Abstract	Good governance principles are considered by the European Union to be a basic indicator serving in the assessment of the quality of the Community’s public management. Therefore, these principles should be treated as a reference point in the process of building all the necessary elements of the system of implementation of the EU tasks and activities. The same applies to the Common Agricultural Policy and to supporting within it the development of agriculture and rural areas. Following this the evaluation system should respect the good governance principles in most complex way that is possible and achievable. However, up to now, the development of the EU evaluation culture has not reached the level of comprehensive actual fulfillment of these principles and for the evaluation process to lead to improving the effectiveness and efficiency of the CAP. Moreover, if the EU involvement in supporting the development of social responsibility of the agriculture is worth underlining it should be conducted via the introduction of different rules and regulations applicable in this sector, which combined with the competition typical of this part of the economy should lead to development of socially responsible agriculture.

Abstract	The aim of the paper is to present the current dilemmas of regional policy in Poland (the model of equalization vs. the model based on competitiveness and cohesion) in a context of the good governance rule. Realization of this aim was possible through a review of literature and documents connected with regional policy as well as issues of good governance. There were presented examples of good practices in implementation of rules of good governance in the phase of programming of the Polish regional policy on the base of works on and content of the National Strategy of Regional Development 2010–2020: Regions, Towns, Rural areas. However, presentation of such examples does not allow the confirmation of implementation of the good governance rule in the Polish regional policy because of continuous and permanent character of the rule and necessity of assessment of its implementation in the phases of realization and evaluation of the Strategy

Abstract	The process of globalization in recent years has created a new opportunity and necessity to review economic policy. This is due to a combination of factors including external pressures, the revised strategy of other states and regional trade agreements. Some of the policies of the last two decades of the twentieth century required redefinition to enhance effectiveness, and their applied solutions encountered more and more difficulties specifically due to internal and external dysfunctionality. In the article we paid attention on the changes of the option in the fiscal and monetary policy with the utilization of the pendulum model to their evaluation and also conversions in the level of the real effective exchange rate. We also presented the relationship between exchange rate and option in economics policy. The investigative period embraced years 1990–2009. Analysis that has been conducted allows us to distinguish regularities happening in the process of their adaptation to an external conditions and also has pointed to a few conclusions on solutions applied in Poland.

Abstract	After 15 years since beginning of the economic system transformation in 1989, substantial share of the polish sugar enterprises was characterised by domination of the state capital. In the research there were compared the strategies of operation in private sugar enterprises owned by chosen foreign investors and sugar processing companies grouped in the sugar holdings, possessed by the State. For that purpose operations of the research enterprises were decomposed into four function areas: production, human capital, marketing and finances. In result of undertaken analyses and comparisons of operation courses among groups of the sugar enterprises according to the above-mentioned areas, operation strategies realised by sugar enterprises grouped according to the differential ownership form were identified, described and evaluated.

The future changes in support of agriculture in the EU countries seem to be conforming with regard of the public goods created by agriculture, however there is need the qualification of new instruments of support taking into account the multifunctional of agriculture

Abstract	The paper aims to evaluate the usefulness of discriminatory models in the process of running a company. In the work there was verified the efficiency of action of 23 functions estimated in Polish research centers. One based on the financial information coming from the financial statements of six stock quoted companies. The companies had to cope with the bankruptcy crisis in the 2009. Moreover, on the basis of the results of the conducted analysis, there were specified factors determining the appropriate choice of the model to the prediction of the enterprise’s bankruptcy. There was also presented a ranking of tested models with the annual, two, and three-year forecast.

Abstract	An assessment of creditworthy of poultry trade company was carried out according to methodology used in cooperative bank in which analyzed company was taken loan. Data are connected with a loan period i.e. 2006–2022. The purpose of creditworthy assessment is risk estimation which take the bank providing the loan. Creditworthy may be evaluated on the basic or full range. An assessment of creditworthy is procedural action compatible with bank instructions. Firstly the chosen indices are analyzed and then they are compared with indices for particular trade or previous years. Indices of profitability, efficiency, indebtedness and debt service were calculated. Situation of considerable farm according to bank was satisfactory so decision about the loan was positive.

Abstract	The paper presents analysis of financial situation of communes/municipalities in Poland in the period 2005–2009. A ratio analysis was used for the evaluation of the budget economy of communes. The communes were assessed according to the following criteria: independent profits, self-financing of expenditures, capacity to make loans and borrow as well as value of operating surplus and value of financial result. As a result of the survey a persistence of significant diversities of the financial situation of communes was stated in the regional diameter and its deterioration in the years 2008 and 2009.

