Abstract	General subvention granted in Poland constitutes one of basic sources of incomes for local districts authorities – communities. In some cases it becomes the major income allotted for completion of local tasks. The general subvention in Poland consists of three elements, which are: compensation subvention, education subvention and balance subvention. These are regulated by the different regulations, i.e. Local District Authorities Income Act from 13th November 2003 and ordinances of the Minister of Finance. The major aim of the subvention is to supplement local own incomes, particularly when these incomes are not sufficient to carry out local authorities’ projects. However there appear some nuances which cast doubt on subvention’s effectiveness.

In spite of increasing prices of properties, recent years we observe a kind of boom in investments. Relation between value of the property and a demand for investing should be the main reason to take care of space planning. This purpose belongs to municipality therefore municipal policy has to focus especially on planning limited space. There are many reasons to rationalize space management. One of them is to prevent human rights to good living, other is to protect the space from exhaustion. Both of them impact to prices on the free property market. Both of them should have the biggest meaning to municipality

Abstract	The paper describes an importance of the rural population’s education for the development of the country and rural areas. The need for modernization change in the Polish agriculture and the quest for measures designed to improve the social and economic conditions of the country-dwellers are connected with their education enhancement. Only well-educated people can take efficient actions in any sphere where many factors are involved. The quality of rural population re sources increases consistently, but it is still low as compare to its level among the urban people. It is why any measures are required to be taken to smooth the odds between rural and urban people. The studies indicated close relations between the quality of human capital and the effect of agricultural management. The higheducated farmers are more venturesome and open to the market. It is observed especially in such areas as investment activity and marketable farm production. The analysis of agricultural labor resources carried out on the data of the General Agricultural Census revealed diversified attitudes of farmers towards the market changes depending on an education of manager of a farm. The activity of farmers with secondary or high education is more intense and successful

Abstract	The aim of the paper is to check if one was able to gain excess profits at the Warsaw Commodity Exchange. For this purpose technical analysis tools are used. Gaining excess profits would be impossible if only the market was informationally efficient. On the informationally efficient market the most effective strategy is the passive strategy “buy and hold”. If technical analysis tools permitted to gain excess profits, the weak-form efficient market hypothesis would be rejected. The analysis is carried out on the basis of the data from Warsaw Commodity Exchange in the span of 5 years: 2001–2005.

Abstract	In the essay the value of profitability threshold for consecutive levels of egg hatching percent ranging from 70.1 to 90.0% was evaluated. The calculation included exemplary subsidies associated with the basic price of a hatching egg, and was carried out at assumed prices of eggs and chicks. Moreover, the correctness of calculations was checked with respect to an exemplary level of fixed costs.

Abstract	In 2005, expenditure on social protection accounted for 27.2% of GDP in the EU-27. However, the percentage share in one country can be more than double that in another. Expenditure was highest in Sweden (32.0%) and lowest in Latvia (12.4%). Expenditure on old-age and survivors benefits accounts for a large proportion of social benefits in most countries. Sickness/health care expenditure increased steadily over the period 2000–2005 in the EU-25 (by 3.4% per annum on average)

Abstrakt	W opracowaniu przeanalizowano sytuację finansową różnych pod względem wielkości ekonomicznej i formy prawnej grup gospodarstw towarowych i wielkotowarowych. Na podstawie tej analizy i wielkości prowadzonych inwestycji dokonano oceny, która z grup gospodarstw ma podstawy do trwałej egzystencji, a która jest schyłkowa. Stwierdzono współzależność pomiędzy rozmiarami działalności rolniczej, a realizowaną opłatą pracy własnej i poziomem zwrotu z zainwestowanego kapitału. Wskazano na potencjalne skutki zmiany polityki rolnej dla wyodrębnionych zbiorowości.
Abstract	The paper discusses the financial situation of two groups of farms . commercial farms and large commercial farms . which differ greatly in terms of their economic size and legal form. On this ground and on the grounds of the volume of projects implemented, an assessment was carried out trying to decide which of the two groups is stable enough for permanent existence and which is in its final stage of operation. A correlation was observed between the volume of agricultural operations and the implemented remuneration for own work and the level of profitability of invested capital. Potential effects of the change in agricultural policies for selected populations were identified.

