Abstract	The paper presents the opinions of presidents of cooperative banks on the Polish cooperative banking transformation. Tests using a questionnaire interview was conducted in 2009. Act on Cooperative Banks and BGZ SA of 1994 helped to halt the bankruptcy process and the improvement of cooperative banks. At the same time had a negative impact on their development, because of the need for operation only in the municipality of residence of the bank and the lack of free choice of association. Polish accession to the EU increased interest in cooperative banks, the Polish agriculture support programs and increasing the share of credit. Simultaneously, the Polish cooperative banking interact appropriately selected products and services, as well as friendly and competent staff.

Abstract	The aim of this paper is to find out determinants and options for purchasing fixed assets in state-operated institutions of higher education financed by the State Treasury. Based on applicable law that regulates the possibility of State Treasury’s financing of purchase or unaided production of fixed assets in public institutions of higher education, a detailed analysis was performed. An examination of the currently valid method and a procedure of fixed assets financing revealed difficulties encountered by institutions of higher education in the course of investments financed with State Treasury funds. Applicable statutory regulations concernig the limitation of financing of fixed assets with a subsidy specifically designated for the purchase or production of fixed assets contain significant complications, thus restricting operations and development of institutions of higher education. Values provided in taxation law, allowing for one-off depreciation or introducing limits for one-off depreciation are applicable to certain values, different groups of fixed assets and different businesses (that pay income tax). An institution of higher education is not a payer of income tax and as such it makes use of balance sheet regulations only (based on accounting policy), and it does not make use of tax policy. Tax reliefs do not impact on effectiveness of management of resources of an institution of higher education, and recording of one-off depreciation of fixed assets with a final value below an amount allowed for such depreciation results in the deformaion of financial result and economic/financial image of such an institution.

Abstract	The article presents the universal dilemmas of the agrarian question. The outset there has been historical references relating to the management of land, reaching antiquity. In turn pointed to attempts to define and solve the agrarian question, with particular emphasis on the views of agrarists. At the same time contains the parallel reference to the present, the substitution money by land, food security, income disparity issues and seek alternative sources of income. Historical dilemmas were brought to the ground today, by showing their timelessness. You can now conclude that the agrarian question is lasting, and relatively recent problem of conscious sustainability of agriculture, seen as an organic whole, which itself is not followed and will not reconcile the interests of economic, social and environmental impacts.

Abstract	The analysis presents the development of the direct foreign investment in Poland in the years 2000–2009 and its impact on the new jobs’ creation and the increased work productivity. The first part of the study complies an analysis of the direct investment’s dynamics level and its structure, as well as its spatial location. The second part presents the dimension and the structure of employment and work productivity in companies (przyp. tłum.) with foreign investment’s input. The major conclusion of the analysis is the statement of the direct foreign investments’ positive impact on the increased employment and a higher level of the work productivity, as well as the fact, that the intensity of the direct foreign investment in Poland varies on the regional level. The biggest number of the working places were created in the areas with a strong economy, such as mazowieckie, wielkopolskie and dolnośląskie voivodship.

Abstract	The amount of own funds of banks has a signifi cant impact on the stability of their operations and ability to absorb losses. In the indirect way it determines the value of lending activity, the level of competitiveness and position in the banking market. This article aims to analyze the regulations and the scale of bond issuance held by cooperative banks and the role of funding to improve their stability and competitiveness in the banking market in 2010–2011. The results indicate that in Poland and other EU countries, cooperative banks are important providers of credit, especially for SMEs. Raising equity through issuance of bonds may extend the area of operation and increase the total amount of credit and commitment to individual enterprise.

Abstract	The aim of this study is to identify barriers to the participation of disabled people in the tourist and recreational activities and to determine the impact of identifi ed factors on the respondents, in the context of their economic situation. The study was conducted in 2006–2007, in the Lubelskie voivodship, on a sample of 360 people with disabilities. Disabled persons that were listed during the research considered the barriers for participation in tourism and sports and recreational activities to be insignifi cant or negligible, which can be regarded as a phenomenon of optimistic prospects for market growth of recreational tourism.The factor hampering tourist and recreational activity to the greatest extent in the opinion of researched people with disabilities is the high cost of participation in tourist events and recreational sports activities.

