Abstrakt
Abstract	The current paper aims to outline the potential and most important aspects of the Strategic Environmental Assessment process (directive 2001/42/EC). First of all, the analysis considers the importance of evaluation instruments in decision-making processes and moves on to environmental assessment, focusing on the peculiarities of Strategic Environmental Assessment. Although SEA is an innovative instrument in favouring and promoting a democratic approach to the government and development of the territory, it nonetheless presents a series of problems. The latter regard aspects such as: its integration into planning and programming activities, its role within these processes, the methodologies applied, stakeholder involvement, the quality of the assessment process and the how the suggestions are perceived and acknowledged.

Abstrakt
Abstract	Article is devoted to studying of unemployment as a negative social and economic phenomenon in the life of a society. As the growth of the given parameter conducts to the shortage of produce. The structure of the unemployed according to the sex both in Grodno region, and across Belarus specifies prevalence of ‘female’ unemployment. A problem there is employment of youth. The disturbing tendency is traced at studying the structure of the age of the unemployed: the greatest share of the unemployed falls at the most productive age of 20-29 and 30-49 years. In the small regional centers the rate of unemployment is higher than in the large cities. This is connected with an absence of workplaces, backwardness of the real sector of economy, a weak level of development of social services. Therefore the state policy of employment aspires to provide equal opportunities to all physically fit citizens of Belarus, gives social guarantees and indemnifications to the unemployed, etc.

Abstract	This paper presents the results of research on efficiency of Polish dairy industry concerned by Data Envelopment Analysis. DEA method allows for finding the efficiency indicator of studied objects. The research shows differences in the efficiency of the production scale and differences in a character of scale among the cooperative and others firms in dairy industry in the years 1997-2005.

Abstract	The paper presents results of the research on the influence of agriculture on the processes of population migration within mazowieckie province. It has been shown that a balanced development of a region may be achieved by skillful steering of the development of this branch of economy, which directly affects the state of the natural environment and the living conditions of its inhabitants.

Abstrakt	W pracy przedstawiono wyniki badania stacjonarności dziennych kursów walutowych EUR/PLN oraz EUR/USD przy wykorzystaniu testów opartych na statystyce Dickey-Fuller’a, jak również testu Kwiatkowskiego-Phillipsa-Schmidta-Shina. Przeprowadzono również analizę kointegracji opierając się na metodzie Johansen’a oraz Engle’a i Granger’a. Na podstawie przeprowadzonej analizy szeregi czasowe reprezentuj ące dzienne kursy USD/PLN, EUR/PLN oraz EUR/USD okazały się szeregami zintegrowanymi w stopniu pierwszym [I(1)]. Metoda Johansen’a nie wskazała na wystę- powanie żadnej z potencjalnych relacji kointegrujących, natomiast procedura Engle’a i Granger’a wskazała na relację kointegrującą między kursem USD/PLN oraz EUR/USD.
Abstract	The paper analyses fluctuations of exchange rates that base on the tests of stationarity and cointegration. It argues that the majority of distributions of tested time series is not the normal distributed. Furthermore, even though daily exchange rates are not stationarity, their increases and logarithmic increases are stationary. No cointegrational relation was confirmed apart from one case . relation between USD/PLN and EUR/USD rate.

Taka struktura finansowania inwestycji może wynikać z faktu, że jest to źródło finansowania o najniższych kosztach
Abstract	The aim of his work was to present profits from investment activities and sources of their financing in farms supported from the structural EU funds. It has been stated that most of investments served faarm modernization and development. This can indicate that their main goal was an increase of production capacity and strengthening of the farm’s position in the market. The main sources of financing investment activities in the examined farms were means acquired from structural EU funds and farmer’s own capital. Such structure of investments financing may originate from the fact that they are the cheapest sources of financing

Abstract	This article offers an overview of farmers’ evaluation of governmental institutions inPoland serving agriculture (Ministry of Agriculture and Rural Development, Agency for Restructuringand Modernisation of Agriculture and Agricultural Market Agency) as well as points out to possiblechanges and improvements in their activities. A cross-country survey of 200 individual farm managerstaking advantage of services provided by both agencies was conducted in 2006. In farmers’ opinionthose institutions generally do not differ in quality of provided services from other governmentalbodies, both have an impact on the economic and financial situation of their farms and both areinadequately managing public money. The agencies did not make improvements in administration offarm programs but they are perceived by respondents as representing mainly Polish farmers’ interests.

