego zjawiska. Wskazuje to na fakt, iż w procesie globalizacji sektora rolnego nadal kluczowe znaczenie odgrywają polityki krajowe państw dominujących na rynku światowym.
Abstract	In the last few decades there has been much debate on the convergence theory of the general and the particular aspects of this process. It has, however, resulted in a lot of controversy, debate and confusion as to how one should measure and interpret the convergence. We show that misspecification sources need to be carefully taken into account. We have tested the hypothesis about convergence of the agricultural support policy both in the regional and global approach. We have analyzed two approaches to the convergence process, the so called ?-convergence and ?-convergence in the agricultural support policy. We measure the effects of a policy with the size of retransfer of economic surplus according to the OECD methodology. Research included years 1986-2006 and concerned a group of states, belonging to the OECD, with diverse levels of economic development. The research showed a limited character of the investigated phenomenon. In spite of the premises being an evidence of the effect of processes of liberalization and globalization of the world economy and the agreements in the area of agriculture reached within the framework of the WTO we did not confirm the hypothesis about an absolute convergence of the size of retransfers. We can observe only a regional conditional convergence which means the existence of several separable points of convergence. This shows that in the process of globalization of the farming sector still the key role play national policies of the states dominating in the world market.

Abstract	European Union consists of 27 countries that have different cultural, political and economic background. Therefore it seems to be necessary to monitor the socio-economic development level of the member states. The aim of the paper is to construct the synthetic measure to evaluate the socio-economic development level of the European Union members, and to classify the EU countries into groups of the similar countries, in terms of the aggregated measures. The research concerns 23 states being members of the European Union in 2004 (Malta and Cyprus were excluded from the analysis). Investigation cover the period from1990 to 2006. The synthetic taxonomic measure is constructed employing 21 economic and social indicators. The broad discussion about the diagnostic variables is presented. The EU countries are classified according to the value of the taxonomic measures and Human Development Index. The results of classification obtained by applying two different aggregated measures are compared.

Abstract	In the paper the changes of the structure of an economic activity in Poland in the span of 1993–2008 was presented. The main aim of the article is an attempt of segmentation of analysed time period on periods characterised by similarity of the labour market structure within period. As the elements of analyzed structure authors selected four categories: employed persons on a full-time basis, employed persons on the part-time basis, unemployed persons and professionally passive persons. The segmentation of analysed time period was conducted with the use of vectors elimination method, assuming arithmetical average of non-diagonal elements of the lack of structures similarity measurements matrix as threshold value. As the result of the procedure three time periods were distinguished, characterized by the similarity within period, i.e. 1993–1999, 2000–2006 and 2007–2008.

Abstract	One of the most important issues during scientific research is to define a proper sample for measurement and assessment. While the general sample is very large it is impossible to examine it entirely and various ways of selecting the sample are used. Secondly, the sample should be stable within the research period in order to ensure the comparability of results. The problem arises when the sample is different in number within the period due to the very nature of it. The authors deals with such set of circumstances when the sample varies in time, it is relatively small in size yet it is the total number of cases of such characteristics. The question arises how to treat this population in a scientific way. The article shows a number of doubts with a number of possible solutions of this case. Using the definitions from the different sources and comparing them to the case the authors come to the conclusion that despite an instability within the period and despite the relatively low number of cases within the sample it can be used for proper scientific research because of the nature of the scientific process and because it comprises the entire population

Abstract	Considering the common use of the term “modernization” in socio-economic policy and the lack of common definition of this term, the author makes broad literature review. The research objective of the paper is to specify theoretical features of modernization, which should be the background for policy action and measures focused on farm modernization. Otherwise the policy action can lead to the weak effects and inefficient use of public money. The paper is composed of four essential chapter. First chapters shows the evolution of historical features of the modernization. Next, the author presents theoretical aims, phases and ways of modernization processes. Third chapter is related to the modernization in the context of multi-dimension character of the economic processes. Finally modernization is reduced to the micro level, i.e. farm or firm level.

Abstract	The aim of this paper is to identify the factors determining the agricultural holdings’ incomes in the EU and to measure their strength and direction of impact on incomes achieved in holdings from specific types of farming. The FADN data from 2006 were used in the study. In order to realize the aim of this analyze the statistical method of multiple regression was used. The research showed that the strongest impacts on agricultural holdings’ incomes have: total utilized agricultural area, technical equipment of labour, inputs of current assets and subsidies on current operations. The strength and direction of influence of these factors are diverse for particular types of farming.

Abstract	On the base of the public pension societies from Poczta Polska and Allianz capital groups the author makes the efficiency analysis in two scientific perspectives– of the company and the owners of capital. Research methods used by the author were ROE indicator method and NPV method, enriched by IRR method. In the summary the author concludes that analysed companies reveal the high efficiency – in the case of ROE indicator for Poczta Polska project on the level of over 46%, and for Allianz project on the level of over 11%, and in the long-term owners perspective, measured by IRR, the level of 4.74% and 10.22% respectively. Simultaneously the Poczta Polska project received better mark in present perspective and Allianz project in the long-term owners perspective.

In 2007, the opolskie, slaskie and malopolskie provinces were characterised by the highest levels of the human capital in rural areas.The paper provides also the investigation of the link between rural human capital and economic development in Polish regions concluding that in the slaskie, mazowieckie and wielkopolskie provinces high level of rural human capital was accompanied by high level of regional economic development as measured by GDP per capita. The results of human capital study at the individual level (questionnaire study in the sample of 120 farm owners from Mazovia and Podlasie regions, 2009) show that the education is the main determinant of farmer’s human capital improvement.

Abstract	The article presents the results of parameter estimation of production function in food industry in Poland. Author also calculated the marginal productivity of factors of production and used the marginal rate of substitution as a measure of substitution. It was stated that the output elasticity is higher with regard to labour input than to capital input. It means that exist way to obtain bigger growth in production in food industry by increasing labour input. Moreover, in some branches of food industry the value of marginal rate of substitution indicates that decrease of labour input by one unit requires significant increase of capital input in order to maintain the previous level of production.