Abstrakt	Zmienność jest podstawowym parametrem, wykorzystywanym przy szacowaniu wartości narażonej na ryzyko, optymalizacji portfela i wycenie opcji. Istnieje wiele metod wyznaczania zmienności. Do najpopularniejszych należą odchylenie standardowe, procedura EWMA i modele GARCH (p, q). Obliczenia wykonywane każdą z wymienionych metod mogą dawać odmienne wyniki. Celem artykułu jest ocena wpływu zmienności, w zależności od przyjętej metody szacowania, na przewidywane ceny zbóż otrzymywane w modelu dwumianowym. Badaniem objęto ceny zbóż w Polsce w okresie od 27.12.2004 do 25.04.2010 roku.
Abstract	Volatility is the basic parameter used to calculate value at risk, to optimize portfolio or to evaluate options. There are several methods to estimate the volatility. The most popular are following: standard deviation, EWMA and GARCH (p,q) concepts. Each of them may provide different results. The aim of the paper is to asses the impact of volatility on predicted grain prices in the binomial model with respect to the method of volatility estimation. The research focuses on grain prices in Poland and covers the period from 27.12.2004 to 25.04.2010.

Abstrakt	W artykule podjęto problem wahań cyklicznych w sektorze rolnym. Głównym celem opracowania jest ocena związku koniunktury rolnej ze zmianami sytuacji ekonomicznej w gospodarce. Na podstawie danych statystycznych próbowano określić wpływ recesji/ożywienia na kształtowanie się wybranych wyników produkcyjno-ekonomicznych agrobiznesu. Wskazano też na cechy fluktuacji w rolnictwie, które są wynikiem specyficznych właściwości czynnika ziemi.
Abstract	The paper addresses the problem of cyclical fluctuations in the agricultural sector. The main purpose is to assess the relation between the situation in the agriculture and business cycle in the economy. On the basis of statistical data an attempt was made to determine the impact of the recession/recovery in the evolution of selected production and economic results of agribusiness. The nature of fluctuations in agriculture, which are the result of specific properties of the land factor was also highlighted.

Abstrakt	Artykuł przedstawia charakter oddziaływania polityki fiskalnej na polskie rolnictwo w latach 2001-2010. Zaprezentowano klasyczne, tj. przedkryzysowe, ujęcie mechanizmów oddziaływania polityki fiskalnej na całą gospodarkę, ze szczególnym uwzględnieniem rolnictwa, oraz omówiono kluczowe oceny funkcjonowania i oddziaływania tego obszaru polityki państwa na gospodarkę w dobie światowego kryzysu finansowego i gospodarczego ostatnich lat. Ponadto, dokonano oceny oddziaływania polityki fiskalnej na sytuację polskiego rolnictwa w badanym okresie na podstawie zmian kluczowych wskaźników makroekonomicznych oraz wskaźników dotyczących kondycji rolnictwa oraz zależności między nimi. Badania wykazały, że w latach 2001-2010 w polskim rolnictwie nastąpiły gwałtowne zmiany. Polityka fiskalna w Polsce sprzyjała poprawie sytuacji sektora rolnego. Jednak najważniejszym czynnikiem zmian było przystąpienie Polski do Unii Europejskiej, co istotnie zwiększyło skalę wsparcia rolnictwa zarówno ze środków Wspólnoty, jak i ze środków krajowych wydatkowanych jako współfinansowanie instrumentów wspólnej polityki rolnej.
Abstract	This paper is aimed at presenting the character of the fiscal policy’s impact on Polish agriculture in the period 2001-2010. In its first part a classical approach is presented, that is the approach of the era before the financial crisis, towards the impact of mechanisms of fiscal policy on the whole economy, with a specific focus on agriculture. In the second part of the paper key assessment findings published so far on the impact of the policy applied during the crisis are described. The third, main part presents the assessment of the impact of the Polish fiscal policy on agriculture in the analyzed period. The findings are based on the analysis of the key macroeconomic and agricultural indices as well as the interlinks between them. In the period 2001-2010 Polish agriculture underwent enormous changes. Both fiscal policy in Poland was favourable to improvements in the condition of the agricultural sector. However, the key factor stimulating changes was the Polish accession into the European Union as this significantly increased the scale of support towards agriculture both from the EU and from the Polish national budgets targeted to this sector as the Common Agricultural Policy’s instruments.

Wyniki badań wskazują na istnienie powiązań pomiędzy polityką makroekonomiczną a zainteresowaniem rolników kredytami bankowymi. Najbardziej bezpośrednie i widoczne oddziaływanie na sferę kredytu rolnego należy przypisać polityce kredytowej w rolnictwie.
Abstract	The aim of this paper is to determine the impact of monetary and fiscal policy, including government intervention in the agricultural credit market, on the credit debt level of individual farms in Poland in 1996-2009. The results indicate the existence of links between macroeconomic policies and farmers’ interest in bank loans. The most immediate and visible impact on the sphere of agricultural credit should be attributed to credit policy in agriculture.

