Abstrakt	Celem niniejszego opracowania było przedstawienie zmian bezrobocia wiejskiego po integracji Polski z Unią Europejską. Analizę przeprowadzono w oparciu o dane pochodzące z Badań Aktywności Ekonomicznej Ludności Polski realizowanych przez GUS w II kwartale 2004 i IV kwartale 2007 roku. Przedstawione wyniki badań wskazują na korzystne zmiany zachodzące w obszarze bezrobocia wiejskiego wynikające z dostępu Polski do funduszy unijnych, a także z otwarcia rynków pracy przez niektóre kraje dawnej „piętnastki”. Zmiany te dotyczą między innymi obniżenia wskaźników charakteryzujących bezrobocie oraz ograniczenia skali bezrobocia długookresowego. Nadal jednak poważnym problemem pozostaje bezrobocie dotycz??ce bezrolnych mieszkańców obszarów wiejskich
Abstract	The purpose of the present study was to show the changes of rural unemployment after the integration of Poland with the European Union. The analysis was carried out on data coming from the Research of Economic Activity of Polish Citizens made by GUS in the second quarter of 2004 and in the fourth quarter of 2007. The results of the investigations indicate to advantageous changes occurring in the field of rural unemployment, resulting from the availability of the EU funds and also from opening labour markets by some countries of the former EU-15. The changes concern inter alia a reduction of the rate of unemployment and restraints of long-term unemployment scale. Still unemployment of landless dwellers of rural areas remains a serious problem.

Abstrakt	Polityka Unii Europejskiej jest w coraz większym stopniu ukierunkowana na realizację strategii zrównoważonego rozwoju, która oznacza harmonizację ekonomicznych, społecznych i ekologicznych aspektów rozwoju. Szczególną rolę odgrywają tu kwestie ochrony środowiska, bowiem pojawiające się zagrożenia mogą w istotny sposób ograniczyć rozwój gospodarczy i cywilizacyjny przyszłych pokoleń. Warto podkreślić, że związki między rozwojem gospodarczym i społecznym a środowiskiem naturalnym dostrzeżono dopiero na przełomie lat 60. i 70. XX w. W polityce ekologicznej UE akcentuje się konieczność zintegrowania polityki ochrony środowiska z politykami sektorowymi, w tym z polityką rolną. Powstaje pytanie, czy istniejące instrumenty polityki rolnej UE są dobrze ukierunkowane z punktu widzenia celów środowiskowych, a zatem czy sprzyjają zrównoważonemu rozwojowi rolnictwa i obszarów wiejskich. W opracowaniu wskazano najważniejsze reformy WPR akcentujące potrzebę równoważenia skutków gospodarowania w rolnictwie na płaszczyźnie ekologicznej. Środowiskowe aspekty polityki rolnej UE pokazano z perspektywy Polski.
Abstract	The European Union policy is more and more based on the sustainable development strategy which harmonizes the economic, social and ecological aspects of development. The key role of environmental protection in the sustainable development arises from the impact of environmental issues on the economic and civilization development. It is worth to say that the connection between the economic and social development as well as the natural environment was not noticed till 1960’s or 1970’s. The EU ecological policy emphasizes the need of integration of the environmental protection policy and the sectoral polices (including the agricultural policy). The aim of the paper is to recognize the compliance of the instruments of CAP with the environmental issues on which the Sustainable Agriculture and Rural Development is based. The paper presents the most important CAP reforms which emphasize the need to balance the ecological effects of agricultural production. The environmental aspects of CAP were analyzed from the Polish perspective..

