Abstract	The paper aims to present a comparative analysis of two different forms of financial reporting of Small and Medium-sized Enterprises (SMEs). There will be compared international and Polish standards. The analysis focuses on the subjective scope of those solutions. The paper is an attempt to answer the question: For which entities those solutions are designed? In the opinion of the author, the national and international solutions present different approaches to the issues discussed in the paper. This divergence is a consequence, first of all, of the different notion of SMEs. In other words, the Exposure Draft of the proposed International Financial Reporting Standard for Small and Medium-sized Entities, in the opinion of the author, is incompatible with the specificity of SMEs in Poland

Abstract	The article presents opinions of managers on investment processes in small and medium enterprises. In most of examined companies, the financial source of tangible investments was the ownership capital. The entrepreneurs consider this source as the safest and bringing the least additional costs. To choose the financial source, the entrepreneurs pay attention especially to the availability, maintaining the liquidity and lack of their own means to implement the investment. For the entrepreneurs, the new investments serve as a source to increase the production and to preserve the market position. They purchase the tangible assets as new ones and manage them reasonably, making periodic reviews and repairs. The enterprise managers realize the barriers of making the investment decisions and in connection with this, they are guided by an intuition and experience. They observe and learn from the environment observation

Abstract	The paper aims to assess the utilization of subsidies from EU funds by farmers in small-farm region conditions. The study shows that farmers were actively applying for financial support for their farm business activities within programmes implemented to the end of 2006. It provides evidence that farmers were swiftly reacting to emerging opportunities and did not hesitate to made investment decisions while availing themselves of the available EU funds. The paper argues that in the small-farm region, farms of higher economic strength, those having more economic leverage, were able to acquire more funds for investments, which could increase their competitiveness

Although there are available different sources of capital., i.e. business incubators, technological parks, special aid programs, those are not sufficient. In developed countries are well functioning formal and unofficial markets of venture capital that support business pioneer initiatives. In Poland this markets are in infancy. Abstract	The paper presents the cost-analysis carried out in agricultural farms in relation to cropland area and the level of debts. The analysis were conducted for 2005. The researches were executed for individual agricultural farms in Mazowsze and Podlasie regions. The highest participation of production costs in revenues was noticed in farms with the smallest cropland area and the lowest level of debts. This results in higher cost absorption of the agriculture production, as well as the lack of modern machines which could contribute to decrease of production costs. In the smallest farms, which have had high level of debts, the production cost in relation to work counted per hour was the highest, which is due to work engagement of whole farmer’s family. The participation of farming costs in amount of all costs was decreasing together with the height cropland area. The highest participation of depreciation in production costs was observed in the group of the smallest farms, which owns very depreciated fixed assets

Do najważniejszych czynników hamujących rozwój obszarów wiejskich oraz rolnictwa należy zaliczyć przede wszystkim niekorzystną sytuacją dochodową w porównaniu z innymi działami gospodarki, rozdrobnienie agrarne, nadmiar siły roboczej, niski poziom wykształcenia na wsi oraz bariery infrastrukturalne.
Abstract	The aim of the paper was to discuss selected problems of Polish rural areas and agriculture. The main factors slowing down the development of rural areas and agriculture in Poland are unfavourable income situation by comparison to other economy branches, small size of farms (fragmented agrarian structure) and workforce surplus, low educational level, as well as infrastructural barriers.

Abstract	Same problems of small and medium food marketing enterprise have been presented. The authors have shown results of an investigation made in nine firms, their resourses, major adjustment decisions, especially in the form of outsourcing, and their economic results.

Abstract	The organizational environment comprises a wide range of forces that can affect organizational performances. These forces differ between organizations according to the geographical location, industry and market served. Multinational firms face different situations from that of small local business. The forces affecting business organizations are different from those influencing non-profit organizations, the forces affecting the electronics industry are different from those influencing the food industry. Even within the same industry forces will vary. Organizations need to understand the forces that affect them do that can plan for the future. The various environmental forces exist at different levels. At the outer level is institutional environment, then organization’s external environment (macro environment). At this level there are a range of economic, technological, social, cultural, political and international factors that generally affect all organizations. Then there is the organization’s most immediate competitive environment, which is the specific environment comprising the organization’s customers, suppliers and competitors. Spanning both internal and external environments is a third set of forces exerted by various stakeholders. All environments forces can affect many areas of the organization, such as its strategy (for example its choice of geographical markets), its structure, or its production methods. For this reason it is vital for management to undertake environmental analysis to assess: how the environment has changed, how it is likely to change, what impacts these changes are likely to have on the organization, its customers and markets

