Abstract	The aim of the article was to present the premises and evolution of protectionism in agricultural trade and to show the changes in significance of tariff and non-tariff barriers of intervention for the trade in agricultural products. The abolition of customs duties entails an increase in the number and the role of non-tariff barriers in trade policy applied by individual countries. The factors determining the degree of intensity in the use of protective instruments include the level of GDP per capita. In the agri-food sector, an intensified protectionism can be observed along with an increased degree of economic development. In spite of the fact that richer countries declare their support for free trade, they take intense actions to protect their domestic production from the competitive imports and are unwilling to abandon this policy, which can be observed e.g. in prolonged negotiations on further liberalisation of world agricultural trade in the WTO forum.

Abstract	The awareness of animal welfare and animal well-being is growing all over Europe and the world. The concerns are related to the applied policy regimes, economic sustainability of the production methods, food quality and safety, consumers’ health and behaviour and their willingness to pay for animal products obtained in animal-friendly conditions. The paper aims to analyse the consumers’ awareness and its effect on consumers’ purchasing behaviour in Bulgaria. The data were collected under the WELANIMAL project, based on a questionnaire. Later a statistical analysis was done. At the end it is concluded that consumers still need to be educated and there are opportunities to enhance their awareness of animal welfare standards through marketing actions

Abstract	There’s a strong link between the production of biofuels and energy crops. The first of these activities may contribute to the appearance of new products in agriculture, besides giving a boost to activities such as provision of services and aiding in the diversification of economic activities in rural areas. Farmers’ final decision to include energy crops into or exclude them from their productive alternatives depends on various factors of a different nature (political, legal, technical, economic or socio-cultural). This paper analyzes the socio-economic aspects related to the introduction of oil-seeds (sunflower and rape seed) as energy crops in one of the most important agricultural regions in Spain (Castile and Leon). Thus, using RRA (Rural Rapid Appraisal) and the Economic Accounts for Agriculture (EAA), the study provides an evaluation of the main economic accounts of these crops and an idea of their profitability, impact on the level of employment and environmental consequences

Abstract	The article offers an assessment of spatial differences in the structure of payment granting decisions under the EU Common Agricultural Policy. The analysis was conducted for individual EU assistance measures divided into two groups: 1) intensifying measures, intended to step up production and improve the competitiveness of agriculture and 2) extensifying measures, intended to improve the environment and to help rural areas to diversify into non-agricultural activities. It was demonstrated that payments of group 2 prevailed in numerical terms, which was largely a result of the high participation of agricultural holdings in the agri-environmental programm

Abstract	The phrase ‘rural areas’ mean not only the place for agricultural production and the living place of rural population, but also refer to all the traditions, landscape, environment and residents of these areas. Rural development is highly supported at the EU level and it helps to enhance the quality of life of rural residents and the economic performance of rural areas. According to some points of view, the excessive support should be cut down, but the primary objectives of the CAP should be maintained. The threats of the economic crisis appear more significantly in rural areas. What are the possible ways to increase the economic situation of these areas, where poverty is high, education level is low and the population is aging? Working facilities are mostly connected with agriculture, but the financial background and competitiveness of agricultural enterprises is rather low. The environment and landscape should be preserved. How can all these problems be solved at the same time? How can the environment be preserved in line with the development of the rural areas? The renewed CAP was outlined in November 2010. This paper tries to examine the visions of rural areas for the future

Abstract	International competitive, consumer requirements, standards and legislation are one of the main factors which force Polish farmers to modernization of farms. Part of the investments associated with upgrading the farm may be co-financed funds Rural Development Programme 2007-2013 for the Modernisation of farms. The aim of the study was to evaluate the implementation of this activity in the Lubelskie province. The analysis included the type of investment and its compatibility with the objectives of Modernisation of farms, the type of reorganization of production, investmet costs and the level of co-financing.

Abstract	This study compares the effect of Common Agricultural Policy implementation on comparative advantages of livestock production in four selected countries, namely Czech Republic, Hungary, Poland and Slovakia (V4). The comparative advantage of Czech Republic’s bovine production as well as Slovakian poultry production has improved. On the contrary, sheep production in Poland and Slovakia has lost its previous positive RSCA value, similarly to swine production in Czech Republic and horse production in Hungary. Furthermore, a detailed analysis of bovine production in V4 countries revealed that the formerly successful quality competition was replaced gradually by price competition during the examined period (1999-2010).