Abstrakt	Głównym zamierzeniem badawczym w prezentowanym artykule jest ocena alokacji środków finansowych Planu Rozwoju Obszarów Wiejskich w latach 2004-2006 przy wykorzystaniu metod optymalizacyjnych. Podstawą realizacji celu pracy było przeprowadzenie zestawu symulacji dokonywanych przy wykorzystaniu skonstruowanego w pracy modelu optymalizacyjnego. W opracowanym modelu wykorzystano jako współczynniki funkcji celu oceny rolników i ekspertów dotyczące przewidywanej skuteczności działań strukturalnych, stąd niezbędnym elementem analizy było przeprowadzenie badań ankietowych. Ankiety wśród rolników zostały przeprowadzone w czterech wyodrębnionych w pracy regionach rolniczych Polski. Pytania ankietowe dotyczy??y stosunku rolników i ekspertów do działań programów strukturalnych UE. W pracy przeprowadzono symulacje modelowe alokacji środków Planu Rozwoju Obszarów Wiejskich (PROW) przy zmiennych współczynnikach funkcji celu. Wyniki porównano z faktycznie dokonaną przez Ministerstwo Rolnictwa i Rozwoju Wsi alokacją środków finansowych pomiędzy działania PROW 2004-2006.
Abstract	The main objective of the research was to assess the allocation of funds in the Rural Development Program in Poland by using optimization methods. A set of simulations using a linear programming model of budget allocation is presented in the paper. Farmers’ and experts’ assessments of the effectiveness of structural programs were used as objective function coefficients for the model. In order to gather these assessments a survey of experts and farmers was done in four selected regions of Poland. The results of simulations of the Polish Rural Development Program budget allocation using diverse coefficient values were compared with the allocation done within that program by the Ministry of Agriculture and Rural Development.

Abstract	The aim of the article is a discussion of the need and the possibilities of evaluating and measuring the effectiveness of agricultural policy with a special attention given to the CAP. The issue of the value added by agricultural expenditure generated by the CAP is raised. The evolution of the CAP from market to rural development policy is presented. Its goals, measures and financing sources are shown. The need of such evaluation and necessary conditions for adequate evaluation and measuring are pointed out in the conclusion.

Abstrakt	W artykule dokonano przeglądu Wspólnej Polityki Rolnej Unii Europejskiej, ze szczególnym uwzględnieniem płatności bezpośrednich. Autorka podjęła próbę oceny proponowanych zmian na lata 2013-2020 z punktu widzenia Polski. Obecnie w krajach członkowskich UE toczy się dyskusja w zakresie zmian budżetu UE, zmniejszenia wydatków na pierwszy filar WPR, a także zwiększenia wydatków na rozwój obszarów wiejskich (II filar). Ważną kwestię poddaną dyskusji są zasady współzależności i modulacji, a także koncepcja refinansowania części wydatków na płatności bezpośrednie z budżetów krajowych poszczególnych państw członkowskich.
Abstract	The aim of this paper was to analyze the changes of direct payments of the CAP. During the last 15 years the CAP has changed in response to pressures from the European society and its evolving economy. The 2003 reform marked a new phase in this process, introducing decoupled direct payments, via the Single Payment Scheme, in most sectors of the first pillar of CAP and strengthening Rural Development policy in the second pillar. In the direct aid system we need to seek ways to make the system simpler and more efficient for farmers. To do so, Member States will be given the opportunity to change their implementation models by moving towards a flatter rate of aid. The linkage between the payments that farmers receive and the farmers obligations in the areas of environmental protection, human, animal and plant health as well as animal welfare has also to be made clearer for farmers

Abstrakt	W opracowaniu przedstawiono zmiany liczby i odsetka badanych wiejskich gospodarstw domowych, których członkowie w przeszłości mieli doświadczenia w prowadzeniu własnej działalności gospodarczej, będą też nie byli aktywni w tym zakresie, w okresie przed sytuacją zastaną w trakcie przeprowadzenia badania. Wzięto pod uwagę zróżnicowanie regionalne oraz posiadanie gospodarstwa indywidualnego, jako czynniki różnicujące skalę aktywności przedsiębiorczej i jej zmiany oraz ewentualne plany rozpoczęcia takiej działalności. Rozważania na podstawie badań własnych rozszerzono o szerszy kontekst badań przeprowadzonych przez innych autorów.
Abstract	The aim of the paper was to present numbers and proportions of researched rural households which members had run own firm in the past or had not had experience in that field in before the moment of the research. Regional diversification and ownership of a farm were also taken into account as factors influencing the rural inhabitants’ entrepreneurial activity. The paper includes also plans of establishment of an own firm in the future by the researched households members. Conclusions made on the basis of own research were embedded within a wider context of other researchers’ results.