Abstrakt	Przedstawiono koncepcję i konsekwencje finansowe zastąpienia podatku rolnego podatkiem dochodowym w indywidualnych gospodarstwach rolniczych. Badaniami objęto gospodarstwa rolnicze funkcjonujące w systemie FADN z regionu Mazowsze i Podlasie. Gospodarstwa klasyfikowano według kryterium powierzchni UR oraz typu rolniczego.
Abstract	The elaboration presents the idea and consequences of replacement the farming tax with the income tax in agricultural farms of different types in .Mazowsze and Podlasie. region. It was ascertained that agricultural type as well as area of cropland in principle diversify dependences between previously existing charge of the tax farming and the possible income tax. In agricultural farms with the .Milk. type only in the smallest area group did not appear the income from the taxation, on the condition of introduction the allowance and exception tax. In remaining area groups with the same agricultural type the income tax was considerably higher from the farming tax. All farmers from agricultural .Granivores type of farms would pay the income-tax which was also considerably higher than the farming tax. In these farms was made a note of growing charge of the income-tax with relation to the farming tax, which goes together with decreasing area of cropland. Whereas in farms of .Mixed crops and livestock. agricultural type in most of area groups did not ascertain income from the taxation or the amount of farming tax was higher from the income tax. Together with introducing the income tax in agricultural farms it should be taken under consideration consequences for district budgets in investigated region.

Abstrakt	W pracy podjęto zagadnienia dotyczące upadku ekonomicznego gospodarstw na obszarach górskich i podgórskich. Głównym celem opracowania było przedstawienie opinii użytkowników gospodarstw ograniczających produkcję na temat planowanego sposobu wykorzystania posiadanych zasobów ziemi i wpływu procesu integracji europejskiej na sytuację gospodarstwa. W wyniku przeprowadzonych analiz można stwierdził bardzo duże zaawansowanie procesów upadku ekonomicznego w badanych gospodarstwach. Ponad połowa z nich w perspektywie kilkunastu lat utraci najprawdopodobniej charakter rolniczy, a pozostałe przyjmą lub utrwalą charakter gospodarstw suplementarnych, z których dochody stanowić będą jedynie dodatkową i to na ogół niewielką część dochodów rodziny. Zdania respondentów na temat wpływu integracji europejskiej na ich gospodarstwa są podzielone, niemniej bardzo rzadko upatrują oni szans na rozwój swoich gospodarstw, co wynika głownie z wielkości i charakteru badanych podmiotów.
Abstract	The paper addresses issues of the economic decline of farms in the mountain and submountain areas. The main objective of the work was to present opinions of users of farms reducing production concerning the way of future use of land resources at their disposal and the influence of the European integration process on their farm economic situation. The conducted analyses show a considerably advanced processes of economic decline in the investigated farms. In the perspective of a few years more than half of them will most probably lose their agricultural status, whereas the other will assume or stabilize their character of supplementary farms, where incomes derived from farming will actually provide only additional and generally small part of family income. Respondents’ opinions on the influence of the European integration on their farms are diversified, but they only rarely see a chance for their farms’ development, which results mainly from the acreage and character of the analyzed subjects

Abstrakt	Stan gospodarki odpadami komunalnymi na terenach wiejskich województwa podlaskiego w ostatnim okresie uległ znacznej poprawie. Tylko jedna spośród 26 osób objętych badaniami w 2008 roku nie posiadała żadnej umowy wywozu odpadów komunalnych. Posiadane pojemniki na odpady są jednak często zbyt małej pojemności. Nadal w większości (około 67%) gospodarstw domowych znaczna cześć odpadów zagospodarowywana jest we własnym zakresie. Wskazane więc wydaje się podjęcie przez gminy działań mających na celu zmniejszenie ilości odpadów niewłaściwie zagospodarowywanych
Abstract	The state of the municipal waste management in the urban areas of Podlaskie region has recently shown a significant improvement. In 2008 only one out of the 26 person included in the research did not sign any contract for his/her household waste disposal. However, waste containers often have too small capacity. In most households a considerable amount of waste is still disposed of by owners individually. Therefore it seems to be advisable to take action and create a legal basis for municipalities to control the amounts of waste disposed of by households or to introduce a waste disposal payment dependent on the number of person in the household instead of on the amount of the waste disposed.

Abstract	The aim of this article is to indicate problems connected with the process of building a traditional food products market. Special attention is paid to its weakness ensuing from its small capacity caused by poor knowledge of traditional products among Polish consumers. On the other hand the paper points out to a niche like character, a poor distribution network and a whole system of connections and common activities in this market.

