| Abstrakt | The purpose of this article is to present the influence of Foreign Direct Investment (FDI) on labor market in rural areas in Poland. Based on subject literature and statistical data, the author examines enterprises with at least 10% of foreign ownership in the context of their impact on the quantitative sphere of labor market, i.e. creating jobs. The article presents theoretical aspects of FDI effects on the host country’s economy and characteristics of enterprises with foreign capital in polish rural areas, including their size, investment expenditures and revenue and type of activity based on classification of business activities. In analyzed research period 2014–2017, the number of entities with foreign capital in rural areas decreased by 17%, from 4.4 to 3.7 thousand. Despite the decline in the number of enterprises, the number of employees increased by 23.2%, from 225 to 277 thousand. This research shows that in last of the analyzed year foreign companies were employing 1,938 million people, what accounted for 15% of private sector workers in Poland. About 14% of them were employed in companies localized in rural areas. The vast majority of jobs in companies with foreign capital in rural areas were created by entities involved in manufacturing activities. In these fi rms, about 149 thousand people were employed, accounting for 56% of workers employed in companies with foreign capital in rural areas in Poland. |
| Abstract | Celem artykułu jest przedstawienie wpływu bezpośrednich inwestycji zagranicznych (BIZ) na rynek pracy na obszarach wiejskich w Polsce. Na podstawie literatury przedmiotu oraz danych statystycznych dokonano analizy oddziaływania przedsiębiorstw, które mają co najmniej 10% udziałów zagranicznych, na sferę ilościową rynku pracy, tj. tworzenie miejsc pracy. W artykule przedstawiono teoretyczne aspekty wpływu BIZ na gospodarkę kraju przyjmującego oraz charakterystykę przedsiębiorstw z kapitałem zagranicznym na obszarach wiejskich, z uwzględnieniem ich wielkości, nakładów inwestycyjnych, przychodów oraz rodzaju działalności na podstawie Polskiej Klasyfi kacji Działalności (PKD 2007). W analizowanym okresie badawczym (2014–2017) liczba podmiotów z kapitałem zagranicznym na obszarach wiejskich zmniejszyła się o 17%, z 4,4 tys. do 3,7 tys. Pomimo spadku liczby przedsiębiorstw, liczba pracujących w nich osób wzrosła o 23,2%, z 225 tys. do 277 tys. W ostatnim z analizowanych lat, firmy z kapitałem zagranicznym zatrudniały 1,938 mln osób, co stanowiło 15% pracowników sektora prywatnego w Polsce. Około 14% z nich było zatrudnionych w podmiotach zlokalizowanych na obszarach wiejskich. Zdecydowana większość miejsc pracy została utworzona przez podmioty zaangażowane w działalność produkcyjną. W przedsiębiorstwach prowadzących tego rodzaju działalność zatrudnionych było około 149 tys. osób, co stanowiło 56% pracowników wszystkich firm z kapitałem zagranicznym na obszarach wiejskich w Polsce. |