Abstract	The objective of this paper is to show that economic and political freedom is recognized as one of key determinants of the country’s economic growth. In its theoretical part, the definition, origins, and main ideas of neoliberalism were presented. Next section deals with the concept of economic freedom and its link with economic growth and development. Economic freedom indexes from both the Fraser Institute and the Heritage Foundation databases, as well as political freedom index from the Polity IV database were applied to assess the relationship between rate of economic growth and GDP per capita in Poland over the period 1990–2005. The results indicate that greater economic and political freedom contributes to higher GDP per capita values. However, opposite to political freedom, economic freedom did not serve as stimulus to higher rate of economic growth.

Abstrakt
Abstract	The macroeconomic efficiency of a public library in a small town near Warsaw has been calculated in the form of benefit/cost ratio. The benefits have been estimated by the method of contingent valuation of the library services and by the revealed preferences expressed by the costs of travel to and from the library as well as the costs of library deposit fees. The macroeconomic costs have been assumed equal to the microeconomic costs, except for labour costs which have been estimated as social opportunity costs of labour and therefore corrected downwards because of the persistent unemployment in town. The BCR ratio turned to be far below zero (depending on assumptions varied between 0.37 and 0.76). However only the direct benefits accruing to the library customers have been included.

Abstract	The purpose of this study is to provide evidence on the relationships between prices of some agricultural products in Poland, Germany and France. The study is based on monthly price series of wheat, barley and milk. Findings show an existence of causal relationships between investigated markets, especially wheat markets. Results for the period 1995-2000 generally tend to show a lower degree of price transmission compared to the period 2001-2005, as might be expected.

Abstract	The aim of the paper was to present an analysis of influence of activity of co-operative banks on the development of agriculture and rural areas. The analysis concerned the activity of Co-operative Bank in Łącko in years 2003-2005. Co-operative Bank in Łącko is the oldest bank in Małopolska. The majority of its operations are located in the rural areas. The main clients of the Bank are inhabitants of Łącko region, farmers and small and medium size enterprises. Bank offered a wide selection of services. The most popular products were consumer credits and current accounts. In years 2003-2005 Bank opened 2021 accounts for farmers. Most of accounts were opened in 2004 because it was one of the conditions to receive financing from the EU funds. Bank offered also preferential credits.

Abstrakt	Opracowanie jest próbą oceny wpływu dopłat bezpośrednich na sytuację ekonomiczną gospodarstw rolniczych. System ten obejmuje wszystkich producentów rolnych posiadających grunty o powierzchni powyżej 1 ha. W roku 2004 rozpoczęto realizację dopłat bezpośrednich. Stwierdzono, że rola dopłat bezpośrednich zależy od powierzchni użytków rolnych. W gospodarstwach mniejszych dopłaty pełnią funkcję socjalną. Ich udział w dochodzie z gospodarstwa przekraczał 85%. Większe korzyści odczuli rolnicy użytkujący duże zasoby ziemi. Średni udział dopłat bezpośrednich w dochodach rolniczych wynosił 46,5% w gospodarstwach woj. podlaskiego i 38% w woj. kujawsko-pomorskim.
Abstract	The direct subventions following the Mc Sharry’s reforms introduced to compensate the cuts of guaranteed prices concerned the basic agricultural products. They make a financial support for the land production as the first pillar of the Common Agriculture Policy. The standard system of direct subsidies is operative within the UE-15 countries. As far as the newcomers are concerned, the simplified one has been provided temporarily. The latter involves every farmer with the ground area larger than 1 hectare. The first payments under this system were implemented in 2004. This paper is an approach to detect an influence of the direct subventions on the economic position of land holdings. The importance of direct subsidies has been found to be dependent on the arable land area. In small farms, the subsidies serve the purpose of social support. They constitute more than 85% of agricultural income. The owners of large farmland acreage got more considerable benefits out of the subsidies. In farms of Podlasie province and Kujawy and Pomerania one, respectively, a mean share of direct subsidies in the agricultural income was 46.5% and 38%.

