Abstract	One of the most important issues during scientific research is to define a proper sample for measurement and assessment. While the general sample is very large it is impossible to examine it entirely and various ways of selecting the sample are used. Secondly, the sample should be stable within the research period in order to ensure the comparability of results. The problem arises when the sample is different in number within the period due to the very nature of it. The authors deals with such set of circumstances when the sample varies in time, it is relatively small in size yet it is the total number of cases of such characteristics. The question arises how to treat this population in a scientific way. The article shows a number of doubts with a number of possible solutions of this case. Using the definitions from the different sources and comparing them to the case the authors come to the conclusion that despite an instability within the period and despite the relatively low number of cases within the sample it can be used for proper scientific research because of the nature of the scientific process and because it comprises the entire population

Abstract	The paper addresses dilemmas pertaining to managing a family business. A family company cannot be defined by one general definition so three groups of definitions are presented. The work outlines specificity of family business functioning. Family companies are less formalized and, as a result, more flexible, can more easily adjust to changes, are not that bureaucratized, which makes it easier for their leaders to take decisions, establish objectives or adjust them if necessary. Family businesses are subject to all the problems that beset small companies. In addition to typical predictable difficulties of such companies, there occur problems associated with the necessity of combining the priorities of the family and the fi rm. Weaknesses and potential risks of running a family business include: domestic discords transferred into the fi rm, generation gap in the company or turbulent moments associated with business succession. The issue of succession among family business owners is often passed over due to a number of reasons, for example lack of knowledge about or how to deal with the process of succession

Abstract	The project aimed at studying basic functional conditions for farms managed by young farmers. It showed that young farmers have been active and susceptible to changes, with consequential farm modernization. In their own opinions, the most important internal barriers in farm development are the shortage of own financial means, too small farm area and poor farm outfit with fixed assets. The most often indicated major factors dominating among external, farm-independent barriers were: too high prices of essential farm-production necessities, inflow of food products from abroad and problems experienced in sales of farm products and services. For an effective farm modernization process, young farmers need support from the institutional environment, including that by advisory and financial institutions, payment agencies, non-governmental organizations and local self-governments

Abstract	The process of funding in enterprise joins two inseparable and mutually related problems in enterprise – the investments assets delimitation and identifying possible sources of financing, which from the managers point of view, should also includes the costs of gaining additional capital. The correct utilization of capital in enterprise requires continuous monitoring of the financial effects of its performance in aspect of possessed assets. It leads to formulating the establish definitions in relation to economic quantities which helps to identify the major efficient financing sources in company activity. The methods and analysis tools should asses the most profitable level of loan capital and assure possibility to create the early warning system before financial losses appear in enterprise.

However the cost of a bank loan in Poland effectively is still suppressing the investment enthusiasm of entrepreneurs. This cost, from bank point of view, is an outcome of the rigorous evaluation of the credit risk in activity of the small and medium enterprise sector.

Abstract	Mathematics as an abstract science was derived from studies and analyses of the material word. However, “pure” mathematics very often creates its imaginary objects which develop independently, lead their own “imaginary” lines and very seldom have their equivalent in the surrounding reality. Nevertheless a completely new aspect of mathematics is highlighted when it is used for describing real phenomena, since – due to its highly formalized language – it enables practitioners, including economists, to specify relations and operations between objects under study. In order to achieve this goal the appropriate models have been created. Theconstruction of new models in economic science (and in many other domains) aims simplifying and formalizing many problems which, in fact, may increase the probability of finding relevant solutions. Furthermore, from the economic point of view, due to the high precision with highlighted above models work, essential conclusions are to be drawn, which subsequently may prove relevant for the progress of science. The aim of this paper is to present how modeling economic phenomena and social interactions have been developed within many years by using formalized language of mathematics economic phenomena and social interactions which have been developed within many years by using formalized language of mathematics.

Abstrakt	Badaniem objęto 30 małych i średnich przedsiębiorstw sektora agrobiznesu, zlokalizowanych na obszarze województwa małopolskiego, regionu krakowskiego (miasto i gmina Kraków). Zatrudniają one do 25 osób. Większość pracowników zatrudnionych jest bezpośrednio w produkcji. Tylko 13% ankietowanych korzystało z dofinansowania w ramach Funduszy Strukturalnych. Główną barierą w pozyskaniu środków finansowych przez badane przedsiębiorstwa jest brak informacji oraz problemy przy sporządzaniu wniosków aplikacyjnych. Ankietowani przedsiębiorcy są mało aktywni i boją się ryzyka. Głównym źródłem czerpania informacji przez przedsiębiorców na temat Unii Europejskiej jest Internet oraz znajomi. Istotną barierą jest również sceptycyzm w odniesieniu do swoich szans i możliwości uzyskania dofinansowania.
Abstract	The study included 30 small and medium-sized firms in the agri-business sector, located in the Małopolska Province, the region of Cracow (Kraków city and municipality). These companies usually employ no more than 25 people. Most of employees work directly in production. Only 13% of respondents take advantage of support from the EU Structural Fund. The main barrier to obtaining a financial support by the enterprises is a lack of information and problems in preparing formal applications. Small entrepreneurs are not active and usually afraid of risk. The main source of information for entrepreneurs about the European Union is the Internet and friends. An important barrier is also a skepticism about their chances and possibilities of obtaining funding.

