Abstrakt	Chemiczna ochrona roślin podlega ścisłej regulacji przez prawo we wszystkich państwach członkowskich Unii Europejskiej. Przeanalizowano wpływ regulacji prawnych na dostępność środków ochrony roślin oraz bezpieczeństwo ich stosowania. Zmiany prawne wpłynęły na poprawę bezpieczeństwa oraz spadek dostępności środków ochrony roślin szczególnie do ochrony upraw małoobszarowych. Aktualnym problemem jest wdrożenie integrowanej ochrony roślin, która będzie obowiązkowa od roku 2014. Pomimo relatywnie niskiego zużycia środków ochrony roślin, w Polsce są dziedziny wymagające ulepszeń, takie jak: doradztwo, aktualizacja progów szkodliwości oraz rozwój systemów wspomagania decyzji. Wdrażanie nowych przepisów wymaga działań ułatwiających rolnikom dostosowanie się do nowych wymagań. Brak takiego postępowania może wpłynąć na obniżenie konkurencyjności polskiego rolnictwa w przyszłości.
Abstract	Chemical plant protection is strictly regulated in all European Union Member States. The impact of legal rules on the availability of plant protection products and safety changes on the daily routine of plant production are presented and analyzed. The changes have increased overall safety but at the same time decreased the availability of plant protection products, especially in minor crops production. A current problem is the implementation of integrated plant protection, obligatory since the beginning of 2014. In spite of the relatively low consumption of plant protection products in Poland, there are areas requiring improvement such as: the advisory service, updating threshold levels and the development of decision support systems. New legal rules demand activities facilitating the implementation of these new requirements by farmers. Lack of such procedures may decrease the competitiveness of Polish agriculture.

Abstrakt	Małe i marginalizowane gospodarstwa rolne w wielu rozwijających się krajach na półpustynnych obszarach strefy tropikalnej są zależne przede wszystkim od usług z zakresu rozpowszechnienia wiedzy rolniczej. Technologie informacyjne i komunikacyjne na rzecz rozwoju ( ICT4D ) wiążą się z zainteresowaniem rozwojem określonych mechanizmów i narzędzi wraz z oceną wyników ich zastosowania. Analiza ośmioletniego projektu doradztwa w 21 wioskach Andhra Pradesh w Indiach sugeruje, że rozwój podejścia multimedialnego, badającego zarówno organizację lokalnych rolników, jak i kontekst, przynosi dobre wyniki. Takie wyniki są związane nie tylko z kwestiami technologicznymi, ale również kwestiami gospodarczymi, społecznymi i ekologicznymi. W artykule zaprezentowano badania jakościowe, w których analizowano opinie rolników i miejscowej ludności oraz zastosowano podejście teoretyczne na bazie refleksyjne oceny programów Reflective Appraisal of Programs (RAP). Wyniki badań można uznać za satysfakcjonujące, mogące stanowić podstawę do kontynuowania tego projektu lub kolejnych projektów ICT4D badających transfer innowacji i wiedzy.
Abstract	Small and marginalized farmers of many developing countries in semi-arid tropics depend primarily on extension services for information. Information and Communication Technologies for Development (ICT4D) have shared actions to develop specific mechanisms and tools, to consider how they are applied, and to assess their outcomes and impact. Analysis of an eight-year extension project in 21 villages of Andhra Pradesh, India suggests that the development of a multimedia approach, which considers both the local farmers´ organization and context, brings about good results. Such outcomes are related not only to the technological frame, but also to economic, social, and ecological issues. A qualitative research study which takes into account the opinions of farmers and local people using the theoretical approach of Reflective Appraisal of Programs (RAP) is presented. Implications and lessons learned are considered for the project to be continued or for application in further ICT4D projects based upon the transfer of innovations and knowledge.

Zdefiniowano istotę koncepcji „atrakcyjności inwestycyjnej”. Dokonano analizy zależności między atrakcyjnością inwestycyjną a potencjałem inwestycyjnym jako kategoriami ekonomicznymi, a także zaprezentowano cechy atrakcyjności inwestycyjnej w agrobiznesie oraz mechanizmy inwestycyjne zapewniające zrównoważony rozwój.
Abstract	Theoretical, methodological and practical aspects of the investment trends in the agrarian business to ensure sustainable development of the agrarian sphere have been studied. Essence of the concept ‘investment appeal’ has been justified and the environmental impact on investment appeal of enterprise has been defined. The relationship between investment appeal and investment potential as economic categories, features of investment attraction in the agrarian business, as well as investment mechanisms to ensure sustainable development of the agrarian sector have been analyzed.

Abstrakt	Between 2003 and 2012, there was a reduction in the catch of the main species of fish. The main reason for this was the reduction of the fishing fleet. Additional factors, especially in the case of cod, included: inappropriate management of individual catch quotas, decrease in fishing profitability, and the obsolete, fragmented and non-modernized fishing fleet. An increase in the catch of the main species of fish, for which the resources actually allow, might result from improvements in the management of individual catch quotas, a closer cooperation between ship owners and the processing industry (with a view to increasing and stabilizing purchase prices) and modernization of the fishing fleet. Additionally, the catch quotas for cod could be used more efficiently if some of the herring-fishing units were redirected to fish for cod. This would additionally reduce the pressure on fishing for herring which has been a heavily exploited species in the recent years.

