Abstrakt	Polskie pszczelarstwo ma po załamaniu datującym się od lat 80-ych zeszłego wieku szanse na rozwój dzięki subsydiom z Unii Europejskiej. Jednakże typowe pasieki są zbyt małe, by dochód z nich zapewnił utrzymanie rodzinie pszczelarza. Pszczelarstwem zajmują się w większości osoby starsze, traktując to raczej jako hobby niż źródło dochodu, ale ostatnio średni wiek pszczelarzy się obniża.
Abstract	This article deals with beekeeping, which is a very important element of agriculture. The most important role of bees in the environment is plant pollination. Bee colonies produce honey, propolis, bee’s wax and bee bread. The situation in beekeeping in Poland worsened in the middle of the eighties. The number of apiaries decreased 4 times, whereas the number of bee hives decreased 3 times by the end of the nineties. Almost 60% of apiaries have 20 or less bee colonies. Such apiaries cannot become the base of the beekeeper’s family livelihood. Only beekeepers that have at least 100 colonies and can get income outside the apiary may have income high enough to fully support their families. They also have to sell honeybees’ products directly to customers. Authors’ estimates and calculations prove that Polish bee keeping has a chance to develop in the future. On one hand, Polish beekeepers have a chance to get subsidies from the EU. On the other hand, they also have a possibility to gain profits selling their products.

Abstract	Stockbreeding is a fast growing branch of agriculture. But in modern economic conditions Republic of Belarus has many problems with it. On the contrary the countries of Europe achieved big results in meat production. In most of them branch is export oriented. The authors analyze situation in meat production in the Republic of Belarus and give their opinion thereupon. The present conditions are unfavourable and the volume of meat production is falling. It is necessary for the government to assist meat producers.

Abstrakt
Abstract	The macroeconomic efficiency of a public library in a small town near Warsaw has been calculated in the form of benefit/cost ratio. The benefits have been estimated by the method of contingent valuation of the library services and by the revealed preferences expressed by the costs of travel to and from the library as well as the costs of library deposit fees. The macroeconomic costs have been assumed equal to the microeconomic costs, except for labour costs which have been estimated as social opportunity costs of labour and therefore corrected downwards because of the persistent unemployment in town. The BCR ratio turned to be far below zero (depending on assumptions varied between 0.37 and 0.76). However only the direct benefits accruing to the library customers have been included.

Abstract	The paper discusses difficulties connected with obtaining public fund for the realization of programs of educational opportunities equalization (competition and non-competition versions). The comparative studies have been prepared on the basis of two latest legislative solutions: program of assistance for children and youth from former State Agricultural Enterprises, regional programs of educational opportunities equalization. The article also includes the financial results of assistance forms accumulation in both competition and non-competition. The potential value of the obtained financial support highlights the threads of increasing the differences in the access to education. Promotion of the competition in the realization of the program of educational opportunities equalization will increase the existing territorial differences

Abstrakt
Abstract	The paper aims to evaluate whether or not the last EU enlargement to the new 10 member states (EUN-10) has influenced the intra EU trade of agricultural products. In particular, the analysis focuses on the effects on trade between two groups of countries EU-15 and EUN-8 (i.e. the Central-Eastern Europe new members countries) of the EU-accession process. The import-export flows show a noticeable increase in trade between the two areas over the last decade. This increase surely stems from the opening up process, but according to second best theory in international trade which applies to Customs Unions – it not necessarily favours efficiency as far as social welfare is concerned. The analysis shows also that the comparative advantages in certain products, which ten years ago fuelled trade, do not appear to have altered the position of the two groups of countries. Focusing on agricultural products the integration process, which was already underway during the pre-accession period, has maintained and not reduced their specific specialization.

Abstract	Transition of agricultural policy in the high and medium developed countries is presented. In the first part, the flows of transfers and their importance for the support regime as well as indicators presenting the structure of transfers are described. In the second part, attention is paid to the situation in agricultural markets and agricultural policy in selected high and medium developed countries. An increase of the role of transfers from taxpayers to producers and a decline of transfers form consumers to producers is observed. Differences among countries are noted. The development of agriculture is determined by the internal market and especially by economic growth. We can distinguish some regional models of agricultural policy.

Abstrakt	W artykule autor przedstawił wpływ redystrybucji środków unijnych na działalność banków spółdzielczych w Polsce. Z uzyskanych danych wynika, że w BS-ach występuje zjawisko wypierania kredytów rolniczych przez dopłaty bezpośrednie do użytków rolnych. Spada wartość kredytów rolniczych, natomiast wzrasta wartość depozytów od rolników, co wywołuje w BS-ach zjawisko nadpłynności finansowej i spadek efektywności ich działania.
Abstract	The author has presented the impacts of redistribution of the European Union funds on the activity of cooperative banks in Poland. The research results show that agricultural loans have been crowded out by direct payments. The value of agricultural loans granted by the cooperative banks has been decreasing whereas the value of farmer deposits has been increasing. As a result, both an overliquidity and a fall in the operational efficiency of the cooperative banks have occurred.