Abstract	The paper is showing changes which followed the Polish accession to the European Union in the Polish fish economy. Such problems are described as adjusting of fishery administration to the Union requirements, reduction of fishing capacity, profitability of fishery, development of fish processing industry and changes in the fish market. Based on research results is a conclusion that the future of Polish fish economy depends on development of the deep-sea fishery and the fish industry.

Abstract	The paper is dedicated a problems concern with development of information society at the Polish rural areas. Based on statistical data (prepared by GUS) one can state, that from 2004 to 2006 the situation on village areas was slowly improving (in 2006, 46% households used computer and 25% had access to Internet), but goals of using Internet is still dissatisfied (especially in cases of: contact with public institution, e-banking). As an example of good working programs dedicated to village society are selected e-VITA program and Rzeczpospolita Internetowa program. Especially interesting is the “e-VITA” program, which is cofinancing by The Polish - American Foundation “Freedom”, The Support Village Foundation and company CISCO Systems Poland. The results of the program are following: 11 noncommercial computers nets on rural areas, many various workshops and information meetings, 400 persons participated in e- courses. In the future (2007–2013 year) local governments will have possibilities to receive financial support in frame of Regional Operating Programs

Social advertisement focuses on the most important problems in society and there are a lot of difficulties between good understanding and appropriate reactions on this kind of advertisements. Because of this fact, we can say that social advertisement is trying to override barriers of public debate on difficult, shy and taboo themes such as illnesses, addictions or social help. Abstract	The current system of income tax on individuals was created in the period 1991–1994. At that time it was considered to be a modern and coherent system that met economic needs. However, numerous changes arising as a result of budgetary needs meant that the system became unduly complex and unmanageable. The introduction of a single flat rate tax in Poland is very controversial. It has divided opinion, especially that of economists, politicians and society as a whole. Both sides of the argument point out the advantages and disadvantages of applying one tax rate regardless of total income of individuals. The aim of this article is to highlight these issues in economic and social terms as well as discussing how the organization and administration of the tax system can be streamlined. The study consists of an introduction and four parts. In the first one, the main concept of taxes is presented. The second one is devoted to tax justice and the third part to tax refunds which are one of the elements of the tax system. The last part outlines the main problems connected with, and the influence of social inequality on economic growth.

Abstrakt	Przedstawiono najważniejsze fakty, refleksje i opinie dotyczące pięćdziesięcioletniej działalności Komitetu Ekonomiki Rolnej PAN.
Abstract	With reference to the 50th anniversary of the creation the Committee of Economics of Agriculture by the Polish Academy of Sciences, the main problems of the activity of this Committee are presented. Among them the role and significance of the economics of agriculture, present-day state of understanding of this science as the economics of agriculture academic discipline and conditions of theirs further development as well as the changes of agriculture production and rural development are discussed. The opinions, reflections, questions and present conditions of the transformation, integration and globalization processes are presented, too. This new conditions change radically the development rules for the Polish agriculture in the new EU-27

Abstrakt	Przedstawiono najważniejsze kierunki działania Komitetu Ekonomiki Rolnictwa PAN w najbliższych latach. Wskazano na wiele niezbędnych działań, ze szczególnym uwzględnieniem podejmowania wszystkich ważnych problemów rozwoju nauki w zakresie ekonomiki rolnictwa, agrobiznesu i terenów wiejskich, wypracowywania poglądów na ważne tematy gospodarcze, przygotowywania ekspertyz dla ciał decyzyjnych, oddziaływania na rozwój młodych kadr naukowych, a także wykorzystania osiągnięć nauk ekonomicznych w rozwiniętych krajach Unii Europejskiej i USA do aplikacji w Polsce.
Abstract	In the paper the most important directions of AEC PAS development have been presented. It was showed lots of for agricultural economics scientific problems, connected not only with agriculture, but with agribusiness and rural area development as well. Agricultural Economics Committee have to prepare expertise for government, help for young doctoral to develop their skills, with use USA and EU experience on these field for implementation in Poland.
