Abstract	Good governance principles are considered by the European Union to be a basic indicator serving in the assessment of the quality of the Community’s public management. Therefore, these principles should be treated as a reference point in the process of building all the necessary elements of the system of implementation of the EU tasks and activities. The same applies to the Common Agricultural Policy and to supporting within it the development of agriculture and rural areas. Following this the evaluation system should respect the good governance principles in most complex way that is possible and achievable. However, up to now, the development of the EU evaluation culture has not reached the level of comprehensive actual fulfillment of these principles and for the evaluation process to lead to improving the effectiveness and efficiency of the CAP. Moreover, if the EU involvement in supporting the development of social responsibility of the agriculture is worth underlining it should be conducted via the introduction of different rules and regulations applicable in this sector, which combined with the competition typical of this part of the economy should lead to development of socially responsible agriculture.

Abstract	The paper aims to evaluate the usefulness of discriminatory models in the process of running a company. In the work there was verified the efficiency of action of 23 functions estimated in Polish research centers. One based on the financial information coming from the financial statements of six stock quoted companies. The companies had to cope with the bankruptcy crisis in the 2009. Moreover, on the basis of the results of the conducted analysis, there were specified factors determining the appropriate choice of the model to the prediction of the enterprise’s bankruptcy. There was also presented a ranking of tested models with the annual, two, and three-year forecast.

Abstract	Measurements of descriptive statistics were used to examine changes in fixed assets and their sets of groups in agriculture in the period 2004–2008. Studies confirmed an increased rate of renewal of fixed assets, especially mobile sets of groups of these assets in agriculture after entering the UE. Technical progress expressed as an increase of the share of the gross value of the set of group of machines, technical devices and tools and the set of group of means of transport in the total gross value of fixed assets increased only by 2 per cent. Moreover, one could notice changes in the directions of reproduction of particular sets of groups of fixed assets.

Abstract	The aim of the paper is to show that advanced technical analysis tools which are based on the Fibonacci ratios can be used to identify the trend’s direction on the wheat futures market. The research methods are based on the identification of the support and resistance levels using the selected tools for technical analysis. The data used in study cover the period form October 2008 to October 2010. The analysis has been carried out in the technical analysis software – XTB trader. The paper discusses the selected technical analysis tools and presents their application in price forecasting on the wheat futures market. The implementation of Fibonacci retracements, Fibonacci projections and Fibonacci fan has been shown. The research has revealed that forecasts formulated using the tools of technical analysis are accurate and reliable. It amounts that the technical analysis is effective in price predictions on the wheat futures market or there is sufficiently large number of market’s participants who use technical analysis and by applying the same tools and methods they push the price in the same predicted directions. This is so called self-fulfilling prophecy.

Abstrakt	Celem opracowania jest ustalenie efektywności szkół wyższych w Polsce w latach 2006-2008. Analizie poddano 59 uczelni podlegających nadzorowi Ministerstwa Nauki i Szkolnictwa Wyższego, ze szczególnym uwzględnieniem uczelni rolniczych. W badaniach zastosowano metodę DEA zorientowaną na VRS. W badaniach zastosowano model uczelni składający się z dwóch wyjść (liczba studentów ogółem, wartość środków uzyskanych na badania) oraz z dwóch nakładów (wartość płac brutto, wartość pozostałych kosztów rodzajowych). Przeciętny współczynnik efektywności VRS w latach 2006-2008 wynosił od 84,0 do 88,6%. Najwyższymi współczynnikami efektywności VRS charakteryzowały się uczelnie techniczne, zaś najniższe współczynniki efektywności odnotowano w uczelniach ekonomicznych i rolniczych. Z analizy luk produkcyjnych wynika, że przyczyną nieefektywności uczelni może być nieprawidłowo realizowana kierownicza funkcja organizowania.
Abstract	The aim of the study was to determine the effectiveness of higher education in Poland in 2006-2008. For the analysis adopted by 59 universities under the supervision of the Ministry of Science and Higher Education, with particular emphasis on agricultural education. The method of oriented VRS DEA. The average coefficients of performance of universities in the years 2006-2008. The university research model was used consisting of 2 outputs (number of students in total, the value of funds raised for research) and two inputs (the value of gross wages, the value of the remaining cost generic). The average VRS efficiency ratio in 2006-2008 ranged from 84% to 88.6%. The highest efficiency ratios were characterized by VRS technical schools and the lowest rates were recorded in the effectiveness of the economic and agricultural universities. An analysis of output gaps that cause inefficiency university can be incorrectly implemented managerial function of organizing.

Abstract	A medium that is at the same time present on the advertising market and media receivers market and has significant abilities to influence public opinion may count on economical success in the form of advertising income. This income may be higher than, in case of press, the level of readership and the level of individual copy sales would indicate. These two parameters are specifically taken into consideration by media agencies and media houses when choosing media for advertising campaigns. This realised and perceived opportunity for media to exert a specific social, economical and political influence may be described as media power. This definition may be successfully introduced into the promotion indegredients catalogue.

