Abstract	The present research aims to achieve a retrospective analysis of sustainable policies for the development of beekeeping in Romania, an important sector that contributes to the development of rural areas. Romanian’s objectives regarding the development of this sector are based on the adoption of a clear vision and on the support of state, materialised by the National Beekeeping Program. The assessment of the program implementation reveals the following aspect: in the analyzed period 2008-2010, an improvement of the access to funds can be observed, the level of absorption increasing from 16.8% in 2008 to 99.8% in 2010. The consequences following the funds accession are an increase of association forms and a restoration of beekeeping exploitations. Nevertheless, there are still problems in the North East regions of the country, due to lack of information regarding the accession to funds. These problems could be solved by creating a platform that should constantly reunite beekeepers, researchers and specialists of the sector that share their experience and skills, establishing a dialogue between all the actors in the beekeeping chain

Abstract	The role of repayable sources in financing local governments’ expenditure in rural areas in Poland was examined. The analyses showed that during years 2005-2009 the expenditure of local governments in rural areas was rising. An especially high increase was observed in 2009. The shares of the investment expenditure in total expenditure were at 20% for 2005-2008 but in 2009 it rose noticeably. The local governments use credits, loans and municipal bonds for financing expenditure. Except for 2009, the ‘new’ credits and loans financed mainly repayment of ‘old credits’, only in 2009 less than 50% of ‘new credits’ value was used for repaying old debts. The debt of local governments in rural areas rose quickly but in examined years the payments of interest were not a problem and took less than 1% of budget incomes. In the future, it can change because of the expected increase of debts and, moreover, the interest rates could rise noticeably

Abstract	In Poland, the concept of CSR (Corporate Social Responsibility) is still not very popular, especially in micro, small and medium sized enterprises from various industries, including the agribusiness industry. This article presents the basic issues related with the relationship between the business ethics and the corporate social responsibility as well as the essence of the concept. In the second part of the paper, examples are presented from the sphere of agri-business companies, which implement in their business the principles of CSR

Abstrakt	Celem artykułu jest przedstawienie problematyki procesów koncentracji ziemi i intensyfikacji upraw w rolnictwie konwencjonalnym na stan środowiska naturalnego w regionie zachodniopomorskim. Wynikiem pracy badawczej jest ukazanie, że nasilający się w ostatnich latach w regionie zachodniopomorskim proces koncentracji ziemi uprawnej, polegający na powstawaniu średnich i dużych gospodarstw rolnych przejmujących ziemię po byłych PGR-ach lub gospodarstwach indywidualnych wycofujących się z produkcji rolniczej, jest konsekwencją procesów koncentracji własności ziemi mających wymiar globalny. Procesy te wystąpiły już wcześniej w krajach rozwiniętych Europy Zachodniej i na świecie. Wraz z procesami własności koncentracji ziemi następują jednocześnie procesy intensyfikacji produkcji rolniczej, charakteryzujące się coraz większym zużyciem środków ochrony roślin w uprawie zbóż, środków farmakologicznych w hodowli zwierząt oraz coraz większym udziałem organizmów genetycznie modyfikowanych w innych uprawach np. warzywniczych. Powiększanie areałów monokulturowych upraw: rzepaku i zbóż, brak stosowania płodozmianów, zaorywanie miedz, likwidacja zadrzewień śródpolnych czy nadmierna melioracja negatywnie wpływają na zachowanie bioróżnorodności biologicznej oraz na stan środowiska naturalnego w regionie zachodniopomorskim
Abstract	Aim of this paper is to present the processes of land ownership concentration and intensification of cultivation in conventional agriculture on the environment in the West Pomeranian region. The result of research work is to show that the land ownership concentration process, escalating in recent years in the West Pomeranian region and involving the formation of larger farms acquiring land from the former state farms or farms which withdraw from the agricultural production is a consequence of these processes of a global dimension. These processes have already occurred in the developed countries of Western Europe and the remaining world. Along with the processes of land concentration occur simultaneously the processes of intensification in agricultural production, with increased consumption of plant protection products in cereals growing, pharmaceuticals in animal husbandry and with increasing participation of GMOs in other crops such as vegetables. Zooming areas of monoculture, like oilseed rape and cereals, lack of crop rotation, plowing in balks between fields, liquidation or mid-field tree belts and excessive drainage adversely affect the state of biological biodiversity and the environment in the West Pomeranian region

