| Słowa kluczowe | pandemia COVID-19, eksport, import, produkty rolno-spożywcze, Polska |
| Key words | pandemic COVID-19, export, import, agri-food products, Poland |
| Abstract | The outbreak of the COVID-19 pandemic at the beginning of 2020 significantly changed the conditions for the development of trade in agri-food products. The aim of the article is to assess the impact of the first months of the COVID-19 pandemic on the agri-food trade of Poland. The analysis was based on unpublished data from the Ministry of Finance, using descriptive statistics method. Preliminary trade data for the first half of 2020 showed that with few expectations Polish agri-food exports performed well during lockdown, that is in the period of the greatest restrictions related to the movement of people introduced by the COVID-19 pandemic. It resulted, inter alia, from the fact that food is a basic necessity (such as e.g. medicines) and is characterized by lower income elasticity of demand, and also from relatively small disruptions in production. |

| Abstrakt | The research points out the principal concept of the HACCP system, ensuring product safety along the whole food chain 'from the field to the table'. It focuses on HACCP as the food safety management system that proved to be effective and has been accepted globally. In recent years the HACCP system has been gradually introduced in Ukrainian business entities. The article reveals the emergence of the HACCP system and the adaptation of the legal base of Ukraine in the area of food safety requirements. It provides evidence that the harmonization of Ukrainian and international standards in the field of food quality and safety calls for the necessity to introduce HACCP-conforming technologies at all stages of production in Ukrainian companies. The results of the audits of food product safety in Ukraine for the period 2016-2019 were evaluated. |

| Key words | exchange rate, ARDL bounds test analysis, time series analysis, food and live animal exports, cointegration |
| Abstrakt | In this study, for the 2012M1-2020M1 period, the relationship between Poland’s real effective exchange rate and its food and animal exports were examined by the bounds test. The stationary analyses of variables were examined by the ADF and PP tests. According to the results of a cointegration test, a cointegration relation among the real effective exchange rate, food and live animal exports, as well as industrial production was determined. It was also concluded that the real effective exchange rate has a long-term negative impact on Poland's food and live animal exports. This research also established that a 1% increase in the real effective exchange rate in the long-term would decrease Poland's food and animal exports by 3.091%. Also, industrial production has a positive impact on Poland’s food and animal exports, as expected. It was determined that a 1% increase in industrial production would increase Poland’s food and animal exports by 2.803%. On the other hand, the error correction term coefficient was found to be -0.119, indicating that 11% of the imbalance in the short-term will be recovered in the next period. |

| Abstrakt | Turkey plays a significant role in global wheat trade, importing wheat grain and exporting processed wheat products such as pasta, flour and biscuits. Wheat growing areas in Turkey have shown a decrease of about 10% over the last decade. Although an increase in yields keeps the production amount in balance, policies toward the wheat sector have reached a more critical point due to an increasing population and growing demand on the wheat flour sector. In this study, the profitability and sustainability of the sector were analyzed by using the Policy Analysis Matrix (PAM) approach, and by examining the effects of the policies that have been applied on the wheat market recently. According to the PAM results, domestic wheat prices are higher than world prices due to existing policies and the wheat sector is not competitive without support. |

| Key words | |
| Abstrakt | The research aimed to identify the impact of the implemented projects on the change in the economic size and direction of farms. The research used studies of the literature on the subject and data from 4 803 farms that kept continuous accounting under the FADN system in 2005-2013. The analysed economy was grouped according to the value of investment outlays in funds, economic size, and production type. Research shows that the increase in the level of investment is conducive to increasing the economic strength of farms. However, these investments must be high enough to ensure the appropriate level of difficulty. For the lower average level of questions, smaller languages are less and very small. Moreover, investments favour and accelerate the processing of farms, which may also improve their economic effects. In the analysed group of mixed-type farms, they changed the destination for the cultivation of cereals and the place of milk. |

| Abstrakt | The article examines the role of the bioeconomy in the formation of priorities for the economic development of Ukraine. It is determined that the primary goal of the bioeconomy is the optimal use of renewable biological resources and the creation of sustainable manufacturing systems for new products. It is noted that Ukraine belongs to the countries with high bioeconomic potential, the source of which is the production of biomass of agricultural origin that creates favorable conditions for the development of the bioeconomy. The dynamics of biomass production potential are characterized by a stable increase in the amount of biomass available for use, and its energy capacity is analysed. Using the methodology of 'smart specialization', a model of strategy formation was developed, which defines the priorities, goals, and objectives of the bioeconomic development of Ukraine's economy. |

