Abstrakt	Celem badań jest ocena wykorzystania wsparcia z Unii Europejskiej (UE) przez właścicieli gospodarstw mlecznych oraz ocena organizacji i sytuacji ekonomicznej tych podmiotów. Badania przeprowadzono na grupie 100 gospodarstw objętych FADN, zajmujących się produkcją mleka na terenie województw mazowieckiego i podlaskiego. Analizowano wykorzystanie wsparcia uzyskanego w ramach działań PROW 2004-2006 i PROW 2007-2013. Wyniki badań zebrano za pośrednictwem kwestionariusza wywiadu skierowanego do producentów mleka. Z badań wynika, że zdecydowana większość respondentów nie korzystała ze wsparcia w ramach PROW 2004-2006 (86%). Sytuacja uległa zdecydowanej zmianie w kolejnym okresie programowania, w którym 82% objętych badaniami właścicieli gospodarstw mlecznych korzystało ze środków PROW 2007-2013. Wszyscy rolnicy korzystali z dopłat bezpośrednich. Grupa producentów mleka, która wzięła udział w badaniach, wypowiedziała się pozytywnie o integracji z UE. Rolnicy docenili szanse rozwoju, jakie dała ich gospodarstwom akcesja. Z badań wynika, że rolnicy oczekują od instytucji zarządzających PROW ograniczenia biurokracji oraz większej pomocy w przygotowaniu dokumentacji, szczególnie tej związanej z finansowaniem inwestycji.
Abstract	The objective of the study was to evaluate the use of the support from the European Union by the owners of dairy farms and the evaluation of the organization and the economic situation of these entitles. The study was conducted on the group of 100 farm owners involved in the production of milk in the region of Mazowsze and Podlasie. The paper analyzes the actions undertaken by farmers under the RDP 2004-2006 and 2007-2013. The research results were collected using questionnaires and interview dedicated to milk producers. During the survey farmers were asked to assess the existing tools of support from the EU. In addition the opinions of farmers concerning their attitudes to EU integration and expectations were collected. The research show that most farmers did not benefit from RDP 2004-2006 (86%). The situation improved during new period of programming in which (82%) of dairy farm owners used the RDP 2007-2013. All of the farmers benefited from subsidies. The research group of milk producers support the integration with the EU. Farmers see the chances of development which gave their farms Polish integration with EU. Farmers expect from the institutions managing RDP less bureaucracy and more help from officials in preparing documentation for the investment financing.

Abstrakt	Celem opracowania jest ocena wykorzystania środków finansowych z budżetu Unii Europejskiej (UE) jako pomocy gospodarstwom rolniczym usytuowanym na terenach o niekorzystnych warunkach gospodarowania (ONW) w Polsce na tle innych krajów członkowskich w latach 2007-2011. Jako studium przypadku wzięto pod uwagę gospodarstwa terenów sudeckich. Dokonano analizy przemian, jakie zaszły w rolnictwie sudeckim w latach 2002-2010 w kontekście realizacji szczegółowych celów, pomocy finansowej dla gospodarstw rolnych w UE z tytułu usytuowania na ONW w ramach programu PROW 2004-2006 i 2007-2013.
Abstract	The scale of absorption of financial support from the EU budget directed to the agricultural farms laid on Less Favoured Areas in Poland in the light of different membership countries in years 2007-2011 has been introduced. As the case study the agriculture of Sudety Mountains was taken under consideration. The analyses of transformations in years 2002-2010 in Sudety Mountain agriculture in the context of realization of detailed aims connected to directed to Less Favoured Areas financial help within Rural Agriculture Development Plan in years 2004-2006 and 2007-2013 was realized. Poland has significant share in absorption of EU financial support to the Less Favoured Areas. In years 2007-2011 Polish farms made up above 30% of supported EU units by this instrument. This support was also given to farms located in Sudety Mountains. The transformations based on land concentration, consolidation the character of plant production and limitation the animal production were characterized this units. The considerable acreages of permanent grassland in Sudety region plays mainly landscape and tourism functions. The situation of demographic population on rural areas is unfavorable. In years 2014-2020 the aims of financial support for farms located on Less Favoured Areas assemble oneself on the environment-landscape aims going away from social matters what is highly disturbing.