Analiza uzyskanych w pracy wyników pozwala stwierdzić, że w badanym okresie na polskiej wsi miało miejsce znaczne przyspieszenie tempa rozwoju systemu odprowadzania i oczyszczania ścieków. Nadal jednak wyposażenie obszarów wiejskich w tak podstawowe elementy tego systemu jak sieć kanalizacyjna czy oczyszczalnie ścieków oraz dostęp ludności do ich usług są niewystarczające w stosunku do istniejących w tym zakresie potrzeb i cechuje je znaczne zróżnicowanie przestrzenne
Abstract	An attempt at estimation of the present state of environmental infrastructure and its changes in the rural areas after the Polish accession to the EU structures has been made. The analysis of data presented in this paper allows to conclude that a significant acceleration in the development of water supply and sewage treatment systems took place in the Polish rural areas in the period researched. The spatial distribution of basic elements of this kind of systems in the rural areas is characterized by a significant spatial diversity and the population access to their services is still insufficient as compared to the existing needs of the sort

Abstrakt	Dla polskiego przemysłu rolno-spożywczego początek XXI wieku był okresem intensywnych zmian związanych z akcesją Polski do Unii Europejskiej. Konieczna była modernizacja zakładów w celu zwiększenia ich pozycji konkurencyjnej zarówno na rynku krajowym, jak i wspólnym rynku Unii Europejskiej. Było to możliwe dzięki wsparciu finansowemu inwestycji środkami pochodzącymi z funduszy UE, jak i budżetu krajowego (SAPARD, SPO „Restrukturyzacja i modernizacja sektora żywnościowego oraz rozwój obszarów wiejskich 2004-2006”, PROW 2007- 2013). Obecnie firmy działające w sektorze przetwórstwa spożywczego uzyskały nowe możliwości finansowania przedsięwzięć inwestycyjnych i badawczo-rozwojowych z wykorzystaniem środków pomocy publicznej. Od połowy 2008 roku sektor przetwórstwa uzyskał znacznie łatwiejszy dostęp do korzystania ze zwolnień podatkowych w Specjalnych Strefach Ekonomicznych, a od początku 2009 roku istnieje możliwość ubiegania się o wsparcie finansowe w ramach pomocy regionalnej dostępnej w Programie Operacyjnym Innowacyjna Gospodarka
Abstract	For the Polish agri-food industry the beginning of the 21st century was a time of intensive changes released by the Poland’s accession to the European Union. It was necessary to modernize plants thoroughly in order to make them competitive in both the domestic and the EU market. What has proved highly useful in this matter was the possibilities of co-financing investments from UE funds and from the national budget (SAPARD, SOP ‘Restructuring and modernization of food sector and rural areas development’, Rural Areas Development Programme). At present the companies conducting business activities in the food processing sector have gained new opportunities with regard to the public aid for investment, research and development activities. Since the second half of 2008, the food processing sector can much easily benefit from tax relieves available within Special Economic Zones. Since the beginning of 2009 has also existed a possibility of applying for regional aid under the Operational Programme Innovative Economy

Abstract	The article aims to present the system of direct agricultural payments in Poland in the context of solutions applied in the European Union. The work describes briefly the evolution of direct payments in the framework of Common Agricultural Policy, presents basic information about the models of direct payments effective in the European Union and characterizes in detail the system of direct payments obligatory in Poland. Subsequently an attempt is made at determining the advantages and disadvantages of individual systems of direct payments existing in the EU from the Polish perspective and final conclusions are presented.

Celem pracy było zbadanie wpływu cen w województwach sąsiadujących na cenę gruntów rolnych w danym województwie i prezentacja zmian cen gruntów w Polsce. W pracy wykorzystano współczynniki przestrzenne Morana.

The scope of the study includes 16 voivodeships of Poland. The study applies to farms with area of 50 hectare and more. Moran coefficients were used in the statistical analysis

Abstrakt	Przedstawiono studium przypadku gminy Zbuczyn należącej do powiatu siedleckiego, którego tematem jest pozyskiwanie środków finansowych z unijnych funduszy strukturalnych. Scharakteryzowano absorpcję środków z funduszy strukturalnych i funduszu społecznego w nowym okresie programowania. Przedstawiono samoorganizację lokalnej społeczności w celu realizacji tzw. małych grantów w zakresie aktywizacji zawodowej oraz integracji społecznej.
Abstract	The paper presents the utilization of selected European Union funds in the Zbuczyn community, Siedlce poviat. Studies conducted in rural communities show that possibilities exist for developing initiatives to support local development. The work outlines activities of local authorities and non-governmental organizations to receive EU funds for accelerating local development of rural areas