| Key words | |
| Abstrakt | In the Czech Republic, and possibly in many other eastern European countries, organic production still has potential for further growth. Over the past three decades, organic farming has become an essential alternative to farming practices. An increase was observed among acreage, the number of farms, and also consumer spending on organic production. After the EU accession, organic farming became part of the agricultural policy related to other than production function and therefore supported by EU finance. The contribution aimed to derive which of the two factors was more important for organic farming expansion - the pull factor (market demand) or the push factor (financial support). Using Pearson's correlation coefficient stronger relationship was observed for financial aid, which was a driving force for the organic agriculture spread in the Czech Republic. |

| Key words | |
| Abstrakt | The purpose of this study is to identify the global trends in bioeconomic development and to develop the Concept of a State Strategy of Bioeconomic Development in Ukraine for the period until 2030. The authors define the bioeconomy as a set of industries that ensure the sustainable use of renewable resources, the use of biotechnologies for production while reducing the potential environmental damage, contributing to the innovative development of relevant sectors, and providing positive aspects of socio-economic development. The article formulates approaches to measuring the state and effectiveness of the bioeconomic development in Ukraine and the EU countries. Based on the analysis of world experience, it is concluded that to accelerate the development of the bioeconomy in Ukraine, it is necessary to develop the Strategy for the development of the bioeconomy in Ukraine. The conceptual foundations of such a Strategy have been developed by the authors of the article. The results of the study are the basis for the development and implementation of the State Strategy for the Development of Bioeconomy in Ukraine. The relevance of this study is determined by the absence of the Bioeconomic Development Strategy in Ukraine, which makes it difficult for the country to reach a new technological and innovative level of development. At the same time, the development and implementation of this Strategy will help Ukraine enter the international system of production of new knowledge and technologies. |

| Słowa kluczowe | produkcja mleka, gospodarstwa rolne, zniesienie kwot mlecznych |
| Key words | dairy production, farms, the abolition of milk quotas |
| Abstract | The milk market was one of the most regulated since the beginning of European integration. One of the key instruments to stabilize this market was milk quota. It was introduced in 1984. Aiming at greater milk market liberalization, the EU decided to lift limits of the production from 1 April 2015. This fact significantly changed the operating conditions of dairy farms. The aim of the article was to show how the implementation (along with Poland's accession to the EU), and then the abolition of milk production, affected the situation of Polish dairy farms. The primary sources of information were the results of a survey in 1047 dairy farm owners operating throughout the country. This information was supplemented by Agriculture Market Agency and Milk Market Observatory data. In the opinion of more than half of the respondents, as a result of the abolition of milk quotas in 2015, the situation of their farms worsted. This fact was primarily due to the low prices of raw milk, which was driven by lower efficiency of production. As a result, 62% of the respondents believed that there should be a greater degree of intervention on the milk market. |

W artykule próbowano przedstawić i porównać zmiany wartości zużytych nawozów i środków ochrony roślin w krajach Unii Europejskiej w latach 2010-2018. |
| Abstract | Currently, agricultural means of production are of great importance in agribusiness, in particular mineral fertilizers and chemical plant protection products. The article attempts to present and compare changes in the value of used fertilizers and plant protection products in European Union countries in 2010-2018. Changes in the value of used fertilizers and plant protection products per 1 ha of UAA and changes in the share of these means of production in intermediate consumption were examined. It was found that the value of used fertilizers and plant protection products per 1 ha of UAA increased on average in the EU. Their share in intermediate consumption also increased. As a result of grouping objects using the Ward method, 4 clusters of countries were obtained, which differed in terms of the proposed features, while the countries that created the given cluster were characterized by similar values of variables. The countries where both a clear increase in the value of used fertilizers and plant protection products per unit area as well as a significant increase in their value in intermediate consumption were observed: Lithuania, Bulgaria and Estonia. However, a decline in demand for the discussed means of production occurred in Belgium, Croatia, Slovenia, Denmark, Finland and Portugal. |

| Abstrakt | The article gives an economic assessment of the current state of the grain industry development, determinesthe main factors influencing the formation of demand and supply on the grain market. The lack of efficiencyof the mechanism of regulation of the grain market in Ukraine is substantiated on the basis of the obtainedvalues of “market price support” indicators per 1 t of grain and “nominal coefficient of protection of producers”used in the countries of the Organization for Economic Co-operation and Development (OECD). Theforecasts of gross collections of cereals and legumes, as well as their volumes of domestic consumption inUkraine for the period up to 2025 are estimated. The state of transport and logistics infrastructure of the grainmarket of Ukraine is estimated. Based on the analysis carried out, strategic guidelines for the development ofthe grain market and its regulation mechanism are proposed. |