Abstrakt	The main objective of this article is to present the concept of the EU dairy sector development through the analysis of proposals for changes in EU agricultural policy and to assess their possible effects on Polish dairy farms. In the paper a model concerning possible directions of development of Polish farms with an average production potential was presented. The analyzes revealed that the idea of deeper liberalization of the EU milk market will contribute to its greater instability. The model calculations carried out for an average Polish farm showed that developing crop production (especially in farms with good quality land) is more profitable than keeping milk production. Proposed after 2014 policy instruments do not stimulate the development of “average” dairy farms.

Abstrakt	Producer groups are a form of integration of horticultural producers. The main advantages resulting from the association include lowering production costs, increasing the impact on the market and gaining competitive advantage. Despite these benefits, many producers still do not want to associate. The aim of this study was to investigate the types of prejudices discouraging horticultural farm owners from organizing themselves in groups of producers in the community of Błędów. The study was conducted in 2012, among the owners of horticultural businesses, not belonging to the producer groups. The factors that may act as a barrier to joint action were examined. According to the survey, 38% of respondents do not want to belong to a group, more than half of respondents are undecided, while only 16% expressed a desire for membership in the group. The main barriers of association may include economic, administrative, and psychological factors.

Abstrakt	Production of fruits and vegetables in Poland is characterized by a high degree of fragmentation. Manufacturers have poor technical background and little use of modern technologies. In conjunction with the lack of use of marketing opportunities, Polish fruit and vegetable producers cannot compete on the global market. Taking joint cooperation through producer groups and organizations can be the solution to the problem. EU accession in 2004 was a accelerator for development of producer groups and organizations in Poland. Financial support from the Community, national funds and the evolution of EU and national legislation had a positive impact on cooperating manufacturers on Polish market during the analysed period. Data show the development of fruit and vegetable producer groups and organizations in Poland in the years 2004–2010, focusing on their legal form, size, cultivation area, volume and value of production.

Abstrakt	The paper presented the impact of direct payments on the structure of agricultural land area in the agricultural holdings. The research included individual agricultural holdings (located in Silesian Voivodeship), participating in the EU- -FADN. The research period covered the years 2005–2008. It was shown that the largest holdings both in terms of the area and economic size received the highest funds from direct payments. Farmers with the largest holdings in terms of the area enlarges the area of their farms by purchasing agricultural land and lease of farmland since the beginning of the introduction of the direct payment system. The direct payment system contributed to the increase of the area of land used by the farmers, mainly by cultivation of arable land.

Abstract	The measurement of poverty depends on the definition, way of understanding and method of identifying the poor. The purpose of this article is to present the impact on the incidence and intensity of poverty in selected monetary poverty lines. The analysis was based on the data from Polish household budgets study carried out by Central Statistical Office of Poland in 2010. The analysis showed that the highest risk of poverty was related to households living on unearned sources of income, households in rural areas and households where household head had at most lower secondary education level.

Abstract	The paper presents an analysis of the process of shaping European Union legislation on GMO’s. The complexity and partial openness of the Union’s legislative process introduced in Lisbon Treaty was seen as an opportunity for consulting various Union’s social groups. As demonstrated in the work, existing system allows organized groups to delay substantially or even reject proposed changes in the EU legislation, important from the point of maintaining the global competitiveness of the European Union.

Abstract	Tax incidence is a rational reaction of taxpayers to taxation. The taxpayer will attempt to shift the tax burden to other market entities. In order to analyze the degree of such shift, it is necessary to be able to measure it. This publication presents the tax incidence measure as the sum of two components: the percentage of taxation shift from the taxpayer to the recipient and the percentage of taxation shift from the taxpayer to the supplier. This index appears to be a good tool. Its advantages include an ability to measure tax incidence impacts in varying directions, the possibility to combine forward and backward incidence to show incidence against base price levels – that is the differentiation between partial, full and over incidence. The index which specifies the degree of tax incidence means it becomes an operational value, that is, it becomes measurable. We will be able to predict the effects of taxation more easily, measuring the degree of taxpayers’ reaction to taxation.

Abstract	The purpose of this article was to examine whether differences in the structure of consumption expenditures of Polish households are caused by different levels of citizens’ wealth. The analysis showed that the shape of these structures are highly influenced by the values of equivalent households’ income. Incomes received by the poorest households are more often spent on basic needs than in the case of wealthy ones.

Abstract	Commercial banks, the activity of which is based on economic criteria, are an important element of a financial system. Functioning of these entities as institutions of public trust, is associated with the occurrence of different risk forms, among which credit risk considered as one of the major threats for current and future bank’s activity, is primary. Despite of continuous changes present within banking sector, consisting in improving the techniques and methods of risk recognition and evaluation, there is a need to distinguish the manners for reducing the individual banking risk. It cannot be eliminated, but only influenced on its level due to efficient policies being a reflection of the solutions applied. Therefore, the aim of the present paper is to analyze the ways of reducing the individual banking risk (taking into considerations the credit risk) and to recognize all factors having some impact on its level.