Struktura i jakość portfela kredytowego banków silnie zależy od kondycji finansowej klientów oraz warunków ekonomicznych panujących na lokalnym rynku. Celem badań jest ocena portfela kredytowego banków spółdzielczych w zależności od lokalizacji ich siedziby. Próbę badawczą stanowiły banki zlokalizowane w województwie mazowieckim, a analizę przeprowadzono w poszczególnych podregionach. Okresem badawczym były lata 2008 i 2012. Wyniki badania wskazały statystycznie istotne różnice wśród banków zlokalizowanych w podregionach przeważająco wiejskich i pośrednich.
Abstract	For cooperative banks, in accordance with the “the Act on the Functioning of the cooperative banks, their associations and affiliated banks”, business area is limited depending on the level of own funds. The structure and quality of the loan portfolio of banks is strongly dependent on the financial condition of the customers and the economic conditions in the local market. The aim of the study was to evaluate the cooperative banks’ loan portfolio, depending on the location of their headquarters. The sample was constituted banks located on Mazovian Voivodeship, analysis was carried out in different sub regions. Research period were the years 2008 and 2012. Results of the study showed statistically significant differences among banks located in the sub-regions predominantly rural and intermediate.

Abstract	This paper presents the economic effectiveness of horticultural farms in different FADN regions and economic size classes. The effects in relation to expenditures incurred on farms, in which the main income is derived from the value of production of vegetables and flowers and thus belonging to“horticulture” are presented on the basis of data collected in these farms within the Polish FADN in the accounting year of 2010.

Abstrakt	Badania przeprowadzono w 2013 r. w wielkoobszarowym gospodarstwie ogrodniczym zajmującym się produkcją owoców jagodowych. Celem pracy jest określenie poziomu i struktury czasu pracy kadry zarządzającej procesami zbioru owoców truskawek, w zależności od różnych czynników je determinujących. W badaniach zastosowano metodę obserwacji bezpośredniej z wykorzystaniem arkusza fotografii dnia pracy. Zebrano łącznie 48 arkuszy fotografii. Badania wykazały, że kierownik grupy i brygadziści najwięcej czasu poświęcali na czynności kontrolowania oraz organizowania i kierowania. Ponadto, w grupach zarządzanych przez kadrę menedżerską o większym doświadczeniu zawodowym i zatrudnio­nych na stałe więcej czasu poświęcano na planowanie i przygotowanie pracy oraz krótszy był czas zbędnych przerw (czas stracony).
Abstract	The paper presents an analysis of the level and structures of manager labour time in farms. The study was conducted in 2013, in the eastern region of Poland, on large-scale farms which produce berries. Methods of direct observation were used. The average manager labour time amounted to 8.57 hours, whilst effective man­ager time amounted to 95.0% of total labour time. Management efficiency was higher amongst managers with more professional experience.

Abstrakt	Zbadano regionalne zróżnicowanie kredytów klęskowych udzielonych na wznowienie produkcji w gospodarstwach rolnych i działach specjalnych produkcji rolnej w Polsce w wyniku szkód wyrządzonych przez susze w okresie od 1 maja 2007 roku do 31 grudnia 2012 roku. Skutki szkód po suszach w województwach z północno-zachodniej Polski minimalizowano w największym stopniu wykorzystując kredyty klęskowe. Z kolei w takich województwach,jak: lubelskie, małopolskie, podkarpackie i świętokrzyskie w ogóle nie korzystano z kredytów klęskowych z tego tytułu. Poziom zróżnicowania kwoty kredytów klęskowych według powiatów województwa wielkopolskiego również był duży. Najwięcej środków trafiło do rolników wschodniej części województwa wielkopolskiego, zaś w przeliczeniu na 1 gospodarstwo rolne i 1 ha UR do powiatów: krotoszyńskiego, obornickiego, pleszewskiego, średzkiego i złotowskiego.
Abstract	The aim of the paper is to present the analysis of the regional differentiation of natural disaster loans due to drought for resumption of production on farms and the special agricultural production in Poland, including the payment of ARMA. The paper was prepared on the basis of unpublished ARMA’s data in the period from 1May 2007 to 31 December 2012.