Abstract	This paper presents changes in the structure of economic activity of the population with disabilities in the years 1996–2010. Moreover, determinants of activity of this population group: the degree of disability, age, level of education have been characterized. It was found, that the low activity of people with disabilities is mainly caused by unfavorable age structure of this population and the relatively low level of education. To evaluate the intensity of changes in the structure of the analyzed phenomenon appropriate synthetic measures of the structure intensity changes have been used, which was described by one-basic and continued fraction perspective. In the research period a slight change was ascertained in the pattern of economic activity of disabled population in dynamic approach.

Abstrakt	W artykule zaprezentowano wyniki ekonomiczne oraz nakłady inwestycyjne realizowane w gospodarstwach rolniczych uczestniczących w polskim FADN. Celem opracowania było oszacowanie i ocena różnic w działalności inwestycyjnej pomiędzy gospodarstwami różnych typów rolniczych. Wyniki wskazują na silne uzależnienie poziomu wydatków inwestycyjnych od dochodów gospodarstw. Wysoko wyspecjalizowane gospodarstwa ogrodnicze uzyskiwały najwyższe dochody i realizowały wyższe wydatki inwestycyjne. Najniższe dochody, a co za tym idzie także wydatki inwestycyjne, odnotowano w gospodarstwach bez specjalizacji
Abstract	The article presents the economic performance and investment outlays recorded in the agricultural holdings participating in the Polish FADN. The aim of the paper is to evaluate and assess the differences in investment activity among the agricultural holdings of various types of farming. The findings show a strong dependence of investment expenses upon the farm revenue. The highly specialised horticultural holdings earned the highest income and had higher investment expenses. The lowest income, and hence the lowest investment expenses, were noted in non-specialised holdings.

Abstrakt	W artykule podjęto próbę przedstawienia znaczenia usług w rolnictwie polskim i niemieckim na tle rolnictwa w UE-27. Badanie przeprowadzono w oparciu o Rachunki Ekonomiczne dla Rolnictwa. Analizą objęto usługi rolnicze, weterynaryjne oraz pośrednictwa finansowego. Zidentyfikowano ich udział w zużyciu pośrednim, a także wartość poszczególnych grup usług w przeliczeniu na 1 ha UR oraz usługochłonność produkcji rolniczej w latach 1999-2009. Wykazano, że występuje zauważalna różnica pomiędzy znaczeniem tych usług w Polsce i w Niemczech.
Abstract	The aim of the paper was to assess the role of services in Polish and German agriculture in comparison with that in the other EU countries. The analysis was based on the Economic Accounts for Agriculture. The research covered agricultural services, veterinary expenses and financial intermediation services. Their share in intermediate consumption, value of the studied services per one hectare of agricultural land, as well as services absorbency of agricultural production in 1999-2009 were evaluated. It was proved that significant difference between the role of these services in Poland and Germany existed.

Analizie poddano przeciętne gospodarstwo rolne w 122 regionach, badając nakłady ziemi, pracy, wielkość i strukturę produkcji, koszty, strumienie dopłat i w końcu jego sytuację dochodową. Celem badania było porównanie alokacji i efektywności wspomnianych czynników produkcji w rolnictwie regionów UE. Autorka stawia pytanie, na ile regiony europejskie różnią się względem wykorzystania tychże czynników oraz czy można znaleźć podobieństwa przestrzenne. Doszukuje się także przyczyn owego zróżnicowania uwzględniając różnorakie czynniki
Abstract	The purpose of the article was comparing diverse resources of production factors in farming and displaying relations between them, as well as the effectiveness of their exploitation in agricultural regions of the European Union (EU-25). An average arable farm was analyzed in 122 regions, inspecting the inputs of land and labour, the size and structure of production, costs, subsidies flows, and in the end the income situation. The allocation and effectiveness of production factors in agricultural EU regions were compared. The author is putting up questions, to what extent the European regions differ with respect to the use of these factors as well as whether it is possible to find among them some spatial resemblances. She found also causes of their diversity taking different factors into account.

Abstract	The foreign trade performance in agro-food sector in the Central European Countries for the period of 2004-2007 has been evaluated. The main exports and imports measures, comparative advantages, specialization as well as market shares and competitiveness have been analyzed. After entering into the European Union by the Central European Countries, the importance of foreign trade in agro-food sector has increased, an intra-branch trade has been intensified and its structure has changed. The comparative position of these countries in the trade has been created by rising comparative advantages of some sections and lowering of the others. The foreign trade turnover has risen and the agro-food trade has been internationalized.

