Abstract	The Polish tax system does not differ from the tax systems of highly developed countries of Western Europe. It may encourage a balance budget and the projects financed by the state to modernize national economy. These opportunities are not fully utilized due to too large share of fixed expenditure in the state budget. In Poland, the main objective of privatization was to obtain funds for current expenses or funding deficit in the state budget. Privatisation in Poland was too little used as a tool to repair public finances. For example, did not apply the techniques of exchange foreign debt for shares in privatized enterprises. In this way, the Treasury got rid of most of the their property, which had at the beginning of the process of transition, failed to achieve long-term benefits. The plan of consolidation of government finances for the years 2011–2012 using the same strategy. So, once again, the current needs have been more important than long-term development projects

Abstract	Good governance principles are considered by the European Union to be a basic indicator serving in the assessment of the quality of the Community’s public management. Therefore, these principles should be treated as a reference point in the process of building all the necessary elements of the system of implementation of the EU tasks and activities. The same applies to the Common Agricultural Policy and to supporting within it the development of agriculture and rural areas. Following this the evaluation system should respect the good governance principles in most complex way that is possible and achievable. However, up to now, the development of the EU evaluation culture has not reached the level of comprehensive actual fulfillment of these principles and for the evaluation process to lead to improving the effectiveness and efficiency of the CAP. Moreover, if the EU involvement in supporting the development of social responsibility of the agriculture is worth underlining it should be conducted via the introduction of different rules and regulations applicable in this sector, which combined with the competition typical of this part of the economy should lead to development of socially responsible agriculture.

Abstract	The process of globalization in recent years has created a new opportunity and necessity to review economic policy. This is due to a combination of factors including external pressures, the revised strategy of other states and regional trade agreements. Some of the policies of the last two decades of the twentieth century required redefinition to enhance effectiveness, and their applied solutions encountered more and more difficulties specifically due to internal and external dysfunctionality. In the article we paid attention on the changes of the option in the fiscal and monetary policy with the utilization of the pendulum model to their evaluation and also conversions in the level of the real effective exchange rate. We also presented the relationship between exchange rate and option in economics policy. The investigative period embraced years 1990–2009. Analysis that has been conducted allows us to distinguish regularities happening in the process of their adaptation to an external conditions and also has pointed to a few conclusions on solutions applied in Poland.

Abstract	After 15 years since beginning of the economic system transformation in 1989, substantial share of the polish sugar enterprises was characterised by domination of the state capital. In the research there were compared the strategies of operation in private sugar enterprises owned by chosen foreign investors and sugar processing companies grouped in the sugar holdings, possessed by the State. For that purpose operations of the research enterprises were decomposed into four function areas: production, human capital, marketing and finances. In result of undertaken analyses and comparisons of operation courses among groups of the sugar enterprises according to the above-mentioned areas, operation strategies realised by sugar enterprises grouped according to the differential ownership form were identified, described and evaluated.

Abstract	The paper aims to evaluate the usefulness of discriminatory models in the process of running a company. In the work there was verified the efficiency of action of 23 functions estimated in Polish research centers. One based on the financial information coming from the financial statements of six stock quoted companies. The companies had to cope with the bankruptcy crisis in the 2009. Moreover, on the basis of the results of the conducted analysis, there were specified factors determining the appropriate choice of the model to the prediction of the enterprise’s bankruptcy. There was also presented a ranking of tested models with the annual, two, and three-year forecast.

Abstract	The paper deals methods of solid biomass estimation for energy purposes. Several ways of estimations are available at present what causes discrepancy in the figures. In the article useful methods were described for local government units, and enterprises interested in using biomass for energy purposes. Estimation methods of wood, straw and energy crops were presented. Estimating of resources of renewable sources, especially biomass, could became a significant practical problem, which can be meet by local government representatives, entrepreneurs interested in renewable sources technology development. Methods of estimating have complex and diverse character what could be seen like an obstacle in define raw material sources in farms for instance. Farms have many specific characteristics within technical and logistic organization, are placed in specific localizations sometimes very hard to cultivate because of agro technical factors. Those conditions dot not exclude the possibility of biomass estimating in the scale of province, poviat, commune or even in single farm. The present estimating methods need to be adopted by preparing common measuring standards which allows to prepare reliable calculations of biomass for fuel and energy sector. Methods of estimating are improving during process of research and current updating.

