Results obtained from the study indicate that farmers in Podkarpacie are actively searching funds for and participating in agricultural and environmental programmes. Agricultural and environment advisors play important role in that process, mainly by organizing training workshops, as well as by preparing respective applications and agricultural and environmental plans.

Abstract	The paper aims to analyze the role of seed founds in development of entrepreneurship in Poland. The key problem of small and medium enterprises, especially those with high level of innovation is lack of appropriate capital to finalize the conceptual works and to start business operations. Although there are available different sources of capital., i.e. business incubators, technological parks, special aid programs, those are not sufficient. In developed countries are well functioning formal and unofficial markets of venture capital that support business pioneer initiatives. In Poland this markets are in infancy. One of the forms of supporting innovative initiatives and solving problems of insufficient capital are Seed Founds. In Poland already operate 6 seed founds and next two are in implementation phase

Abstract	The paper aims to analyze the sources of financing investment activities in selected farms of Podkarpacie region, using the criteria of the investment’s value. It shows that investments were mainly financed by the European Union’s structural funds, following own sources, then credits and loans. The paper argues that such order of sources of financing may originate form the fact that farmers tend to avoid the credit market and want to gain access to the capital on lowest possible cost. At the same time, when the value of investment increases, the role of own founds significantly decreases, and accordingly grows the share of commercial credits. The results shows that financing based on the sources from EU structural funds contributes to increase of farms’ own capital and accordingly to reduction of financial risk

Abstract	The paper aims to evaluate the funds spent on environmental protection by various companies according to the compulsory commitments imposed by the European Union. The conducted analysis proved that Polish companies had taken over the dominant role from the State in financing expenditures on the environmental protection. Nevertheless, the state environmental policies scheduled for 2003–2006, and prolonged later for 2007–2010 have not been completed entirely yet. This is the reason why EU funds should be enlarged and in consequence contribute more to the growth of expenditures spent on environmental investments in private companies too

Abstract	The aim of this article is to analyse changes in the level and structure of households’ financial assets in Poland. The discourse involves selected economical factors, which condition the method of household investments. Crucial determinants influencing the increase of financial assets worth include the establishment of Open Pension Funds as new entities on the financial market. In addition the growth of Investment Funds sector influenced the increased activity of households in investments. Those changes facilitated households with an easier access to financial tools. Changes which took place in the structure and level of Polish people’s savings were, among other factors, the effect of the general growth of Polish economy. Major role in the development of financial assets’ structure was played by non-economical factors: demographic and psychological. The latter factors exhibit high level of influence during dynamic fluctuations (both increase and decrease) of market index value. Such a situation occurred during the discussed period of time

Abstrakt	Polityka Unii Europejskiej jest w coraz większym stopniu ukierunkowana na realizację strategii zrównoważonego rozwoju, która oznacza harmonizację ekonomicznych, społecznych i ekologicznych aspektów rozwoju. Szczególną rolę odgrywają tu kwestie ochrony środowiska, bowiem pojawiające się zagrożenia mogą w istotny sposób ograniczyć rozwój gospodarczy i cywilizacyjny przyszłych pokoleń. Warto podkreślić, że związki między rozwojem gospodarczym i społecznym a środowiskiem naturalnym dostrzeżono dopiero na przełomie lat 60. i 70. XX w. W polityce ekologicznej UE akcentuje się konieczność zintegrowania polityki ochrony środowiska z politykami sektorowymi, w tym z polityką rolną. Powstaje pytanie, czy istniejące instrumenty polityki rolnej UE są dobrze ukierunkowane z punktu widzenia celów środowiskowych, a zatem czy sprzyjają zrównoważonemu rozwojowi rolnictwa i obszarów wiejskich. W opracowaniu wskazano najważniejsze reformy WPR akcentujące potrzebę równoważenia skutków gospodarowania w rolnictwie na płaszczyźnie ekologicznej. Środowiskowe aspekty polityki rolnej UE pokazano z perspektywy Polski.
Abstract	The European Union policy is more and more based on the sustainable development strategy which harmonizes the economic, social and ecological aspects of development. The key role of environmental protection in the sustainable development arises from the impact of environmental issues on the economic and civilization development. It is worth to say that the connection between the economic and social development as well as the natural environment was not noticed till 1960’s or 1970’s. The EU ecological policy emphasizes the need of integration of the environmental protection policy and the sectoral polices (including the agricultural policy). The aim of the paper is to recognize the compliance of the instruments of CAP with the environmental issues on which the Sustainable Agriculture and Rural Development is based. The paper presents the most important CAP reforms which emphasize the need to balance the ecological effects of agricultural production. The environmental aspects of CAP were analyzed from the Polish perspective..

