Abstract	The aim of this study is to present financial situation of municipalities characterized by a varied level of human capital. All municipalities of the Świętokrzyskie Province (101), excluding the City of Kielce with county rights, were subject to analysis that covered the period 2006–2008. Empirical data was sourced from the Regional Chamber of Accounts and interviews with municipal management personnel (chief municipal officers and mayors). This study attempts at presenting a new methodology of measurement of human capital and showing its relation with the financial situation of municipalities. It was determined that there was a clear correlation between the level of human capital of self-government authorities and the level of own revenues of municipalities and the share of own revenues in total revenues. In municipalities with a higher level of human capital, self-government authorities could better manage budget deficit

Abstract	This study aims at the determination of sources of financing of operations of state-owned institutions of higher education in Poland. The source of empirical data was an announcement of the Minister for Science and Higher Education for years 2005 – concerning a list of institutions of higher education that received subsidies to the extent provided by relevant statutory regulations. The study offers a detailed analysis of legal regulations applicable to institutions of higher educations that govern their operations in all areas and provide a systematic review of sources of financing operations of institutions of higher education in Poland. A dominant source of financing operations of institutions of higher education is the state budget subsidy. That is why authorities of institutions of higher education make efforts in order to meet criteria that will result in the achievement of parameters that contribute to an increase in subsidy amounts in specific years. For all groups of institutions of higher education, an increase in subsidy amounts in the period under analysis (2005–2008) was determined. Institutions of higher education in the first group (universities) and fifth group (polytechnics) were in receipt of the largest subsidies. It reflects preferences in the relevant area in respect of entities that are most effective in terms of education and scientific research.

Abstract	What becomes a very considerable factor in the present period of raging global economic crisis is the risk, especially the one closely related to decisionmaking of various kinds. That risk of assessment as banks or simply by single investors is a case in point. Banks, in order to lessen the risk of not paying off a would-be-granted loan, increase their demands. The aforementioned decisionmaking as such entails the risk. Being in need of such assessment in terms of company’s capacity to continue to operate, different institutions as well as individuals being interested in investing in enterprises employ diverse models that allow of probability estimation of business failure. A series of such methods is referred to as integrated financial analysis of a company (integrated corporate financial analysis). Abstract	This paper contains analysis of costs and benefits connected with trade credit granted by farmers, as factors influencing farms’ growth abilities (understood as ability to enlarge both income and cash stocks). The research was carried out in a farm specialising in large-scale milk production. The researcher proposed three possible solutions concerning trade credit. The analysis revealed that trade credit creates costs which have negative influence on the farm income level. However, resigning from this credit was followed by unfavourable effects. On the other hand, using this credit in cash-flows gave considerable benefits. As a result of the research it was concluded that trade credit is an instrument positively affecting economic results of the farm and, consequently, its growth

Abstract	This article aims to assess the financing of agricultural farms in Poland with leasing in the context of the global financial crisis, encouraging individual companies to use internal sources of funding to a greater extent than from external sources. Analysis and assessment of changes in the value of all leased assets and the value of leased machinery cover the period 2005–2009. The period of the worsening of the economic crisis (2008 – first quarter 2010) was supplemented with an indication of the dynamics of changes in the value of items in lease of statistical data of the Polish Association of Leasing. During the economic slowdown, companies have limited investment financing by leasing. However, the value of agricultural machinery leased was increasing throughout the period considered, which means that leasing is an attractive form of financing investment for farms.

Abstract	The process of globalization in recent years has created a new opportunity and necessity to review economic policy. This is due to a combination of factors including external pressures, the revised strategy of other states and regional trade agreements. Some of the policies of the last two decades of the twentieth century required redefinition to enhance effectiveness, and their applied solutions encountered more and more difficulties specifically due to internal and external dysfunctionality. In the article we paid attention on the changes of the option in the fiscal and monetary policy with the utilization of the pendulum model to their evaluation and also conversions in the level of the real effective exchange rate. We also presented the relationship between exchange rate and option in economics policy. The investigative period embraced years 1990–2009. Analysis that has been conducted allows us to distinguish regularities happening in the process of their adaptation to an external conditions and also has pointed to a few conclusions on solutions applied in Poland.