Abstract	The aim of the paper was to estimate the support for investment process. The support started in 2002, in the frame of SAPARD actions, and then it has been continued in the frame of the two pillars of Common Rural Policy during 2004–2006 as two independent actions of a similar character. Nowadays the measure of modernisation of agricultural holdings has been very well valued by the beneficiaries (2007–2013). During the first call for proposals the beneficiaries handed in 18.3 thousands applications, the applied support was 2371.5 million PLN. In 2008 applications haven’t been collected. In 2009 there were many more submitted applications, 24.8 thousands of applications were accepted and the granted support reached the level of 3798.2 million PLN.

Abstract	Foreign trade pays an important role in the development of both world and Polish economy. In the years 2002–2008 Poland reported negative balance of foreign trade of all kinds of products, while since 2003 the balance of trade with agricultural products was positive. In the structure of Polish export of agricultural products in the year 2008, fruits and vegetables paid a dominant role (ca. 20% of total export). In the years 2002–2008 the European Union was the net importer of all kinds of vegetables and vegetable products. Since the year 2004 when 10 New Member States accessed to the UE, the enlarged Community was the net importer of fresh tomatos, onions, peppers, courgettes, legumes and sweet corn. As the processed vegetables are concerned the EU net imported frozen vegetables, canned and dry tomatos. The positive trade balance was reported for canned vegetables and tomato puree. As the trade between Poland and other Member States is concerned, Poland reports positive balance of both fresh and processed vegetables. In the years 2002–2008 in Poland dominated positive and growing foreign trade balance with fresh vegetables and their products. It was possible thanks to positive foreign trade balance of processed vegetables, because the balance of trade with fresh vegetables was negative. Main exporting countries of Polish vegetables and their products were Holland, Germany and United Kingdom. Poland imported such products mostly from the UE, especially from Spain and Holland.

Abstract	The aim of the paper was to determine the influence of the selected kinds of mass media on shaping the consumer’s consciousness within the scope of food, perception of nutritional standards and whether it is connected with the respondents’ demographical determinants. The research has been conducted in 2009–2010, on the group of 500 residents of Olsztyn, over 16 years old, recruited mainly in the shopping centres and popular public places. The method applied to this research constitutes a kind of survey, namely an interview form/ questionnaire. In order to establish the correlation between the demographical factors and perception of the selected mass media forms (information concerned with food and nutritional standards) one-factor adverbials analysis has been used. Taking into account the demographical factors of the respondents, the age was the main determinant having influence on the perception of different mass media used to convey food and nutritional information. Moreover, it has been established that the age factor significantly differentiated respondents’ opinions on the matter of perceiving the nutritional value as useful information and important from the dietary point of view and information that is helpful when it comes to product choices/choosing as well. The influence of the education on the perception of nutritional value as useful information in the process of product’s choice has been observed. To sum up, age was the factor differentiating consumers’ choices and perception in the most significant way.

Abstrakt	Praca przedstawia wybrane efekty zmian na rynku cukru w Polsce po integracji z UE. Produkcja cukru w Polsce od roku 2003/4 do 2009/10 zmniejszyła się o 15,3%, a limity produkcyjne o 7,5%. Integracja Polski z UE i wprowadzenie reformy rynku cukru wymusiło czterokrotne ograniczenie liczby pracujących zakładów. Mimo to odznaczają się one zbyt małą wydajnością przerobu w stosunku do fabryk we Francji i w Niemczech. Reforma rynku cukru spowodowała niewielkie obniżenie cen cukru, ale nie spowodowała potanienia słodyczy. Zniesienie przez UE ceł na importowany cukier po roku 2014/2015 spowoduje, że jego produkcja z buraków cukrowych w Polsce stanie się nieopłacalna.
Abstract	The work is focusing on selected effects of changes in sugar market in Poland after the integration with the EU. Sugar production in Poland between years 2003/4 and 2009/10 was reduced by about 15.3% and production limits by about 7.5%. Integration of Poland with the EU and implementation of the sugar market reform have forced a quadruple reduction in the number of working sugar plants. Yet they are still characterized by a too small processing capacity in relation to factories in France and in Germany. The reform of sugar market has caused small cuts in sugar prices, but it has not resulted in cheaper sweets. Abolishing the custom duties on imported sugar by the EU after year 2014/15 will cause the unprofitability of sugar production from sugar beet in Poland.