Abstract	There’s a strong link between the production of biofuels and energy crops. The first of these activities may contribute to the appearance of new products in agriculture, besides giving a boost to activities such as provision of services and aiding in the diversification of economic activities in rural areas. Farmers’ final decision to include energy crops into or exclude them from their productive alternatives depends on various factors of a different nature (political, legal, technical, economic or socio-cultural). This paper analyzes the socio-economic aspects related to the introduction of oil-seeds (sunflower and rape seed) as energy crops in one of the most important agricultural regions in Spain (Castile and Leon). Thus, using RRA (Rural Rapid Appraisal) and the Economic Accounts for Agriculture (EAA), the study provides an evaluation of the main economic accounts of these crops and an idea of their profitability, impact on the level of employment and environmental consequences

Abstrakt	W artykule zarysowano problem jakości czynnika ludzkiego w rolnictwie polskim na tle UE. Jako miernik jakości wykorzystano formalny poziom edukacji ludności. Wskazano na perspektywy zmian zatrudnienia w rolnictwie. Omówiono wykształceniu ludności wiejskiej w porównaniu do ludności miast i Polski ogółem. Podkreślono znaczenie edukacji dla zwiększenia absorpcji środków pomocowych, zwłaszcza w kontekście postulowanych zmian WPR. Wskazano na istotną rolę dotychczas stosowanych narzędzi poprawy jakości życia ludności obszarów wiejskich.
Abstract	Some problems of quality of human resources in Polish agriculture against the background of the EU were presented in this paper. The formal level of education was used as an indicator of the human factor quality. The perspective of changes in employment in the European agriculture were also shown. The education of rural population in comparison to cities inhabitants and to the Polish population as a whole was discussed. The importance of education for absorption of the public financial support, especially in the context of future changes of CAP were underlined. The importance of so far applied policy instruments of the life quality improvement for rural population was also shown.

Abstrakt	W Polsce po 1993 roku obserwowano dynamiczny rozwój produkcji ogrodniczej pod osłonami. Równocześnie obawiano się o jej przyszłość po zniesieniu barier celnych w wyniku akcesji do Unii Europejskiej. W pracy podjęto próbę zweryfikowania tych obaw. Przeprowadzono badania zmian w powierzchni upraw ogrodniczych pod osłonami w Polsce w latach 2000-2009. Analizowano kierunek i dynamikę zmian całkowitego areału pod osłonami oraz areału upraw warzywniczych i kwiaciarskich, w tym kwiatów ciętych, a także strukturę upraw według grup roślin i typów osłon oraz zróżnicowanie regionalne. Badania wykazały, iż przystąpienie do Unii Europejskiej nie miało istotnego wpływu na naszą produkcję pod osłonami. Od 2003 roku powierzchnia upraw warzyw jest na stabilnym poziomie, a powierzchnia upraw kwiaciarskich wykazuje niewielką tendencję rosnącą. Odnotowano zmiany w strukturze produkcji w poszczególnych województwach.
Abstract	A high rate of development of horticultural production under cover was observed in Poland since 1993. However, economists were anxious about its future after our integration with the UE and the abolishment of tariff walls. The aim of the study was to verify those opinions. The changes in the horticultural acreage under cover in Poland during the years 2000-2009 have been investigated. The tendency and dynamics of changes in the area under cover and their structure according to group of plants, cover types and regions of Poland have been analysed. It was found that our integration with the UE had no influence on our greenhouse production sector. Since 2003, the acreage under vegetable cultivation is stable and that under floriculture production shows a gradual increase. Changes in the production structure in particular provinces were noticed

