| Słowa kluczowe | agro-sector, European Union, correlation and regression, financial efficiency, food product, financial economy, productivity & profitability, resource efficiency |
| Key words | agro-sector, European Union, correlation and regression, financial efficiency, food product, financial economy, productivity & profitability, resource efficiency |
| Abstrakt | Economic literature pays a great deal of attention to economic and financial efficiency, expressed in terms of competition, concentration, productivity and profitability. This paper provides an all-embracing framework for the various existing theories in this area and illustrates these theories with practical applications. Currently, changing the size of the production potential in agricultural units in the Republic of Moldova depends to a great extent on the influence of different trends in the modification of production resources: the reduction of labor resources and agricultural land, quantitative and qualitative changes in fixed assets, and in current assets, etc.The notion of resource potential means the totality of the volume of all resources (natural, labor, material, intellectual, information, etc.) on specific enterprises, territories, branches, regions. Evaluating a broad field of research, the paper describes profit maximizing food products and demonstrates how several widely-used products can be fit into this framework. The authors also present an overview of the current major trends in the food sector and relate them to the assumptions for food products, thereby displaying their relevance and timeliness. The results include a set of recommendations for future research on this topic. The design, methodology and approach of this research is to explain why efficiency can help obtain a profit surplus, and to measure this efficiency. For quality of methodology we apply a range of statistical methods, as well as the strategic capability of organisations – made up of resources and competences. One way to approach the stategic capability of an organisation is to consider its strengths and weaknesses (for example, where it has a competitive advantage, profit, efficiency or disadvantage). Based on our research and results, we sought to understand the concepts of financial effciency and to apply these concepts to practical situations. At the start of each analysis entrepreneurship plays an important role. Most organisations have to innovate constantly to obtain profit and efficiency for food products. They need to be first into a market, or simply a follower of customers in developing new products and services. Original studies in Moldova and Poland regarding farm concentration in terms of Gini Coefficient, Gini Index and Concentration Index of the utilized agricultural area. Original calculus formula to determine the Concentration Index of the UAA for the top 10% largest farms in Moldova and UK. |

| Słowa kluczowe | geneza, pojęcie, produkt lokalny, żywność lokalna, zrównoważona konsumpcja |
| Key words | genesis, concept, local product, local food, sustainable consumption |
| Abstrakt | W opracowaniu dokonano przeglądu aparatu pojęciowego i genezy żywności lokalnej, na podstawie przeglądu definicji z uwzględnieniem regulacji prawnych, potocznych sposobów jej ujmowania i prac badawczych, prowadzonych przez ośrodki naukowe i różne instytucje – krajowe i zagraniczne – i na tej podstawie zaprezentowano własną propozycję. Celem artykułu było przedstawienie genezy i pojęcia żywności lokalnej w kontekście zrównoważonej konsumpcji. Prowadząc analizę, dokonano przeglądu literatury przedmiotu, a wynikające z niego ustalenia udokumentowano dostępnymi informacjami statystycznymi i rynkowymi. |
| Abstract | This paper reviews the conceptual apparatus and the genesis of local food, on the basis of definitions and with respect to legal conditions, as well as the popular ways of interpretation of local food and scientific research performed by different centers and institutions – both domestic and foreign. On the basis of that, the paper presents the author’s own proposition concerning the abovementioned issue. The aim of the paper is to present the genesis and the definition of local food in the perspective of sustainable consumption. While conducting the research, the scientific literature concerning the subject was reviewed, and the findings were documented with available statistical and market information. The research showed that public institutions see the potential of local food and hope that it can drive the development of rural areas in the European Union. Local food is an alternative approach to the way in which food consumption can be turned into a sustainable one. Informed and responsible consumers, who are aware of their own limitations and value tradition, provide some new quality to the society (as they constitute a specific form of social capital), what translates into bigger local food production possibilities and is the basis for the further development of sustainable consumption. |

| Abstrakt | Information and communication technologies (ICT) are becoming more accessible and more widely used indifferent areas of socio-economic activity and in various territories, including rural areas. There is a noticeableincrease in the interest of rural residents in modern technologies, especially those supporting communication. At the same time, it should be noted that despite the small level of ICT skills and competences, ruralareas have great potential that can be expressed in: human resources, the natural environment biodiversity, and raw materials. Therefore, rural areas in Europe should be similar in terms of the use of ICT and shouldnot differ from the level observed in urban areas. The article presents the use of the AHP method (Analytic Hierarchy Process) for multicriteria decision analysisof the use of ICT by natural persons living in rural areas of the European Union (EU), in 2018. The empiricalmaterial used in the research came from the resources of the European Statistical Office (Eurostat). The result of the survey is the ranking of 27 EU countries (Great Britain was omitted). The obtained resultsshowed large disproportions in the use of ICT in rural areas between the countries of the European Union. In the extreme case, between Denmark being the leader of the ranking and Bulgaria, which was in the 27thplace, this differences amounted to 70.7%. |