Abstract	The aim of this paper is to show how the responsibility lies with the company in fulfilling a social mission, what stakeholders expect, and how companies come up to these expectations. Expectations of stakeholders to companies were illustrated by the results of surveys conducted on a group of Polish and German respondents, in such areas as: workplace, environment, market and society. The results show some similarities but also differences in the feelings of respondents about the ethical behavior of Polish and German companies. The analysis conducted shows that the modern company can not shirk its social responsibility, and its activities should be based on the organizational culture that integrates all stakeholders around common goals.

Abstract	The article presents the results of measuring the technical efficiency of agriculture in Poland using two alternative methods of group analysis of the border (frontier analysis): method SFA (Stochastic Frontier Analysis) and DEA method (Data Envelopment Analysis). The main objective of this study was to determine what changes in the efficiency of agricultural activity took place after the Polish accession to the European Union. For this purpose, there were compared the effectiveness of the years 2005 and 2008. The results show that, depending on the econometric model may show the effectiveness of changes either increasing or decreasing trend in the case of the same province.

Abstract	The paper presents results of studies on costs and profitability of milk production in various diets of dairy cows. For the three farms specialized in milk production, were developed two variants of feeding cows on the basis of hay silage produced on the farm. One scenario assumes maintenance of current milk yield of dairy cows and use of concentrates. The second eliminated concentrates from the feed and assumes a reduction of milk yield of cows. The analysis included the costs and profitability of milk production in farms.

Abstract	The dairy market In the EU is regulated by the Common Market Organization for milk and milk products. This policy is influencing together with changes in the Common Agricultural Policy. Within the Health Check the European Commission proposed a milk quota abolition, which will come into force from the year 2015. This paper presents a scenario analysis of milk quota abolition and the influence on production, price and demand on farm gate milk, butter and skimmed milk powder. Analysis was divided on two groups EU-15 and ten countries whose accession to EU in the year 2004. Special case was made for Germany, France, Great Britain and Poland as the largest milk producers in the EU. Conclusions fl owing from analysis show decline of real milk farm gate price to the year 2020, about 20% in the comparison with the average from the period 2003–2005. The supply of milk will increase with simultaneous decline of butter production and skimmed milk powder. Unfortunately the majority of unfavorable changes will in the group of countries UE-10

Abstract	The paper aims to evaluate the usefulness of discriminatory models in the process of running a company. In the work there was verified the efficiency of action of 23 functions estimated in Polish research centers. One based on the financial information coming from the financial statements of six stock quoted companies. The companies had to cope with the bankruptcy crisis in the 2009. Moreover, on the basis of the results of the conducted analysis, there were specified factors determining the appropriate choice of the model to the prediction of the enterprise’s bankruptcy. There was also presented a ranking of tested models with the annual, two, and three-year forecast.

The results show that after the accession the price volatility decreased. Lower values of price volatility indexes in Poland after the accession tend to decrease the price risk of production decisions.

Title	The application of technical analysis tools in price predictions on the wheat futures market

Abstract	The aim of the paper is to show that advanced technical analysis tools which are based on the Fibonacci ratios can be used to identify the trend’s direction on the wheat futures market. The research methods are based on the identification of the support and resistance levels using the selected tools for technical analysis. The data used in study cover the period form October 2008 to October 2010. The analysis has been carried out in the technical analysis software – XTB trader. The paper discusses the selected technical analysis tools and presents their application in price forecasting on the wheat futures market. The implementation of Fibonacci retracements, Fibonacci projections and Fibonacci fan has been shown. The research has revealed that forecasts formulated using the tools of technical analysis are accurate and reliable. It amounts that the technical analysis is effective in price predictions on the wheat futures market or there is sufficiently large number of market’s participants who use technical analysis and by applying the same tools and methods they push the price in the same predicted directions. This is so called self-fulfilling prophecy.