Abstrakt	W artykule przeanalizowano zmiany w światowym handlu artykułami rolno-spożywczymi w latach 2000-2009. Szczególną uwagę położono na określenie nowych tendencji, powstałych po 2004 roku wskutek rozszerzenia Unii Europejskiej o nowe państwa członkowskie. Do analizy wykorzystano dane z bazy Comtrade/UN oraz Eurostatu, przy użyciu klasyfikacji HS2 (kody 01-24).
Abstract	The article examines changes in the global trade in agri-food products in 2000-2009. Particular attention was placed on identifying new trends, created after 2004, due to the enlargement of the European Union with the new member states. For the analysis data from the Comtrade database / UN and the Eurostat, using the HS classification (codes from 01 to 24), were used.

Abstrakt	W Polsce po 1993 roku obserwowano dynamiczny rozwój produkcji ogrodniczej pod osłonami. Równocześnie obawiano się o jej przyszłość po zniesieniu barier celnych w wyniku akcesji do Unii Europejskiej. W pracy podjęto próbę zweryfikowania tych obaw. Przeprowadzono badania zmian w powierzchni upraw ogrodniczych pod osłonami w Polsce w latach 2000-2009. Analizowano kierunek i dynamikę zmian całkowitego areału pod osłonami oraz areału upraw warzywniczych i kwiaciarskich, w tym kwiatów ciętych, a także strukturę upraw według grup roślin i typów osłon oraz zróżnicowanie regionalne. Badania wykazały, iż przystąpienie do Unii Europejskiej nie miało istotnego wpływu na naszą produkcję pod osłonami. Od 2003 roku powierzchnia upraw warzyw jest na stabilnym poziomie, a powierzchnia upraw kwiaciarskich wykazuje niewielką tendencję rosnącą. Odnotowano zmiany w strukturze produkcji w poszczególnych województwach.
Abstract	A high rate of development of horticultural production under cover was observed in Poland since 1993. However, economists were anxious about its future after our integration with the UE and the abolishment of tariff walls. The aim of the study was to verify those opinions. The changes in the horticultural acreage under cover in Poland during the years 2000-2009 have been investigated. The tendency and dynamics of changes in the area under cover and their structure according to group of plants, cover types and regions of Poland have been analysed. It was found that our integration with the UE had no influence on our greenhouse production sector. Since 2003, the acreage under vegetable cultivation is stable and that under floriculture production shows a gradual increase. Changes in the production structure in particular provinces were noticed

Abstrakt	W artykule podjęto próbę przedstawienia udziału kosztu zakupu usług w kosztach produkcji w rolnictwie polskim i niemieckim na tle Unii Europejskiej. Badanie przeprowadzono w oparciu o bazę danych systemu rachunkowości rolnej FADN. Analizą objęto usługi według regionów, klas wielkości ekonomicznej i typów rolniczych. Zidentyfikowano ich udział w zużyciu pośrednim, a także ich koszt w przeliczeniu na jedno gospodarstwo i 1 ha UR w 2008 roku. Wykazano, że występuje zauważalna różnica w tym zakresie pomiędzy rolnictwem polskim i niemieckim.
Abstract	The aim of the paper was to assess the share of services in the production costs of in Polish and German agriculture in comparison with all the EU countries. The analysis was based on the Farm Accountancy Data Network (FADN). The research covered services according to the regions of the European Union, different economic size classes (ESU) and different types of farming (TF). The services costs share in the intermediate consumption of resources, their value per farm and per one hectare of agricultural land in 2008 were evaluated. It was proved that a significant difference between the cost of these services in Poland and Germany existed.

Abstract	The aim of this study was to investigate the spatial relationships occurring between the price of agricultural land and its quality as well as other factors determining the productivity and the economic value of property. Abstrakt	Celem artykułu była próba oceny wpływu członkostwa Polski w Unii Europejskiej na kształt regulacji prawnych dotyczących funkcjonowania spółdzielni rolniczych i wskazania kierunków ich rozwoju. Przedstawiono problematykę spółdzielczych grup producentów rolnych, w szczególności ewolucję ustawodawstwa oraz problemy związane z korzystaniem ze środków unijnych. W dalszej kolejności rozważania koncentrują się wokół rolniczych spółdzielni produkcyjnych oraz spółdzielni mleczarskich. W uwagach podsumowujących podkreślono m.in., że na prowadzenie działalności przez spółdzielnie rolnicze i kierunki ich rozwoju coraz większy wpływ mają przepisy prawa unijnego oraz sytuacja na rynku europejskim
Abstract	The aim of this paper was to present an attempt to assess the impact of Polands membership in the European Union on legislation governing the operation and directions of development for agricultural co-operatives. It presents issues concerning co-operative agricultural producers groups, in particular the evolution of legislation and problems associated with the use of EU funds. Further investigations are focused on agricultural production co-operatives and dairy cooperatives. In closing remarks it is stressed, among other things, that the activities of agricultural cooperatives are increasingly determined by the EU law and the market situation in Europe