Abstract	The paper discusses Polish farmers needs in the scope of different forms of institutional support under the circumstances of new opportunities for agriculture after Polish accession to the European Union. Spatial range of investigations covers a macro-region with small scale farming. Analysis concern this forms of support as well as institutions which, in farmers opinion, can effectively contribute to transformation and development of farms.

Abstrakt	Celem pracy było określenie zakresu i poziomu korzystania przez gospodarstwa sadownicze na Lubelszczyźnie ze wsparcia finansowego z funduszy unijnych przed i po akcesji Polski do Unii Europejskiej. Badania przeprowadzono w 65 gospodarstwach położonych w województwie lubelskim. Zastosowano metodę wywiadu bezpośredniego na podstawie kwestionariusza ankiety. Stwierdzono, że wykorzystanie środków z programów pomocowych było bardzo niskie. Najczęściej producenci korzystali z płatności bezpośrednich, a pozostałe programy były wykorzystywane w niewielkim stopniu. środki pieniężne przeznaczano m.in. na powiększanie areału upraw, poprawę zaplecza przechowalniczego i infrastruktury oraz zakup maszyn i sprzętu rolniczego. Głównymi powodami niskiego korzystania z pomocy unijnej były brak informacji, zbyt dużo formalności, brak własnych środków finansowych na pokrycie kosztów inwestycji oraz obawa przed zaciąganiem kredytów. Wykorzystanie wsparcia będzie się zwiększało pod warunkiem zwrócenia większej uwagi na edukację potencjalnych beneficjentów oraz uproszczenia procedur związanych z pozyskiwaniem środków pomocowych
Abstract	The aim of the research was to determine the scope and the level of financial support from the EU funds to the orchard farms in the Lubelszczyzna region before and after Polish accession to the European Union. 65 orchard farmers in the Lubelskie province were interviewed by using standard questionnaires. It was stated that the level of use of means from the European programmes was very low. Producers most often took advantage of direct payments and other programmes were used to a small degree. Financial means were used for increasing the cropped area, improvement of fruit storage facilities and farm infrastructure as well as for purchase of machinery and other agricultural equipment. Lack of information, too much of formality, lack of own financial means for covering the own costs of investments and also a fear of taking bank credits were the main reasons of low popularity of the European Union support. The avail of financial support will be increased on condition that more attention is paid to the potential beneficiaries education and to simplification of procedures relevant to application for support.

Abstrakt	W pracy badano wskaźniki finansowe indywidualnych gospodarstw rolnych integrowanych w systemie FADN. Gospodarstwa pochodziły z regionu FADN Mazowsze i Podlasie. Szczególną uwagę zwrócona na płynność finansową i zadłużenie. Wskaźniki płynności finansowej osiągnięć najwyższe wartości w gospodarstwach małych, średnio-małych i średnio-dużych. Wskaźniki płynności były wyższe od tych proponowanych w literaturze. Natomiast wskaźniki zadłużenia były najwyższe w gospodarstwach bardzo małych i bardzo dużych. Gospodarstwa rolne nie wykorzystują w pełni posiadanych zasobów finansowych
Abstract	Financial ratios in farms integrated in FADN system were analyzed in the paper. The farms were situated in the Mazowsze and Podlasie regions. A particular attention was paid to liquidity and debt ratios. The liquidity ratios achieved the highest value in small, average-small and average-big farms. The liquidity ratios were higher than proposed in literaure. But, the debt ratios were the highest in very small and very large farms. Farms do not use in full their financial resources.

Abstrakt	Celem niniejszego opracowania jest analiza wyposażenia w czynniki wytwórcze nowych regionów na tle regionów starej Unii Europejskiej, a także analiza wyposażenia w siłę roboczą, ziemię oraz kapitał w zależności od siły ekonomicznej gospodarstw. Stwierdzono, że regiony państw nowoprzyjętych w wyniku rozszerzenia UE w 2004 r., w tym również Polski, odznaczają się niskim poziomem wielkości ekonomicznej gospodarstwa, nie przekraczającym 20 ESU. Podwojenie wydajności w tych regionach wymaga doinwestowania gospodarstw, zwłaszcza w kapitał obrotowy, w mniejszym stopniu w kapitał trwały.
Abstract	The aim of this study is an analysis of the equipment in productive factors in the new regions against the background of regions in the old EU countries, and also an analysis of equipment in labour force, land and capital depending on the economic size of a farm. The analysis indicated that the regions of the new states (i.e. admitted on May 1, 2004) are characterized by a small economic size of farms, not exceeding 20 ESU. Doubling of labour efficiency in these farms requires very large investments, especially in current assets, to a smaller degree in fixed assets.