Abstrakt	Przedmiotem badania były fazy modelu obszaru przejścia, stanowiącego miejsce implementacji koncepcji zarządzania przejściem od stanu obecnego do określonej wizji przyszłości. Opierając się na doświadczeniach autorki, zasadach wnioskowania logicznego i wnioskach ze studiów literaturowych odnośnie teorii i polityki przejścia, z koncepcji modelu obszaru przejścia autorstwa Loorbacha wybrano te elementy, które w warunkach polskiego sektora rolno-żywnościowego mogą posłużyć jako cenne rekomendacje do wdrożenia tej nowej perspektywy prowadzenia polityki gospodarczej. Wskazówki dla polskich decydentów dotyczyły fazy przygotowania ekspertyzy (analizy zintegrowanych systemów, selekcja aktorów), fazy strategicznej (definiowanie wspólnego problemu, wizja przejścia i wspólne zasady), taktycznej (wizerunki, ścieżki i plan przejścia) i operacyjnej (zbiór eksperymentów, monitoring, ewaluacja). Na koniec podkreślono kluczową rolę zespołu zarządzającego przejściem.
Abstract	This article presents phases of the transition arena model, which should be introduced as a cure for the main Polish agricultural sector’s problems. Basing on the author’s own experience, logical reasoning and literature overview of transition theory and policy, the proper recommendations adequate for Polish agricultural and food sector’s conditions were withdrawn from the Loorbach methodology of the model of transition arena. The following phases were taken into account: expertize preparation (integrated systems analysis, actors’ selection), strategic phase (problem definition, vision, shared values), tactic phase (images, paths and plan) and operational phase (experiments, monitoring, evaluation). Finally, the role of transition management team was highlighted.

Abstrakt	Celem pracy była ocena informacji zawartych na opakowaniach wybranej grupy produktów spożywczych (płynne przetwory przemysłu owocowo-warzywnego: soki, nektary, napoje), a w szczególności informacji mających wpływ na kształtowanie wiedzy żywieniowej konsumentów. Badania zostały przeprowadzone w sklepach detalicznych dwóch sieci handlowych, przy pomocy techniki obserwacji, z użyciem karty identyfikacyjnej oznakowania wyrobu. Badania pozwoliły na sformułowanie kilku istotnych wniosków. Informacja zamieszczana na opakowaniach ocenianych produktów jest w większości przypadków poprawna, jasna, czytelna i zrozumiała, za wyjątkiem informacji o partii produkcyjnej oraz nazwie produktu, w przypadku napojów owocowych. Ponadto, informacja podawana na opakowaniach soków, nektarów i napojów w większości przypadków była przyjazna konsumentowi, ponieważ uwzględnia ona informacje ważne z punktu widzenia edukacji żywieniowej konsumenta. Najczęściej występującą tego rodzaju informacją była informacja o wartości odżywczej
Abstract	The aim of the paper was to evaluate the information included on packaging of selected food products (liquid fruit-vegetable goods like juices, nectars, drinks), especially information having influence on the formation of consumers dietary knowledge. The research was conducted in shops of two retail trade networks with the use of an observation technique applying an identification card of product labeling. The conducted studies allowed to draw a few of relevant conclusions. Information included on packaging of evaluated products in most of cases is appropriate, clear, readable and comprehensible with the exception of information on the production batch and name of the product in case of fruit drinks. Information on juices, nectars and drinks packaging is in most cases consumer friendly, because of including dietary information having influence on the nutritional education of consumers. The most frequent information of this kind was the nutritional value information.

Abstract	The objective of the analysis was an attempt to identify and evaluate utilization of material outlays incurred on production purposes at individual farms characterised with various degrees of connection with the surrounding environment. Farms from among the group observed by FADN were selected for empirical research. It was determined that efficiency of material outlays utilization was diversified. Both the productivity of outlays and profitability increased in farms characterised with the higher index of connection with the surrounding environment, up to a certain limit. Entities with the strongest connection with the surrounding environment demonstrated lower efficiency of material outlays utilisation.

Abstract	European Union consists of 27 countries that have different cultural, political and economic background. Therefore it seems to be necessary to monitor the socio-economic development level of the member states. The aim of the paper is to construct the synthetic measure to evaluate the socio-economic development level of the European Union members, and to classify the EU countries into groups of the similar countries, in terms of the aggregated measures. The research concerns 23 states being members of the European Union in 2004 (Malta and Cyprus were excluded from the analysis). Investigation cover the period from1990 to 2006. The synthetic taxonomic measure is constructed employing 21 economic and social indicators. The broad discussion about the diagnostic variables is presented. The EU countries are classified according to the value of the taxonomic measures and Human Development Index. The results of classification obtained by applying two different aggregated measures are compared.
