Abstract	The aim of the paper was to determine the place and the role of the sector of services in the development of polish economy. The analysis covers the years 1995–2004. On the basis of data of the Central Statistical Of? ce the role of the sector of services in gross added value and workplaces creating, as well as in investment expenditures and foreign trade was determined. The analysis was carried out in the dynamic depiction and by the types of service. The author stated, that moving towards market economy has important impact on the dynamic development of the sector of services, thanks to that Poland decreased a distance in service development with relation to the developed countries

Abstrakt
Abstract	Food safety and quality are main issues in food economics. The first part of this paper deals with food quality in Poland before and after the process of integration with the EU. The conducted analysis have confirmed the improvement of Polish food quality. The sanitary conditions of Polish processing plants have also improved. But the concentration of nitrates is still very high in some vegetable products. The second part contains an analysis of the Polish exports and imports and their changes in the economic transition process. Wheat imports were higher than exports. In addition to this, the survey proved that Poland is self-sufficient in food production and food safety has improved in the transition period

Only the best and most productive factories with the lowest costs of production will remain in business. Also, only the most efficient growers will be interested in sugar beet production (high sugar yields, low production costs).

Abstract	Results of investigations and prognostic assessments effected by IBMER relating to both technological transformation and material as well as energy inputs in the developing family farms are presented. The results have shown a continuous impact of the scientific and technological progress on the effectiveness of plant and animal production, combined with a decreasing number of commercial family farms. The technological progress as well as decreasing cumulative energy consumption and diminishing unit costs of agricultural production are expected to stimulate the economic activity of about 400 thousand farms and agricultural enterprises capable to withstand competition in the European an world markets

Uwarunkowania te zostały narzucone przez prawodawstwo unijne. Gospodarstwa rolnicze oraz przedsiębiorstwa przetwórstwa spożywczego muszą dostosować swoje zakłady do nowej sytuacji w celu utrzymywania istniejących możliwości produkcyjnych oraz pozyskania nowych rynków zbytu. Wymaga to przygotowania takich rozwiązań modelowych, które będą gwarantować wysoką efektywność alokacji środków finansowych prywatnych i publicznych w całym sektorze rolnym.
Abstract	After the accession to the EU Polish agriculture and agricultural markets have become subject to intesified state interventions, competition and quality requirements. Farms and food processingf industry must adapt to the new conditions in order to acquire access to the new markets and maintain their level of production. New model of economic activity is needed for ensuring the efficiency of public and private funds allocation in the agricultural sector.

Abstrakt	W artykule przedstawiono zmiany w zakresie finansowania wspólnej polityki rolnej i rozwoju obszarów wiejskich, w nowym okresie budżetowym 2007-2013. Zwrócono uwagę na fundusze, cele i możliwości wsparcia finansowego w ramach wytycznych, przyjętych przez Komisję Europejską. Pokazano także możliwości sfinansowania instrumentów w ramach Europejskiego Funduszu Rolnego Gwarancji (EFRG) a także działań Europejskiego Funduszu Rolnego na rzecz Rozwoju Obszarów Wiejskich (EFRROW).
Abstract	A fundamental reform of the Common Agricultural Policy was decided in June 2003. The reform is aimed at meeting the objectives of competitiveness, solidarity and better integration of environmental concerns, thus becoming a key step in the Lisbon and Goeteborg development strategy. It involves: a substantial simplification of the market support measures and direct payments, further strengthening the development of rural areas by transferring funds from market support to rural development through reductions in direct payments to bigger farms, strengthening of the financial discipline mechanism between 2007-2013. The European Commission created two new funds for financing the CAP: European Agricultural Guarantee Fund (EAGF) and European Agricultural Fund for Rural Development (EAFRD). EAGF will finance: intervention measures to regulate agricultural markets, refunds for exporting farm produce to non-EU countries, and direct payments to farmers. EAFRD will finance the expenditure on rural development programmes.

Abstract	Transition of agricultural policy in the high and medium developed countries is presented. In the first part, the flows of transfers and their importance for the support regime as well as indicators presenting the structure of transfers are described. In the second part, attention is paid to the situation in agricultural markets and agricultural policy in selected high and medium developed countries. An increase of the role of transfers from taxpayers to producers and a decline of transfers form consumers to producers is observed. Differences among countries are noted. The development of agriculture is determined by the internal market and especially by economic growth. We can distinguish some regional models of agricultural policy.

