Abstrakt | Znaczenie badań nad gospodarką rolną Ukrainy ma kluczowe znaczenie w perspektywie bezpieczeństwa żywnościowego kraju i Europy. W artykule przyjęto inwestycje jako podstawową determinantę rozwoju sektora. Tłem rozważań są przemiany sektora rolnego po odzyskaniu niepodległości przez Ukrainę. Zakresem badań objęto terytorium Ukrainy przywołując dane empiryczne z lat 1991-2018 ze szczególnym uwzględnieniem zakresu procesów inwestycyjnych w latach 2012-2018. Celem artykułu było zidentyfikowanie aktywności inwestycyjnej we współczesnej gospodarce rolnej Ukrainy. Przywołane dane pozwalają na wyciągniecie wniosków o nieefektywnym wykorzystaniu potencjału rolnictwa i przetwórstwa rolno-spożywczego w skali kraju oraz intensyfikacji aktywności inwestycyjnej państwa w ostatnich latach wspierających rozwój tego sektora gospodarki. |
Abstract | The importance of researching the agricultural economy of Ukraine have got big importance in the perspective of the country’s and Europe food security. The article accepts investments as the basic determinant of the sector’s development. The background of the reflections is the transformation of the agricultural sector after Ukraine regained it’s independence. The research covered territory of Ukraine, recalling empirical data from the years 1991-2018, with particular emphasis of the investments in 2012-2018. The purpose of the article was to identify investment activity in the modern agricultural Ukraine’s economy. The mentioned data allowed us to draw conclusions about the ineffective use of the country’s agriculture potential and agri-food processing as well as the intensification of the state's investment activity in recent years that support the development of this sector’s economy. |

Abstrakt | Niniejszy artykuł przedstawia uwarunkowania prawne i przesłanki tzw. luzowania ilościowego (quantitative easing, QE) w polityce pieniężnej Eurosystemu. Omówiono główne programy interwencyjnych zakupów dłużnych papierów wartościowych, wzmiankując związane z tymi programami ryzyka dla stabilności systemu finansowego, które mogą zmaterializować się w dalszej perspektywie. Podkreślono potrzebę stałego monitorowania niestandardowych instrumentów finansowych stosowanych w krajach Eurolandu, tak aby polskie centralne instytucje finansowe rozporządzały pełnym instrumentarium przeciwdziałania niekorzystnym zjawiskom w sferze krajowych finansów i gospodarki, które mogłyby zaistnieć i u nas w sytuacji kryzysowej o globalnym zasięgu. W badaniu zastosowano metodę analizy dokumentów Europejskiego Banku Centralnego (EBC) oraz wewnętrznych materiałów NBP dotyczących niestandardowych instrumentów polityki pieniężnej. |
Abstract | This article presents the underlying legal and economic bases of so-called quantitative easing (QE) in the monetary policy of the Eurosystem. Large asset purchase programs and other intervention purchases of securities are discussed, and the risks of such policies for the long-term stability of the financial system are also addressed. It is noted that the non-standard financial instruments which are used in the Eurozone require close monitoring by Polish government financial institutions. This would help Poland access the full range of financial instruments that could be used to neutralize any unfavorable developments in the national financial sector and in the Polish economy which might occur in a global economic crisis. The research is based on analysis of European Central Bank documents and analytical studies of the Polish National Bank concerning non-standard instruments of financial policy. |

Abstrakt | International enterprises (in this paper, international companies are understood as companies that sell their products and services abroad) are precious for the national economy because, through their experience in international sales, they stimulate the development of other companies in the same industry and their subcontractors. The knowledge that these companies have gained on international markets through the spillover effect spreads on their suppliers, as well as through imitation or cooperation on their competitors. Also, international companies (in the meaning: domestic export companies) are often the first to use new technological solutions and product innovations, which contributes to the modernization of products in the entire business sector. Dynamic and robust international companies usually also build networks with entities from different countries in order to cooperate on development, negotiation, and sales, which also encourages similar activities of their competitors. For all these reasons, national governments should take action to help to export companies, or at least monitor the problems that such entities report. The purpose of the publication is to draw attention to the higher demand for the debt that exists in such enterprises and to discuss the reasons for this. In particular, the purpose of the publication was to verify 2 research hypotheses: H1: Internationalization increases indebtedness of a company measured with the debt to equity ratio, and H2: The scale of internationalization (measured with the share of foreign sales to total sales) is positively related to the level of indebtedness (measured with the debt to equity ratio). For both hypotheses we found no grounds to reject these hypotheses. In the opinion of the authors, the demand for debt from exporters should be monitored, especially in terms of the availability of this form of financing for exporters from the SME sector. The paper used the Arellano-Bond model and data downloaded from the Orbis database for years 2007 – 2017. |