Abstract	The article describes and characterizes a currency speculation strategy “carry trade”. This trading strategy complies borrowing money in a currency with low interest rates in order to purchase assets in a currency with higher interest rates. The article demonstrates that the investors’ involvement in the “carry trade” strategy has an impact on the foreign exchange market. Moreover, it is shown that the “carry trade” generates high mean returns and its profitability violates the uncovered interest rate parity.

Abstract	The monetary policy of central bank influences the cost of money and determines the amount of credit incurred by households. The article presents the impact of National Bank of Poland’s interest rate on household’s liabilities. Theoretical analysis comes to a conclusion that an increase of interest rate will cause the decrease of household’s liabilities. The paper shows research’s results on the basis of data collected in the period of 2003–2011. Relationship between monetary policy and household’s liabilities was presented with reference to long-term and short-term debt.

Abstract	The study provides an assessment of profitability of strawberries, grown for direct consumption in the traditional time of harvest. The aim was to determine the economic impact of strawberries in Poland and in the world, determine the direction of the use of strawberries in Poland and to determine the profitability of production and the factors shaping it. Our study was carried out for the period 2006–2011 in deliberately chosen farm, where for more than 10 years are produced strawberries. It was found that the fundamental determinants of profitability was the level of yields, the price obtained and the level of direct costs incurred in the production process.

Abstrakt	Celem opracowania była ocena substytucji pracy ludzkiej strumieniem kapitału w towarowych gospodarstwach rolnych w roku 2004, 2005 i 2009 na podstawie jednostkowych danych empirycznych monitoringu Polskiego FADN. Wykorzystując zależność między produkcją gospodarstwa rolnego (SE131) a zagregowanymi czynnikami produkcji: nakłady pracy ludzkiej (SE011) oraz strumień kapitału (SE270) i ustalając na ich podstawie równania izokwant i krańcowych stóp substytucji określono zróżnicowanie nasilenia substytucji i ich związek z poziomem kształtowania w gospodarstwie przyjętego kryterium celu. Najbardziej efektywnym czynnikiem wpływającym na produkcję gospodarstw był czynnik kapitału. Oddziaływał on w gospodarstwach w pierwszych latach członkostwa Polski w UE nieco mniej skutecznie aniżeli po pięciu latach tj. w 2009r. Celowa jest substytucja pracy ludzkiej strumieniem kapitału we wszystkich gospodarstwach przyjmujących jako kryterium celu działalności produkcję gospodarstwa rolnego.
Abstract	This paper identifies and examines labor substitution with capital stream in rural farms in 2004, 2005, 2009 basing upon unit empirical data of Polish FADN monitoring. Considering the differentiation of labor substitution intensification and its relation with the level of its reaching by chosen farm, an author had to use the dependence between rural farm production (SE131) and aggregated production means: labor input(SE011) and total cost (SE270) as well as basing upon mentioned above to fix iso-quanta equation and extreme of substitution rate. It should be noted that the most effective factor influencing farms production was capital what had lesser impact on farms in first years of EU accession but greater after five years of accession in 2009. Labor substitution is purposeful in all farms assuming the farm’s production cost reduction as rural activity criterion.

Abstrakt	Przedstawiono podstawowe cele Wspólnej Polityki Rolnej i rozwoju obszarów wiejskich oraz zaprezentowano ogólne informacje na temat istoty spółdzielczości oraz spółdzielni w „starych” państwach UE. W dalszej części rozważania koncentrowały się na regulacjach prawnych i danych statystycznych dotyczących spółdzielni rolniczych w Holandii, Włoszech, Niemczech i Polsce. Zaprezentowano także zagadnienie pozycji spółdzielni rolniczych w łańcuchu dostaw żywności oraz wskazano na możliwości rozwoju spółdzielni w perspektywie nowych założeń Wspólnej Polityki Rolnej 2014-2020. W podsumowaniu Autorka stwierdziła, że jednej strony występuje wpływ Unii Europejskiej, a szczególnie Wspólnej Polityki Rolnej na rozwój spółdzielczości rolniczej, z drugiej spółdzielczość jest jednym z instrumentem realizacji celów Wspólnej Polityki Rolnej.
Abstract	The paper presents the basic objectives of the Common Agricultural Policy and rural development, and gives an overview of the cooperative nature and cooperatives in the old EU countries. Later in the article the author focuses on legal regulations and statistics on agricultural cooperatives in the Netherlands, Italy, Germany and Poland. Additionally, the paper presents the issue of the position of agricultural cooperatives in the food supply chain and points out the possibility of cooperative development in the perspective of the new Common Agricultural Policy 2014-2020. In conclusion, the author states that, on the one hand, there is the impact of the European Union, and in particular the Common Agricultural Policy, on the development of agricultural cooperatives and, on the other, cooperativeness is one of the instruments helping to implement the objectives of Common Agricultural Policy.