Abstract	The paper is dedicated to analysis of the marketing strategy of Poland to 2015 with regard to the spa [health resort] tourism sector. The starting point for comparisons of the Centre’s plans aims was the standpoint of the European Union in the field of new tourism policy, postulates of the environment connected with spa health care health resort services and the regional strategy of tourism development in the Western Pomeranian province. When basing on marketing strategy concepts, a dichotomy was showed between the centre’s evaluation of perspectives for health tourism development in Poland and pursuits aims of enterprises and their environs, i.e. regions, which is expressed by the fact that the marketing strategy of health tourism being evaluated by the authors as the one not having perspectives for development is considered by regions as a strategic and brand name product having chances for a stabile development. Deliberations were particularised by showing, on the example of the Uzdrowisko Kołobrzeg S.A. (Kołobrzeg Spa [Health Resort] PLC), instruments of the marketing influence impact on a current and potential customer which aim at the sales of new products and diversification of receipts income , i.e. endeavours after gaining a commercial customer.

Abstrakt	W opracowaniu dokonano oceny agroturystyki i turystyki konwencjonalnej w aspekcie relacji przede wszystkim do przestrzeni wiejskiej. Badania wykazały, że te dwa rodzaje turystyki pozostają do siebie w stosunkach konkurencyjnych głównie o obszary przyrodniczo cena jest też pewna grupa czynników specyficznych dla każdego z analizowanych rodzajów turystyki. Czynnikami wykazującymi ścisłe związki tylko z turystyką konwencjonalną jest lesistość danej jednostki przestrzennej oraz poziom wynagrodzenia ludności. w przypadku agroturystyki są to: mniejsze zaludnienie, gorsze warunki przyrodniczo-glebowe do prowadzenia rolnictwa, udział mniejszych obszarowo gospodarstw rolnych i mniejsza intensywność gospodarowania w rolnictwie. Spora liczba spośród badanych czynników jest nieistotna statystycznie i wykazuje luźne związki z analizowanymi rodzajami turystyki.
Abstract	This study presents the evaluation of agritourism and conventional tourism with special focus on the relation to rural areas. The research has proved that those two types of tourism compete with each other mainly for valuable natural areas. Also, each of the analysed types of tourism has its own group of specific factors. Forestation rate of a given spatial unit and the level of income of the population are the factors showing close relationship to the conventional tourism only. In case of agritourism the factors are: less dense population, worse natural and soil conditions for agriculture, smaller agricultural farms and lesser degree of intensity of farming in agriculture. Considerable number of the analysed factors is statistically insignificant and shows loose relationships to the analysed types of tourism

Abstrakt	Celem niniejszej publikacji była ocena funkcjonowania administracji rządowej i samorządowej szczebla wojewódzkiego Podkarpacia odpowiedzialnej za kreowanie i wdrażanie zasad polityki rozwoju regionalnego UE. W badaniach uwzględnione zostały uwarunkowania dualizmu władzy, bariery i czynniki uniemożliwiające w pełni wdrażanie ustawowych zasad współpracy pomiędzy tymi ogniwami władzy w województwie podkarpackim. Materiał empiryczny do badań zgromadzony został w formie badań ankietowych przeprowadzonych w 2008 r. w 160 samorządach gmin, które dokonały oceny działalności administracji rządowej i samorządowej w zakresie absorpcji środków UE mających na celu wyrównywanie dysproporcji pomiędzy gminami.
Abstract	The implementation of the regional policy depends on strategic planning in the regions and cooperation in this scope between the commune and provincial government units and the government administration, in particular subsequent governing groups at all levels of power. During the term of one authorities, the project is prepared, others implement it and the followers notice the whole effect of the changes. The practice of gaining the UE funds depicts that some has to learn from others. That is why, the problem and threat in creating the cohesive regional policy constitute the lack of regulations in the scope of civil service in provincial government units, which would provide the stability of employment and work for the management over the regional development. Personnel changes negatively influence and cause the lack of consistency in the scope of continuing the regional development policy. On the basis of the survey results, scientific studies there were presented the principles of cooperation between the government administration and local government units in the scope of implementing the UE regional policy principles and the principles of management over the UE funds. The institutional and functional changes in the scope of implementing operational programmes for the years 2004-2006 and also within the current period 2007-2013. The barriers limiting the implementation of the authority dualism in the region of Podkarpacie.