Abstract	Changes of number of bee colonies and volume of honey production in the world since 1961 are presented in the paper. Changes and prospects for the world trade in honey are also discussed with special regard to the Polish position. The research was based on FAO data.

The human capital level in rural areas and knowledge and information level are rather poor. The low level of general education and insufficient agricultural qualifications of those working in farms are a significant barrier hampering the introduction of modern means of production, and depressing economic growth. Increasing the education level of farm population might be instrumental in intensifying the process of structural changes. Abstrakt	Celem niniejszego opracowania jest próba ukazania wpływu cech jakościowych zasobów pracy jako czynnika różnicującego poziom dochodu z gospodarstwa rolniczego. W analizie zostały uwzględnione: wiek, płeć i poziom wykształcenia osoby kierującej gospodarstwem. Średni poziom dochodu z gospodarstwa rolniczego w 2006 roku wynosił w badanych gospodarstwach 38265 zł. Najwyższy poziom dochodu występował w gospodarstwach prowadzonych przez mężczyzn, w wieku 46-55 lat, posiadających wykształcenie średnie lub wyższe.
Abstract	The purpose of this paper is an attempt of showing the role of the quality features of labour resources as a factor which diversifies the level of farm income. Such features as age, sex and the education level of person managing the farm were taken into consideration in the analysis. The average level of farm income in the investigated farms in 2006 amounted to 38265 PLN. The highest level of income was reached in farms run by men in the age of 46-55, who have completed secondary or higher education

Analiza obejmuje około 9,6 tys. gospodarstw rolnych należących w 2005 roku do Polskiego FADN.
Abstract	The aim of the paper is a comparison of production and economic results of two groups ofagricultural holdings and a presentation of the role of EU subsidizing in shaping agricultural incomesof farms located in different environmental conditions. This analysis covers 9.6 thousand ofagricultural holdings belonging to Polish FADN in year 2005.

Położeniegeograficzne poszczególnych państw stwarza odmienne warunki klimatyczne i glebowe dlarozwijania produkcji rolniczej. W większości przypadków państwa Unii pod tym względem są dlasiebie komplementarne. Te właściwości są uzupełniane zróżnicowaniem w poziomie rozwojugospodarczego i zaawansowaniem przemian strukturalnych w rolnictwie. Rolnictwo polskiestanowiąc ważny składnik rolnictwa Unii może odegrać poważną rolę w rozwijaniu jejbezpieczeństwa żywnościowego i samowystarczalności żywnościowej
Abstract	The paper positions Polish agriculture on the background of agriculture in the EU(25)member states in years 2004-2005. The analysis has the aim of selecting its strengths and weaknessesand form a basis for constructing the strategy of its development in the integrating Union. Thegeographical location of member states forms different climatic and soil conditions for developmentof agricultural production. In the majority of cases the EU member states are complementary to eachother. These characteristics are supplementary to a differentiation in the levels of economicdevelopment and in the stage of progress of structural changes in agriculture. Polish agriculture as animportant part of agriculture in the EU may play a significant role in development of its food securityand food self-supply.