Abstract	The elaboration presents farmers opinions concerning introducing income tax in agriculture farms, level of assessment rate and the legitimacy for replacing agriculture tax by lump-sum tax. The principle benefit of introducing the income tax in agriculture is the fact that the burden from this title will appear only situation when the farm obtains income. Furthermore higher income tax will be paid by farms with higher economic power. Accepted by majority assessment tax rate is 3% or 8.5%. Taxation based on income tax rules according to tax on physical and on legal bodies did not meet the approval of farmers. In farmer’s view the lump-sum tax, replacing agriculture tax, should be diversified according to financial situation in agriculture. The established amount of these tax should concern mainly the scale and type of agriculture production as well as it’s relation to cropland area.

Abstract	This article is devoted to the issue concerning the theoretical and practical aspects of the taxation of income from special branches of agricultural production. The article presents the basic definitions in this field as well as possibilities of income calculation and appropriate for their conduct of the taxpayer. The Author presented an analysis of the fiscal situation (the obligation to controlling the advance payment of income tax) using standard estimates of income and effects of changes in activity during the fiscal year. The results of the analysis are shown in numerical examples.

Na podstawie danych statystycznych próbowano określić wpływ recesji/ożywienia na kształtowanie się wybranych wyników produkcyjno-ekonomicznych agrobiznesu. Wskazano też na cechy fluktuacji w rolnictwie, które są wynikiem specyficznych właściwości czynnika ziemi.
Abstract	The paper addresses the problem of cyclical fluctuations in the agricultural sector. The main purpose is to assess the relation between the situation in the agriculture and business cycle in the economy. On the basis of statistical data an attempt was made to determine the impact of the recession/recovery in the evolution of selected production and economic results of agribusiness. The nature of fluctuations in agriculture, which are the result of specific properties of the land factor was also highlighted.

Abstrakt	W artykule podjęto problem oceny sytuacji rolnictwa na tle tendencji ogólnoekonomicznych w okresie 2007-2009. Do stabilizatorów rozwoju rolnictwa w Polsce zaliczyć można: wsparcie tego sektora poprzez instrumenty polityki interwencyjnej, a zwłaszcza płatności bezpośrednie, jak również względnie mało elastyczny popyt na żywność. Nie bez znaczenia jest także stabilny poziom stopy akumulacji. Z tego względu sektor ten jest względnie odporny na występujące zjawiska kryzysowe na świecie. W Polsce dostosowania rynkowe w rolnictwie po 2004 r. sprowadzały się głównie do zacieśnienia kontaktów z rynkiem poprzez wzrost wartości produkcji, nakładów, modernizację gospodarstw. Po roku 2007 odnotowano pogorszenie sytuacji ekonomicznej rolnictwa w Polsce. Trudno ją uznać za kryzysową. W znacznej mierze wynikała ona z uwarunkowań rynkowych, głównie pogorszenia relacji cenowych.
Abstract	The problem of evaluation of agriculture in light of the general economic tendencies in period 2007-2009 was undertaken in the article. It has been stated that there are stabilizers in the development of agriculture in Poland: the support of this sector by instruments of interventionist policy, especially direct payments, as well as relatively low demand on food. Also a stable level of accumulation is important for this process. In Poland the market adaptation in agriculture after 2004 depended on tightening market contacts through growth of the value of production, expenditures, the modernization of farms. After 2007 a worsening economic situation has been noted in agriculture in Poland, although it is difficult to recognize this situation as critical. To a considerable extent this was the result of market conditioning, especially worsening price relationship. Simultaneously agriculture in Poland did not distinguish itself considerably in relation to the average situation of the UE in terms of experiencing the crisis phenomena. From another perspective because of the relatively more profitable macroeconomic situation in Poland in consequence of the increase of GDP after 2008, the situation in the studied sector was based on a general-economic tendency which was less profitable than average in countries of the UE.

