Title	Incomes from customs duty in the system of state budget

Abstract	In the article the level of budget incomes from customs duty in Poland after accession to the European Union is presented. It is outlined the degradation of their importance as the national budget earnings as well as their important role as a part of the membership fee to the EU making “traditional own resources” (TOR). The article presents the activities of the Customs Authority, that got new objectives relating to collection of customs and tax receivables’ forming over 1/3 of state budget’s incomes. It is determined, that the main factor increasing the earnings from customs duty is the restriction of government’s bureaucratic barriers in the national and international turnover that leads to the increase of the competitiveness of the polish customs system, encouraging the entrepreneurs to carry out custom clearances on the territory of Poland.

Abstract	Saving, financing and (real and financial) investment in Poland from 2005 to 2007 are analysed in the article in the framework of annual financial and capital accounts. The Central Statistical Office publishes these accounts. Polish national accounts are compiled on the basis of ESA ’95. The ESA ’95 is broadly consistent with the System of National Accounts of the United Nations (SNA ’93) with regards to the definitions, accounting rules and classifications. It was affirmed, that households and rest of the world are the basic source of funding for domestic institutional sectors. However, the meaning of households diminishes, and the rest of the world grows. It means that, the level of real investments in the Polish economy is become addicted in the large degree from the inflow of the foreign capital. Financial institutions perform in the economy as the financial intermediary. Moreover, recent years have seen a substantial rebalancing between general government and non-financial corporations net borrowing positions

Abstract	This study aims at the determination of sources of financing of operations of state-owned institutions of higher education in Poland. The source of empirical data was an announcement of the Minister for Science and Higher Education for years 2005 – concerning a list of institutions of higher education that received subsidies to the extent provided by relevant statutory regulations. The study offers a detailed analysis of legal regulations applicable to institutions of higher educations that govern their operations in all areas and provide a systematic review of sources of financing operations of institutions of higher education in Poland. A dominant source of financing operations of institutions of higher education is the state budget subsidy. That is why authorities of institutions of higher education make efforts in order to meet criteria that will result in the achievement of parameters that contribute to an increase in subsidy amounts in specific years. For all groups of institutions of higher education, an increase in subsidy amounts in the period under analysis (2005–2008) was determined. Institutions of higher education in the first group (universities) and fifth group (polytechnics) were in receipt of the largest subsidies. It reflects preferences in the relevant area in respect of entities that are most effective in terms of education and scientific research.

Abstract	Author accomplishes an analyse of the sources of financing of 14 public pension societies (PPSs) in Poland in the years 1999–2009 using the basic statistical tools. The inquiry indicates the own funds as the basic sources of financing of PPSs, which have been financed in last years by about 90% of assets. An average value of own funds in 2009 overdrew the level of 230 mln PLN and existing from 2000 soaring dynamic of this value indicates indirectly on great profitability of all sector. In the dynamic perspective it is also mentioned the progressive standardization in area of sources of financing in inquired population. The most common value of own funds kept in the bracket 0–50 mln PLN and the value of liabilities in the bracket of 0–20 mln PLN.

Abstract	This article aims to assess the financing of agricultural farms in Poland with leasing in the context of the global financial crisis, encouraging individual companies to use internal sources of funding to a greater extent than from external sources. Analysis and assessment of changes in the value of all leased assets and the value of leased machinery cover the period 2005–2009. The period of the worsening of the economic crisis (2008 – first quarter 2010) was supplemented with an indication of the dynamics of changes in the value of items in lease of statistical data of the Polish Association of Leasing. During the economic slowdown, companies have limited investment financing by leasing. However, the value of agricultural machinery leased was increasing throughout the period considered, which means that leasing is an attractive form of financing investment for farms.