Analiza indeksu WIG wskazuje, że szereg czasowy jego zwrotów ma nieskończone momenty, natomiast w przypadku zwrotów indeksu DJ częstość pojawiania się dużych zmian jest znacznie mniejsza
Abstract	Empirical analysis of financial time series indicates that there is a great demand for qualitative new models. Paper presents preliminary results for estimating tail index applying Renyi entropy. Empirical results show that exchange rate of WIG’s time series are generated from distribution with significantly fatter tails than DJ’s time series

Abstrakt	Dane panelowe to zestaw danych przekrojowo-czasowych. W opracowaniu zastosowano model panelowy do badania nadwyżek kapitałowych w bankach komercyjnych w Polsce. Nadwyżka kapitałowa została zdefiniowana jako różnica pomiędzy współczynnikiem wypłacalności banku a wymaganym współczynnikiem wypłacalności podzielona przez wymagany współczynnik wypłacalności. Zauważono, że na wielkość nadwyżki kapitałowej wpływają następujące czynniki: poziom nadwyżki kapitałowej w poprzednim okresie, opóźniona stopa wzrostu PKB, bieżąca i opóźniona stopa zwrotu z kapitału oraz stopa przyrostu kapitału własnego
Abstract	Panel data is data set that combines cross sections and time series. In the study panel data model was applied for buffer capital research in commercial banks in Poland. Buffer capital was defined as a difference between banks solvency ratio and required solvency ratio divided by required solvency ratio. It has been stated that following factors influence the amount of buffer capital: level of buffer capital in previous period, lagged rate of GDP growth, current and lagged rate of the return on equity and rate of equity capital growth

Abstrakt	W pracy zaprezentowano technikę analizy trendów krótkookresowych, która nie korzysta z metod analizy technicznej. Celem pracy było ustalenie, czy wzrost (spadek) ceny jakiegoś waloru nie wpływa na to, że cena ta „chętniej” wzrasta (spada) na kolejnym notowaniu. Takie zachowanie powodowałoby, że fluktuacje cen byłyby większe niż w przypadku zmian nieskorelowanych. Ideą pracy jest konstrukcja hipotetycznych kursów i porównanie ich z kursami rzeczywistymi. Kursy teoretyczne są tak skonstruowane, że nie zawierają żadnych korelacji. W kursach teoretycznych i rzeczywistych zlicza się ilości przypadków gdy cena wzrosła lub spadła na dwóch kolejnych notowaniach. Bada się jak często występuje utrzymanie trendu wzrostowego lub spadkowego w stosunku do wszystkich notowań. Autorzy starają się odpowiedzieć na pytanie: Czy istnieją istotne różnice pomiędzy ilościami trendów dla spółek notowanych na GPW i występujących w sztucznie skonstruowanych notowaniach? Badania dotyczą trzech wybranych okresów obejmujących lata 2000 – 2005
Abstract	In this paper the technique of analysis of short term tends which does not use methods of technical analysis was present. The goal of this paper was to investigate whether the increase of price makes that price will more favorable rise during following session. The idea of procedure is the generation of theoretical prices and comparison them with the real ones. The series of theoretical prices was contructed in such a way that they do not contain any correlations. In both cases, theoretical and real prices we observe rising and falling trend. The authors try to answer the question: Are there any significant difference between the numbers of trends for real and theoretical prices? The studies were performed for three ranges of dates covered by years 2000 to 2005
