Abstrakt	W opracowaniu przedstawiono zmiany liczby i odsetka badanych wiejskich gospodarstw domowych, których członkowie w przeszłości mieli doświadczenia w prowadzeniu własnej działalności gospodarczej, będą też nie byli aktywni w tym zakresie, w okresie przed sytuacją zastaną w trakcie przeprowadzenia badania. Wzięto pod uwagę zróżnicowanie regionalne oraz posiadanie gospodarstwa indywidualnego, jako czynniki różnicujące skalę aktywności przedsiębiorczej i jej zmiany oraz ewentualne plany rozpoczęcia takiej działalności. Rozważania na podstawie badań własnych rozszerzono o szerszy kontekst badań przeprowadzonych przez innych autorów.
Abstract	The aim of the paper was to present numbers and proportions of researched rural households which members had run own firm in the past or had not had experience in that field in before the moment of the research. Regional diversification and ownership of a farm were also taken into account as factors influencing the rural inhabitants’ entrepreneurial activity. The paper includes also plans of establishment of an own firm in the future by the researched households members. Conclusions made on the basis of own research were embedded within a wider context of other researchers’ results.

Obecnie, mimo postępu jaki nastąpił w tej dziedzinie w ostatnich latach, nadal istnieją dość znaczne dysproporcje w dostępie do podstawowych urządzeń infrastruktury ekologicznej. Zróżnicowanie to dotyczy nie tylko województw ale także powiatów i gmin.
Abstract	According to the EU sustainable development presumptions the extension and modernization of natural environmental protection infrastructure is still one the most significant aims of the Rural Development Plans. Currently, in spite of a progress which has recently been made in this area, there are still quite large disproportions in the availability of basic facilities of ecological infrastructure. This differentiation is concerning not only the voivodeships, but also districts and communes.

Abstrakt	Wsparcie finansowe rozwoju rolnictwa i obszarów wiejskich w ramach programów pomocowych Unii Europejskiej ma ogromne znaczenie ze względu na potrzeby inwestycyjne w tym sektorze. Analiza zgromadzonego materiału badawczego wykazała, że do najważniejszych korzyści dla sektora rolno-żywnościowego z racji akcesji Polski do Unii Europejskiej należy zaliczył wejście do grupy państw o najwyższym na świecie poziomie wsparcia rolnictwa, objęcie systemem dopłat bezpośrednich oraz wsparcie procesu przekształceń gospodarstw rolnych. Szczególnie cenna okazała się pomoc finansowa w realizacji inwestycji w gospodarstwach rolnych, przyczyniając się do poprawy dochodu rolniczego, warunków produkcji, poprawy jakości produkcji, ochrony środowiska naturalnego oraz stworzenia właściwych warunków utrzymania zwierząt. Począwszy od 2004 roku polscy rolnicy mieli możliwość skorzystania z unijnej pomocy finansowej w ramach trzech form wsparcia. Były to płatności bezpośrednie w ramach Wspólnej Polityki Rolnej, środki finansowe w ramach Planu Rozwoju Obszarów Wiejskich, absorpcja środków SPO „Restrukturyzacja i modernizacja sektora żywnościowego i rozwój obszarów wiejskich”.
Abstract	Financial support of development of agriculture and rural areas within the framework of aid instruments of the European Union has enormous importance because of needs for investments in this sector. To the most important benefits of agricultural-food sector from the Polish accession to the European Union the following can be counted: entering into the group of states with the highest in the world level of support for agriculture, entering a system of direct payments and a system of support for the process of transformation of agricultural holdings. Particularly valuable has turned out the financial support for the investments in agricultural holdings contributing to improvements in agricultural income, conditions of production, quality of production, environmental protection and to creation of proper conditions of maintenance of animals. Beginning from 2004 Polish farmers had a chance to use the European Union financial support within the framework of three forms of support: direct payments within the common agricultural policy, financial support within the plan of development of rural areas, absorption of means from SPO Restructuring and modernization of the food sector and development of rural areas.

Do najważniejszych czynników hamujących rozwój obszarów wiejskich oraz rolnictwa należy zaliczyć przede wszystkim niekorzystną sytuacją dochodową w porównaniu z innymi działami gospodarki, rozdrobnienie agrarne, nadmiar siły roboczej, niski poziom wykształcenia na wsi oraz bariery infrastrukturalne.
Abstract	The aim of the paper was to discuss selected problems of Polish rural areas and agriculture. The main factors slowing down the development of rural areas and agriculture in Poland are unfavourable income situation by comparison to other economy branches, small size of farms (fragmented agrarian structure) and workforce surplus, low educational level, as well as infrastructural barriers.