Abstrakt	W pracy przedstawiono działania ekologizacje, jakie są prowadzone w przedsiębiorstwach mleczarskich na terenie Wielkopolski. Badaniom ankietowym poddano 32 jednostki, wśród których występowały przedsiębiorstwa małe, średnie i duże. Respondenci odpowiadali na pytania związane z czynnikami motywującymi do podejmowania działań pro środowiskowych, a także priorytetami, czy też barierami takich działań. Przedsiębiorstwa mleczarskie określały zmiany parametrów środowiskowych oraz zmiany w polityce środowiskowej firmy. W badanych przedsiębiorstwach podejmowane są działania pro środowiskowe, których forma oraz intensywność zależą od wielkości jednostki produkcyjnej W większości badanych przedsiębiorstw poprawie uległy parametry środowiskowe, takie jak waga odpadów w przeliczeniu na produkt gotowy, ilość opakowań odzyskiwanych w stosunku do całkowitej ilości opakowań, wielkość emisji do atmosfery, czy też ilość ścieków powstających w procesie produkcji.
Abstract	The ecologization activities ware presented in the article. They were conducted in Wielkopolska dairy companies. 32 units were included in the inquiry, among which there were small, medium and large companies. The respondents answered to questions which concerned the factors motivating to undertaking the pro-environmental activities and the priorities as well as the barriers for these activities. The dairy companies indicated changes in their environmental paremeters and changes in the company environmental policies. The pro-environmental activities are being taken in the examined companies. Their form and intensity depend on the size of production unit. In most researched companies, the following environmental parameters were improved: the weight of wastes with respect to the weight of finished product, the quantity of recovered packaging in comparison with the total amount of packaging, the volume of emissions to atmosphere and the quantity of sewage produced in the production process.

Abstrakt	W opracowaniu przedstawiono stan rozdysponowania nieruchomości Zasobu Własności Rolnej Skarbu Państwa (ZWRSP) oraz podjęto próbę wskazania głównych czynników ograniczających rozdysponowanie nieruchomości. W opracowaniu wykorzystano informacje pochodzące z raportów z działalności Agencji, opracowań wewnętrznych i dostępnej literatury. Zaprezentowane wyniki świadczą, o znacznym zaawansowaniu prywatyzacji mienia, jednak występuje wiele czynników ograniczających proces jego rozdysponowania.
Abstract	This paper presents the actual status of the disposal of APS property and research made to define main factors which restrain it. The analysis was based on information from the reports of the Agency’s activity, internal elaboration papers and available literature. Results presented here acknowledge an advanced level of property privatization but also indicate many factors restraining the process of its disposal.

Abstrakt	Praktyka rolnicza i wyniki badań naukowych dowodzą, że poprawne agrotechniczne następstwa roślin, w szczególności stosowanie płodozmianów, ma korzystny wpływ na wyniki produkcyjne w produkcji roślinnej, w tym na zredukowanie wahań plonów, a jednocześnie pozytywnie oddziałuje na środowisko przyrodnicze. Współcześnie obserwuje się jednak silne upraszczanie struktury zasiewów i dowolność w kształtowaniu następstwa roślin. W rolnictwie europejskim w większości krajów dominują uprawy zbożowe, co skutkuje wysokim stopniem koncentracji struktury zasiewów. Zilustrowano to za pomocą wskaźnika koncentracji Herfindahla-Hirshmana (HHI). Na podstawie danych z literatury w opracowaniu przedstawiono negatywne skutki nadmiernego upraszczania struktury zasiewów. Posługując się przykładem wieloletnich badań na polu doświadczalnym w Skierniewicach, wykazano, że w porównaniu do monokultury poprawne zmianowanie jest korzystne ze względu na poziom i zmienność plonów oraz nadwyżek bezpośrednich z wybranych upraw polowych.
Abstract	Agricultural practice and results from several research projects prove that proper crop rotations have a positive impact on level of yields, reduce yields variability and are more environmentally sound. In today’s agriculture in the most of the European countries process of simplification of cropping patterns and high flexibility in sequence of crops is observed. Domination of cereals results with a high concentration in cropping structure, as illustrated with the use of the Herfindahl – Hirshman concentration index (HHI). In the paper, based on available publications negative consequences of over-simplifying cropping structures were discussed. It was shown, on the basis of multi-years rotation experiment in the Experimental Station Skierniewice, that compared to monocultures rotations with the respective crops are beneficial both in terms of yields and gross margins calculated for selected crops.