Abstrakt
Abstract	The presented prognosis indicates possible directions and conditions of changes that will take place in the Polish countryside within the next few years. It should be underlined that this period will encompass both positive and negative processes. During this period 2.5 billion Euros (not including money for the Common Agricultural Policy) will be devoted to the development of rural areas. Together with domestic funds, it makes a total sum of 3 billion Euros of available financial resources. Having topped these funds up with investors’ own contributions, it will be possible to deal with total financial support of 4.5 - 4.9 billion Euros per annum. This will allow us to change the image of rural areas considerably, especially the level of technical infrastructure and the quality of productive potential of agriculture, as well as agribusiness. Therefore, the countryside and farms will have many more investment opportunities at their disposal. It is predicted that these funds should first of all be devoted to creating new work opportunities in rural areas and subsequently to improve competitiveness of farms due to their progressive concentration and technical modernisation. These processes are strongly related to each other and, therefore, one should not suppose considerable regional farm concentration without providing workplaces for farmers, especially the least skilled. On the other hand, one should mention processes that will make carrying out the intentions difficult. One of them is undoubtedly further limitation of agricultural expenses, especially after year 2013 (Common Agricultural Policy included). The reform of Common Agricultural Policy that took place in 2003 assumed stabilisation of expenses on agriculture as well as their gradual reinvesting in I and II Common Agricultural Policy levels. Further changes that might take place in the subsequent period of planning (2014-2020) are not yet known, which significantly limits the possibilities of outlining aims and priorities for Poland. It should be assumed that further limitations of funds for agriculture and rural areas in general are yet to come. The above mentioned is supported by the following three reasons: - More and more popular criticism of the Common Agricultural Policy as it is shaped right now, - Funds for Common Agricultural Policy after new members with big agricultural population (Bulgaria, Romania, Croatia, Turkey) would need to be increased, - Negotiations related to liberalisation of world markets within WTO.

Abstract	The article presents the changes in Common Agricultural Policy that have been made within the last 15 years, seen from the angle of agricultural support indicators calculated in the OECD countries. Undoubtedly, the EU is striving to reduce expenses for policy implementation. In addition, undertaking actions for limiting the instruments which distort market mechanisms (coupled policies) is confirmed by the indicators.

Abstract	The purpose of this study is to provide evidence on the relationships between prices of some agricultural products in Poland, Germany and France. The study is based on monthly price series of wheat, barley and milk. Findings show an existence of causal relationships between investigated markets, especially wheat markets. Results for the period 1995-2000 generally tend to show a lower degree of price transmission compared to the period 2001-2005, as might be expected.

Abstract	This article presents an assessment of the potential for introducing Polish regional products in the European Union’s Common Market. The main advantages of Polish regional product entry to this market are the low costs of labour, big land resources, favourable age structure of population, traditional methods of agricultural production, natural rural landscape, big biodiversity, cultural and historical wealth. The main obstacles are the Polish law system and the lack of experience among Polish producers. The author thinks that Poland may become an acknowledged producer of cheeses, meat and meat preserves, fruits and vegetables, grains and their preserves as well as beverages.

Abstrakt	Celem pracy było porównanie wybranych elementów rynku mięsa drobiowego w Polsce i w pozostałych krajach członkowskich Unii Europejskiej w latach 1961-2003. Zebrano dane statystyczne z FAOSTAT-u i obliczono podstawowe statystyki, a także wskaźniki uzależnienia od importu. W wyniku przeprowadzonych badań stwierdzono, że zarówno w Polsce jak i w pozostałych krajach UE wzrastało spożycie mięsa drobiowego, w Polsce szczególnie na niekorzyść mięsa wołowego. Największym importerem drobiu jest Wielka Brytania, a eksporterem Holandia. Najmniej drobiu importuje i eksportuje Malta.
Abstract	The aim of the paper was to compare selected elements of poultry meat market in Poland and in the other European Union countries in years 1961 through 2003. The statistical data were collected from FAOSTAT. Basic trade statistics and the dependence on imports were calculated. It turned out that both in Poland and in the other EU countries the consumption of the chicken meat grew up, in Poland particularly replacing the consumption of beef meat. Great Britain is the largest importer of poultry and the largest exporter is the Netherlands. Malta imports and exports the least amounts of poultry.

Zasadniczym problemem jest kształt i wielkość wsparcia produkcji rolno-spożywczej w kontekście liberalizacji handlu międzynarodowego
Abstract	This article presents the situation and conditions in the beef and veal markets in Poland relating to the new CAP reform. It is an opportune time to start a discussion about the future form of CAP on the basis of a wide environmental, social and economic analysis. The present overview shows that Poland has an opportunity to produce and promote its beef and veal products in the intra- and extra-EU markets. The main problem is the shape and value of support for agri-food products in the context of the international trade liberalisation process.

Abstrakt
Abstract	The aim of this paper is to analyze ex-post the competitiveness of selected Polish agri-food products in intra-EU trade. Some quantitative indicators of competitiveness and cluster analysis were used. The analysis shows that Poland gained higher competitive advantages in the trade of plant products than in those of animal origin. Processed products were more competitive in the EU market than raw materials. Cereals and preparations of cereals, as well as oils and fats produced in Poland had no competitive advantages in intra-EU trade.