Abstrakt	Współcześnie kapitał ludzki staje się jednym z kluczowych czynników rozwoju społeczno-gospodarczego. Państwo poprzez podejmowane dzia- łania i inwestycje w różnych dziedzinach gospodarki ma decydujący wpływ na poziom, rozwój i kształtowanie kapitału ludzkiego. Zasób i jakość tego kapitału można zwiększać głównie poprzez wzrost nakładów na dziedziny, które mają na niego wpływ. Celem opracowania jest ukazanie wydatków na inwestycje ukierunkowane na rozwój i kształtowanie kapitału ludzkiego pochodzących z budżetu województwa świętokrzyskiego w latach 2009–2011. W opracowaniu dokonano analizy wydatków w takich obszarach, jak: oświata i wychowanie, kultura fizyczna i sport oraz ochrona zdrowia. Stwierdzono, że udział wydatków związanych z kształtowaniem kapitału ludzkiego w budżecie województwa świętokrzyskiego jest niski i w analizowanym okresie systematycznie malał, co nie sprzyja rozwojowi kapitału ludzkiemu w tym regionie.
Abstract	These days, human capital is becoming one of the key factors of socioeconomic development. The state, through actions and investments in a variety of areas of the economy, has a decisive impact on the level, development and shaping of human capital. The size and quality of the capital can principally be increased by the increase in outlays in the areas that influence it. The aim of the study is to show how the level of investments affects the development and shaping of human capital in the budget of the Świętokrzyskie voivodeship in 2009– –2011. In the study, expenditures for such areas as education and upbringing, physical culture and sports and health protection in the Świętokrzyskie voivodeship have been analysed. It was found that the share of expenditures connected with the shaping of human capital in the budget of the Świętokrzyskie voivodeship is low, and the level of these expenditures became consistently lower and lower in the period under analysis. The low level of the analysed expenditures and unfavourable downward trend do not positively contribute to the development of human capital.

Abstrakt	Skillful creation of a region’s positive image as a non-material resource may contribute to the region development in long perspective. During this process it is very important to show the attributes of region identity. The author made an attempt to demonstrate the possibilities for the use of food market attributes in creation of region’s image. A survey was carried out in six typical regions (NUTS 2) in Poland and the results are presented in the paper. The main important food market attributes are: regional culinary heritage, regional products, prevalent production in region and regional diversity of food consumers behaviour.

Abstrakt	In the period of transformation in Poland after 1989 the possibilities to develop individual economic activity, including family business, grew. Presently, family businesses are the basis of world economy. One of the forms of family business are agricultural family farms, managed by an individual farmer and his family. A specific type of the enterprise characterizes agritourist farms. These enterprises continue their activity, in spite of changing economic situation and world crisis, playing an important economic and social role. With regard to the meaning of this form of tourism for sustainable development of the rural areas, the aim of this paper is the analysis of functioning of family agritourist farms in Zachodniopomorskie region.

Abstrakt	In the following paper the authors provide an analysis of the possibility of implementing by the State Forests National Forest Holding (PGL LP) a multifunctional, sustainable forest management based on the principles of environmental protection, co-financed from EU funds and national programs in the 2007–2013 funding perspective. The following national programs were taken into account: Regional Operational Programmes, Infrastructure and Environment Operational Programme, Rural Development Programme, European Territorial Cooperation Programme. The programmes were analysed to the extent where the State Forests units (Forest Districts, Regional Directorates of National Forest, State Forests of National Forest) were beneficiaries of financial funds. The analysis of the use of funds by the State Forests units, accompanied by a general statement and selected projects was performed. The issues related to direct payments in the study were not taken into account.

Abstrakt	Subjective assessment of the economic situation of the farm is an important research issue, since it affects the quality of farmers’ life and their decisions connected with agriculture production. Therefore, the aim of this paper is to identify the socio-economic determinants of subjective assessment of the economic situation of individual farms, based on surveys carried out on a sample of nearly 400 farmers in Podlaskie region. In order to identify factors explaining the level of subjective assessment of economic situation of farms multiple regression model was used. The results indicate that the subjective assessment of the economic situation and the condition of farms include: (a) structural factors such as the annual income from the farm and its size, (b) individual factors: intention to provide the farm to children what expresses the commitment and dedication of the farmer to his farm, and (c) the degree of modern methods used in farm production.

Abstrakt	The aim of this research was to recognize the importance of cross-border movement for the development of communes located along the eastern border. The research was carried out in two communes: Terespol and Piszczac. The analysis showed that the communes are rural and they are characterized by a low degree of entrepreneurship. High unemployment contributes to the migration of people to urban centres or abroad. Border traffic is an important element of economic life in such regions. Entrepreneurs and traders use a passive trade policy in relation to consumers across the eastern border. Such policy raises concerns about the further cooperation. Socio-economic development of the communes requires institutional support for small businesses and improvement of professional skills of the unemployed. What is more, taking advantage of natural values to develop tourism and recreation offer and increasing trade and cooperation with companies from the East are equally significant.