Abstrakt | Economic literature pays a great deal of attention to economic and financial efficiency, expressed in terms of competition, concentration, productivity and profitability. This paper provides an all-embracing framework for the various existing theories in this area and illustrates these theories with practical applications. Currently, changing the size of the production potential in agricultural units in the Republic of Moldova depends to a great extent on the influence of different trends in the modification of production resources: the reduction of labor resources and agricultural land, quantitative and qualitative changes in fixed assets, and in current assets, etc.The notion of resource potential means the totality of the volume of all resources (natural, labor, material, intellectual, information, etc.) on specific enterprises, territories, branches, regions. Evaluating a broad field of research, the paper describes profit maximizing food products and demonstrates how several widely-used products can be fit into this framework. The authors also present an overview of the current major trends in the food sector and relate them to the assumptions for food products, thereby displaying their relevance and timeliness. The results include a set of recommendations for future research on this topic.The design, methodology and approach of this research is to explain why efficiency can help obtain a profit surplus, and to measure this efficiency. For quality of methodology we apply a range of statistical methods, as well as the strategic capability of organisations – made up of resources and competences. One way to approach the stategic capability of an organisation is to consider its strengths and weaknesses (for example, where it has a competitive advantage, profit, efficiency or disadvantage). Based on our research and results, we sought to understand the concepts of financial effciency and to apply these concepts to practical situations. At the start of each analysis entrepreneurship plays an important role. Most organisations have to innovate constantly to obtain profit and efficiency for food products. They need to be first into a market, or simply a follower of customers in developing new products and services. Original studies in Moldova and Poland regarding farm concentration in terms of Gini Coefficient, Gini Index and Concentration Index of the utilized agricultural area. Original calculus formula to determine the Concentration Index of the UAA for the top 10% largest farms in Moldova and UK. |

Abstrakt | The purpose of this paper was to measure the Gross Domestic Product of the agribusiness in European Union countries and to determine its contribution to national economies. The agribusiness GDP was measured using a proprietary method based on input–output tables. The study covered all 28 European Union countries and relied on 2014 data, the most recent available information in the World Input–Output Database (used as data source). The study found the prevalence of two relationships; (i): the higher the development level of a country, the lower the share of agribusiness GDP in the national economy; (ii): as the country develops, the share of the 2nd agribusiness aggregate in the GDP becomes relatively smaller compared to that of other agribusiness aggregates. A known problem faced in these analyses is that the I/O tables are published with a huge delay and are only available for some countries. Therefore, the studies on agribusiness measurement for all European Union countries in one period are relatively scarce in the relevant literature. Also, a proprietary method of agribusiness GDP measurement was used which takes account of the particular role of the food industry. |

Abstrakt | Norwegia jest państwem o największym na świecie ekwiwalencie subwencji dla producentów rolnych – PSE w państwach OECD. Pomimo to od lat zmniejsza się tam zatrudnienie w rolnictwie i następuje wyludnianie obszarów wiejskich. Rozwój turystyki wiejskiej przyczynia się zarówno do spowolnienia tego procesu poprzez zwiększanie dochodów wiejskich gospodarstw domowych, jak i do zachowania tradycyjnego krajobrazu, wartości ekologicznych oraz dziedzictwa kulturowego, szczególnie kulinarnego. Za zarządzanie rozwojem turystyki na poziomie krajowym odpowiedzialne są głównie Ministerstwo ds. Klimatu i Środowiska, a szczególnie Departament Dziedzictwa Kulturowego i Środowiska Kulturowego i Departament Bioróżnorodności, a także Ministerstwo Rolnictwa i Żywności1. Na poziomie lokalnym dzięki innowacyjnemu podejściu do zarządzania przedsiębiorstwa turystyczne, chcąc ograniczyć negatywne skutki dużej sezonowości w tym sektorze gospodarki, przygotowują zarówno oferty typowe dla sezonu zimowego, jak i letniego. Umożliwia to zarówno lepsze wykorzystanie takich zasobów jak baza hotelowa oraz restauracje, jak i utrzymanie poziomu zatrudnienia pracowników. |
Abstract | Of the OECD countries Norway has the world’s largest Producer and Support Estimate (PSE). Despite this, employment in agriculture has been decreasing for years and the rural population is dwindling. The development of rural tourism contributes to the slowing down of this process by increasing the income of rural households, as well as preserving the traditional landscape, ecological values and cultural heritage, especially culinary heritage. The Ministry of Climate and Environment (Department of Cultural heritage and cultural environment) and the Ministry of Agriculture and Food are mainly responsible for managing the development of tourism at the national level. At the local level – thanks to an innovative approach to management – tourism enterprises, wanting to limit the negative impact of high seasonality in this sector of the economy, are engaged in the preparation of not only typical winter sport offers, such as skiing, but also of summer sports. This facilitates the better use of resources such as hotels and restaurants, and also helps to maintain employment levels. |