Abstrakt	Mleczarstwo należy do nielicznych sfer agrobiznesu w Polsce, w których spółdzielczość rolników ma dominującą pozycję. Badania empiryczne potwierdziły, że specyfika spółdzielni mleczarskich wskazuje na potrzebę odmiennego niż w spółkach pomiaru efektywności finansowej. Zastosowanie klasycznych wskaźników takich jak stopa zwrotu z kapitału własnego (ROE) czy Economic Spread prowadzi często do znacząco rozbieżnych ocen efektywności w stosunku do wskaźników dedykowanych spółdzielczości mleczarskiej takich jak cena skupu mleka czy nadzwyczajna spółdzielcza wartość dodatkowa w przeliczeniu na litr skupionego mleka (ACAV/l). W przeciwieństwie do wskaźników klasycznych, wskaźniki dedykowane spółdzielczości są skorelowane z wynikami osiąganymi przez spółdzielnie w perspektywach: klientów, procesów, potencjału i dostawców, wyodrębnionymi w nawiązaniu do zmodyfikowanej koncepcji strategicznej karty wyników. Cena skupu i ACAV/l są miarodajnymi wskaźnikami w ocenie efektywności spółdzielni mleczarskich.
Abstract	Dairy industry is a rare example of agribusiness sector in Poland in which cooperatives have still substantial market share. Empirical research has shown that a different ways of measuring co-oop’s financial efficiency are needed. Assessment based on classical indicators such as Return on Equity (ROE) or Economic Spread could drawn to inappropriate conclusions in comparison with indicators dedicated to dairy co-ops such as milk price or Abnormal Cooperative Additional Value per litre of collected milk (ACAV/l). In opposite to classical indicators milk price and ACAV/l are correlated with achievements of co-ops in others perspectives of modified Balanced Scorecard model such as: customer perspective, processes perspective, potential perspective and supplier perspective. Based on these results it could be concluded that milk price and ACAV/l are more than ROE and Economic Spread reliable indicators in assessment of dairy co-ops efficiency.

Abstrakt	W opracowaniu omówiono cykl życia przedsiębiorstwa na podstawie studium przypadku wielkoobszarowego przedsiębiorstwa rolniczego. Szczegółowej analizie poddano nowy etap cyklu życia, który dla jednostek tego typu rozpoczął się po przeprowadzeniu przekształceń własnościowych w rolnictwie. Analizą objęto lata 1995-2009, w których badana jednostka znajdowała się w pierwszej fazie cyklu: narodzin i młodości. Specyfika rolnictwa, związana m.in. z długością cykli w połączeniu z dużą niestabilnością czynników zewnętrznych i wewnętrznych, wymuszała na badanej jednostce (ukierunkowanej na rozwój) konieczność ciągłego podejmowania procesów dostosowawczych. Omawiany podmiot został zaprezentowany również jako przykład trwałości wielkoobszarowego przedsiębiorstwa rolniczego, w którym produkcja rolnicza prowadzona była od 1497 roku.
Abstract	The paper presents the enterprise life cycle theory on example of the large scale agricultural company. The new stage of enterprise development, which started after the ownership transformation in agriculture, has been described in details. The research covers period since 1995 to 2009. The company under consideration was then at the first stage of the cycle - its youth. The specifics of agriculture connected with the cycle’s longitude, in combination with instability of the external and internal factors, enforced the researched company to continuous process of adjustment. The company under a study is also a good example of the sustainable unit, where the agricultural production continues since 1497.

Abstrakt	Celem opracowania jest określenie efektywności gospodarowania przedsiębiorstw młynarskich z wykorzystaniem metody DEA oraz wskaźnika produktywności TFPC. Dzięki oszacowaniu poszczególnych miar efektywności i produktywności możliwe było wyodrębnienie źródeł nieefektywności, co pozwoliło na wskazanie kierunków poprawy.
Abstract	On the example of leaders’ observation in a given branch, it is possible to allow to create a conception of development for own company, also enable to improve own processes (within production processes). Efficiency analysis in grain milling companies by using DEA method and TFPC index productivity can be helpful by their current estimation and by taking proper decisions, which concern their future. Inefficiency of some companies can have its source in organization of material and human resources, which can be improperly used. Due to estimation of particular efficiency and productivity measures it was possible to separate sources of inefficiency, what allowed to point at directions of improvement and further detailed analysis.