Abstrakt	Celem niniejszego opracowania było przedstawienie zmian bezrobocia wiejskiego po integracji Polski z Unią Europejską. Analizę przeprowadzono w oparciu o dane pochodzące z Badań Aktywności Ekonomicznej Ludności Polski realizowanych przez GUS w II kwartale 2004 i IV kwartale 2007 roku. Przedstawione wyniki badań wskazują na korzystne zmiany zachodzące w obszarze bezrobocia wiejskiego wynikające z dostępu Polski do funduszy unijnych, a także z otwarcia rynków pracy przez niektóre kraje dawnej „piętnastki”. Zmiany te dotyczą między innymi obniżenia wskaźników charakteryzujących bezrobocie oraz ograniczenia skali bezrobocia długookresowego. Nadal jednak poważnym problemem pozostaje bezrobocie dotyczące bezrolnych mieszkańców obszarów wiejskich
Abstract	The purpose of the present study was to show the changes of rural unemployment after the integration of Poland with the European Union. The analysis was carried out on data coming from the Research of Economic Activity of Polish Residents made by GUS in the second quarter of 2004 and in the fourth quarter of 2007. The results of the investigations indicate advantageous changes occurring in the field of rural unemployment, resulting from the availability of the EU funds and also from opening labour markets by some countries of the former EU-15. The changes include inter alia a reduction of the rate of unemployment and a decrease in the scale of long-term unemployment. Still, the unemployment of landless dwellers of rural areas remains a serious problem.

Abstract	Presentation of the current state of organic agriculture in Poland is the aim of this article, its changes as well as prognoses for the farms using organic methods of production. The analysis was conducted using studies by GUS, IJHARS as well as statistical data from the Ministry of Agriculture and Rural Development, relating to farms using organic methods in Poland. Conditions for organic production are favourable in Poland. The integration with the European Union created a possibility of growth of this sector of food economy

Abstrakt
Abstract	Poland’s accession to the EU has caused a necessity of harmonising Polish with the union law also in the field of energy law. It also enforces achievement of 7,5% share of energy from alternative sources in the total energy consumption in 2010. Execution of this international commitment will require more economic and legal support from the state. The development of alternative sources of energy creates chances of development of rural areas where these kinds of installations are being mostly located. This article presents an analysis of the economic efficiency of energy production on an example of 5 small hydroelectric power stations. The analysis is based on a comparison of full unit costs and unit revenue from energy sale. Bigger stations proved economically efficient while for the smaller the break even point is associated with an average water flow of 153 million m3/year

Abstrakt
Abstract	The paper is an attempt at evaluating the degree of accuracy of realization of the project: distance learning centres in rural areas financed from the European Social Fund in the frame of the priority II: Development of knowledge-based society, action 2.1.: Broadening the access to education – promotion of lifelong learning, scheme a: decreasing educational inequalities between urban and rural areas. The aims of the project in question include: 1. Creation and equipment with computers and internet connection, of at least 250 distance learning centres in rural areas (in order to enable the final beneficiaries to use the available distance learning programs) 2. Employment in the centres of qualified staff whose task would be to help using the centre’s resources. 3. Creation by the draughtsman, of a countrywide network of distance learning centres using the existing IT infrastructure with units running distance learning. 4. Enabling the final beneficiaries to complement or increase the level of education in the form of distance learning especially at the post-gymnasium level.

Abstrakt	W artykule zaprezentowano wyniki badań przeprowadzonych w gospodarstwach z bazy FADN w roku 2005 w podziale na wydzielone grupy obszarów o niekorzystnych warunkach gospodarowania (ONW). Uwzględniono potencjał ekonomiczny gospodarstw oraz ich organizację i wyniki produkcyjne. W badaniach między innymi wykazano, iż udział dopłat do ONW w dochodach gospodarstw najmniejszych w najsłabszych regionach jest najniższy.
Abstract	The paper presents results of research on farms operating at less favoured areas. The analysis were conducted based on FADN data from 2005. The following attributes were taken into consideration: farm economic potential, organisation and production results. The research revealed that the share of the compensatory allowances for LFA in income of the smallest, mountain farms was the lowest. Moreover, farms in Małopolska and Pogórze regions (mountain areas) have substantially worse indicators than other regions what is good implication for strengthening regional support for them. The results showed that there is inconsiderable difference between resources and economic situation of non LFA and so called .other LFA., what impeach the propriety of the LFA delimitation system in Poland.

Abstrakt
Abstract	In Central and Eastern Europe societies had problems in self-organising and creating civil virtues during transformation period. Polish citizens are still reluctant to join organisations, it is observed especially in rural areas. However it is people inhabiting rural areas who organize informally most often. This paper presents case studies of four villages in Podlasie region, in which citizens organized protests against closing their children’s primary schools. The analysis concerns group activeness before these protests, forms of the protests themselves, and activeness of the citizens after the decisions concerning the schools were taken by local authorities. It is concluded that willingness to associate and taking proper measures by citizens results among others from earlier experience in self-organising. Sometimes developing social activeness of local communities requires external help (such as mediation) or support of local authorities