Zmiany potrzeb dzisiejszego konsumenta i preferencji ich realizacji są obecne w dyskursie naukowym dotyczącym gospodarki współdzielenia (sharing economy), a także nowego nurtu badań: logistyki społecznej, w tym logistyki miasta. Artykuł ma charakter przeglądowy i opisowy. Posłużono się analizą literatury naukowej, publicystycznej i raportów. Wspomagające, dla przedstawionych spostrzeżeń, badanie ankietowe zostało przeprowadzone wśród użytkowników systemu carsharing w Warszawie, a jego wyniki zaprezentowano w formie opisowej i tabelarycznej. |
Abstract | The main goal of this article was to present carsharing as one of the most popular forms of sharing resources in the broader context of changes taking place in the environment of contemporary humans. Changes in the needs of today`s consumers and preferences of their implementation are present in the scientific discourse on the sharing economy, as well as a new trend of research: social logistics, including city logistics. The article is of a review and descriptive nature. The synthesis of scientific and journalistic literature and reports was adopted. Supporting the presented observations, the survey was conducted among the users of the carsharing system in Warsaw, and its results were presented in a descriptive and tabular form. |

Abstrakt | Celem artykułu było zaprezentowanie świadomości konsumentów z zakresu terroryzmu żywnościowego jako nowego zagrożenia w przemyśle spożywczym. Terroryzm żywnościowy to nowe zjawisko, które w XXI wieku stanowi wyzwanie dla przemysłu spożywczego. Polega na celowym skażeniu żywności przy wykorzystaniu substancji biologicznych, chemicznych i fizycznych. Na każdym etapie produkcji żywności może dojść do intencjonalnego skażenia żywności. Do zrealizowania celu zastosowano badania ankietowe, które zostały przeprowadzone z wykorzystaniem portalu internetowego. W badaniach wzięło udział 120 respondentów z Wielkopolski. Na podstawie literatury przedmiotu oraz przeprowadzonych badań ankietowych stwierdzono, iż konsumenci nie są w pełni świadomi, że żywność może być celem ataku terrorystów. Według badanych osób, terroryzm żywnościowy ma charakter globalny i może wystąpić na każdym etapie łańcucha żywnościowego. Z racji, że terroryzm żywnościowy jest zjawiskiem nowym w gospodarce, metody wykorzystywane przez terrorystów oraz potencjalne skutki zagrożenia nie są do końca znane. |
Abstract | The aim of the article was to present consumer awareness in the field of food terrorism as a new threat in the food industry. Food terrorism is a new phenomenon, which in the XXI century is a challenge for the food industry. It consists in intentional contamination of food with the use of biological, chemical and physical substances. At every stage of food production may be to intentional contamination. The article attempts to discuss the phenomenon of food terrorism and consumer awareness in the field of food terrorism. In order to carry out surveys, which were carried out using the internet portal. 120 respondents from all of Wielkopolska participated in the research. Based on literature data and surveys, it was found that consumers are not fully aware that food can be the target of a terrorist attack. According to the surveyed, food terrorism is global and can occur at every stage of the food chain. Due to the fact that food terrorism is a new phenomenon in the economy, the methods used by terrorists and the potential effects of the threat are not fully known. |