| Key words | agro-sector, European Union, correlation and regression, financial efficiency, food product, financial economy, productivity & profitability, resource efficiency |
| Abstrakt | Economic literature pays a great deal of attention to economic and financial efficiency, expressed in terms of competition, concentration, productivity and profitability. This paper provides an all-embracing framework for the various existing theories in this area and illustrates these theories with practical applications. Currently, changing the size of the production potential in agricultural units in the Republic of Moldova depends to a great extent on the influence of different trends in the modification of production resources: the reduction of labor resources and agricultural land, quantitative and qualitative changes in fixed assets, and in current assets, etc.The notion of resource potential means the totality of the volume of all resources (natural, labor, material, intellectual, information, etc.) on specific enterprises, territories, branches, regions. Evaluating a broad field of research, the paper describes profit maximizing food products and demonstrates how several widely-used products can be fit into this framework. The authors also present an overview of the current major trends in the food sector and relate them to the assumptions for food products, thereby displaying their relevance and timeliness. The results include a set of recommendations for future research on this topic. The design, methodology and approach of this research is to explain why efficiency can help obtain a profit surplus, and to measure this efficiency. For quality of methodology we apply a range of statistical methods, as well as the strategic capability of organisations – made up of resources and competences. One way to approach the stategic capability of an organisation is to consider its strengths and weaknesses (for example, where it has a competitive advantage, profit, efficiency or disadvantage). Based on our research and results, we sought to understand the concepts of financial effciency and to apply these concepts to practical situations. At the start of each analysis entrepreneurship plays an important role. Most organisations have to innovate constantly to obtain profit and efficiency for food products. They need to be first into a market, or simply a follower of customers in developing new products and services. Original studies in Moldova and Poland regarding farm concentration in terms of Gini Coefficient, Gini Index and Concentration Index of the utilized agricultural area. Original calculus formula to determine the Concentration Index of the UAA for the top 10% largest farms in Moldova and UK. |

| Key words | piglet market, import, prices, Poland, Germany, Denmark |
| Abstrakt | Celem artykułu jest analiza wybranych aspektów rynku prosiąt w Polsce, Niemczech i Danii. |
| Abstract | The aim of the article is to analyze selected aspects of the piglet market in Poland, Germany and Denmark. These countries were distinguished on the basis of the volume of imports and exports of live pigs on the Community market. The broadly understood piglet market is relatively poorly recognized, although piglets are an important phase of pig production. The difficulty of analyzing this market is mainly due to the lack of appropriate statistics. Piglet production and its basic characteristics (dispersion) were inferred on the basis of data on sow farming in farms. However, sow farming does not reflect domestic piglet supply, which is adjusted by foreign trade turnover. Prices are an expression of adjusting demand to supply. |

| Abstrakt | The aim of this article was to answer the question – do integrated fruit and vegetable producers act in accordancewith the assumptions of “the logic of collective actions” by Olson, or want to increase the marketorganisation level, as suggested by Docian Ciolos, increasing the number of existing groups/organisations?Basing on a library query, the assumptions of the “logic of collective actions” are presented. Using the dataprovided by the European Commission, a significant negative relationship was found between the averagesize of the group/organisation and its effectiveness. In addition, there was a regress of organising the fruitand vegetable market in the European Union. Therefore, it is suggested that according to the assumptions ofMancur Olson’s theory, selective stimuli (institutional support) motivating members of groups/organisationsto produce a common good that can be, i.a., overcoming the barrier of production scale or competitivenessof the sector should be applied. |

| Abstrakt | The processing of organic products in Poland develops, the number of organic entities increases and there arechanges in the structure in individual industries. The aim of this article was to evaluate the trends and the degreeof changes that have occurred in the number of processing plants and the structure of organic processing industriesin Poland in the years 2004–2017. The analysis covered eight industries of processing organic products.Over thirteen years, there has been a steady increase in the number of organic processing plants, despite thelow amount of organic production and the lack of developed and sustainable forms of cooperation at variouslevels – from the producer to the consumer. The low consumption of organic products (compared to Europeancountries) also shows down and shapes changes that occur in the structure in particular processing sectors. |

| Title | |
| Słowa kluczowe | tax regulation, special tax regimes, land rent, agrarian sector, agriculture, foreign experience |
| Key words | |
| Abstrakt | The article discusses the shortcomings of tax policy in the agrarian sector of the economy of Ukraine, whichhas created non-competitive conditions for small farms. Large agricultural enterprises in Ukraine use theexisting special tax regime as an optimization of tax liabilities. This has led to such negative economic, social and environmental consequences as the development of landlands, the deterioration of agriculturallandscapes, the increase in export-oriented production, the growth of unemployment in the village and themigration of the rural population. While small farms, without state support, provide the population with basicfoodstuffs. The purpose of the article is evidence of the use of a special tax regime only for small farms, basedon an analysis of the special tax treatment regime in Polish agriculture and an analysis of the differential rentmethodology laid down in the basis of a special tax regime, as well as the development of practical recommendationsfor Ukraine. |