Abstrakt	Ścieżkę rozwoju rolnictwa warunkuje wiele czynników zewnętrznych i wewnętrznych.Istotny wpływ na tempo jego transformacji mogą mieć również instytucje, do których zaliczyć możnatakże system podatkowy. Aby jednak podatki odegrały istotną rolę w rozwoju rolnictwa, z ichkonstrukcji powinno się wyeliminować wszystkie elementy prowadzące do nieefektywnegogospodarowania i zastąpić je nowymi konstrukcjami, które przyczynią się do rozwoju tego sektora icałej gospodarki. Niestety w Polsce, jak dotychczas, nie dostosowano systemu opodatkowaniarolnictwa ani do potrzeb tego działu, ani do potrzeb rozwijającej się gospodarki. Zastosowanerozwiązania, wprowadzane jeszcze w innej rzeczywistości ekonomicznej, nie tylko nie są wydajnefiskalnie, ale także nie stymulują modernizacji tego sektora. Projektowanie nowego systemupodatkowego nie jest jednak rzeczą prostą. Jak dotychczas ani teoria, ani praktyka opodatkowania niedają jednoznacznych odpowiedzi, jaka powinna być jego konstrukcja. W związku z tym, budującnowy systemu podatkowy lub reformując istniejący, powinno się wykorzystywać zarówno aktualnąwiedzę teoretyczną, jak i dotychczasowe doświadczenia innych krajów, co zazwyczaj pozwala, już nawstępie, na wyeliminowanie ewentualnych błędów. Artykuł prezentuje systemy opodatkowaniarolnictwa zastosowane w krajach UE i jednocześnie stanowi próbę oceny polskich rozwiązaństosowanych w tym zakresie
Abstract	The process of agricultural transformation goes through certain stages including structuralchanges and changes of sector’s role in whole economy. Its development path is determined bynumerous external and internal factors. Also institutions, which may include the taxation system, havea significant impact on the agricultures transformation rate. In order for taxes to truly play animportant part in the development of agriculture, including its Polish version, all the elements leadingto ineffective management should be eliminated and replaced with new constructions, whichcontribute to the development of this sector and whole economy. Unfortunately in Poland, untilpresent, the agricultures taxation system has not yet been adapted neither to the needs of this sectornor to the needs of a developing economy. The adopted solutions, implemented in a quite differenteconomic reality, not only are ineffective fiscally but also do not stimulate the modernization of thissector. Designing a new taxation system is not a simple thing however. As of yet, neither theory norpractice of taxation give unequivocal answers to how its structure should look like. In relation withthis, when building a new taxation system or reforming the existing one, one should use both currenttheoretical knowledge and previous experiences of others, which usually allows, at the beginning, forelimination of the prospective mistakes. The article presents agricultures taxation systems adopted inthe EU countries and at the same time is an attempt to assess the Polish solutions adopted in this field

Abstract	The article presents some considerations about the support for agriculture in the UE-15 and Poland and the role of its macroeconomic conditions. Stimuli applied by fiscal policy are of the great importance for creating a target model for transformation. The article consists of two parts. In the first part the most important indicators according to OECD’s methodology, through prism of a created agricultural model are analyzed. A selection of macroeconomic determinants and assumptions of a pendulum model are presented. In the second part the transition of macroeconomic determinants and the evaluation of economic policy of support for agriculture in selected countries are described. The level and divergence of support is being observed. Some changes in the structure of support are3 noticed. At last the transition in macroeconomic conditions is characterized. From 1990 to 2005 a domination of stabilization option in the economic policy, slowing down of economic growth and raising unemployment rate prevailed. In the EU the economic policy managed to isolate the support for agriculture from the macroeconomic conditions, especially from the budget deficit, the interest rate and the unemployment rate but in Poland it did not

Abstrakt
Abstract	The current paper aims to outline the potential and most important aspects of the Strategic Environmental Assessment process (directive 2001/42/EC). First of all, the analysis considers the importance of evaluation instruments in decision-making processes and moves on to environmental assessment, focusing on the peculiarities of Strategic Environmental Assessment. Although SEA is an innovative instrument in favouring and promoting a democratic approach to the government and development of the territory, it nonetheless presents a series of problems. The latter regard aspects such as: its integration into planning and programming activities, its role within these processes, the methodologies applied, stakeholder involvement, the quality of the assessment process and the how the suggestions are perceived and acknowledged.

Abstract	An important feature of development of food industry in the last years is a growing share of production in big industrial plants. It happens so mainly, because of the concentrations processes that have place in the food industry. The biggest concentrations have been taking place in meat, milk and cereals processing industry. A major role in this industry plays transnational corporations which take control over the Polish firms. Acquisitions by foreign investors have had various influences on the overtaken firms. Research results indicate that decreasing profitability and net income per employee was an effect of acquisitions in the majority of the overtaken firms. It shows that western investors have had other priorities than increase of profitability and efficiency of operations