Abstrakt | Celem artykułu była ocena modelu obiegu okrężnego z punktu widzenia teorii austriackiej szkoły ekonomii. W artykule omówiono teorię kapitału i model struktury produkcji tej szkoły. Omawiane zagadnienia odniesiono do modelu obiegu okrężnego, który dominuje w głównym nurcie ekonomii. Model ten jest krytykowany przez szkołę austriacką z powodu zbyt dużych uproszczeń. Główne zarzuty dotyczą pominięcia: twórczej natury działania ludzkiego, problemów niedoskonałej wiedzy i przedsiębiorczości, która związana jest z ryzykiem, roli czasu w działaniu i procesie produkcji, wertykalnego charakteru produkcji w gospodarce, powiązania oszczędności i inwestycji. Szkoła austriacka wskazuje również na zbyt daleko posuniętą w modelu obiegu okrężnego agregację kategorii ekonomicznych. |
Abstract | The aim of the article was to assess the circular flow model from the point of view of the theory of the Austrian School. The article discusses the theory of capital and the production structure model of this school. The issues discussed were related to the circular flow model that dominates the mainstream of economics. This model is criticized by the Austrian School because of too much simplification. The main allegations relate to the omission of: the creative nature of human action, the problems of imperfect knowledge and entrepreneurship that is associated with risk, the role of time in action and the production process, the vertical nature of production in the economy, linking savings and investments. The Austrian School also points to the aggregation of economic categories going too far in the circular flow model. |

Abstrakt | Celem artykułu jest ukazanie stanu bezpieczeństwa żywnościowego Polski oraz trzech krajów Europy Wschodniej sąsiadujących z naszym krajem: Białorusi, Rosji i Ukrainy. Analizowane kraje różnią się między sobą zarówno pod względem wielkości posiadanego potencjału gospodarczego, wielkości samych gospodarek, jak i poziomem ich rozwoju. Gospodarki poszczególnych krajów charakteryzuje też określona specyfika. W pierwszej części opracowania ukazano podstawy teoretyczne analizy bezpieczeństwa żywnościowego jako elementu bezpieczeństwa ekonomicznego. W następnej części dokonano charakterystyki analizowanych krajów, ukazując ich specyfikę oraz główne determinanty rozwoju. W części analitycznej przedstawiono stan bezpieczeństwa żywnościowego analizowanych krajów, wykorzystując Global Food Security Index, który został opracowany na zlecenie firmy DuPont przez Economist Intelligence Unit. Ukazano trzy składowe indeksu bezpieczeństwa żywnościowego, jakimi są: dostępność cenowa, dostęp do żywności oraz jakość i bezpieczeństwo żywności. Biorąc pod uwagę niektóre determinanty składowych bezpieczeństwa żywnościowego, podjęto próbę oceny wpływu rozwoju gospodarczego poszczególnych krajów na ich bezpieczeństwo żywnościowe. |
Abstract | The aim of the article is to present the state of food security in Poland and the three neighbouring Eastern European countries: Russia, Belarus and Ukraine. The analysed countries differ in terms of the size of their economic potential, the size of the economies, and the level of their development. The economy of each country is also marked by specific characteristics. In the first part, the paper presents the theoretical basis of food security as an element of economic security. In the next part, the characteristics of the analysed countries are presented showing their specificity and main determinants of development. The empirical part describes the state of food security in the examined countries using the Global Food Security Index, which was developed at the request of DuPont by the Economist Intelligence Unit. Three components of the food safety index are presented: price availability, access to food as well as food quality and safety. Considering some determinants of food safety components, an attempt was made to assess the impact of economic development of individual countries on their food security |

Abstrakt | The rates of increase in labour costs in non-agricultural sections and prices of means of production for agriculture, which are higher than selling prices of agricultural products in countries with a market economy have resulted in a decrease in unit profitability of agricultural production. Farmers wishing to obtain a satisfactory income must increase their production scale, mainly by increasing farm area. The study covers two intentionally selected groups of countries differing with regard to economic development specified by gross domestic product (GDP) value per capita. The reason for this selection is the dependence of the farms’ economic strength on the national economy level of analysed countries. The first group of countries with a high level of this indicator (GDP) includes: Denmark, Sweden, Ireland, the Netherlands, Austria, Germany, Belgium, Great Britain and France. The second group covers – Slovenia, the Czech Republic, Slovakia, Lithuania, Latvia, Poland, Hungary, Romania and Bulgaria. Analyses covered the changes in average farm area, share of farms with an area of 30 ha of UAA or more in the total number of farms, land use, employment and standard production in 2005 and 2016. In both groups, the following increased in the analysed period: the average farm area and share of larger farms in land use and production. In the majority of analysed countries, the share of farms with an area of 100 ha or more, when it comes to production, exceeded 50%. |