Abstrakt	Artykuł prezentuje badania nad sytuacją ekonomiczną wielkoobszarowych gospodarstw roślinnych położonych na terenie trzech województw: mazowieckiego, wielkopolskiego oraz zachodniopomorskiego. W analizowanych gospodarstwach wdrożono trzy scenariusze różniące się między sobą cenami na środki do produkcji rolnej, produkty rolne oraz wielkością wsparcia gospodarstw ze środków unijnych. Otrzymane wyniki wskazują, że zdecydowana większość gospodarstw w 2014 roku będzie charakteryzować się wyższymi przychodami niż w 2006 roku. Ze względu na wzrost kosztów produkcji tylko w scenariuszu optymistycznym nastąpi zwiększenie dochodowości badanych gospodarstw w porównaniu do roku wyjściowego. W przypadku scenariusza najbardziej prawdopodobnego dochód rolniczy netto tylko w gospodarstwach mazowieckich i zachodniopomorskich będzie wyższy niż w 2006 roku.
Abstract	Researches were carried out on large-area farm localized on three Polish regions: mazowieckie, wielkopolskie and zachodniopomorskie. There were implemented three different scenario based on other producer prices, inputs and EU agricultural payments: pessimistic, most probably and optimistic. Economic situation in analyzed farms in 2014 point at increase of returns in comparison to the year 2006. In optimistic scenario all farm will have a higher family farm income regardless of production costs. In most probably scenario majority of farms will are in better economic situation than in base year.

Abstrakt	W artykule podjęto próbę zweryfikowania przydatności modelu Du Ponta w jego zmodyfikowanej wersji do obliczenia wskaźników płynności. Próbę badawczą stanowiły spółki akcyjne sektora rolno-spożywczego w latach 2001-2006. Stwierdzono, że zmodyfikowany model Du Ponta nie pozwala na uzyskanie wskaźników płynności identycznych z tymi, które można obliczyć w tradycyjny sposób. Uznano, że nie dyskwalifikuje to jednak zmodyfikowanej wersji modelu Du Ponta, wymaga jednak ostrożności w formułowaniu wniosków i weryfikacji innymi metodami.
Abstract	The paper aims to verify the suitability of the Du Ponta model in its modified version to calculate the liquidity ratios. The research sample was build based on the joint stock companies from agri-sector. The analysis were conducted for the period 2001-2006. The paper argues that the modified Du Ponta model does not allow to get the liquidity ratios on the same level that those calculated in standard way. However, the results do not disqualify the verified Du Ponta model. It can be used, but the results should be carefully interpreted and verified by other methods.

Abstrakt	Celem przeprowadzonych badań było określenie kosztów likwidacji plantacji Salix spp. metodą chemiczno-mechaniczną. Podstawą badań była plantacja wierzby krzewiastej na 15-letnim korzeniu zlokalizowanej na Nizinie Kwidzyńskiej w pradolinie Wisły. Całkowity koszt likwidacji plantacji Salix spp. wyniósł 2075,60 zł /ha. Z wszystkich przeprowadzonych prac w trakcie likwidacji plantacji największe koszty (1432 zł/ha) poniesiono na ręczne usuwanie wyoranych karp z pola połączone z ich wywożeniem. W przypadku 10-letniego okresu użytkowania plantacji roczne obciążenie potencjalnej nadwyżki bezpośredniej kosztami wynikającymi z jej likwidacji wynosiłoby około 208 zł/ha. Wydłużanie okresu eksploatacji plantacji do 25 lat obniżyłoby te koszty do 83 zł/ha.
Abstract	The aim of presented studies was to determine the level of the cost of liquidation of short-rotation willow plantation using mechanical and chemical method. Analyze of cost of Salix spp. plantation liquidation was performed on the basis of field trial carried out in the Lower Vistula River Valley on Kwidzyn Lowland. Willow cuttings were planted in the spring 1992 at the density of 40,00 cuttings . ha- 1 on alluvial medium textured soil. Experimental liquidation of the plantation was done after 15 years from planting. The total cost of liquidation amounted to 2075,60 PLN . ha-1. The highest single operation cost (1432 PLN . ha-1) was for manual deposition of stumps from the field together with transport cost of the material. In the cost structure this operation amounts to 69% of the total cost. If 10 year of plantation life span is assumed annual cost of liquidation would be ca. 208 PLN . ha-1. If life span of plantation is prolonged to 25 years it reduces this cost to 83 PLN . ha-1.