Abstrakt	W artykule przedstawiono mechanizm oddziaływania zmian w aktywności gospodarczej na wielkość i strukturę retransferów do sektora rolnego. Zwrócono uwagę na dwa czynniki: przekształcenia w dochodzie narodowym oraz sytuację na rynku pracy, wyrażoną za pośrednictwem stopy bezrobocia. Okres badawczy obejmował lata 1990-2009 a analizie poddano 21 krajów i jedno ugrupowanie integracyjne. Zastosowano metodologię OECD dla oszacowania przepływu nadwyżki ekonomicznej pomiędzy rolnictwem a pozostałymi sektorami gospodarki. Kraje zostały sklasyfikowane w trzech grupach o różnym poziomie rozwoju gospodarczego. Uzyskane wyniki wskazują, iż w badanym obszarze powiązań pomiędzy czynnikami makroekonomicznymi a strukturą retransferów nie można wyrokować o ich uniwersalnym charakterze dla całej populacji. Specyfika poszczególnych rynków krajowych wymusza stosowanie odmiennej struktury i wielkości retransferów. Procesy globalizacji i liberalizacji nie doprowadziły do ujednolicenia reakcji w polityce rolnej w stosunku do wyróżnionych czynników.
Abstract	In the article the mechanism of the influence of changes in economic activity as a consequence of the size and the structure of retransfers to the agricultural sector, was presented. We paid attention to two factors: economic growth and situation of the labor market expressed in terms of the unemployment rate. The analytical period included years 1990-2009, and the analysis was based on 21 states and one integrative formation. OECD methodology was applied for the estimation of the flow of the economic surplus among agriculture sectors remaining and of the economy. States were classified into three groups with different levels of the economic development. The obtained results indicate, that in investigated area of connections between macroeconomic factors and the structure of retransfers one cannot indicate a universal tendency for the entire population. The specificity of individual internal markets extorts the application of the different structure and size of retransfers. Globalization processes and liberalization did not lead to a unified reaction in the agricultural policy in relation to favored macroeconomic a factors.

Abstrakt	Ceny surowców rolnych stanowią najważniejszy parametr podejmowania decyzji gospodarczych przez producentów rolnych, ponieważ bezpośrednio wpływają na dochody przez nich uzyskiwane. Stąd ważne jest poznawanie uwarunkowań ich zmienności. Wśród czynników, które wpływają na ceny zbóż coraz częściej wskazuje się na ceny ropy naftowej. Celem opracowania jest ocena powiązań między cenami ropy na rynkach światowych a cenami pszenicy w Polsce. Uzyskane wyniki potwierdziły opinie, że istnieje znaczny wpływ cen ropy na ceny pszenicy, przy tym charakter i siła tych związków ulega zmianom w czasie.
Abstract	Agricultural commodities’ prices play a crucial role in the process of farmers’ decision making. It is due to their direct impact on farmers’ income. It is important to explain the causes of changes of those prices. Among factors influencing wheat prices, crude oil prices are considered as one of the most important. The aim of this paper was an assessment of the connection between world crude oil prices and Polish wheat prices. The results of research confirm an existence of cause-effect of crude oil prices on wheat prices, although the nature and the strength of this relationship changes in time.

Abstrakt	W pracy podjęto próbę określenia wpływu stopnia awersji do ryzyka na wyniki gospodarstwa rolnego mierzone w kategoriach użyteczności wartości oczekiwanej. Badania przeprowadzono z zastosowaniem podejścia opartego na średniej i wariancji. Z analiz wynika, iż stopień awersji do ryzyka znacząco modyfikuje użyteczność wartości oczekiwanej dochodu rolniczego. Przeprowadzone symulacje wykazały, iż zarówno zmiany w strukturze, jak i korzystanie z ubezpieczeń produkcyjnych mogą wpływać stabilizująco na wysokość dochodów, chociaż wartość oczekiwana może ulec zmniejszeniu.
Abstract	In the paper the impact of risk aversion coefficient on expected farm results measured by certainty equivalent was investigated. The analyses were based on expected value-variance approach. In the first phase of the study a stochastic simulation was conducted in order to compute means and variances of revenues assuming scenario with and without insurance scheme. In the second phase, results obtained in the first step were incorporated into whole-farm non-linear programming model which optimized structure of crop production. The results indicate that individual farmer’s attitude towards risk is one of the crucial parameters of risk evaluation in a farm.