Abstrakt | The article examines the state and prospects of organic production by agricultural enterprises in the Ukraine. Existing natural, climatic and soil potential for the production of organic agricultural products as well as their export and consumption in the domestic market are characterized. It was noted that the development of organic production is one of the main priorities of the agrarian sector of the Ukrainian economy. State support for the development of this type of production is being implemented, as reflected in ‘3 + 5’ as a strategy for the development of the agrarian sector of the economy for the period until 2020. Attention is drawn to the instability of the environment, insufficient development of demand and limitations of financial resources, which hinder the realization of Ukraine’s potential in this segment of the agrarian sector. The conclusion on the necessity of applying marketing strategies for promoting and marketing organic products on domestic and foreign markets is drawn. The model of forming a marketing strategy of organic production development in the Ukraine is offered. |

Abstrakt | Rural territory is an important part of the community’s living space, moreover, it is a living space for sustainable and smart development. With the growing public demand for a healthy living environment and healthy food, the role of rural territory as a living space for community and the necessity to maintain its sustainable development is increasing. However, the sustainability of rural territories as a living space will be preserved only when residents are ready for changes and if national institutions and local governments are promoting trends politically and practically. The aim of the research: to examine economic activity in the rural areas of Latvia with regard to promoting the sustainable and smart development direction during 2009–2016 and to assess the results achieved. An analysis of the information on entrepreneurship expansion used in the research allows making a number of conclusions. Even though Latvia has the lowest competitiveness rating among Poland, Lithuania, Latvia and Estonia, at the same time, it is characterized by the highest growth rates and small distances among these countries. The reduction of these differences was significantly influenced by economic activity expansion, including the knowledge economy segment in Latvia. The growth of the economy in the rural territories surpasses the growth rates in major cities. The rural space has confirmed its suitability for the innovative functioning and growth of the economy. |

Abstrakt | The article substantiates that entrepreneurship is the basis of the country’s economy, a prerequisite for the revival of rural areas. It represents environmental factors that impede the formation of a competitive business environment in the Ukraine, and, accordingly, the achievement of indicators of efficiency of entrepreneurial activity. The essence of competence of the entrepreneur and its components is also considered. Different points of view of scientists are generalized and a list of competencies, which should be owned and developed by an entrepreneur in the course of his/her activity in order to harmoniously grow as a socially responsible person is also presented in the paper. The expediency of forming entrepreneurial competence in the process of vocational training of young people to life in society, their future activity in new market conditions, as well as the logical sequence of using the skills and abilities of an entrepreneur through the implementation of key competencies is substantiated. The methodical aspects of assessing the level of competence of the entrepreneur are provided. The results of this will allow to develop directions and measures for improving the process of forming the entrepreneurial competence of employees, increasing the quality of the work force, and providing competitive advantages through the use of human resources in the agricultural sector of the economy. |

Abstrakt | It is determined that in economic science there is no single approach to the interpretation of the concept of ‘innovation’. It is suggested that taking into account the radical changes that are in the world economy today it is necessary to use the extended concept of innovation, which should be understood as the results of the development transformation, research, ideas and their combination into a radically new or improved technological, economic, social solution, the results of which can be applied in practice. The main indicators that determine the level of innovation development of a country or region and provide an opportunity to determine the impact on economic development are covered. The place of Ukraine in such ratings according to indicators of innovative development in 2017, 2018 and problems that cause their low level are defined. The improvement directions of the innovative development level of the country are defined and the real steps taken by the government of the country to correct the negative trends through the introduction of digital transformation of the country’s economy, the transition from raw material to high-tech production and the basis of innovative IT technologies and communications are shown. |

Abstrakt | The aim of the publication is to assess the functioning of common agricultural policy (CAP) in the context of its relationship with the paradigm of industrial and sustained development of the food economy. The idea is to find a relationship between specific instruments of the EU’s agricultural policy and the assumptions of the adopted paradigms, and thus formulate certain general application premises and solutions in three areas: justification for the support of the agricultural sector, the problem of income deprivation of agricultural producers, and the change of the industrial-technological development model, predominant in agriculture, into sustained development. In light of the presented discussion, the occurrence of the following three economic CAP premises was confirmed: the need for financial support for the agricultural sector, the drainage of agricultural producers in the food supply chain, and the superiority of sustainably developed agriculture over industrial agriculture. As a result, recommendations concerning common agricultural policy after 2020 were given. The most important ones include: maintaining as high a level of support for agriculture as possible at an EU level, maintaining the system of direct subsidies as the most important instrument of equalising agricultural income, limiting unequal distribution of payments among small and large farms, enhancing the position of the farmer in the food chain, implementating a mandatory risk management instrument, and establishing an ‘environmental budget’ financing public goods. |