Abstrakt	Artykuł dotyczy strategii rolniczych gospodarstw domowych i zachowań inwestycyjnych polskich rolników, ze szczególnym uwzględnieniem przewidywanych skutków zmian wspólnej polityki rolnej (WPR). Badania przeprowadzono w 2006 roku na próbie 63 gospodarstw. Dobór gospodarstw przeprowadzono według kryteriów ukształtowania terenu (na terenach płaskich i górzystych), kierunku produkcji (roślinne, zwierzęce, sadownicze) i systemu gospodarowania (konwencjonalne i organiczne). Dla badanych gospodarstw sporządzono modelowe rozwiązania z wykorzystaniem wielokryterialnego programowania dynamicznego. Modele symulują inwestycyjne zachowania rolników w warunkach różnych scenariuszy polityki rolnej (de-coupling, redukcja płatności, redukcja cen). Wyniki wskazują na zróżnicowane zamierzenia inwestycyjne, wyjaśnione raczej przez indywidualne cechy rolnika i zasoby gospodarstwa, niż przez system gospodarowania i kierunek produkcji.
Abstract	This paper analyses farm-household strategies and investment behavior of Polish farmers with a particular focus on the perceived effects of CAP. The paper is based on a survey of Polish farmers carried out in 2006 on a sample of 63 farms. Farmers where selected in order to fit in the intersection of different farms. location (altitudes above sea level), different specialisation level and technologies. Selected farm-households were modelled with the use of multicriteria dynamic programming. Models simulate economic behaviour of farmers under different policy (decoupling and reduction of payments options) and market (reduction of prices) scenarios. Results show multifaceted expectations to ward’s the future. CAP payments are normally used on farm and concentrated on covering current costs and investment expenditure. The perspective of decoupling is expected to produce either no change or an increase of on farm investments.

Abstrakt	Celem niniejszego opracowania było przedstawienie zmian bezrobocia wiejskiego po integracji Polski z Unią Europejską. Analizę przeprowadzono w oparciu o dane pochodzące z Badań Aktywności Ekonomicznej Ludności Polski realizowanych przez GUS w II kwartale 2004 i IV kwartale 2007 roku. Przedstawione wyniki badań wskazują na korzystne zmiany zachodzące w obszarze bezrobocia wiejskiego wynikające z dostępu Polski do funduszy unijnych, a także z otwarcia rynków pracy przez niektóre kraje dawnej „piętnastki”. Zmiany te dotyczą między innymi obniżenia wskaźników charakteryzujących bezrobocie oraz ograniczenia skali bezrobocia długookresowego. Nadal jednak poważnym problemem pozostaje bezrobocie dotycz??ce bezrolnych mieszkańców obszarów wiejskich
Abstract	The purpose of the present study was to show the changes of rural unemployment after the integration of Poland with the European Union. The analysis was carried out on data coming from the Research of Economic Activity of Polish Citizens made by GUS in the second quarter of 2004 and in the fourth quarter of 2007. The results of the investigations indicate to advantageous changes occurring in the field of rural unemployment, resulting from the availability of the EU funds and also from opening labour markets by some countries of the former EU-15. The changes concern inter alia a reduction of the rate of unemployment and restraints of long-term unemployment scale. Still unemployment of landless dwellers of rural areas remains a serious problem.

Abstrakt
Abstract	The current paper aims to outline the potential and most important aspects of the Strategic Environmental Assessment process (directive 2001/42/EC). First of all, the analysis considers the importance of evaluation instruments in decision-making processes and moves on to environmental assessment, focusing on the peculiarities of Strategic Environmental Assessment. Although SEA is an innovative instrument in favouring and promoting a democratic approach to the government and development of the territory, it nonetheless presents a series of problems. The latter regard aspects such as: its integration into planning and programming activities, its role within these processes, the methodologies applied, stakeholder involvement, the quality of the assessment process and the how the suggestions are perceived and acknowledged.

Abstrakt	W opracowaniu przedstawiono zróżnicowanie kosztów produkcji mleka w gospodarstwach wyspecjalizowanych w chowie bydła mlecznego, prowadzących rachunkowość w 2005 r. według standardu FADN. Badania przeprowadzono wykorzystując algebraiczną funkcję kosztów. Stwierdzono, że na jednostkowy koszt produkcji mleka wpływa skala produkcji, mierzona liczbą utrzymywanych krów oraz wydajność mleczna. Wzrost skali produkcji powodował początkowo obniżenie, a następnie przyrost jednostkowego kosztu produkcji mleka. Wyższa wydajność mleczna krów niezależnie od skali produkcji powodowała obniżenie kosztu jednostkowego.
Abstract	The study shows differences in the cost of milk production in farms specialized in dairy cattle breeding which ran farm accountancy (according to FADN standards) in 2005. The research was carried out using algebraic function of cost. It was stated that the unit of milk production is influenced both by scale of production (measured on the amount of herd) and milk yield. The increase of scale of production has been caused by decreasing at the beginning and thereafter by increasing of unit cost of milk production. It has been shown that higher milk yield, irrespective of scale of production, causes the decrease of unit cost. Bigger milk yield, irrespective of scale of production, causes decrease of unit cost.