| Abstrakt | Rozwój rynku żywności ekologicznej nastąpił w wyniku m.in. zwiększającej się świadomości konsumentów na temat zdrowego odżywiania, troski o swoich najbliższych, a także rozprzestrzeniania się informacji o przekroczeniach dotyczących poziomu pestycydów w żywności, norm dioksyn w mięsie i wielu innych toksycznych związków chemicznych. Na uwagę zasługuje również zwiększająca się dostępność żywności ekologicznej. Coraz większa liczba sklepów ma w swojej ofercie asortymentowej żywność pochodzącą z upraw i hodowli ekologicznych, co w efekcie wpływa na zwiększenie popytu na ten rodzaj żywności. Zachowania konsumenta dotyczące produktów ekologicznych są determinowane nie tylko zwiększającą się świadomością ekologiczną, ale zależą od wielu czynników, wśród których istotną rolę odgrywają czynniki ekonomiczne. Poznanie uwarunkowań zakupu ekoproduktów ma kluczowe znaczenie w rozwoju rynku żywności ekologicznej. Celem niniejszego opracowania jest, po pierwsze, zidentyfikowanie czynników determinujących zachowania konsumentów na rynku produktów ekologicznych, ze szczególnym uwzględnieniem ekonomicznych. Po drugie, ustalenie zależności między poziomem przeciętnego miesięcznego dochodu na osobę a liczbą osób w gospodarstwie domowym. Niewątpliwie wyższe ceny produktów ekologicznych w porównaniu z ich odpowiednikami konwencjonalnymi oraz niskie dochody konsumentów ograniczają ich nabywanie. Artykuł zawiera wyniki przeprowadzonego badania ankietowego wśród respondentów w województwie lubuskim. Wyniki badania wskazują, że gotowość do zapłaty wyższej ceny wynika nie tylko z dostrzegalnej jakości produktów, walorów smakowych, składu produktu, stylu życia, czy też walorów zapachowych, ale także z dbałości o stan środowiska naturalnego oraz zdrowie swoje i swoich najbliższych. |
| Abstract | The development of the organic food market has resulted from, among others, an increasing consumer awareness of healthy eating, caring for their loved ones, as well as the spread of information on exceedances regarding the level of pesticides in food, standards of dioxins in meat and many other toxic chemicals. Noteworthy is also the increasing availability of organic food. An increasing number of stores have in their range of products food from organic farming, which in effect affects the increase in demand for this type of food. Consumer behaviour regarding organic products is determined not only by increasing ecological awareness, but depends on many factors, among which economic factors play an important role. Understanding the conditions of purchasing ecoproducts is crucial in the development of the organic food market. The aim of this study is, fi rstly, to identify the factors determining consumer behaviour on the market of organic products, with particular emphasis on economic factors. Secondly, establishing the relationship between the level of average monthly income per person and the number of people in the household. Undoubtedly, higher prices of organic products compared to their conventional counterparts and low income of consumers limit their purchase. The article contains the results of a survey carried out among respondents in the Lubuskie Voivodeship. The results of the study show that the higher willingness to pay results not only from the perceived quality of products, taste values, product composition, lifestyle, or fragrance values, but also from care for the natural environment and the health of both themselves and their relatives. |

| Abstrakt | W opracowaniu dokonano oceny czynników rzeczowych infrastruktury edukacyjnej jako bazy materialnej kształtowania kapitału ludzkiego. Problem analizowano w ujęciu regionalnym na przykładzie województwa wielkopolskiego. Celem artykułu było przedstawienie zmian zachodzących w sferze rzeczowej infrastruktury edukacyjnej tego województwa z założeniem, że jest ona jednym z wiodących czynników determinujących poziom wykształcenia mieszkańców. Prowadząc analizę, dokonano przeglądu literatury przedmiotu, a wynikające z niego ustalenia starano się udokumentować dostępnymi informacjami statystycznymi. Badania wykazały, że w okresie 2004-2017 nastąpił wzrost liczby placówek edukacyjnych w większości ich grup rodzajowych, zwiększyła się też liczba osób z nich korzystających. Pozytywnym efektem następujących zmian jest obserwowana poprawa poziomu wykształcenia mieszkańców województwa wielkopolskiego. |
| Abstract | The paper analyzes the physical factors of educational infrastructure as a material base for shaping human capital. The problem was analyzed on the regional level, based on the the Wielkopolskie province. The aim of this study was to present changes in the subject matter of the educational infrastructure of this province, assuming that it is one of the leading factors determining the level of education of residents. While conducting the research, the literature on the subject was reviewed, and the resulting findings were documented using the available statistical information. The analysis indicated that in the period 2004-2017 there was an increase in the number of educational institutions in the majority of their generic groups, and the number of people using them increased. A positive effect of the following changes is the observed improvement in the education level of the inhabitants of the Wielkopolskie province. |