Abstrakt	Autorzy podejmują niezwykle ważny i jednocześnie dyskusyjny problem przyszłości europejskiego modelu rolnictwa (EMR) w warunkach narastającej globalizacji. Rolnictwo Unii Europejskiej stanowi pod wieloma względami wyjątkowy subsystem, który powstał w następstwie realizacji wspólnej polityki rolnej. Praca zawiera analizę podstawowych cech tego modelu, istotnych z punktu widzenia jego konkurencyjności w warunkach globalizacji. Analizowane są także takie następstwa globalizacji, jak konieczność weryfikacji kategorii marginalnych warunków produkcji rolnej oraz wpływ globalizacji na bezpieczeństwo żywnościowe. W konkluzji końcowej autorzy stwierdzają, że wiele wskazuje na to, iż globalizacja bez określonych działań politycznych i ekonomicznych może doprowadzić do degeneracji EMR i w efekcie jego odrzucenia lub zaniku, a więc do marginalizacji rolnictwa krajów Unii Europejskiej.
Abstract	In the paper, the authors analyzed the important problem of the future of the European Model of Agriculture (EMA) in economy undergoing the globalization. The main features of EMA are examined in the context of expected results of globalization in the area of agriculture for example food security or verification of marginal conditions of agricultural production. Authors concluded that there are many signals that without the economic and political support the globalization can lead to the marginalization of European agriculture.

Abstrakt	W opracowaniu podjęto temat skłonności mieszkańców terenów wiejskich województwa mazowieckiego do podejmowania pracy poza miejscem zamieszkania. W 2006 roku GUS oszacował liczbę osób dojeżdżających do pracy poza obszarem gminy będącej miejscem ich stałego zamieszkania na 265 373 osoby. Z tej liczby 113 148 osób (42,6%) to mieszkańcy gmin wiejskich, a dalsze 69 930 osób (26,4%) – gmin miejsko-wiejskich. Miasta Mazowsza wykazują dodatnie saldo przepływów pracowników. Ich gospodarkę zasila 153 839 osób. W gminach wiejskich odnotowano ujemne saldo (70 813 osoby)1. Tak znaczne przemieszczenia podstawowego czynnika produkcji wpływają na rozwój gospodarczy i procesy zachodzące w sferze społecznej. Zaprezentowane teoretyczne modele wskazują na korzystne oddziaływanie napływu siły roboczej na gospodarki lokalne. Jednak jako całość obszary wiejskie województwa mazowieckiego tracą znaczny potencjał rozwojowy w wyniku opisanego procesu. Dodatkowo ponoszą określone koszty w sferze społecznej. Stanowi to jednak daleko idące uogólnienie, bowiem procesy przepływu siły roboczej występują z odmiennym nasileniem w różnych częściach regionu. W opracowaniu podjęto również próbę wyodrębnienia czynników wpływających na gotowość mieszkańców do podejmowania pracy poza miejscem zamieszkania oraz skutków, które wywołują masowe przemieszczenia pracowników w sposobie funkcjonowania gospodarek lokalnych.
Abstract	The paper discusses the willingness of country dwellers of Mazovian province to Take up job outside their permanent place of residence. In 2006, the Central Statistical Office of Poland estimated the number of people who work outside of the commune being their place of permanent residence for 265373 people. This number comprises of 113148 (42,6%) people residing in rural communes and 69930 people urban and rural communes. Towns located within the Mazovia region show positive value of workers movement. Their economy is fed by 153839 people. In rural communes there has been observed a negative balance amounting to -70813 people [1]. Such significant movements of a basic production factor do not remain unimportant for economic growth as well as for processes happening in the social field. The study presents an attempt to describe these phenomena. Theoretical models given in this study show a beneficial influence of the workforce inflow to local economies. This leads to a conclusion that rural areas of the Mazovian province, in general, lose from the described process a significant developmental potential. Moreover, they bear some specific costs in the social field. However, this statement would be a far-fetched generalization since the process of workforce movement occur with various intensity in specific regions of the province. This is why a spatial distribution of workers has been presented. An attempt has also been made to point out some factors influencing peoples willingness to take up a job outside their place of residence and results of mass movements of employees on the functioning of local economies.
