Abstract	The paper aims to present the formation process and define an efficiency of the financial liquidity strategy in the cross-sectional area income-risk in joint stock company PKM Duda S.A. The moderate and conservative strategies of current assets have accompanied an aggressive and moderate strategies of their financing. The tendency which decreased level of the aggressiveness of financial liquidity strategy, both in a property aspect as well as financial, determined in PKM Duda S.A. the reasonable strategy of the property-financial. The financial liquidity ratios were higher in a framework of the conservative strategies, and lower for aggressive strategies. The residual income was shaped on the lowest level together with more aggressive strategies, instead of obtaining higher amounts at conservative strategies of current assets and financing and the property-financial reasonable strategies

Abstract	The elaboration introduced dependences between the debt level and European Size Unit (ESU) with relation to efficiency of individual agricultural farms. Farms which have been using the greatest degree of the external financing resources were characterized with the highest profitability of the equity capital. The interests charge from credits of the agriculture income from the family-holding was the highest in the economically weakest farms with the biggest debt level. The income indicators of the cropland area and the economic work productivity increased together with higher ESU. The farms with the biggest debt level noticed the highest current financial liquidity, however this index was similar to recommended size. In farms without liabilities appeared the highest participation of the working capital in relation to assets. However this participation was the lowest in most economically strong agriculture farms. Managers of these farms streamlined the level of a current financial liquidity and amount of the working capital, that enabled to obtain the highest efficiency of the productive factors usage

Abstract	The paper presents the issue of potential relation between dynamics of dairy cooperatives’ scale and financial performance. The review of the literature in the analyzed area was done. Next the results of analysis of differences between dairies of low, medium and high dynamics of assets growth was presented. Statistics tests showed significant differences between analyzed three groups among such indicators as current liquidity, acid test, debts to assets ratio, debts to equity ratio, labour efficiency ratio and profitability ratios.

Abstract	The paper presents the cost-analysis carried out in agricultural farms in relation to cropland area and the level of debts. The analysis were conducted for 2005. The researches were executed for individual agricultural farms in Mazowsze and Podlasie regions. The highest participation of production costs in revenues was noticed in farms with the smallest cropland area and the lowest level of debts. This results in higher cost absorption of the agriculture production, as well as the lack of modern machines which could contribute to decrease of production costs. In the smallest farms, which have had high level of debts, the production cost in relation to work counted per hour was the highest, which is due to work engagement of whole farmer’s family. The participation of farming costs in amount of all costs was decreasing together with the height cropland area. The highest participation of depreciation in production costs was observed in the group of the smallest farms, which owns very depreciated fixed assets

Abstract	The paper presents analysis on credits and loans used in financings the activity of agricultural farms. The empirical research is based on data collected under Farm Accountancy Data Network for the 2005. The aim of the paper is to determine the dependences among the level of debts and the European Unit Size of the agricultural farms depending on committed credits and loans. The results show the relation to the repayment security of the liabilities in farms and the sums of credits and loans counted per one hectare of cropland area. Farms with the highest level of debts were characterized with the diversification of the committed financing resources together with enlarged participation of the outside capital. The economically weaker farms (with a lower ESU) possessed higher participation of the short-term liabilities in the capital structure. It is connected with a reasonable financing strategy. Farms with the highest debts level were diversifying loan capital structure by maintaining higher participation of long-term financing resources, which is rational behaviour

Abstract	The paper aims to present analysis of financial situation of districts of Wielkopolska voivodship. The analysis are based on selected indexes describing their financial situation. A typology if districts was conducted using Ward’s method. Three clusters were distinguished. The first one includes areas in the contiguity of cities Kalisz, Konin, Leszno, Poznań and districts: jarociński and szamotulski. The results show that these units had have the best fi nancial situation due to high values of financial independence indexes, high own income per capita and high rate of investment expenditures. The situation was different in the second cluster which includes districts: pleszewski, rawicki, ostrzeszowski, międzychodzki and czarnkowsko-trzcianecki. These units had have the lowest values of financial independence indexes, the lowest level of liabilities connected with very low percentage of investment expenditures. Majority of Wielkopolska districts were classified in the third cluster characterised by high financial independence of the second level and the lowest own income per capita