Abstract	Government intervention in agricultural credit market for many years is the subject of reviews and assessments, which to justify this policy or conversely show its low efficiency in achieving its macro-and microeconomic objectives. The paper presents some theoretical and empirical arguments, that relate to the assessment of the credit intervention in agriculture, from the perspective of its impact on removing barriers to access to bank loans for farmers.

Abstrakt	Celem opracowania jest ocena wpływu specjalizacji gospodarstwa rolnego na dochody wybranych typów rolniczych gospodarstw ekologicznych. Przedmiotem badania są gospodarstwa ekologiczne uczestniczące nieprzerwanie w Polskim FADN w latach 2007- 2009 i sklasyfikowane według typów rolniczych. Poziom dochodu z gospodarstwa rolnego i dochodu na osobę pełnozatrudnioną rodziny w analizowanym okresie był relatywnie wyższy w gospodarstwach nastawionych na produkcję zwierzęcą, czyli chów bydła mlecznego i zwierząt żywionych w systemie wypasowym, ale były to gospodarstwa większe obszarowo, szczególnie utrzymujące zwierzęta żywione w systemie wypasowym.
Abstract	The aim of this paper is to assess the impact of a farms specialization on the income of organic farms of selected, agricultural types. Organic farms, that participated in the polish FADN in the period 2007-2009 and that are classified according to agricultural types, are the subject of analysis. In the analyzed period, the income level per farm and per full-employed member of a family was relatively higher for livestock-oriented farms (dairy cattle breeding and breeding of animals in the grazing system), however these farms were larger - especially those farms with animals fed using the grazing system.

Abstract	Public relations and advertising are important tools of marketing activities in meeting the business objectives, contributing the building of reputation and image of the enterprise and the customer´s awareness about the products. PR and advertising help to activate the customer´s interest in buying the product. Implementation of advertising and PR is a cost item for the enterprise. The amount of funds entered into advertising and PR is based on a comparison between actual and desired effect. Monitoring the efficiency of advertising and PR should be oriented primarily on measuring of microeconomic effects. Through this communicative effects in conjunction with other tools of marketing mix can be measured impact on sales (though not exactly) because the ultimate goal is obviously the economic impact of business activities.

Abstrakt	Podstawowym celem artykułu jest analiza związków między długiem publicznym i wzrostem gospodarczym w Unii Europejskiej w okresie 2000-2010. Artykuł składa się z dwóch części. Pierwsza cześć dotyczy analizy teoretycznej dotyczącej współzależności między długiem publicznym i wzrostem gospodarczym z uwzględnieniem przyczyn i czynników determinujących te zależności. W następnej części artykułu zbadano związek między długiem publicznym i wzrostem gospodarczym w UE przy pomocy modelu wektorowej autoregresji (VAR). Dokonano oszacowania współczynników elastyczności długu publicznego na zmiany PKB oraz współczynników elastyczności PKB na zmiany długu publicznego na podstawie funkcji odpowiedzi impulsowych. Następnie przeprowadzono dekompozycję wariancji długu publicznego i PKB w celu oszacowania wpływu tych czynników na zmienność odpowiednio PKB i długu publicznego.
Abstract	The main aim of the article is to present the relationships between public debt and economic growth in the European Union in the period 2000-2010. The article consists of two parts. The first part deals with theoretical analysis of the relationships between public debt and economic growth, including reasons and factors determining these relationships. In the next part of article, there are examined the relationships between public debt and gross domestic product in the EU by using the Vector Autoregression Model (VAR). There are estimated elasticity coefficients of public debt to GDP and elasticity coefficients of GDP to public debt on the base of impulse response function. Then, there is made variance decomposition of the public debt and GDP in order to assess the impact of these factors on the variability of GDP and public debt respectively

Abstract	The aim of this paper is look through the agrarian trade between Slovakia and Poland. The Slovak and Polish agriculture is managed by the Common Agricultural Policy. It has main impact on both national agrarian policies. The situation in agriculture in both countries is different. It is because of the historical development of agriculture in Poland and in Slovakia. Slovakia achieved negative trade balance with agrarian trade with Poland in 2010. It means that the Slovak Export of agrarian commodities is smaller than Polish import into Slovakia. It is because the Poland is neighbor country of Slovakia. The second important reason is that the prices of agrarian commodities are lower than in Slovakia. The reason is also because the same features of consumers.