The reasons of lasting action of the moratorium on agricultural land sale-purchase being the chief obstacle for complete market development are defined. Supporters' and opponents' arguments about moratorium canceling, population estimation of advantages and threats of land circulation are described. The results of the research project "Farmers' land expectation" made by the authors are given. The project purpose was studying population rational expectations concerning the directions of further land reform development and its results. The research was conducted on the local level in rural surrounding, which is characterized by high competition level among agrarian business subjects at agricultural land lease market. Landowners' and other interested group people' opinions concerning lease cost, potential sale price, inclination towards land sale, possibilities of farmers' common farming on their own land, leaseholders' participation in social and economic development of rural areas are examined. High level of farmers' uncertainty about land market indicators because of knowledge lack and low level of land reform information support is established. |

| Abstrakt | Spośród uprawianych przez człowieka roślin, ze względów ekonomicznych i rolniczych zboża są najważniejszą grupą roślin uprawnych. Zboża, a zwłaszcza wyrabiany z nich chleb, są głównym i podstawowym produktem spożywczym na świecie. Pradawne gatunki oplewionych pszenic samopszy (Triticum monococcum) i płaskurki (Triticum dicoccum), od momentu ich udomowienia, stanowiły przez tysiąclecia podstawę diety człowieka. Było tak do momentu upowszechnienia się pszenicy zwyczajnej. W niektórych regionach świata są uprawiane do dzisiaj, a ze względu na rosnącą popularność zdrowej żywności rośnie ponowne zainteresowanie tymi dawnymi zbożami. Wiąże się to z dostosowaniem technik ich uprawy do warunków współczesnego rolnictwa konwencjonalnego i ekologicznego. W niniejszym artykule zostały omówione wyniki badań nad agrotechniką ekologicznej uprawy dawnych gatunków pszenic: samopszy i płaskurki. Pszenice oplewione są odporne na różne czynniki stresu biotycznego i abiotycznego i mogą być uprawiane w słabych warunkach glebowych, co zapewnia rolnikowi przewagę nad innymi uprawami. Daje to również producentom możliwość zagospodarowania niewykorzystanych nisz na rynku. |
| Abstract | Within plants grown by human being, in economical and agronomical point of view, cereals are the most important group of crops. Cereals, especially bread made of them, are major staple food in the world. For thousands years, from the moment of their domestication, ancient species of hulled wheats, like einkorn (Triticum monococcum) and emmer (Triticum dicoccum), were basic part of people diet. It was so until modern wheats (Triticum aestivum) became popular. In some world regions ancient wheats are cultivated nowadays. Adapting their farming techniques to modern agriculture and organic farming is related with increasing popularity of healthy eating. Results of organic farming techniques and cultivation research of einkorn and emmer are being presented in this article. Hulled wheats are tolerant to various biotic as well as abiotic stress conditions and can be grown in poor soil condition providing the farmer an advantage to take the crop. This also opens opportunities for manufacturers to seek the untapped market. |

| Abstrakt | The demographic potential, especially in the peripheral and remote areas, Has been deteriorating. Negative natural increase, low or negative migration balances, unfavourable values of the feminisation index and growing relation of the number of people at post-working age to the number of people at working age have been threatening rural development. The aim of the research was to show spatial concentrations of municipalities (LAU 2 level) with a similar level of demographic potential. The study was carried out for 2169 municipalities (LAU 2 level), including rural and semi-urban (urban-rural, including small towns) ones. It was based on the data from the Statistics Poland. The municipalities were are ranked by the level of demographic potential (by 4 variables) and put into 5 groups by the potential level using the taxonomic development measure of Hellwig. The results were presented in maps using cartogram method. The most favourable and promising situation according to demographic potential is observed in central and southern Poland, especially in semi-urban and suburban areas of large cities. The worst demographic potential level and at the same time the least favourable demographic forecasts concern mostly the Eastern Poland, already known as problem area. The spiral of negative conditions accelerates, causing more disadvantages, making young people looking for new places to work and live, deepening current demographic problems and leading to socio-economic development pathologies. |