Abstrakt	W dwóch pierwszych latach przynależności do Unii Europejskiej Polska była netto beneficjentem przepływów z budżetu Unii w wysokości 2,69 mld euro. Oznacza to przepływ netto na głowę mieszkańca równy 70 euro. Suma przepływów ze strony Unii od momentu włączenia wyniosła 7,2 mld euro, z czego 27% było przeznaczone na finansowanie Wspólnej Polityki Rolnej. Komisja Europejska zaakceptowała rozliczenia polskich agencji płatniczych za lata 2004 i 2005 z wydatków na rzecz wsparcia rolnictwa finansowanych przez Sekcję Gwarancji EAGGF i za rok 2005 z wydatków na rzecz rozwoju obszarów wiejskich.
Abstract	In the first two years of membership Poland was a net beneficiary of flows from the EU budget. This translated into numbers means that Poland got from the EU 2.69 billion euro more than it paid. On a per capita basis, this means a net EU payment of 70 euro per person. EU-Poland accumulative financial flows since the first day of accession have reached a total of 7.2 billion euro of which 27% was spent on financing of the CAP. To ensure that Poland can absorb the EU funds effectively and manage them properly, a well-functioning administrative structure must be put in place. One of the key players in this structure is the Ministry of Agriculture and Rural Development which is responsible for programming and management of the funds allocated to agriculture and rural areas via two paying agencies: AMA and ARMA. The accounts of the paying agencies of Poland concerning expenditure financed by the EAGGF, Guarantee Section, with respect to the 2004 and 2005 financial years as well as expenditure on rural development with respect to 2005 were cleared by the European Commission

Abstrakt
Abstract	The presented prognosis indicates possible directions and conditions of changes that will take place in the Polish countryside within the next few years. It should be underlined that this period will encompass both positive and negative processes. During this period 2.5 billion Euros (not including money for the Common Agricultural Policy) will be devoted to the development of rural areas. Together with domestic funds, it makes a total sum of 3 billion Euros of available financial resources. Having topped these funds up with investors’ own contributions, it will be possible to deal with total financial support of 4.5 - 4.9 billion Euros per annum. This will allow us to change the image of rural areas considerably, especially the level of technical infrastructure and the quality of productive potential of agriculture, as well as agribusiness. Therefore, the countryside and farms will have many more investment opportunities at their disposal. It is predicted that these funds should first of all be devoted to creating new work opportunities in rural areas and subsequently to improve competitiveness of farms due to their progressive concentration and technical modernisation. These processes are strongly related to each other and, therefore, one should not suppose considerable regional farm concentration without providing workplaces for farmers, especially the least skilled. On the other hand, one should mention processes that will make carrying out the intentions difficult. One of them is undoubtedly further limitation of agricultural expenses, especially after year 2013 (Common Agricultural Policy included). The reform of Common Agricultural Policy that took place in 2003 assumed stabilisation of expenses on agriculture as well as their gradual reinvesting in I and II Common Agricultural Policy levels. Further changes that might take place in the subsequent period of planning (2014-2020) are not yet known, which significantly limits the possibilities of outlining aims and priorities for Poland. It should be assumed that further limitations of funds for agriculture and rural areas in general are yet to come. The above mentioned is supported by the following three reasons: - More and more popular criticism of the Common Agricultural Policy as it is shaped right now, - Funds for Common Agricultural Policy after new members with big agricultural population (Bulgaria, Romania, Croatia, Turkey) would need to be increased, - Negotiations related to liberalisation of world markets within WTO.

Abstrakt	Istotnym elementem wpływającym od roku 2004 na sytuację dochodową polskiego rolnictwa są dopłaty bezpośrednie. Płatności bezpośrednie do gruntów rolnych funkcjonują w ramach pierwszego filaru Wspólnej Polityki Rolnej UE. Podstawową funkcją tej formy finansowania jest wsparcie dochodów z działalności rolniczej. Średnia wielkość tej płatności w badanych gospodarstwach wynosiła 3862 zł. Największy udział płatności bezpośrednich do gruntów rolnych w dochodzie z gospodarstwa rolniczego występował w gospodarstwach najmniejszych obszarowo.
Abstract	The crucial element which has influenced incomes in Polish agriculture since 2004 is direct payments. Direct payments for the rural areas are central to the Common Agricultural Policy of EU. The primary function of such funds is supporting the agricultural incomes. The average amount of the payment in the investigated farms was 8324 PLN. The biggest share of direct payments for agricultural lands in farm income was received by the smallest farms.

Abstract	Poland as a member state of the EU follows the Common Agricultural Policy with limitations resulting from the accession treaty. Rural areas and agriculture play an important role in Poland. Rural areas comprise 93.2 % of country’s area and are populated with 38.5% of the total population. For a significant part of the rural population, working and gaining income from agriculture are the base of existence. Polish agriculture has a high position in the EU in production of basic plant and animal products both in absolute terms and per capita. Increase in productivity (plants and animals), which at present is low in Poland, will improve this position. In view of the existing agricultural theories and practice, the highest possibility for development is sustainable agriculture, which is also aimed at in the other EU countries. Traditional and more ecological agriculture both will continue to exist. The latter, albeit showing strong growth, still has a limited position