| Słowa kluczowe | soja, łubin słodki, koszty uprawy, efektywność ekonomiczna |
| Key words | soybean, sweet lupine, costs of growing, economic efficiency |
Dane dotyczące produkcji, kosztów bezpośrednich i nakładów związanych z uprawą soi i łubinu zebrano w 2015 i 2017 roku w systemie AGROKOSZTY. Dane o kosztach pośrednich pochodziły z Polskiego FADN. W opracowaniu wykorzystano głównie pionową analizę porównawczą. Wykazano, że w 2017 roku uprawa obu rozpatrywanych gatunków generowała wyższe dochody niż w 2015 roku. Jednakże uprawa łubinu słodkiego była opłacalna w 2015 i w 2017 roku, podczas gdy uprawa soi jedynie w 2017 roku. |
| Abstract | Soybean and lupine belong to legumes and their seeds are a valuable source of vegetable protein. Therefore, due to successively growing animal production, in Poland and other countries of the European Union, it is promoted to increase the area of cultivation of these plants, especially in the context of food security. However, if farmers should grow them, if has to be profitable. The aim of the study was to assess of economic effectiveness from cultivation of soybean and sweet lupin in individual farms in Poland. Data on production, direct costs and expenditure on growing soybean and lupine were collected in 2015 and 2017 in the AGROKOSZTY system. Data on indirect costs came from the Polish FADN. The study mainly uses vertical comparative analysis. It was shown, that in 2017 the cultivation of both cultivars generated a higher income than in 2015. However, sweet lupine cultivation was profitable in 2015 and in 2017, while soybean only in 2017. |

Do analizy produkcji owoców wykorzystano dane pochodzące z bazy Faostat, a wielkości eksportu – dane z bazy Comtrade. |
| Abstract | The aim of the study was to examine the changes in production and export of raspberries and sour cherries, which are the domain of Polish production on the international markets, in the countries of Eastern and Southern Europe during the 2006-2017. There was used data from Faostat database for the analysis of fruit production, and from Comtrade database for the analysis of export volume. Study points to the development of production and an increase in the export of raspberries in countries with a smaller area of cultivation of this fruit crops and stability in countries with a large area of crops of raspberries. In the case of sour cherries, in most countries, both large and small area plantings, production potential, and volume of production of fruit of this species declined. The export of sour cherries increased particularly from countries with less potential in the production of sour cherries. The development of the production and export of raspberries from countries with lower production capacity may in the future be competition for Poland on the international markets. |

Problem areas conditioned by population factor most often refer to rural areas. Presented article aims to identify and delimit rural demographic problem areas in Poland. The study covered rural areas distinguished on the basis of the classification of the European Commission DEGURBA The analysis enabled to identify depopulation areas, areas with disrupted population reproduction (ie areas of permanent natural decline), areas of permanent outflow of population, areas with impaired population structure by age and areas with disrupted population structure by sex in the group of people of marriage age (20-34 years). To indicate clusters of communes characterised by the presence of the unfavourable demographic phenomena and processes (rural demographic problem areas) the measure of local spatial autocorrelation (Anselin Local Moran's I) was applied. The application value resulting from the research may be the improvement of the effectiveness of public intervention carried out as part of the development policy. |

| Abstrakt | With the increase of food supply and the improvement of production processes, the real value of certain food products has been steadily declining over the past decades, which is certainly a trend that has seriously transformed the moral value of food, its role in society and its associated personal attitudes. According to UN and FAO estimates, in 2016, 30-35% of our food was wasted. Food waste in households is also a special area of research in terms of their high wasting rate. While exploring the causes of high amounts of consumer waste, a research group has also correlated (with mathematical models) the gradual growth rate of food waste, the US obesity epidemic and the growing supply of cheaper food products (Hall et al. 2009). In our research, we examine certain personal aspects in case of specific (e.g. functional) foods as well. A significant decrease in food waste coming from households could be attained by controlling our attitudes. Food waste, consumption awareness, eating habits, food mileage, water footprint, sustainable eating, energy efficiency: these are all terms which have to have their meaning and importance taught to people, as they contain important – affecting the level of wasting – information. Therefore, we can see that food waste itself is one of the most serious, paradoxical and global modern issues which the developed world has identified, and is trying to decrease by using national and international interventions in order to limit food supply anomalies and environmental loads as much as possible. Understanding personal attributes more precisely might be a good practice for providing future solutions, as well. |

| Abstrakt | As a result of concerns about the long-term sustainability of globalized retail trade and the stronger presence of health conscious consumer behaviour, governments and groups of conscious consumers worldwide are increasingly focusing on the promotion and development of local food systems and small-scale retail chains and the production of quality local food products to promote the market. In our paper, we would like to give an overview of community-led alternative types of local food systems, with particular attention to shopping community-type consumer and consumer communities. We also describe the main results of our primary research in the population and the shopping community. During the questionnaire we revealed general consumer behaviour and the demand and attitude of local food, the popularity of the customer communities in the settlement of the respondents. In the survey conducted among members of the consumer community, we looked at the analytical areas designated as a target in the population questionnaire for the purpose of comparability and our aim was to explore the sociometrics and lifestyles of communities as well as their community experiences and possible developments. Our hypothesis is that there is a close correlation between the respondents with higher education and income and the preferences of local food. Furthermore, it is assumed that there is a significant difference between the food consumption behaviors of the two samples examined. |