| Abstrakt | The article is dedicated to studying contemporary situation and problems of torusim brand development in Kazakhstan. The results of the conducted survey have show that consumers are interested in such tourist-and-recreational resources as natural reserves and national parks and monuments, the Yassavi mausoleum, the branded direction – Borovoye and the mountains, as well as the symbol of the country could become the Golden man or the snow leopard. The research is based on authors own empirical research on the issues regarding tourists awareness and preferencess, as well as experts’ survey. The empirical research was provided based on literature review, primary data (in form of tourists surveys), secondary data collection, analysis and synthesis. To survey tourists a structured questionnaire was designed; 96 people were surveyed, including 55 women and 41 men as a random sampling. The experts’ survey was conducted in free form, and eight experts were surveyed. As was evidenced by the study results, international tourists are particularly interested in authentic cuisine as well as activities. Moreover, the research revealed that a gap between the way Kazakhstan officially defines its identity and the actual brand image the country has for now as a tourist destination. |

Lithuanian villages face major social, cultural changes and economic difficulties, which result in increasing migration of people to cities and foreign countries. Everyone could self-realize only in a safe and comfortable environment. The right environment, in which persons feel safe and are able to realize their potential in activities, can be created by spatial planning. Lithuanian scientists talk much about problems in territorial planning, but no particular proposals are offered and state institutions do not take any measures in order to stop this chaotic urbanization. There are a lot of problems related with land usage, so it is very important to create the sustainable model of land usage in Lithuania. |

| Abstrakt | The Polish rural population is highly differentiated in terms of occupational situation, mainly because of the rural population’s involvement in individual farming. The purpose of this paper is to investigate the occupational situation of the rural farming and landless population in 2002, 2016 and 2017 in the context of non-farming job opportunities and unemployment risks. The study consists of two parts; the first one analyses the changes to the occupational situation of the rural population in the labour market; the second one identifies the risk of unemployment in selected groups of rural population. Aggregated weighted data and non-aggregated, non-published non-weighted BAEL (Polish LFS) data was used as source material. The study period witnessed a considerable improvement of the rural population’s occupational situation. However, if there is a slowdown in economic growth, the occupational situation of the rural population may deteriorate. In the short and medium term, people involved in individual farming and landless woman, i.e. the group where the real unemployment rate is much lower than equilibrium unemployment, will be particularly severely affected. In the longer term, the adverse impact of business cycles may also deteriorate the situation of landless men if their equilibrium unemployment level “follows” the real unemployment rate. |