Abstract	The paper describes an importance of the rural population’s education for the development of the country and rural areas. The need for modernization change in the Polish agriculture and the quest for measures designed to improve the social and economic conditions of the country-dwellers are connected with their education enhancement. Only well-educated people can take efficient actions in any sphere where many factors are involved. The quality of rural population re sources increases consistently, but it is still low as compare to its level among the urban people. It is why any measures are required to be taken to smooth the odds between rural and urban people. The studies indicated close relations between the quality of human capital and the effect of agricultural management. The higheducated farmers are more venturesome and open to the market. It is observed especially in such areas as investment activity and marketable farm production. The analysis of agricultural labor resources carried out on the data of the General Agricultural Census revealed diversified attitudes of farmers towards the market changes depending on an education of manager of a farm. The activity of farmers with secondary or high education is more intense and successful

Abstract	Constructing book keeping, planning and controlling systems in rural farms is difficult due to their specific features. Apart from its organic nature, which results from the productional and organizational complexity of a farm, family joint effort to operate farm activities and paternalistic ideology put into practice are another, important features. In consequence, even though farms are treated as businesses, its operations have limitations resulting from them being run by families. In the article there was presented the rural farm definition understood as an economic unit comprising of – on the one side – agricultural farm (enterprise), and the other side – household property. The proposed system of documentation and information gathering for our farmers has to be simple and adjusted to capabilities of a farmer. Agricultural Calendar is the most natural evidence tool, used for documenting recent and planned operations. A proposal of evidencing and data processing in the Agricultural Accounting Calendar is presented in the paper. This form of gathering knowledge about a farm and its operations was positively evaluated and accepted by farmers. During the creation of the system an emphasis was put on the functionality of the system. The scope of data collected allows after integration with a planning system, to make a periodical control of variances between realized and planned values. It gives a possibility of learning and improving the existing farmers’ knowledge

Based on statistical data (prepared by GUS) one can state, that from 2004 to 2006 the situation on village areas was slowly improving (in 2006, 46% households used computer and 25% had access to Internet), but goals of using Internet is still dissatisfied (especially in cases of: contact with public institution, e-banking). As an example of good working programs dedicated to village society are selected e-VITA program and Rzeczpospolita Internetowa program. Especially interesting is the “e-VITA” program, which is cofinancing by The Polish - American Foundation “Freedom”, The Support Village Foundation and company CISCO Systems Poland. The results of the program are following: 11 noncommercial computers nets on rural areas, many various workshops and information meetings, 400 persons participated in e- courses. In the future (2007–2013 year) local governments will have possibilities to receive financial support in frame of Regional Operating Programs

Abstract	The expenses incurred by our country on agriculture and rural areas’ development depend on the agricultural policy and financial abilities of the Budget. The aim of the article was firstly to analyze the changes in the structure of support instruments and, secondly, in the size and dynamics of public funds assign enables the absorption of union funds but, on the other hand, enforces us for refinancing union programs. As the analysis of the budget of the Agency for Restructuring and Modernization of Agriculture has exerted, all this caused changes in the size and structure of the mentioned expenses.

Abstract	The paper presents analysis of directions of services development in rural areas in areas of West Pomeranian region in years 2000–2006. In this region there was research, by which author wanted to compare status of services from 2000 with status of services at the end of 2006. Analysis consists mostly of comparison of amount of employees in particular services (general in West Pomeranian and in rural areas). Next step was to present notes to service receivers, meaning owners of farms that were using or still use the services delivered in their place of living. Research was done on random probe in amount of 2500 farmers. There was also used data from Main Statistical Office of Szczecin (Wojewódzki Urząd Statystyczny w Szczecinie). Development of services in rural areas in eyes of farmers is definitely different from level of service development in towns and cities