| Słowa kluczowe | tea, plantations, crop types, climate changes, local ecosystems |
| Key words | tea, plantations, crop types, climate changes, local ecosystems |
| Abstrakt | The present study demonstrates the reasons for the foundation of tea plantations and conditions of their cultivation. The limitations and negative consequences of cultivation of tea plants along with the ideas for their minimization are shown. Plantations were created to optimize the harvest. However, it has been found that they negatively influence local ecosystems. The global demand for tea leaves is constantly growing. Due to the specific climate requirements of tea plants and progressive climate changes, the arable land area suitable for their cultivation is constantly decreasing. New solutions should be implemented as soon as possible, ensuring a constant supply of raw material. Otherwise, in the next few years tea may become a luxury product. FAO has presented the activities that could reduce the losses. At the moment, the best solution might be to change crop types and diversify sources of raw material. It is also highlighted that there is a need to carry out research aiming at developing varieties of Camella sinensis with lower climate requirements. |

| Słowa kluczowe | banking union, deposit guarantee schemes, European Deposit Insurance Scheme |
| Key words | banking union, deposit guarantee schemes, European Deposit Insurance Scheme |
| Abstrakt | The aim of the article is to evaluate the process of building the third pillar of the banking union. The analysis of the problem required both subject literature studies and descriptive statistics. Time scope of the analysis covers the years 2012 until 2017. The relevant data used came from the European Central Bank and the European Banking Authority. The results of the study suggest that the creation of a European Deposit Guarantee Scheme is inevitable for further financial integration in the Eurozone but more detailed conditions need to be added to its implementation plan in order to have the scheme established. This stems from both the bad financial standing of some of the euro area banks and their dependency on the sovereign debt of their home and host countries. Studies also indicate low operational readiness of the national schemes, so a transition from re-insurance onto co-insurance phase will require increased efforts of both the Member States and the banks themselves. |

| Słowa kluczowe | polityka rolna, federalizm fiskalny, federalizm środowiskowy, skuteczność polityki, efektywność polityki |
| Key words | agricultural policy, fiscal federalism, environmental federalism, policy effectiveness, policy efficiency |
| Abstract | The creation of an effective and efficient agricultural policy by the state is an extremely difficult task. It seems that designing proper agricultural policy becomes more difficult the larger the area. The aim of the article is to try to answer the question of what role in the creation and implementation of agricultural policy in the EU should be played by the European Commission, and by individual Member States. The answer to this question is based on the theories of fiscal and environmental federalism. The article is based on a review of literature and analysis of the optimal scope of public administration's competences in the creation and implementation of agricultural policy. The obtained results allow to determine how to optimize the division of tasks related to the agricultural policy between the levels of administration, which enables the implementation of a more effective and more efficient agricultural policy. |

| Title | Application of Agroforestry Systems in European Union Countries |
| Słowa kluczowe | agroleśnictwo, systemy agroleśne, Unia Europejska |
| Key words | agroforestry, agroforestry systems, European Union |
Okres badań dotyczył 2015 roku Koncentracja systemów rolno-leśnych występowała w południowej Europie, a szczególnie w Hiszpanii, Portugalii, Włoszech i Grecji. W ramach danego kraju występowało duże zróżnicowanie regionalne. Największy udział systemów agroleśnych w użytkach rolnych stwierdzono na Cyprze, w Portugalii, Grecji i Bułgarii, zaś najmniejszy w Czechach, Danii i w Niemczech. Przyczyn stosowania systemów rolno-leśnych należy szukać w tradycji i kulturze występującej w danych krajach, a nawet regionach. |
| Abstract | The aim of the study was to assess the degree of use of agroforestry crops in the European Union. The article presents the concentration of this type of crops in the EU countries and identifies factors related to the area and share of agroforestry crops. The source of the materials constituted data of EUROSTAT and LUCAS. The study period concerned 2015. The concentration of agroforestry crops occurred in southern Europe, especially in Spain, Portugal, Italy and Greece. Within each given country there was a large regional diversity. The largest share of agroforestry crops in agricultural lands was found in Cyprus, Portugal, Greece and Bulgaria, while the lowest was in the Czech Republic, Denmark and Germany. The sequence was different when pledging agroforestry to the national territory. A very strong, significant, positive dependence of agroforestry crop surface area on the surface of the country, surface area of UAA and gross value added of agriculture was found. The occurrence of these regularities results from the large influence of the scale of a given country and its agricultural activity on the use of agroforestry systems. There was no relation between the intensity level of agricultural production and the use of agroforestry systems. The reasons for using agro-crops should be sought in the tradition and culture of the countries and even regions.. |