Abstrakt	Okres integracji Polski z Unią Europejską cechuje wzrost dochodów gospodarstw domowych rolników, ale także ich zróżnicowanie. Dochód rozporządzalny gospodarstw domowych rolników ogółem w grupie obszarowej 20 ha i więcej jest wyższy około 2,0 razy niż w grupie 1-5 ha, a dochód z gospodarstwa rolnego analogicznie około 2,7 razy. Natomiast w gospodarstwach małych dochody pozarolnicze są wyższe niż w dużych. Jedną z przyczyn są dopłaty obszarowe przyznawane do każdego hektara gruntów utrzymanych w dobrej kulturze. Z dopłat najmniej skorzystały gospodarstwa o małym obszarze. Gospodarstwa małe uzupełniają niskie dochody z rolnictwa dochodami z pracy pozarolniczej. Integracja z UE wzmocniła wpływ obszaru gospodarstwa na sytuację dochodową rodzin rolniczych oraz miała pozytywny wpływ na rozwój różnych form zarobkowania poza rolnictwem. Podstawowe znaczenie dla poprawy sytuacji ekonomicznej i społecznej rodzin rolniczych ma rozwój sektora małych i średnich przedsiębiorstw, spółdzielczości oraz grup producentów. Pozytywne efekty może mieć także wdrażanie programów odnowy wsi.
Abstract	The period since the Polish integration with the European Union has been characterized by an increase in household income of farmers and also by income diversity. The household disposable income of farmers in the area group of 20 hectares or more is about 2.0 times higher than in the 1-5 hectare group and the farm income is similarly about 2.7 times higher. However, non-farm incomes in small farms are higher than in bigger ones. One of the reasons are the area payments granted to each hectare of land in good cultivation. Small households benefited from the area payments the least. Small farms supplement low incomes from farming with income from work outside agriculture. Integration with the EU has reinforced the farm area impact on income situation of farming families and had a positive impact on the development of various forms of earnings outside agriculture. Essential for improving the social and economic situation of forming families is the development of small and medium enterprises, cooperatives and producer groups. Positive effects can also bring an implementation of rural renewal schemes

Abstract	The article attempts to present the present situation and the basic information about the state and perspectives of the development of beekeeping in rural areas in Poland with regard to the regional honey varieties. It describes the past and future potential dangers resulting from the initial phase of creation of a niche alimentation market.

Abstrakt	W artykule ukazano funkcjonowanie podmiotów ekonomii społecznej na obszarach wiejskich na przykładzie spółdzielni socjalnych. Na podstawie przeprowadzonych badań scharakteryzowano 14 jednostek, które określiły swoją kondycję finansową jako dobrą. Analiza uzyskanych w pracy wyników pozwala stwierdzić, że znaczącą rolę w tym sukcesie odgrywa wielobranżowy profil działalności, wsparcie ze strony organizacji pozarządowych, współpraca z lokalnym samorządem oraz dofinansowanie ze środków krajowych i unijnych.
Abstract	The article presents the functioning of social economy in rural areas based on a case study of social cooperatives. 14 units were characterized basing on a survey, which had declared their financial condition as good. According to the research a key role in this success plays a multiple business profile, a support from NGOs, a cooperation with the local self-government and funding from national and European funds.

Abstract	The phrase ‘rural areas’ mean not only the place for agricultural production and the living place of rural population, but also refer to all the traditions, landscape, environment and residents of these areas. Rural development is highly supported at the EU level and it helps to enhance the quality of life of rural residents and the economic performance of rural areas. According to some points of view, the excessive support should be cut down, but the primary objectives of the CAP should be maintained. The threats of the economic crisis appear more significantly in rural areas. What are the possible ways to increase the economic situation of these areas, where poverty is high, education level is low and the population is aging? Working facilities are mostly connected with agriculture, but the financial background and competitiveness of agricultural enterprises is rather low. The environment and landscape should be preserved. How can all these problems be solved at the same time? How can the environment be preserved in line with the development of the rural areas? The renewed CAP was outlined in November 2010. This paper tries to examine the visions of rural areas for the future

Abstract	With the Water Framework Directive (WFD), the European Union has established a legal framework for the protection of all aquatic ecological systems, including groundwater. This directive may have advantages for the water regime in ecologically sensitive areas but may also bring some economic disadvantages for farmers. The economic implications of the WFD for irrigated agriculture with regard to various scenarios and the implementation of alternative water policy measures are analysed. The results show that demand for irrigation water, farmers’ reactions with regard to operational and strategic decisions and income effects strongly depend on the water policy measures implemented.

Abstract	The article offers an assessment of spatial differences in the structure of payment granting decisions under the EU Common Agricultural Policy. The analysis was conducted for individual EU assistance measures divided into two groups: 1) intensifying measures, intended to step up production and improve the competitiveness of agriculture and 2) extensifying measures, intended to improve the environment and to help rural areas to diversify into non-agricultural activities. It was demonstrated that payments of group 2 prevailed in numerical terms, which was largely a result of the high participation of agricultural holdings in the agri-environmental programm