Great Poland region (Wielkopolska) is recommended to use selective options analysis as well as for enterprises operating on that market. In considering the supporting strategies basing upon selective growth, it is the most advantageous for Silesia region, South Silesia region and Minor Poland (Małopolska), Pomorze region. The strategy of profit maximizing and withdrawal strategy can be used in the following regions; Łódź region, Opole region, Lubuskie region, Podkarpacie region, Lublin region, Podlasie region, Świętokrzyski region, Warmia-Mazury region, Kujawsko- Pomorskie region.

Abstrakt	The paper presents income situation of Polish rural households in 2005 –2012. The research material came from unpublished empirical studies of Central Statistical Office . Changes of income level and structure of main income sources of the livelihoods were presented. Growing importance of wage from off-farm jobs and a decline of the share of income from agriculture was observed. The author indicated differences in the economic situation of the population living in rural areas and of individual incomes of the families, which suggests the need of checking the activities of the regional policy in relation to rural areas. Conclusions from the analysis are confirmed by the answers of the respondents. According to them, “very good” and “good” levels of income in rural families (over 18% in 2012) came from all sources, including social benefits. Declining share of expenditures reflects positive trends in Polish rural areas after EU accession as well as possibilities of further structural and social changes in rural areas.

Abstrakt	The purpose of this article is to assess the scale and nature of institutional support in the opinion of farmers engaged in organic farms in the Lublin region (NUTS 2). The following development was established on the basis of surveys conducted on a group of 30 producers of organic food from the Lublin region between the 4th and the 22nd of February 2013. The respondents were asked to assess the level of institutional support offered by the institutions to organic farmers. The highest in the rank were Agricultural Advisory Centres, certification bodies and the Agency for Restructuring and Modernisation of Agriculture (ARMA). On the other hand, Local Action Groups, District Offices, Chambers of Agriculture, ecological associations and clusters were ranked as the least helpful to the organic farmers. The farmers expected to receive both financial and non-financial support (marketing, sales promotion).

Abstrakt	The study addresses the issue of investments related to wastewater management and water conservation in rural areas. The aim of the study was to assess the level of investment in the field of water and wastewater management in spatial terms. The scope of the research covered years 2005–2012. The data comes from the Central Statistical Office databases and publications, as well as available literature on the subject. It was revealed that expenditures on water supply and wastewater management in rural areas are covered mostly from environmental funds and funds from municipal budgets. In the case of sewage treatment plants and sewerage network, a significant share of the money came from EU funds.

Title	Changes in agriculture of Podlaskie region after accession to the European Union

Abstrakt	The objective of this paper was to assess major changes within agricultural economic activities in Podlaskie region (NUTS 2) which occurred between 2002 and 2012. These economic changes in family farms (a dominant form of farming in Podlaskie) across the region were found to be substantial as a result of implementation of the funds offered by the European Union (EU) within Common Agricultural Policy (CAP). Over this period the number of farms in the region decreased by 13%, average Utilized Agricultural Area (UAA) of commercial farms increased up to 11.38 ha, and livestock production increased substantially. Additionally, structure and intensity of non-agricultural activities in farm households both on- and off-farm improved. Livestock production predominated (approaching to 90%) within commercial agricultural production; dairy production was approximately 50% of total livestock production. It was proved that the EU funds implemented to Polish agriculture over 10 years, since 2004 until 2012, caused more diversification and multi-functionality and, through this, more sustainable economic activity in family farms across Podlaskie region.

Abstrakt	The paper presents results comparison of districts within Małopolskie region with respect to the chosen features of technical and social infrastructure in 2010. On the basis of the method of linear ordering of multidimensional objects the ranking arrangement has been carried out and then the division of districts into three groups: of high, moderate and low level of the infrastructure being investigated. The districts were grouped according to the level of equipment in certain items of infrastructure. For the grouping the method of vector elimination has been applied.

Abstrakt	The purpose of this paper was to determine the production capacity of agricultural biogas in districts of Pomorskie NUTS 2 region. The data comes from the Agency for Restructuring and Modernization of Agriculture. It refers to the number of farms in various municipalities that in 2011 met certain criteria. It was revealed that the most favourable conditions for the construction of agricultural biogas have been observed in the north-western and south-eastern parts of the region.