Abstract	While executing their responsibilities, local governments aim at satisfying broadly understood needs of the local communities so as to ensure them the best living conditions within the available financial resources. One of the instruments of such a policy is the right to set real estate tax rates. The purpose of the study is to show the tendencies in the tax policy of the Małopolska Region. The analysis comprises resolutions of all 182 municipalities in the 2003 and 2006. On the basis of the executed studies, it has been concluded that most municipalities applied tax regulations with rates set at 70–90% of rates proposed in the resolutions of the Minister of Finance. Thus resigning from a part of revenues due to them. The observation of the applied solutions points to the evolution of the tax policy of municipalities in the area of greater variation of the rates than envisaged by the law on taxes and local charges. This indirectly testifies the fact that municipalities perceive the opportunities to impact the local development by using available tax instruments

Abstract	The paper presents estimated level of equipage and effectiveness of making use of real capital assets in agricultural enterprises with different legal forms of cropland management. The highest level of equipage of real capital assets, in relation to the cropland area and resources of the labour, has been noted in enterprises of direct owners, however the lowest amounted in enterprises of lessees. In owners enterprises the participation of the depreciation in operating-costs was the highest, whereat the difference in relation to Agricultural Property Agency (APA) companies and enterprises of lessees was not so significant. Only in APA enterprises, in the analyzed period, the reproduction of a used real capital assets was confirmed. The adverse tendency in this range have been noted in owners enterprises. The highest revenues amount and the profitability of the real capital assets appeared in enterprises of lessees. The lowest revenues of these resources turned up in owners enterprises, and the lowest profitability was ascertained in APA companies

Abstract	The paper describes an importance of the rural population’s education for the development of the country and rural areas. The need for modernization change in the Polish agriculture and the quest for measures designed to improve the social and economic conditions of the country-dwellers are connected with their education enhancement. Only well-educated people can take efficient actions in any sphere where many factors are involved. The quality of rural population re sources increases consistently, but it is still low as compare to its level among the urban people. It is why any measures are required to be taken to smooth the odds between rural and urban people. The studies indicated close relations between the quality of human capital and the effect of agricultural management. The higheducated farmers are more venturesome and open to the market. It is observed especially in such areas as investment activity and marketable farm production. The analysis of agricultural labor resources carried out on the data of the General Agricultural Census revealed diversified attitudes of farmers towards the market changes depending on an education of manager of a farm. The activity of farmers with secondary or high education is more intense and successful

Abstract	The paper is dedicated a problems concern with development of information society at the Polish rural areas. Based on statistical data (prepared by GUS) one can state, that from 2004 to 2006 the situation on village areas was slowly improving (in 2006, 46% households used computer and 25% had access to Internet), but goals of using Internet is still dissatisfied (especially in cases of: contact with public institution, e-banking). As an example of good working programs dedicated to village society are selected e-VITA program and Rzeczpospolita Internetowa program. Especially interesting is the “e-VITA” program, which is cofinancing by The Polish - American Foundation “Freedom”, The Support Village Foundation and company CISCO Systems Poland. The results of the program are following: 11 noncommercial computers nets on rural areas, many various workshops and information meetings, 400 persons participated in e- courses. In the future (2007–2013 year) local governments will have possibilities to receive financial support in frame of Regional Operating Programs

Abstract	The paper presents analysis of directions of services development in rural areas in areas of West Pomeranian region in years 2000–2006. In this region there was research, by which author wanted to compare status of services from 2000 with status of services at the end of 2006. Analysis consists mostly of comparison of amount of employees in particular services (general in West Pomeranian and in rural areas). Next step was to present notes to service receivers, meaning owners of farms that were using or still use the services delivered in their place of living. Research was done on random probe in amount of 2500 farmers. There was also used data from Main Statistical Office of Szczecin (Wojewódzki Urząd Statystyczny w Szczecinie). Development of services in rural areas in eyes of farmers is definitely different from level of service development in towns and cities

Abstract	The equalization payments assigning for the areas with disadvantageous management conditions are supposed to counteract rural areas depopulation and vanishing their rural character. The average amount of that payment in the investigated farms is 1337 zl. The biggest share of ONW (Disadvantageous Management Conditions) payments in farm income was noticed in the smallest farms.