Abstract	The aim of the paper is to present the current dilemmas of regional policy in Poland (the model of equalization vs. the model based on competitiveness and cohesion) in a context of the good governance rule. Realization of this aim was possible through a review of literature and documents connected with regional policy as well as issues of good governance. There were presented examples of good practices in implementation of rules of good governance in the phase of programming of the Polish regional policy on the base of works on and content of the National Strategy of Regional Development 2010–2020: Regions, Towns, Rural areas. However, presentation of such examples does not allow the confirmation of implementation of the good governance rule in the Polish regional policy because of continuous and permanent character of the rule and necessity of assessment of its implementation in the phases of realization and evaluation of the Strategy

Abstract	The process of globalization in recent years has created a new opportunity and necessity to review economic policy. This is due to a combination of factors including external pressures, the revised strategy of other states and regional trade agreements. Some of the policies of the last two decades of the twentieth century required redefinition to enhance effectiveness, and their applied solutions encountered more and more difficulties specifically due to internal and external dysfunctionality. In the article we paid attention on the changes of the option in the fiscal and monetary policy with the utilization of the pendulum model to their evaluation and also conversions in the level of the real effective exchange rate. We also presented the relationship between exchange rate and option in economics policy. The investigative period embraced years 1990–2009. Analysis that has been conducted allows us to distinguish regularities happening in the process of their adaptation to an external conditions and also has pointed to a few conclusions on solutions applied in Poland.

Abstract	The article presents the results of measuring the technical efficiency of agriculture in Poland using two alternative methods of group analysis of the border (frontier analysis): method SFA (Stochastic Frontier Analysis) and DEA method (Data Envelopment Analysis). The main objective of this study was to determine what changes in the efficiency of agricultural activity took place after the Polish accession to the European Union. For this purpose, there were compared the effectiveness of the years 2005 and 2008. The results show that, depending on the econometric model may show the effectiveness of changes either increasing or decreasing trend in the case of the same province.

Abstract	The dairy market In the EU is regulated by the Common Market Organization for milk and milk products. This policy is influencing together with changes in the Common Agricultural Policy. Within the Health Check the European Commission proposed a milk quota abolition, which will come into force from the year 2015. This paper presents a scenario analysis of milk quota abolition and the influence on production, price and demand on farm gate milk, butter and skimmed milk powder. Analysis was divided on two groups EU-15 and ten countries whose accession to EU in the year 2004. Special case was made for Germany, France, Great Britain and Poland as the largest milk producers in the EU. Conclusions fl owing from analysis show decline of real milk farm gate price to the year 2020, about 20% in the comparison with the average from the period 2003–2005. The supply of milk will increase with simultaneous decline of butter production and skimmed milk powder. Unfortunately the majority of unfavorable changes will in the group of countries UE-10

Abstract	This article presents the basic concepts of creativity-based economy (GOT) by R. Florida and its method of measurement. The economy of creativity was shown in the context of a knowledge economy (GOW) showing their common and different issues. Measurement of GOT were related to three areas, namely talent, technology and tolerance. Place of Poland in the ranking of European countries, America and Asia in terms of ratio GOT and GOW was also presented. By showing the measurement procedure GOT one has also referred to the research of the conditions and quality of life of the Poles, in which, inter alia, the level of human capital, professed values or tolerance of the population were determined.

Abstract	The paper presents analysis of financial situation of communes/municipalities in Poland in the period 2005–2009. A ratio analysis was used for the evaluation of the budget economy of communes. The communes were assessed according to the following criteria: independent profits, self-financing of expenditures, capacity to make loans and borrow as well as value of operating surplus and value of financial result. As a result of the survey a persistence of significant diversities of the financial situation of communes was stated in the regional diameter and its deterioration in the years 2008 and 2009.

Abstract	This paper presents changes in the structure of economic activity of the population with disabilities in the years 1996–2010. Moreover, determinants of activity of this population group: the degree of disability, age, level of education have been characterized. It was found, that the low activity of people with disabilities is mainly caused by unfavorable age structure of this population and the relatively low level of education. To evaluate the intensity of changes in the structure of the analyzed phenomenon appropriate synthetic measures of the structure intensity changes have been used, which was described by one-basic and continued fraction perspective. In the research period a slight change was ascertained in the pattern of economic activity of disabled population in dynamic approach.