| Abstrakt | Deconsumption is manifested as voluntary abandonment of behaviours aimed at satisfying the desires created by marketers in favour of conscious, rational and ethical choices to meet one’s needs. This consumer trend essentially involves voluntary discontinuation of egocentric consumption behaviour that may result both from the motivation of an egocentric individual focused on the good and from concern for the welfare of social groups, future generations and the natural environment, or may ensue from purely altruistic motivation. The article seeks to provide some insight into the reasons and scope of deconsumption in consumer behaviour of people aged 65+ in Poland. The study consists of two parts: theoretical and empirical. The first one explains the concept and essence of deconsumption as well as its key forms and determinants, building upon a critical analysis of literature. The second, major part is empirical. The basis for conclusions is provided by research material collected by means of a questionnaire-based survey among Polish seniors. The survey clearly shows that the level of deconsumption, and thus consumer behaviour consistent with this trend, is most influenced by demographic and social characteristics of those aged 65+ such as: age, sex, education, income and place of residence. It turned out that the female seniors surveyed evinced more interest in deconsumption than their male counterparts. Following the analysis, it can also be concluded that young old people (65–74) who have completed higher and secondary education, earn a monthly income of above PLN 3000.00 per capita, live in Warsaw, Gdańsk, Wrocław and Poznań and actively participate in UTA courses are most strongly influenced by the deconsumption trend, which is becoming an increasingly common way of life for the elderly. |
| Abstract | Dekonsumpcja przejawia się dobrowolnym odejściem konsumentów od zachowań zorientowanych na zaspokajanie kreowanych przez marketerów pragnień na rzecz wyboru świadomego, racjonalnego i etycznego, związanego z zaspokajaniem odczuwanych potrzeb. Podstawową istotą tego trendu konsumenckiego jest dobrowolne odejście od egocentrycznych zachowań konsumpcyjnych, które mogą być zarówno konsekwencją motywacji egocentrycznej jednostki zorientowanej na dobro, jak i wynikającej z troski o dobro grup społecznych, przyszłych pokoleń oraz o środowisko naturalne lub wynikać z motywacji czysto altruistycznej. Celem artykułu jest poznanie przyczyn i zakresu dekonsumpcji w zachowaniach konsumenckich osób w wieku 65+ w Polsce. Opracowanie składa się z dwóch części: teoretycznej i empirycznej. W pierwszej z nich na podstawie krytycznej analizy literatury wyjaśniono pojęcie i istotę dekonsumpcji oraz kluczowe formy które ona przyjmuje oraz uwarunkowania. Druga zasadnicza część pracy ma charakter empiryczny. Podstawę wnioskowania stanowi materiał badawczy pozyskany dzięki przeprowadzonym przez autora badaniom w formie wywiadu kwestionariuszowego wśród polskich seniorów. Z przeprowadzonego badania wynika, że na poziom dekonsumpcji, a tym samym na zachowania konsumenckie wpisujące się we wspomniany trend konsumencki wśród osób w wieku 65+, największy wpływ mają czynniki demograficzno-społeczne, takie jak: wiek, płeć, poziom wykształcenia, poziom dochodów i miejsce zamieszkania. Okazało się, że badane seniorki wykazywały większe zainteresowanie zjawiskiem dekonsumpcji niż seniorzy. Z przeprowadzonej analizy można również konstatować, że osoby w wieku podeszłym (65–74 lata), legitymujące się wykształceniem wyższym i średnim, osiągające miesięczny dochód per capita powyżej 3000,00 zł, zamieszkujące Warszawę, Gdańsk, Wrocław i Poznań oraz aktywnie uczestniczące na zajęciach organizowanych przez UTW, w największym stopniu ulegają dekonsumpcji, która to staje się dla osób starszych coraz powszechniejszym sposobem na życie. |

| Abstrakt | W XXI wieku konkurencyjna gospodarka regionu jest gospodarką opartą na wiedzy i nowych technologiach. Przedsiębiorstwa typu startup wraz z ekosystemem startupowym stały się wyznacznikiem innowacyjności regionu. Artykuł ma na celu ukazanie zależności pomiędzy rozwojem krakowskiego środowiska startupowego a wzrostem konkurencyjności województwa małopolskiego. Za podstawowe czynniki oddziałujące na konkurencyjność Małopolski uznano liczbę udzielonych patentów na wynalazki krajowe przez Urząd Patentowy RP, dynamikę zatrudnienia w B+R, nakłady inwestycyjne na B+R, liczbę przedsiębiorstw z kapitałem zagranicznym oraz PKB per capita w cenach bieżących. Po przeprowadzonej analizie korelacji wykazano, że najsilniejsze zależności zachodzą pomiędzy PKB per capita w cenach bieżących a liczbą przedsiębiorstw z kapitałem zagranicznym oraz nakładami inwestycyjnymi na B+R. Główny ośrodek miejski, jakim jest w analizowanym obszarze Kraków, stał się magnesem skupiającym wokół siebie osoby zakładające startupy, budujące innowacyjną gospodarkę oraz całe zaplecze biznesowe. Krakowski ekosystem startupowy ma pozytywny wpływ na konkurencyjność regionu małopolskiego z uwagi na gromadzenie wysoko wykwalifikowanego kapitału społecznego, krajowych i zagranicznych inwestorów, fundacji i instytucji wspierających pomysłodawców w zmaterializowaniu idei, działalności instytucji i administracji publicznej w kierunku współpracy z obszarem nauki i biznesu. |
| Abstract | In the 21st century, a region's competitive economy is an economy based on knowledge and new technologies. Startups with the startup ecosystem have become a determinant of a region's innovation. The article aims to show the dependence between the development of the Krakow startup environment and the increase in the competitiveness of the Malopolska region. The number of patents granted for national inventions by the Patent Office of the Republic of Poland, the dynamics of employment in R&D, capital expenditures on R&D, the number of enterprises with foreign capital and GDP per capita in current prices were considered the basic factors affecting the competitiveness of Malopolska. After the analysis of the correlation, it was shown that the strongest relationships occur between GDP per capita in current prices and the number of enterprises with foreign capital and investment outlays for R&D. The main city center, which is in the analyzed area of Krakow, has become a magnet for gathering people, creating startups, building an innovative economy and all business facilities. The Krakow startup ecosystem has a positive impact on the competitiveness of the Malopolska region due to the accumulation of highly qualified social capital, domestic and foreign investors, foundations and institutions supporting originators in materializing the idea, activities of institutions and public administration towards cooperation with the science and business area. |