Abstrakt
Abstract	The purpose of this study is to provide evidence on the relationships between prices of some agricultural products in Poland, Germany and France. The study is based on monthly price series of wheat, barley and milk. Findings show an existence of causal relationships between investigated markets, especially wheat markets. Results for the period 1995-2000 generally tend to show a lower degree of price transmission compared to the period 2001-2005, as might be expected.

Abstract	The article presents the changes in Common Agricultural Policy that have been made within the last 15 years, seen from the angle of agricultural support indicators calculated in the OECD countries. Undoubtedly, the EU is striving to reduce expenses for policy implementation. In addition, undertaking actions for limiting the instruments which distort market mechanisms (coupled policies) is confirmed by the indicators.

Abstrakt
Abstract	The presented prognosis indicates possible directions and conditions of changes that will take place in the Polish countryside within the next few years. It should be underlined that this period will encompass both positive and negative processes. During this period 2.5 billion Euros (not including money for the Common Agricultural Policy) will be devoted to the development of rural areas. Together with domestic funds, it makes a total sum of 3 billion Euros of available financial resources. Having topped these funds up with investors’ own contributions, it will be possible to deal with total financial support of 4.5 - 4.9 billion Euros per annum. This will allow us to change the image of rural areas considerably, especially the level of technical infrastructure and the quality of productive potential of agriculture, as well as agribusiness. Therefore, the countryside and farms will have many more investment opportunities at their disposal. It is predicted that these funds should first of all be devoted to creating new work opportunities in rural areas and subsequently to improve competitiveness of farms due to their progressive concentration and technical modernisation. These processes are strongly related to each other and, therefore, one should not suppose considerable regional farm concentration without providing workplaces for farmers, especially the least skilled. On the other hand, one should mention processes that will make carrying out the intentions difficult. One of them is undoubtedly further limitation of agricultural expenses, especially after year 2013 (Common Agricultural Policy included). The reform of Common Agricultural Policy that took place in 2003 assumed stabilisation of expenses on agriculture as well as their gradual reinvesting in I and II Common Agricultural Policy levels. Further changes that might take place in the subsequent period of planning (2014-2020) are not yet known, which significantly limits the possibilities of outlining aims and priorities for Poland. It should be assumed that further limitations of funds for agriculture and rural areas in general are yet to come. The above mentioned is supported by the following three reasons: - More and more popular criticism of the Common Agricultural Policy as it is shaped right now, - Funds for Common Agricultural Policy after new members with big agricultural population (Bulgaria, Romania, Croatia, Turkey) would need to be increased, - Negotiations related to liberalisation of world markets within WTO.

Płatności bezpośrednie do gruntów rolnych funkcjonują w ramach pierwszego filaru Wspólnej Polityki Rolnej UE. Podstawową funkcją tej formy finansowania jest wsparcie dochodów z działalności rolniczej. Średnia wielkość tej płatności w badanych gospodarstwach wynosiła 3862 zł. Największy udział płatności bezpośrednich do gruntów rolnych w dochodzie z gospodarstwa rolniczego występował w gospodarstwach najmniejszych obszarowo.
Abstract	The crucial element which has influenced incomes in Polish agriculture since 2004 is direct payments. Direct payments for the rural areas are central to the Common Agricultural Policy of EU. The primary function of such funds is supporting the agricultural incomes. The average amount of the payment in the investigated farms was 8324 PLN. The biggest share of direct payments for agricultural lands in farm income was received by the smallest farms.

Abstract	Poland as a member state of the EU follows the Common Agricultural Policy with limitations resulting from the accession treaty. Rural areas and agriculture play an important role in Poland. Rural areas comprise 93.2 % of country’s area and are populated with 38.5% of the total population. For a significant part of the rural population, working and gaining income from agriculture are the base of existence. Polish agriculture has a high position in the EU in production of basic plant and animal products both in absolute terms and per capita. Increase in productivity (plants and animals), which at present is low in Poland, will improve this position. In view of the existing agricultural theories and practice, the highest possibility for development is sustainable agriculture, which is also aimed at in the other EU countries. Traditional and more ecological agriculture both will continue to exist. The latter, albeit showing strong growth, still has a limited position

Abstrakt
Abstract	In Polish rural areas, including the traditionally agricultural area of the West-pomeranian voivodeship, there are many barriers of entrepreneurship development, in particular those of a social character. The paper presents research results of the local authorities’ and rural area inhabitants’ opinions about the non-agricultural economic activity conditions. The results of the conducted research indicate that the analysed social conditions have a negative impact on the development of rural entrepreneurship. Expeditious overcoming of these barriers is currently an important element of local development