Abstrakt	W ostatnich latach wartość pomocy publicznej w Polsce wzrastała i w 2008 r. osiągnęła poziom 1,13% PKB. Pozostaje to w sprzeczności z zaleceniami Komisji Europejskiej. Natomiast strukturę instrumentów udzielania pomocy publicznej można ocenić pozytywnie, bowiem od 2005 r. utrzymuje się przewaga pomocy czynnej w formie dotacji. Analiza wsparcia dla przedsiębiorstw od strony instytucji, które go udzieliły pokazała, że w 2008 r. 79,3% pomocy dotyczyło tylko czterech dysponentów środków publicznych. Wystąpiła więc silna koncentracja instytucjonalna pomocy publicznej w Polsce.
Abstract	The state aid volume in Poland has increased in the last years, and in 2008 reached 1.13% of GDP, which is in contradiction with the recommendations of the European Commission. However, the change of the structure of aid instruments in Poland may be evaluated as positive, because since 2005 active instruments, i.e., grants are dominating. Analysis of aid to industry and services has revealed that in 2008, 79.3% of the aid was granted only by four governmental institutions. So we observe a strong institutional concentration of state aid in Poland.

Abstrakt	Przedmiotem analizy były działania związane z rentami strukturalnymi, które realizowano w dwóch okresach tj. PROW na lata 2004-2006 oraz PROW 2007-2013. Działanie było jednym z instrumentów łagodzącym skutki przemian agrarnych na obszarach wiejskich i zapewnienia źródła dochodów osobom rezygnującym z prowadzenia towarowej produkcji rolniczej. Skutkować to miało poprawieniem rentowności rolnictwa, jakości życia na obszarach wiejskich oraz zmniejszeniem bezrobocia wśród młodych rolników. W latach 2004-2006 osiągnięto liczbę beneficjentów na poziomie 53,4 tys. osób, przy czym zapisano 10 letni okres korzystania z emerytury i waloryzację świadczeń. Średnia wysokość renty strukturalnej wyniosła 1 572 zł. W latach 2007-2013 wobec zaostrzenia kryteriów przyznawania rent i ograniczenia przyszłym beneficjentów dostępu do tego świadczenia, liczba przyznanych rent strukturalnych spadła do 17,1 tys. W 2010 r. w wyniku realokacji środków unijnych będzie można rozpisać dodatkowy nabór na przyznanie 6 tys. rent strukturalnych. Przy obliczaniu wysokości rent strukturalnych zrezygnowano ze wskaźnikowego obliczania rent i przejścia na system kwotowy wyrażony w złotych. Podstawową wysokość pomocy określono na poziomie 1013 zł. Ograniczenie zakresu realizacji programu rent strukturalnych skutkować będzie obniżeniem tempa przemian agrarnych
Abstract	The aim of the presented analysis was to point out changes between PROW 2004-2006 and PROW 2007-2013 concerning structural pensions. This action was one of the instruments mitigating unfavourable effects of agrarian changes on rural areas. It also was a source of income for farmers who decided to quit farming. It was deliberately designed for improving profitability of agriculture and life quality on rural areas, as well as lowering unemployment among young farmers. During 2004-2006 there were 53.4 thou beneficiaries of this action. The period for taking advantage of it was fixed for 10 years. The average amount of a pension was on the level of 1572 PLN. During 2007-2013 the number of beneficiaries was reduced to 17.1 thou. Because of the European Union financial support relocation there would be possibility to begin a newrecruitment for 6 thou structural pensions. The basic amount for a payment was defined on the level of 1013 PLN. Limitations of the level for structural pensions realisation will cause slowing down agrarian transformation.

Podjęto również próbę oceny wykorzystania środków przekazanych na ochronę własności intelektualnej w ramach tychże działań.
Abstract	This article attempts to present the sources of financing the protection of intellectual property from EU funds. In the first part of the article presents the essence and tools for intellectual property protection. Second part is a presentation of selected actions Operational Programme Innovative Economy (Action 1.3.2 Support the protection of industrial property units created as a result of scientific R & D, Activity 4.2 Stimulating R & D companies, and support for industrial design, and Action 5.4.1 Support acquisition/implementation of the Protection of Industrial Property), from which they can businesses use to protect intellectual property generated rights. Efforts have also tried to assess the use of transferred to the protection of intellectual property within these activities

Problemem ważnym i niezbędnym dla dobrego funkcjonowania gospodarki światowej jest określenie procesów wczesnego przewidywania sytuacji kryzysowych gospodarki globalnej. Autorzy przedstawiają wstępne badanie empiryczne w zakresie analizy stanu gospodarki i stanu sektora bankowego oparte na ostatnich doświadczeniach polskiej gospodarki.
Abstract	The current crisis of the global economy revealed imperfections of functioning of global markets. Significant level of the economic integration, they caused strong international interdependences transferring disturbances of the around one market in one country to remaining markets of world, contributing to disorders of functioning of all national economies. It is a problem important and essential for the smooth running of the world economy determining processes of early predicting contingencies of the global economy. Authors are showing the preliminary empirical examination of the state of the economy within the scope of analysis and the state of the banking sector based on recent experiences of the Polish economy