| Abstrakt | The article substantiates that entrepreneurship is the basis of the country’s economy, a prerequisite for the revival of rural areas. It represents environmental factors that impede the formation of a competitive business environment in the Ukraine, and, accordingly, the achievement of indicators of efficiency of entrepreneurial activity. The essence of competence of the entrepreneur and its components is also considered. Different points of view of scientists are generalized and a list of competencies, which should be owned and developed by an entrepreneur in the course of his/her activity in order to harmoniously grow as a socially responsible person is also presented in the paper. The expediency of forming entrepreneurial competence in the process of vocational training of young people to life in society, their future activity in new market conditions, as well as the logical sequence of using the skills and abilities of an entrepreneur through the implementation of key competencies is substantiated. The methodical aspects of assessing the level of competence of the entrepreneur are provided. The results of this will allow to develop directions and measures for improving the process of forming the entrepreneurial competence of employees, increasing the quality of the work force, and providing competitive advantages through the use of human resources in the agricultural sector of the economy. |

The objective of this paper was to access the impact of land conflict between the Nkonyans and Alavanyos of Ghana on agriculture production. It also professes some recommendations. The paper was conducted as a desk study and the author relied mainly on secondary data. |

| Abstrakt | The article describes the activities related to running innovative activities and presents the dynamics of changes in expenditure on research and development as well as innovation in Podkarpackie Voivodeship in the years 2005–2016. Following article consist short characteristic of activities connected with innovation issue. It was found that the number of entities conducting R&D activities increased four times, and thus the employment of people dealing with research and development would grow as well. Similarly, the expenditure of these entities on the implementation of innovations increased, which, however, depended to some extent on the availability of EU funds. Thereby, in the period of reduced access to EU programs supporting the conduct of R&D activity, the expenditure of entities on these activities also slightly decreased. |

| Abstrakt | In the world renewable energy sector, including large hydropower, employed 10.3 million people, directly and indirectly, in 2017. This represents an increase of 5.3% over the number reported the previous year. The aim of the executed research is to determine the influence of harvesting renewable energy on the labour market in EU. Eurostat databases provided a source of empirical data concerning the amount of produced energy. The following sectors were considered: solid biofuels, biogas, liquid biofuels, geothermal, hydropower, municipal waste, solar photovoltaic, solar thermal, wind power and heat pumps. The research concerned 28 Member States of the EU between 2009 and 2016. Panel estimation was used as means of empirical indication of relations between the variables. The obtained models are adjusted to the empirical data, the rectified coefficient of determination equalled, depending on the sector, 0.828 (liquid biofuels) to 0.981 (solid biofuels). The analysed models show that throughout the examined period, the solar and wind power sectors were the ones that consumed the larger amount of work. As it was indicated above, these sectors are considered the most innovative and technologically advanced ones and thus, the employment rates seem to decreased in the shorter time. |

| Abstrakt | The European authorities pay particular attention to agriculture and employees in this sector. Women represent more than 33% of this group in the European Union. A significant number of actions are targeted at women from rural areas, having regard to the mentioned issues and specific situation of women in the labour market. Therefore, it requires in-depth analyses. The main aim of the presented study is to assess the diversity of the situation of women working in agriculture across the EU. The quantitative analysis allows to indicate similarities and differences among EU states in the current structure of women’s employment in this sector. In the analysis, the k-mean method is applied with the Labour Force Survey data from the year 2016. The study refers to 28 EU states and a group of women aged 20–64. The obtained results indicated that we have a large proportion of self-employees in agriculture. However, we observe a larger percentage of those who create jobs for others states that are better economically developed. This analysis confirms the findings that the Polish structure of female employment is closer to those in the Mediterranean countries. Poland is assigned to one cluster with Greece. This group is distinguished by several factors. Firstly, it contains a high proportion of people employed in agriculture with a relatively small share of part-timers. Secondly, it is a very high rate of self-employed with a very low proportion of those who create jobs for others. |

| Abstrakt | The aim of paper is to present the level of respondents involvement in the commune affairs. The results of the analyses presented in this paper come from surveys conducted using a questionnaire survey among residents of rural communes in the West Pomeranian Voivodeship. After rejecting incomplete and/or illogical questionnaires, 2,409 respondents were qualified for the analysis. The results confirmed the relationship between social capital and involvement of inhabitants in the community affairs. Verification of the existence of a relationship between the involvement in the commune affairs (social capital component) and the education of the respondents was verified. The research results indicate the diversity of involvement in level of education groups. The respondents with a minimum level of secondary education noted a positive average level of involvement, which means that they showed more interest in commune matters and willingness to get involved in them. The highest level of involvement was noted in the group of people with post-secondary education. Respondents with basic vocational and elementary and gymnasial education more often showed lack of involvement in the commune’s affairs, and thus they recorded negative average results of engagement. |

| Abstrakt | In social and economic development, significance is primarily attributed to endogenous resources. The local conditions should play a key role in it. One of the characteristic features of the region and at the same time a key one is human capital which conditions the occurrence of creative capital. In the paper, creativity – as a resource appropriate to people, a feature of the individual – its potential for creative achievements currently or in the future will be analysed through the prism of creative capital. The aim of the article is to evaluate the conditions for the development of creative capital of the Podkarpackie municipalities in the context of their social and economic development. The evaluation will be made in regard to human resources. In order to achieve the goal of the study, the literature of the subject was analysed, numerical data published by the Central Statistical Office was used, and empirical studies were carried out in the offices of the Podkarpackie municipalities. The results of the conducted research showed that there are conditions favourable to the development of creative capital in the region. The majority of the inhabitants of the Podkarpackie Voivodeship municipalities saw the importance of creativity for the development of the commune. |

| Abstrakt | Competitive advantage in the professional market is shaped by the competences possessed, i.e. skills, qualifications, and permissions. One of the eight types of key competences mentioned in the European Union documents is digital competence.It is a collection of knowledge, skills, and rudiments necessary for both, the purposeful point of view and active participation of a given person in social life. The low level of digital competences possessed is particularly visible among groups at risk of digital exclusion, in particular among people living in rural areas, the elderly and people with low education. The difference between people who have access to a computer and the Internet and people who do not have the possibility to use these devices is affected by the dynamic development of information and communication technologies. Digital exclusion is not only the lack of access to the appropriate infrastructure but also the lack of computer and Internet skills. In order to counteract the exclusion of these groups, activities aimed at developing social capital by strengthening digital competences play an important role. |
